Repair Storm Drain at MacDill Street
PDPG 16-0117
1. Please provide a copy of Existing ASBUILD drawings for existing Storm Drain (SD) in order to verify existing invert elevations?
Answer: Only asbuilts we have were provided in the design drawings on Sheet C-3 and C-4.
2. Please confirm Civil Plans (ASBUILD Plans) are required for the project as a submittal?
Answer: As-built information is written in the SOW section 2.13 for the type of drawings needed as a final submittal.
3. Will the Trucks and other materials near the proposed SD replacement be removed by the Government?
Answer: Yes, Government will have materials and trucks removed before construction begins.
4. Please confirm #14 (C-2) Catch Basin is to be removed and replaced?
Answer: Confirmed, catch basin is to be removed and replaced.
5. Please confirm #13 SD is to be removed and replaced at existing elevation. Redesign of SD is not part of
SOW?
Answer: Storm drain does not have to be re-designed as it is to follow the same path and drainage as existing storm drain.
6. Does the Government have a Standard Plans for SD Culvert? Headwall?
Answer: No, contractor to develop similar SD Culvert as exiting.
7. Please provide a list of participants to the site walk?
Answer: Attached is the site walk participants.
8. What is the expected approval time for submittals?
Answer: 14 days
9. Will the 90 day completion time start at approval of submittals? Or NTP?
Answer: NTP
10. Will a full time on-site Construction Quality Control Manager be required? A part-time? Or not required?
Answer: Superintendent may act as the Quality Control Manager
11. Same as above for a potential Site Safety & Health Officer (SSHO).
Answer: Superintendent may act as the SSHO
12. If one or both of the above are required can the on-site superintendent also serve as one or both of the positions above?
Answer: Yes, see above.
13. Will there be any restrictions as to road closures to install the new drains such as having to open and close only one-side of the road or the other? Or can we close the road and cut across in one sequence while posting detour signage?
Answer: A detour can be set up for the project site but Contractor will need to submit a Traffic Control Plan

14. Does the base perform its own utility locate? If not, is there an approved third party list of such services able to gain base access?
Answer: Yes, the Contractor will need to submit AF Form 103, Work Clearance Request, also known as the Dig Permit.
15. Will contractor be held responsible for damage to unmarked and unknown underground utilities to the extent that they be repaired at no cost to the government, this excluding small bore pvc irrigation lines?
Answer: No, Contractor is not responsible for unmarked or unknown underground utilities. The Contractor will still verify all marked utilities and will notify the Government if other unmarked utilities are found within the project site.
16. Additional photographs of the site showing the extent of the project to help us better assess the area.
Answer: Aerial photo provided
Pipe and culvert details including:
a. Size and material of each section of pipe and culvert – Answer: 18” diameter pipe but contractor to field verify and match existing.
b. Quantity of each section of pipe and culvert – Answer: One drain line is approximately 640’ and the other is 570’. Approximately 85’ is to be cleaned out
c. Depth of pipe and culvert – Answer: Approximately 4’ deep but contractor to field verify
d. Earthwork and backfill requirements – Answer: No specific requirements.
17. Length and details for AC Curb – Answer: Approximate 574’ of asphalt road and concrete sidewalk will be removed and replaced per SOW, plans and specs
18. Headwall details - Answer: details provided in attachment, culvert should match existing.
19. Existing conditions. What is the thickness of existing AC and/or Concrete – Answer: All as-built information was provided in the plans for the project.
20. Earthwork requirements. Will native material be able to be used for backfill. Anticipate no export or import material?
Answer: Correct
21. Details to modify the storm drain Inlet including grate requirements. Drawing No. C-2 Note 14 – Answer: Inlet to be approximately 80” by 80”
22. Where are we moving the storm drain culvert? Drawing No. C-2 Note 8 Answer: Shown on C-2 pic number 9
