REPAIR STORM DRAINAGE SYSTEM AT MACDILL
STREET

1. INTRODUCTION
1.1 Contractor shall provide all materials, equipment, labor and supervision necessary to repair the storm drainage system at MacDill Street at March Air Reserve Base, California in accordance with the terms and conditions of the contract, contract statement of work, contract specifications, federal, state and local codes, laws and regulations.
1.2 All quantities, dimensions and areas given within the statement of work are an approximation only. Contractor is responsible to verify all quantities, dimensions and areas.
1.3 The construction area is identified on drawing Storm Drainage Map (SDM).
1.4 All work includes, but is not limited to the following:
2. SCOPE OF WORK – Reference the attached drawings for details.
2.1. Cut, excavate, trench and remove old storm drain lines as shown in drawings in sheet
C-2 note 12 and 13.
2.2. Install new corrugated HDPE Type S drain lines and fill.
2.3. Repair and patch asphalt road and concrete sidewalk where the road and sidewalk was saw cut.
2.4. Remove culverts with rails and repair areas with matching materials as shown on figure 9, sheet C-2.
2.5. Remove and replace storm drain culver and grade for drainage as shown on figure 8, sheet C-2.
2.6. Modify culverts for the installation of new drainage lines as shown on figure 10, sheet C-2.
2.7. Replace grass area where trenching occurred.
2.8. Clean existing storm drain line from culvert on MacDill St to culvert figure 11, sheet C-2.
2.9. Remove and replace storm drain inlet cover as shown in figure 14, sheet C-2.
2.10. Repair all irrigation valves and/or irrigation lines that may have been damaged from the install to include any low voltage wiring.
2.11. Cover or grate in the project where applicable shall have Storm Drain and Only Rain in the Drain Marking or Label
2.12. EPP and Storm Water Control Certificate and Project Specific Water Pollution Control Drawings requirements if it is not already somewhere in the project/contract specification
2.13. As-built drawing sheets for pre-project drainage map and post-project drainage map to include (1) disturbed area calculation, (2) net increase and or decrease of pervious and impervious area, and (3) details of piping type, size, run, flow direction, and applicable features such as slope, invert, inlet, manhole, open, cover, surface flow, underground piping, elevation contour, etc.
2.14. Drawing files should be compatible for March Drafting and GIS to update the base master storm distribution system map. File of Supporting hydrology report and design piping size if applicable
3. GENERAL WORKSITE
3.1 As-built and drawings provided are “For Reference Only” however, the contractor shall field verify.
3.2 Contractor will dispose of and remove off base construction debris and materials.
Contactor shall prepare a recycling report for construction and recycled debris removed from March ARB during the course of this project. Report must include name and address of the receiving facility, tonnage and type of material disposed and recycled.
3.3 The contractor shall prepare a pass information sheet identifying contractor personnel, including subcontractor personnel, who will be working on March ARB. The pass information sheet shall be submitted to the Contracting Office no later than the preconstruction meeting. Upon completion of the contract, or expiration of the passes/badges, the contractor must ensure all issued passes/badges are turned into the Contracting Office. Failure to comply with this requirement may result in withholding of final payment.
3.4 The prime contractor shall appoint a superintendent, in writing to the Contracting Office, with decision making authority prior to start of work. The superintendent will be the Governments point of contact at the construction site.
3.5 Pre-Final Inspection: The contractor shall request a pre-final inspection with the contracting officer representative (COR). Pre-final inspection shall be requested with sufficient time to allow punch list corrections, if any, prior to contract completion date.
3.6 Final Inspection: The contractor shall request a final inspection, in writing to the Contracting Officer, upon correction of pre-final punch list items. The final inspection will be formally scheduled by the Contracting Officer upon confirming that pre-final punch list items have been corrected. At a minimum, contractor Superintendent, Contracting Officer and COR will be in attendance.
3.7 The contractor shall submit, to the Contracting Office, material submittals as identified in the Schedule of Material Submittals and as required by applicable specifications.
Submittals shall be submitted by the required submission date as identified on the Schedule of Materials Submittals. Submittal packages shall be provided to the Contracting Office accompanied with an AF IMT 3000-Material Approval Submittal. A copy of the approved/disapproved signed AF IMT 3000 will be provided to the contractor upon completion of government review.
3.8 The contractor is responsible for completion and submittal of March Form 103 “Base
Civil Engineering (BCE) Work Clearance Request” to the BCE prior to beginning any work performance. The contractor shall allow a minimum of fourteen (14) calendar days for processing. The March Form 103 will be valid for the duration of the project.
3.9 Contractor disturbing one or more acre of land shall obtain (prior to construction), and comply with all the provisions in the current California General NPDES Permit associated with Discharges from Construction and Land Disturbance Activities;
Contractor performing land disturbance activities of less than one acre shall implement effective best management practices
3.10 In the event of an inadvertent discovery of previously undocumented Historical, Archaeological or Cultural resources, contractor will immediately cease construction operations within the area of discovery and notify the March ARB POC and USACE Mobile District COR. Potential Historical, Archaeological or Cultural resources which would cause cessation of work include any human skeletal remains or burial, artifacts (i.e. ceramics, pottery, tools, etc.), shell, midden, bone, charcoal or other deposits rock or coral alignments, pavings, walls or other constructed features and any other indication of previous agricultural or other human activities. Until March ARB POC decides on the historical or cultural significance of the inadvertently discovered resources, contractor will effectively secure the area in a manner that prevents employees or other persons from trespassing on, removing or otherwise disturbing such resources. It is understood by MSE that failure to follow these procedures could result in fines and penalties under

4. PERFORMANCE
4.1. The performance period is 90 calendar days from Notice to Proceed (NTP). The contractor shall begin work as described in the scope of work within 10 days of receiving
NTP. Work including punch list items, must be completed no later than the end of the performance period.
