About this file

This is a Questions and Answers (Q&A) document for federal contract FA466126Q0011 regarding a deep clean project at a Command Post facility. The document does not address required products or services, response dates, award dates, pricing terms, or other contracting details. Instead, it provides detailed site assessment information in response to clarifying questions about facility conditions.

The Q&A details the Command Post work area measurements (5,380.06 sq ft of walls, 2,557.67 sq ft of ceiling, 2,595.67 sq ft of floor) and identifies significant conditions requiring attention: raccoon infestation evidence including one carcass, bedding, excrement, and ceiling tile damage; substantial dust, dirt, and debris buildup on IT/Server Room tiled floors; all ceiling tiles requiring removal and disposal with optional reinstallation of government-provided replacement tiles; loose stairway handrails needing resecuring; and an access gap requiring permanent sealing with heavy metal mesh or similar material to prevent future animal intrusion. Additional details include ceiling height of 7-8 feet accessible by tall ladder, industrial low-pile carpet in offices and hallways, an unplugged empty refrigerator in the kitchenette, power outlets in all rooms, on-site parking for loading with off-base debris disposal, and no known asbestos or electrical hazards. The phone line wall in the IT/Server Room must be left untouched during work.

FA466126Q0011,

Q&A 3 Deep Clean

A. Overall Layout & Measurements

● Total square footage of the work area (COMMAND POST section—floors, walls, ceiling if measurable).

Walls 5380.06 sq ft Ceiling 2557.67 sq ft Floor 2595.67 sq ft

● Wall areas (especially height and any large sections).

See above answer.

B. IT/Server Rooms (Priority Area)

● Wall of phone lines (condition/restrictions).

The wall of phone lines should be left completely alone.

● Tiled floor condition (buildup, dirt level).

There’s plenty of dust, dirt, and debris buildup on the tile floor.

C. Animal Infestation & Biohazard Details

● Extent of raccoon evidence: Amount/location of excrement, nesting material, urine stains, odor sources in ceiling void.

There is one racoon carcass stuck in the already indicated wall section. There’s bedding and ceiling tile damage that is evidence of their existence. I’m sure there’s more bedding and excrement that is hidden in the ceiling tiles.

● The 3’ x 7’ drywall section (marked with Sharpie outline/X)—photo close-up, any visible damage behind if peekable.

None visible.

● Access gap (Figure 1 in SOW): Size, material (e.g., from inside room to roof/attic), what might be needed to seal it permanently.

Possibly some heavy metal mesh could be used to block the hole. This could be patched in any number of ways. The goal is to make it so that no raccoons or rodents could slip through again.

● Any mold, structural issues, or other hazards visible.

Nothing visible.

D. Ceiling & Related

● Drop ceiling grid condition (intact? Damaged? Needs repairs?).

Refer to the PWS. All ceiling tiles are to be removed and disposed of. There is an option to quote the reinstallation of the new tiles (which will be provided by the government) as well.

● Light fixtures and HVAC vent covers count/condition.

See photos in previous answers. All lights work and have covers. All HVAC vents have covers.

● Ceiling height (for scaffolding/lift needs).

The ceiling height is most likely between 7 and 8 ft. A tall ladder would be enough to reach the ceiling tiles.

● Any visible trash, bedding, or animal indications in the ceiling space.

Since the racoons came through the ceiling tiles into the space, it can be assumed that they have been throughout the space in the ceiling.

E. Stairways

● Handrail condition (loose? Needs re-securing?).

Yes, it is just loose and needs resecured to the wall.

F. Kitchenette & Office Rooms

● Approximate count of furniture/accessories: Desks, chairs, safes, storage closets, monitors, keyboards, mice, cords, decorations, sealed boxes.

See photos from previous answers.

● Kitchenette: Fridge (size/interior condition), sink, cabinets/closets.

The fridge is unplugged and empty of debris or food.

● Floor types/condition in offices/hallways.

The offices and hallways are industrial carpet. (very low pile)

G. General Condition & Logistics

● Any prior cleanup attempts or visible test marks.

Not since the racoons. It was cleaned and organized before the racoons.

● Parking/loading access, waste disposal points on-base.

There is a parking lot just outside the building that can be used. The debris should be hauled off and disposed of off base.

● Power outlets/electrical access in key areas.

Yes, there are power outlets in every room.

● Anything unexpected (e.g., asbestos indicators, electrical hazards).

None that is known of.
