CARPET and TILE

2. SUBMITTALS
2.1. The following shall be submitted in accordance with the CONTRACT CLAUSES:
2.2. Manufacturer’s catalog data and printed documentation stating physical characteristics, durability, resistance to fading, and flame resistance characteristics for each type of carpet and material and installation accessory. Manufacturer’s board or documentation stating physical characteristics for proposed ceramic tile, vinyl composition tile, and rubber tile.
2.3. Documentation certifying materials used on this contract shall meet or exceed The Air Force Affirmative Procurement Program. Submittals shall be approved by the Contracting Officer prior to start of contract.
2.4. One copy of building drawings depicting areas receiving carpet, or tile will be supplied to the contractor at the time of the site visit and the Contractor shall be responsible for insuring walls and appurtenances are correct on drawings. Measuring for estimating purposes and ordering of carpet is the sole responsibility of the Contractor.
2.5. Contractor shall submit three copies of the manufacturer’s printed installation instructions for the carpet, including preparation of substrate, seaming techniques, and recommended adhesives and tapes.
2.6. Certificates of compliance from a laboratory accredited by the National Laboratory Accreditation Program of the National Institute of Standards and Technology attesting that each type of carpet and carpet with cushion material conforms to the standards specified.
2.7. Samples
a. Carpet: Minimum of two “Production Quality” sample books with at least one sample 12 by 12 inches of proposed carpet showing quality, pattern, and available colors.
b. Vinyl or Rubber Wall Base: Manufacturers color chain.
c. Rubber Tile: Manufacturers color chain
d. Vinyl Composition Tile: Manufacturers color chain or tile box
e. Ceramic Tile: Manufacturers sample board
f. Quarry Tile: Manufacturers sample board
g. Sheet Vinyl Flooring: Manufacturers color chain
h. Resilient Stair Treads: Manufacturers color chain
i. Transition Strips: Manufacturers color chain
j. Thresholds: Manufacturers data sheets
3. REQUIREMENTS
3.1. Carpet and adhesives shall bear the Carpet and Rug Institute (CRI) Indoor Air Quality (IAQ) label. Carpet type bearing the label will indicate that the carpet has been tested and meets the criteria of the CRI IAQ Carpet Testing Program, and minimizes the impact on indoor air quality. Documentation certifying contractor’s product complies with The Air Force Affirmative Procurement Program.
3.2 Tile, Sheet Flooring, Stair Treads and Related Materials
3.2.1. Ceramic tile shall be equal to or better than Marazzi brand 12x12 ceramic tiles and installed in accordance with manufacturers instructions and Glazed Ceramic Tile: TCA 137.1 Section 6. Tile shall be measured and set, so that the sides come out with equal dimensions, for instance, if it is four inches on one side it shall also be four inches on the opposite side. Tiles in both directions shall line up and all grout lines shall be straight. Adhesives and grout shall be recommended for that specific tile and purpose, and used in accordance with manufacturer recommendations. Finished product shall have no vacancies or hollow sounds under tile. While working with adhesives for tile, and it loses it’s workability, is drying out, or is aged to the point it will not perform in accordance with manufacturers instructions and warranties it shall be disposed of and a new batch used.
3.2.2. Quarry tile shall be equal to or better than Daltile Quarry Coping brand 8”x 8” quarry tiles and installed in accordance with manufacturers instructions ANSI A137.1. Tile shall be measured and set, so that the sides come out with equal dimensions, for instance, if it is four inches on one side it shall also be four inches on the opposite side. Tiles in both directions shall line up and all grout lines shall be straight. Adhesives and grout shall be recommended for that specific tile and purpose, and used in accordance with manufacturer recommendations. Mud beds shall be installed as necessary. Finished product shall have no vacancies or hollow sounds under tile. While working with adhesives for tile, and it loses it’s workability, is drying out, or is aged to the point it will not perform in accordance with manufacturers instructions and warranties it shall be disposed of and a new batch used.
3.2.3. Rubber tile shall be equal to or better than Roppe Raised Design Rubber Floor Tile and installed in accordance with manufacturer instructions. Tile shall match any existing tile previously installed in a facility on Dyess AFB. Tile shall be measured and set, so that the sides come out with equal dimensions, for instance, if it is four inches on one side it shall also be four inches on the opposite side. The ends shall also reflect the same comprehension. Tiles in both directions shall line up and all lines straight. Adhesives and grout shall be recommended for that specific tile and purpose, and used in accordance with manufacturer recommendations. Finished product shall have no vacancies or hollow sounds under tile. While working with adhesives for tile, and it loses its workability, is drying out, or is aged to the point it will not perform in accordance with manufacturer’s instructions and warranties it shall be disposed of and a new batch used.
3.2.4. Vinyl composition tile flooring shall be equal to or better than ASTM F 1066. Tile shall be 12” x 12” x 1/8” thick, composition 1 asbestos free. Tile shall be measured and set, so that the sides come out with equal dimensions, for instance, if it is four inches on one side it shall also be four inches on the opposite side. The ends shall also reflect the same comprehension. Tiles in both directions shall line up and all lines straight. Adhesives and grout shall be recommended for that specific tile and purpose, and used in accordance with manufacturer recommendations. Finished product shall have no vacancies or hollow sounds under tile. While working with adhesives for tile, and it loses its workability, is drying out, or is aged to the point it will not perform in accordance with manufacturers instructions and warranties it shall be disposed of and a new batch used.
3.2.5. Resilient sheet flooring shall be equal to or better than ASTM F 1303, thickness 0.0085 inch, with organic backing not less that 72 inches wide. Sheet rubber flooring shall be solid, integrally colored, 36 inches wide, thickness 1/8 inch.
3.2.6. Resilient Sheet Flooring with Heat Welded Seams shall be equal to or better than ASTM F 1303, thickness 0.0085 inch, with organic backing not less that 72 inches wide. Sheet rubber flooring shall be solid, integrally colored, 36 inches wide, thickness 1/8 inch. Flooring shall be of hospital grade and quality and have all seams heat welded to provide a seamless floor. Flooring shall be rolled up the walls to form the wall base and there shall be no gaps or voids.
3.2.7. Resilient Stair Treads shall be rubber or vinyl stair tread units, full tread width, not less than 1/8 inch at tapered end and ¼ inch at nosing with two abrasive strip inserts full width of treads and curved nosings 1 ½ inches high. Provide rubber or vinyl base, 7 inch cove type, for stair risers to match treads. Provide resilient stringer skirt cut to match riser and tread profile to meet wall base height. Resilient edge strips shall be 1/8 inch thick, homogeneous vinyl or rubber composition, tapered or bullnose edge, not less than 1 inch wide.
3.2.8. Mortar and Grout
a. Portland Cement: ASTM C 150, Type 1
b. Aggregate: Sand, ASTM C 144
c. Dry set Mortar and Grout: ANSI A118.1, TCA Formula 759 or 763 as (applicable)
d. Conductive dry set Mortar: Conforming to ANSI A118.2 and TCA Formula 756
e. Conductive Latex Mortar: Conforming to ANSI A118.2
f. Liquid Latex: ANSI A118.4 except latex shall be non-remulsifiable in water.
g. Epoxy Mortar and Grout: TCA Formula AAR-11, two component epoxy resin, hardener, and mineral filler complying with ANSI A118.3
h. Furan Mortar
i. Furan Grout
j. Water shall be clean, potable water approved by Public Health authorities for domestic consumption.
k. Commercial Cement Grout: Proprietary compound of Portland cement and additives, factory blended to decrease shrinkage.
3.2.9. Adhesives (Cements) shall be as recommended by flooring manufacturer to suit material and substrate conditions. Must be asbestos free.
a. Epoxy Adhesive: TCA Formula C 150, two compound epoxy resin and hardener.
b. Organic Adhesive: ANSI A136.1 with TCA certification of conformance.
4. DELIVERY AND STORAGE
4.1. Materials shall be delivered to the site in the manufacturer’s original wrappings and packages clearly labeled with the manufacturer’s name, brand name, size, dye lot number, and related information. Materials shall be stored in a clean, dry, well ventilated area, protected from damage and soiling, and shall be maintained at a temperature above 60 degrees F for 2 days prior to installation.
5. ENVIRONMENTAL REQUIREMENTS
5.1. Areas in which carpeting is to be installed shall be maintained at temperature above 60 degrees F for 2 days before installation, during installation, and for 2 days after installation. A minimum temperature of 55 degrees F shall be maintained thereafter for the duration of the contract. Traffic or movement of furniture or equipment in carpeted area shall not be permitted for 24 hours after installation. Other work which would damage the carpet shall be completed prior to installation of carpet.
6. WARRANTY
6.1. Manufacturer’s standard performance guarantees and warranties that extended beyond a one-year period shall be provided to the Government.
7. PRODUCTS
7.1. Carpet shall be first quality: Free of visual blemishes, streaks, poorly dyed areas, fuzzing of pile yarn, spots or stains, and other physical and manufacturing defects. Carpet materials and treatments shall be reasonably non-allergenic and free of other recognized health hazards. All grade carpets shall have a static control construction which gives adequate durability and performance. Carpet shall be designed for use in heavy wear areas.
7.1.1. Physical Characteristics
Carpet shall comply with the following (Equal to or better):
a. Carpet Construction: textured loop
b. Type: Broadloom 12 feet minimum usable carpet width with exception of corridors
c. Pile Fiber: Commercial nylon continuous filament with stain and soil resistance
d. Pile Thickness: .165 in.
e. Gauge: 1/10 inch
f. Stitches per inch: 10 per inch
g. Surface Pile Yarn Weight (or Face Weight): 28 ounces per square yard. This does not include weight of backings. Weight shall be determined in accordance with ASTM D 5848
h. Pile Density: 6,109 as determined using the formula below:
i. Density = (W)(36)/T
j. W is pile yarn weight in ounces per square yard. T is finished pile thickness in inches. Pile thickness shall be determined in accordance with ASTM D 5848.
k. Dye Method: Solution dyed
l. Backing materials: Primary-backing materials shall be Synthetic Backing
m. Manufacturer, Pattern and Color: Cambridge/Philadelphia Carpets (Equal to or better)
Carpet Tile shall conform with the following (Equal to or better):
a. Carpet Construction: textured loop
b. Type: Carpet Tiles 24 x 24
c. Pile Fiber: Commercial nylon continuous filament with stain and soil resistance
d. Pile Thickness: .104 in.
e. Gauge: 1/10 inch
f. Stitches per inch: 9.0 per inch
g. Surface Pile Yarn Weight (or Face Weight): 20 ounces per square yard. This does not include weight of backings. Weight shall be determined in accordance with ASTM D 5848
h. Pile Density: 6,923 as determined using the formula below:
i. Density = (W)(36)/T
j. W is pile yarn weight in ounces per square yard. T is finished pile thickness in inches. Pile thickness shall be determined in accordance with ASTM D 5848.
k. Dye Method: Solution dyed
l. Backing materials: Primary-backing materials shall be Synthetic Backing. Manufacturer, Pattern and Color: Cambridge/Philadelphia Carpets (Equal to or better)
7.1.2. Performance Requirements
7.1.2.1. Static Control: Static control shall be provided to permanently control static buildup to less than 3.5 kV when tested at 20 percent relative humidity and 70 degrees F in accordance with AATCC 134.
7.1.2.2. Flammability and Critical Radiant Flux Requirements: Carpet shall comply with 16 CFR 1630. Carpet in corridors and exits shall have a minimum average critical radiant flux of 0.45 watts per square centimeter when tested in accordance with ASTM E 648.
7.1.2.3. Tuft Bind: Tuft bind force required to pull a tuft or loop free from carpet backing shall be a minimum 20 pound average force when tested in accordance with ASTM D 1335.
7.1.2.4.. Colorfastness to Crocking: Dry and wet crocking shall comply with AATCC 165 and shall have a minimum rating of step 4 on the AATCC Color Transference Chart for all colors.
7.1.2.5. Colorfastness to Light: Colorfastness to light shall comply with AATCC 16 and shall have a minimum 4 gray scale rating after 40 hours.
7.1.2.6. Delamination Strength: Delamination strength for tufted carpet with a secondary back shall be minimum of 2.5 lb./inch in accordance with ASTM D 3936.
8. ADHESIVES AND CONCRETE PRIMER
8.1. Adhesives and concrete primers and seam adhesive for installation of carpet shall be waterproof, nonflammable, meet local air-quality standards as recommended by the carpet manufacturer. Release adhesive for modular tile carpet shall be as recommended by the carpet manufacturer. Adhesives flashpoint shall be minimum 140 degrees F in accordance with ASTM D 3278.
9. RESILIENT BASE
9.1. Base shall conform to ASTM F 1861, Rubber, Style Coved. Base shall be 4 inches high and 1/8” thick. Pre-formed outside corners shall be furnished. Base shall be provided in rolls, or straight sections cut to length and applied as recommended by the manufacturer. No wrinkling or bubbles will be accepted. Color shall be as selected by user.
10. TRANSITIONAL MOLDING
10.1. Transitional molding shall be heavy-duty vinyl designed for the type of carpet being installed. Floor flange shall be a minimum 2 inches wide. Manufacturers longest continuous lengths, 12 foot minimum shall be furnished and installed. Color shall be as approved.
11. TAPE
11.1. Tape for seams shall be as recommended by the carpet manufacturer for the type of seam used in installation.
12. EXECUTION
12.1. Surface Preparation: Neither carpet nor tile of any kind shall be installed on surfaces that are unsuitable and will prevent a proper installation. Holes, cracks, depressions, or rough areas shall be repaired using material recommended by the carpet, tile or adhesive manufacturer. Floor shall be free of any foreign materials and swept broom clean. Before beginning work, subfloor shall be tested with glue and carpet to determine “open time” and bond.
12.2. Moisture Testing: Concrete slab shall be tested for moisture content and excessive alkalinity in accordance with CRI 104 if deemed necessary by the Contracting Officer. The moisture content shall not exceed a hygrometer reading of 65 percent.
13. INSTALLATION
13.1. Installation shall be in accordance with the manufacturer’s instructions and CRI 104. Edges of carpet meeting hard surface flooring shall be protected with molding. Installation shall be in accordance with the molding manufacturer’s instructions.
13.1.1. Broadloom Installation: Broadloom carpet shall be installed direct glue down and shall be smooth, uniform, and secure, with a minimum of seams. Seams shall be uniform, unnoticeable, and treated with a seam adhesive. Side seams shall be run toward the light where practical and where such layout does not increase the number of seams. Breadths shall be installed parallel, with carpet pile in the same direction. Patterns shall be accurately matched. Cutouts, as a door jambs, columns and ducts shall be neatly cut and fitted securely. Seams at doorways shall be located parallel to and centered directly under doors. Seams shall not be made perpendicular to doors or at pivot points. Seams at changes in directions of corridors shall follow the wall line parallel to the carpet direction. Corridors with widths less than 6 feet shall have the carpet laid lengthwise down the corridors.
13.1.2. Carpet Tiles: Carpet Tiles shall be installed according to manufacturer’s recommended installation. Seams between tiles shall be uniform and unnoticeable.
13.1.3. Seams: Seams shall be uniform, unnoticeable, and treated with a seam adhesive. At seams and unprotected edges a 1/8” continuous bead of seam adhesive shall be applied to the first edge where the face yarn enters the backing.
13.1.4. Tile: All type of tile to include vinyl composition tile, rubber, ceramic and quarry shall be installed according to manufacturers recommended installation instructions.
13.1.5 Accessories: All accessories to include vinyl cove base molding, transition strips and thresholds shall be installed according to manufacturers recommended installation instructions.
14. CLEANING AND PROTECTION
14.1. Cleaning: After installation of the carpet and or tile, debris, scraps, and other foreign matter shall be removed. Soiled spots and adhesive shall be removed from the face of the carpet with appropriate spot remover. Protruding face yarn shall be cut off and removed. Carpet shall be vacuumed clean. New tile shall be swept and mopped clean.
14.2.
Protection: The installed carpet shall be protected from soiling and damage with heavy, reinforced, nonstaining kraft paper, plywood, or hardboard sheets. Edges of kraft paper protection shall be lapped and secured to provide a continuous cover. Traffic shall be restricted for a least 45 hours. Protective covering shall be removed when directed by the Contracting Officer.
15. REMNANTS
15.1. Remnants remaining from the installation, consisting of scrap pieces more than 2 feet in dimension with more than 6 square feet total, shall be provided to the building occupant if requested. Non-retained scraps shall be removed from site.
