I. INTRODUCTION SUMMARY AND ATTENDEES
This project consists of the contractor furnishing all layout, survey, plant, labor, supervision, quality control, materials, equipment, machines, tools, supplies, service and incidentals to perform all operations in connection with the Carpet and Tile Removal/Replacement and Asbestos Abatement project at Dyess AFB, TX in accordance with the plans and specifications .

II. PARTICULARS
1. Interested parties met in the CO’s office to discuss the IDIQ type contract to include the requirements described in the Statement of Work (SOW). Mr. Miller opened with a description of the contract duties to include types of carpet and tile projects, asbestos abatement, downtime requests, furniture moving as a responsibility of the government, scheduling and cooperation of the end-users. He made it clear there will be no minimum guarantee on this IDIQ contract.

Comment: Mr. Lawrence asked about any paint damage from taping up an area where asbestos is found.
Response: Mr. Miller answered that spot repairs to paint shall be necessary in those situations but that the Paint IDIQ contractor has been very helpful in the past and would probably be the right person to quote any damage and perform repairs to the paint for a reasonable fee.

Comment: Mr. Lawrence asked about any special requests or deviations from the specified carpet and tile choices in the contract.
Response: Mr. Miller said there may be high visibility areas such as the Ballroom, certain conference rooms or the Wing commander’s office where the government may ask for special deviations, but in those rare cases, a modification would be done to cover the extra cost.

Comment: Both Mr. Locklear and Mr. Lawrence stated they had performed many jobs on the base and were familiar with the current Carpet & Tile IDIQ contract.
Response: Mr. Miller said the contract is mainly about maintaining the schedule and getting users to remove furniture so the contractor has proper access to complete the work. He said that 7 CONS has maintained good communication and a generally positive working relationship with contractors on Dyess AFB.
III. OPEN ITEMS BY PARAGRAPH NUMBER
There were no open items as a result of this pre-bid meeting.
IV. CONCLUSION
The meeting was adjourned and Mr. Lawrence went with Lt. Burwinkle and Ms. Kreps to visit dorm 6120. Lt Burwinkle showed him a few samples of tile and explained the type of work normally performed at the dorms. There were no further questions and the meeting was adjourned at 1030.
