STATEMENT OF WORK (SOW) FOR
INSTALLATION OF INDOOR PLAYGROUND
Cavalier Space Force Station (CSFS)
Version Date: 20 March 25
1. INTRODUCTION: Air Force Services Center is seeking a contractor to provide, deliver, assemble, and install a turnkey indoor playground located at 707 Spraker Drive (Bldg 707), Cavalier SFS, ND. Play structure will consist of a structure not to exceed 1,050 square feet and will accommodate children ages 4 to 12 years, and Toddlers to 3 years old at CSFS, ND. This project is meant to foster Airman Resiliency by providing a safe play environment for the dependents of our military community.
2. DESCRIPTION OF WORK: The contractor shall provide, deliver, assemble and install two separate adjacent indoor playground structures for children: 4 to 12 years old (468 SF, 26’ (L) x 18’ (W) x 15’ (H)), and Toddler to three (3) years old (240 SF, 15’ (L) x 16’ (W) x 6’ (H), with 4’ space between the structures. The maximum size of the indoor play structure area is 45(L) x 18’ (W) x 16’ (H), 810 SF and the height should be a minimum of 15 feet and no greater than 17 feet. Structure can be anchored to adjacent walls and floor as required. Rubber matt flooring may be larger than structure. The remaining square footage used for seating for parents and shoe cubbies. All work shall be in accordance with federal, state, local laws, and regulations guidelines established by the U.S. Consumer Product Safety Commission (CPSC), the American Society for Testing and Materials (ASTM) for playground equipment, the International Playground Equipment Manufacturing Association (IPEMA), Americans with Disabilities Act (ADA), the Architectural Barriers Act (ABA), and this Statement of Work (SOW). The Contractor shall prepare and complete applicable documents for all work designed as required by the Request for Quote (RFQ). Furthermore, the contractor is responsible for final design and obtaining all permits in accordance with this document and applicable building codes. The Contractor shall remain completely responsible for all deliverables in full compliance with the requirements of this contract. The contractor shall provide comprehensive technical documentation including product specifications that verify age-appropriateness on all equipment and surfacing. The contractor will provide an air ventilator to clean the air from any chemicals used during the site installation.
2.1 Equipment Theme: The design should revolve around the Science, Technology, Engineering, the Arts and
Mathematics (STEAM) play system, with the Space theme and play surface landing zone that are age appropriate for the age of children in that play area.
2.2 Equipment Area: Equipment shall be designed to encourage movement including: balancing, standing, cruising, walking, eye-foot coordination, self-regulation, individualization from caregiver, functional play, sense of trust, communication, and cause and effect.

2.3 General Layout and Standards
2.3.1 Buffers: Buffers shall be designed such that children are not able to move from one play environment to another. Construction shall include these buffers. Buffers shall not encroach on path of egress.
2.3.1 Fencing, including gates, shall not be used as a buffer between play environments.
2.4 Surfacing: Solid matt surfaces shall be used under structure as necessary throughout the play environments.
2.5 The play environment shall be free of blind spots and hidden crawl spaces as a result of equipment placement.
Contractor shall provide convex mirrors in locations shown on Indoor Play Environment plan and where blind spots are determined to be unavoidable.
2.6 Contractor shall provide certifications which meet ASTM F1918 standard. All surfacing materials under and around playground equipment must meet ASTM F1292.
2.7 Contractor shall include specific pieces of equipment to meet the physical, emotional, social, and/or intellectual needs of the specific age group.
3. INSTALLATION OF PLAY STRUCTURE: The contractor shall assemble and install the structure in accordance with the manufacturer’s specific instructions. This will include, but is not limited to uncrating, assembly, anchoring and/or bolting the structure to the facility floor and removal of all shipping materials.
4. QUALITY OF WORK: Project documents shall be of sufficient detail to afford a clear understanding of the install work required. The work shall be organized in a manner that will assure thorough coordination between the various details on the drawings and the specifications. The Contractor shall crosscheck all work until all conflicts have been reconciled.
4.1 SITE CONDITION: If during play structure installation, and before the condition is disturbed, contact the
Contracting Officer in writing of any physical condition at the site of an unusual nature from those normally encountered in performance of this type of work.
4.2 BASE AND SAFETY REGULATIONS: The contractor shall comply with all applicable provisions of the
Corps of Engineers Manual, EM385-1, entitled “General Safety Requirements,” and Air Force regulations and directives pertaining to security, safety, fire, traffic, and personnel clearances insofar as they pertain to the contractor’s activities on CSFS. The contractor shall be responsible for providing, placing, and removing all barricades and safety devices during work performance activities. The contractor will also be responsible for removing all garbage pertaining to installation of playground equipment. Secondly, background investigation must be complete and passed by contractor and installer in order to gain access to the base.
The contractor shall protect from damage all government and personnel property located adjacent to the work site and shall repair, replace or otherwise be held liable for all such damage. Property includes, but is not limited to facilities, structures, furniture, equipment, materials, vehicles or items of supplies. Contractor shall also be responsible for providing a safe work area that also restricts access from facility occupants.
4.3 ENVIRONMENTAL REQUIREMENTS: In order to comply with federally mandated environmental preference programs and Department of Defense (DOD) “Green Procurement Program” (GPP) policy, requires the use of environmentally preferable products and services. These program elements include: recovered material products, energy and water efficient products, alternative fuels and fuel efficiency, bio-based products, non-ozone depleting substances, priority chemicals, and environmentally preferable products. These program elements are described on the Office of the Federal Environment Executive website: http://www.ofee.gov/, Executive Order 13423.
4.3.1 Products and Materials. Products that fall under the Environmental Protection Agency (EPA)
Comprehensive Procurement Guidelines (CPG shall meet the minimum recovered (recycled) content.) If it is determined that a product does not meet Government performance requirements, the contractor shall submit a proposed alternative that would meet the performance requirements with the lowest environmental impact for http://www.ofee.gov/ evaluation and acceptance. Bio-based products shall be used upon issuance of the bio-based product listing from the United States Department of Agriculture (USDA) (http://www.usda.gov <http://www.usda.gov/>).
All work shall be performed in a skillful and workmanlike manner.
5. STANDARD WORKDAY/WEEK: Contractor shall submit a detailed schedule of all work to be performed including the time frame for installation and completion. Work should normally be accomplished during the standard 8 hour day, 5-day week, Monday through Friday, between the hours of 7:30-4:30 P.M. local time, excluding federal legal holidays and non-work days resulting from holidays occurring on weekends. When the contractor desires to work at other than the aforementioned he/she shall submit a written request to Contracting Officer for approval, and written approval thereof shall be received prior to proceeding with work. The request shall be submitted at least 3 work days prior to the proposed performance of work, and shall indicate the day/days/, time/amount of work, and reason why permission should be granted to perform work during nonstandard hours.
6. FINAL CLEANUP: The contractor shall ensure that the worksite is secure at all times. All debris shall be removed and properly disposed of daily. Upon completion of work, the site shall be returned to its original condition. The contractor shall provide the 412th Force Support Squadron staff with any manufacturer installation and care manuals at project completion.
