SUBJECT: Amendment 2, FA465925QZ006, Cavalier Indoor Playground, Extending Due Date & Questions Answers
1. The purpose of this amendment is to incorporate the following changes:
a. Solicitation was reopened and the due date has been extended to 07 Apr 25.
b. Federal Acquisition Regulations do not apply to this solicitation as the funding is Nonappropriated.
Consequently, the solicitation was updated IAW Nonappropriated Fund Contracting Procedures
(DAFMAN 64-119).
c. FAR references have been removed
d. Included NAF Provisions and Clauses (Attachment 1 & 2 were updated).
e. This requirement is no longer set aside only for Small Businesses.
f. Delivery date has been changed from 365 days to 180 days from date of award.
g. Instruction to Offerors has been updated to Instruction to Quoters.
h. Evaluation of Offers has been updated.
i. Statement of Work was updated to version 20 Mar 25

This solicitation is issued as a request for quotation IAW Nonappropriated Fund Contracting Procedures (DAFMAN 64-119). Submit written quotes in reference to Request for Quote (RFQ) number FA465925QZ006.

Delivery Date: No later than 180 days from the date of award, to include manufacturing, delivery and assembly.
*** To be considered for award: note that offerors must be actively registered with the US Government database System for Award Management (SAM) when submitting the quote or proposal.
“Registered in the System for Award Management (SAM)” means that—
(1) The Contractor has entered all mandatory information, including the unique entity identifier and the Electronic Funds Transfer indicator (if applicable), the Commercial and Government Entity (CAGE) code, as well as data required by the Federal Funding Accountability and Transparency Act of 2006 (see Subpart 4.14), into the SAM;
(2) The Contractor has completed the Core, Assertions, Representations and Certifications, and Points of Contact sections of the registration in the SAM;
(3) The Government has validated all mandatory data fields, to include validation of the Taxpayer Identification Number (TIN) with the Internal Revenue Service (IRS). The contractor will be required to provide consent for TIN validation to the Government as part of the SAM registration process; and
(4) The Government has marked the record “Active”.

INSTRUCTIONS TO QUOTERS
To assure timely and equitable evaluation of quotes, quoters must follow the instructions contained herein. Quoters are required to meet all solicitation requirements, including terms and conditions, representations and certifications. Quoters must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The response shall consist of two (2) parts; Part I – Price Quote and Part II – Technical Acceptability.
Specific Instructions:
Part I – Price Quote Quote shall include the contractor’s Quote Schedule as follows:
a. Contractor’s Unit and Total Price relating to each of the CLIN/Items above.
(i) Vendor must note that separate Contract Line Item Numbers (CLINs), are not prescribed for purpose of associated costs entailing taxes, fees, transportation, delivery, etc. Accordingly, quoted unit pricing for requirements at the CLIN level under this solicitation, shall be all inclusive of all associated costs (i.e. all material, transportation, labor, delivery, etc.)
b. Discount for prompt payment – if any
c. Company Point of Contact with name, address, email address, and telephone number.
d. Quotes must be valid for a period of no less than 60 days.
Part II – Technical Acceptability
The offeror shall submit a technical offer that demonstrates how the following section of the Statement of Work (SOW) would be accomplished (e.g., drawings, technical specifications, photo depictions, schematics, examples, etc.):

Technical offer shall not exceed 20 pages.
NOTE: Vendor specific terms and conditions that may be contingently proposed for subsequent inclusion into the contract will not be considered by the Government in its evaluation of quotations. This aspect also includes the Government’s exclusion from requests by vendors to enter into supplemental agreements from their respective company in order to conduct business under a resultant contract award. Vendors that are not able to comply with the aforementioned conditions will be determined as noncompliant with the solicitation requirements and therefore may be removed from consideration for award.
EVALUATION OF OFFERS
BASIS FOR CONTRACT AWARD: Lowest Price Technically Acceptable (LPTA).
By submission of its quote in accordance with the instructions provided in Instructions to Quoters, the quoter accedes to the terms of this model contract. Failure to meet a requirement may result in a quote being determined unacceptable. Award will be made to the lowest price quote that meets the acceptability standards for non-price factors.
Evaluation Procedures. Following receipt of responses to this RFQ, the Government will perform a comparative analysis (compare quotations) in order to select the quoter that is best suited to fulfill the requirements of the RFQ. The comparative analysis will be based on the offeror’s submissions as compared to the factors outlined on the next page:
I. Price
The lowest quote will be evaluated for price reasonableness. It is expected that the competitive nature of this acquisition will drive price reasonableness; however, the Government reserves the right, if it deems appropriate, to make this determination IAW DAFMAN 64-119.
Unreasonable or unbalanced prices submitted may be grounds for eliminating a quote from further consideration if prices are determined to be incompatible with the scope of the effort to be accomplished and/or create performance risk on the basis the quoter does not understand the requirement.
II. Technical Acceptability
The government’s technical evaluation team will evaluate the technical portion on a pass/fail basis, assigning ratings of Acceptable or Unacceptable.
Acceptable: Offer meets the minimum requirement of the solicitation. Unacceptable: Offer does not meet the minimum requirement of the solicitation.
The technical offers will be evaluated against the following criteria:
a. Description of Work - Offeror has met the required dimensions in SOW Section 2.0.
b. Equipment Theme – Offeror has met all the requirements in SOW Section 2.1
c. Equipment Area - Offeror has met all the requirements in SOW Section 2.2
d. General Layout Standards - Offeror has met all the requirements in SOW Section 2.3
