DEPARTMENT OF THE AIR FORCE

319TH CONTRACTING SQUADRON (ACC)

GRAND FORKS AIR FORCE BASE NORTH DAKOTA

18 September 2024

MEMORANDUM FOR CONTRACTORS

FROM: 319 CONS/PKA

295 Steen Blvd, Bldg. 242 Grand Forks AFB, ND 58205-6222

SUBJECT: Questions and Answers (Q&As) Part III for Solicitation FA465924R0005 JFSD201151 Repair Bunch Hall Dorm 221

1. When we submit Section K – Reps and Certs in Part 1 Proposal, is there anything to fill out in Section K, if nothing changes in SAM.gov? Do we sign it anywhere, or just send it along? Just don’t want to miss something.

Response: The offeror is not required to fill out Section K if they have completed the annual representations and certifications electronically via SAM.gov, and there are no changes.

2. Will the existing furniture and loose appliances be removed from the facility prior to the contractor’s arrival? Or will removal and disposal of these items be the contractor’s responsibility?

Reference attached photos.

Response: Refrigerator/freezer units will be removed by the government prior to the contractor starting work. Disposal of the remaining furniture and appliances will be a bid option for inclusion in the contract. Follow State and Federal regulations to divert waste from the landfill. Microwave ovens appear to be mostly metal, therefore, must be recycled IAW ND Dept. of Environmental Quality guidance. See revised bid schedule.

Furthermore, Spec section 01 33 29, Sustainability Reporting, is duplicated in the specifications file. Disregard the first occurrence of the section, pages 56 through 69 of the combined specifications file.

3. On detail 2/A401, detail 6 calls out holes through the floor, or I assume core drilling for plumbing and HVAC. My question is, are they new core drill holes? I assume they are, so they need to be GPR’d?

Response: The holes will be new. Notes A12 and A13 on sheets A-101, A-102, and A-103 have special instructions for certain locations.

4. The spec calls out for the spray foam insulation to be 3 lb foam, just making sure that is what you want and not 2 lb foam. I have had that asked by the foam spray people. They say 2 lb is cheaper.

Response: Use 3lb foam as specified.

5. The shelves in Typical Suite Rooms (See page A-205) refer to specification Section 06 20 00, are these shelves intended to be Select or better Soft Elm or Birch. Is Select Birch acceptable? If this is not the intended material for the shelves, what is the intended material?

Response: Yes, Select Birch is acceptable.

6. What color is ST-1? (The stain color for cabinets and shelves)

Response: A sample to match will be provided after award.

7. Will 1/8” edging on the cabinets be acceptable? This is what was provided on Gray Hall Dorm according to our records.

Response: Edging must follow details in drawings.

8. Cabinet Interiors are intended to be melamine, correct? Specification section 06 41 16.00 10 Wood-Clad Architectural Cabinets lists both melamine interiors and wood interiors.

Response: Yes, semi-exposed interior surfaces are intended to be melamine. Interior veneer would be acceptable for a panel product that may have veneer on both sides, such as a finished end panel.

9. Section #10 28 13, Item 2.1.9 calls for Clothes Rod with Surface Mounting, Shower Curtain Rod made of Satin Finish Stainless Steel, 1” Diameter with Flanges Includes. However, you cannot mount a Shower Rod as shown in the Detail. On the plans, it shows CR2 Clothes Rod in the Suite Closets (Detail 1/A-205, G). However, it appears to be part of the shelving that is by Section #06 20 00 per the Accessory Schedule. Please confirm that I’m able to remove Item 2.1.9 from Section #10 28 13 (see Section #06 20 00, 2.3.4, 3.2, & 3.3).

Response: CR2 will follow spec section 06 20 00. See revised sheet A-205.
