DEPARTMENT OF THE AIR FORCE

319TH CONTRACTING SQUADRON (ACC)

GRAND FORKS AIR FORCE BASE NORTH DAKOTA

06 September 2024

MEMORANDUM FOR CONTRACTORS

FROM: 319 CONS/PKA

295 Steen Blvd, Bldg. 242 Grand Forks AFB, ND 58205-6222

SUBJECT: Questions and Answers (Q&As) Part II for Solicitation FA465924R0005 JFSD201151 Repair Bunch Hall Dorm 221

1. Could you please provide clarification as to the coating required over the foam in the attic space? Are you looking for a weather protectant coating or are you looking for a fire protectant intumescent coating?

Response: Per section 07 57 13, part 2.4, provide intumescent coating.

2. Could you let us know what size and spacing reinforcing is in the sidewalks around Bunch Hall?

Response: Construction of sidewalks is not detailed in available as-built drawings.

3. I wasn’t able to find specific fire stop manufacturers called out in the specification. Are you accepting bids with different manufacturers? Or can you point me to where in the specification it specifically calls out the fire stop manufacturers?

Response: There is no requirement for specific firestopping manufactures. Firestopping must comply with section 07 84 00, Firestopping.

4. The plans and specifications are unclear as to whether the new “fixed aluminum F04” will be storefront such as Tubelite T14000 or aluminum windows such as Kawneer 5500. The specification seems to be a aluminum window number but doesn’t have a manufacturer nor model listed. The plan details are drawn as storefront but are tagged both ways. Please let us know how we should proceed.

Response: The specs are standard UFGS that call out performance criteria that the windows have to meet and will not say brand names or models of products. Drawings are generic window framing, and details were not specific to any particular brand or model of framing system.

5. Please confirm, are the end stairwells to receive new tiles in existing grid according to finish schedule note #1?

Response: Replace the grid. See revised sheets AD105, AD106, and A-601. Changes are identified with revision clouds.

6. Please confirm, are the center stairwells to receive new grid and tiles?

Response: Correct.

7. Please confirm, no ACT over the actual stairs (just the landing portion) on 1st and 2nd levels, but

ACT throughout entire stairwells on 3rd level?

Response: Correct.

8. On drawing E-503, it shows a 1 1/2" conduit with conductors going to the hinged consolidation box. It also shows dashed lines as future access control cabling. Are any access control cables required to be installed for this project?

Response: Access control cabling is not part of this project.

9. Please clarify the strand count for the fiber optic cables to the new telecommunications racks on

2nd and 3rd floor.

Response: Per section 27 10 00, a minimum 12 fiber cable to each comm room unless indicated otherwise and it is not indicate otherwise in the drawings, therefore, 12 fibers is the count.

10. Please clarify what is required for racks for the new telecommunication rooms- are they floor racks, wall mount, cabinets?

Response: Units are floor racks except NIPR wall cabinet in room 122.

11. Please confirm, is the contractor is responsible for rough-in only for the CCTV and card reader systems as part of this contract? Or is the contractor responsible for CCTV and card reader devices as well?

Response: The contractor is only responsible for the rough-in.

12. In the commissioning, It calls out for the commissioning company to be NETA certified. I have contacted MBN Engineering, and CMTA as well, and they are not NETA certified, but have commissioned electrical systems. Is there any way to relax that requirement a little so more regional companies are available to give pricing on that? Or is it a, “it is what it is”, type of thing?

Response: The NETA certification requirement will remain as specified.

13. I am unable to find anything in regards to what sink is to be used in the vanities. A color is listed that doesn’t exist anymore but no model of sink.

Response: Detail 2/A-401 Keynote 5 indicates that an integral solid surface sink is to be used in the dorm bathroom vanities. This is also shown and noted elsewhere in the architectural drawings.

Plumbing sheets also note it in the same manner. See revised spec section 06 61 16 for additional information. Changes are identified with a line in the left margin.

14. For window testing, will there be testing of installed windows, and how many would be tested?

Would the installed windows be tested for water and air infiltration, or just water? Can you tell us the exact AAMA test methods that are required?

Response: No testing of installed windows is required. Manufacturers should have necessary test reports available.

15. There is a spec section labeled “23 01 30.41 – HVAC SYSTEM CLEANING”, however, I am not seeing anything called out in the plans for cleaning the ductwork. My understanding of the project is that it is a complete removal/replacement of all of the HVAC ductwork and equipment and that none of the existing ductwork will be salvaged and reused. Do you know if this spec section was accidentally included in the spec book and is not applicable, or if there is in fact ductwork that will need to be cleaned?

Response: Spec section 23 01 30.41 applies to cleaning of newly installed HVAC during the final stages of construction.

16. Wall type 5A on sheet A-501 shows two instances of drywall, one layer in some locations and two layers in some locations. The corridor walls are wall type 5A. The door details on sheet A-701 show a single layer? What walls are the double layer used on?

Response: Only one layer of GWB is required. See revised sheet A-501. Changes are identified with revision clouds.

17. Does the Air Force have a list of approved commissioning companies to use that would cover the electrical requirement? Having a hard time finding one approved for electrical certification.

Response: GFAFB does not maintain, or know of, a list of approved commissioning companies.

18. Will the existing furniture and loose appliances be removed from the facility prior to the contractor’s arrival? Or will removal and disposal of these items be the contractor’s responsibility?

Response: An answer will be provided at a later date with another amendment to this solicitation notice.
