Question Response The 019100 specs reference building envelope commissioning; however, this is an existing building that is being remodeled. There are some EFIS patches going on, but I’m not seeing much else other than some windows. Will there be any building envelope commissioning required? If so, to what extent? See pages 8, 9, 10 in 019100.
The building envelope air barrier pressure testing has been deleted from this specification, so no building envelope air testing will be required. See revised specification 01 91 00.15. The contractor shall install the windows according to the specifications and drawings.
One commission agents holds the certifications from NEBB, Building Commissioning Association, and through the University of Wisconsin‐ Madison. Their company, since it is new, is not NEBB certified. Do they need to be in business for 1 year before they certify their company. Will this be acceptable?
Specifications do not have a requirement for minimum length of time a firm has been in business. The Commissioning Firm must meet the requirements of spec 01 91 00.15, part 1.7 at the time qualifications are submitted.
Please clarify ‘technical commissioning specialist” requirements called out in section 1.7.2. Particularly paragraph B. Who responsibility is this on? In other sections of the spec it lists the each contractor shall have representatives present during the entire functional testing process;
however, 1.7.2 lists this technical commissioning specialist as being employed by the Commissioning Firm and must perform the technical work required. Usually, the lead commissioning agent directs and documents the testing and Contractors participate as required, especially on systems such as emergency power or power distribution systems. Please clarify
The Commissioning Specialist/Agents will be the responsibility of the Prime Contractor.
Page 7 of 019100 section 1.7.3, paragraph D talks of performance guarantee as part of the commissioning standard. Commissioning does not guarantee performance, they only verify and document that the contract requirements were met. It would be up to the Contractors to guarantee performance. Is that what was intended?
The phrase "performance guarantees" refers to content within the Commissioning Standard. The applicable Commissioning Standard (ACG, NEBB, SMACNA, etc.) used by the Commissioning Firm will contain additional information.
Page 10 of 019100 references the OPR and BOD document creation as part of the commissioning scope. This project is already designed and out for bid. At this point it is too late to create these documents, is this included as a specification template that wasn’t edited out?
BOD and OPR will be provided after contract award in the interim construction phase commissioning plan. See revised specification 01 91 00.15.
Page 21 and 22 of 019100 mention the “technical commissioning specialists” preparing the training plans, systems manual, and a maintenance plan. Is this something that the commissioning agent would be responsible for or the Contractors. Again unclear who the “technical commissioning specialists” are, whether they are part of commissioning team or the Contractors?
The Commissioning Specialist/Agents will be the responsibility of the Prime Contractor.
Looking over the spec for building 541. In the controls section it lists Tridium.
Tridium is not currently allowed under the ATO.
Is this going to be a standalone building or will it integrate into the rest of the base BMS?
If it integrates into the BMS the spec will need to scratch Tridium and list CP‐Open as allowed by the ATO.
This building will operate as a standalone building and be connected to the base‐wide EMCS system. The specification is a standard UFGS specification with reference to BacNet systems. References to Tridium have been removed. See revised specification 23 09 00.
Will this building need full graphics like the rest of the base? This project does require EMCS front end interface and the interface is already in place at this facility. The graphics will need to be updated based on the standards Honeywell has previously established with GFAFB.
The RFP says that “The evaluation of past performance information will not take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects.” More small businesses would be able to submit proposals for this opportunity if the referenced sentence was changed to allow offerors to use projects from predecessor companies (e.g., acquired companies) or sister companies (e.g., subsidiary firms that share a parent and that are managed by the same president) to demonstrate their relevant experience and past performance. Many DoD RFPs for renovation and new construction projects of similar size and complexity to this project allow offerors to use projects from predecessor and sister companies to demonstrate relevant experience and past performance so long as the offeror can clearly demonstrate that the affiliate/subsidiary/parent firm will have meaningful involvement in the performance of the contract. Other RFPs (USAF RFPs, typically) ask offerors to provide a short section or “roadmap” in their proposal that describes their firm’s organizational structure change history so that the government can evaluate the relevancy of projects performed by a company that may have a different name or DUNS number than the offeror listed on the SF 1442. Would the USAF consider revising the RFP to permit offerors to use projects from sister companies and/or predecessor companies to demonstrate their relevant experience and past performance?
Any change in the RFP evaluation criteria/requirements will be accomplished via a formal amendment.

52.228‐1 Bid Guarantee is included by reference only. (reference does not specify % amount of bid bond) Nothing is indicated (by reference, or in the documents) as to what percentage amount (5%, 10%, 20%, etc.) should be utilized for the bid bond. Please review and clarify. Thank you.
The bid guarantee amount shall be 20% of the proposed price, but shall not exceed $3,000,000.00 in accordance with FAR 28.101‐2(b).
Looking at the Acoustical Ceilings for this project.
On page A‐802 room 254 is showing ATC but on the room finish schedule it is saying exposed. Please clarify.
Room finish schedule is incorrect; it should say to provide ATC‐1 at 9'‐0" in this room. See revised sheet A‐601.
Please provide what type of snow guards are to be used? Or if it’s to match existing, what is existing? See revised specification 07 60 00.
Please clarify on sheet A‐110, note 1 indicated 2 rows of snow/ice guards, the roof plan shows note 1 pointing to 2 individual rows of snow guards. Is there to be 2 rows of snow guards at each location?
Only one row of snow guards per location identified. Notes 1 and 3 on A‐110 indicate the total number of snow guard rows per roof section.
Is substitution of products allowed? If so, is there a product substitution form that is required to be filled out? Substitution is allowed. There is no specific form required. Products must be submitted through the normal submittal process. No products will be reviewed or approved prior to contract award.
Can you provide the requirements for the Buy American Act? The requirements are stated under the FAR clause 52.225‐11, Buy American‐‐Construction Materials Under Trade Agreements which is included by reference. The full text can be found at http://farsite.hill.af.mil.
Note 8 on drawing E‐402 requests a 1000a Crouse Hinds ARKTITE receptacle. We spoke to Crouse–Hinds and the ARCTITE family only goes up to 400a max. We’ll need to get directions on how to proceed.
Provide five (5) 400A receptacles, wired in parallel to manual transfer switch. Contractor shall provide receptacles as required to meet 2000 amp requirement.
Drawing E402. We’ll need confirmation on the type of 80A fuse to install in the existing medium voltage switch. Fuses need to be field verified for type by contractor. Existing fuses are S&C Electric Company, SMU‐20 Fuse Unit, 100E, standard speed, 14.4 KV nominal, 17 KV max, 14,000 amps.
It’s expected that the Generator provider be including the automatic transfer switch, will they also be providing the 2000a manual transfer switch?
Manual operation and by‐pass/isolation functions are described as features of the automatic transfer switch in spec 26 36 00.00 10.
Section 02 41 00 Page 8 3.1.12.1 Fixtures: Remove Lamps & Ballasts Manufactured prior to 1978. What are we to do with them? Was the building built in 1998?
The facility was constructed between 1997 and 1998. To the Government's knowledge the facility does not contain any fixtures manufactured prior to 1978.
Who will patch exterior walls to math existing surfaces after elect demo of receptacles? The Prime Contractor is responsible for coordinating work between trades and ensuring all work is accomplished.
Why remove the lightning protection underground counter poise and replace? No patching shown on GC Plans for restoration or landscaping around entire building for new Lighting Protection Counterpoise.

Confirm that provided material is required to meet MADE IN AMERICA requirements. Provided material is required to meet Buy American Act requirements in accordance with FAR 52.225‐11, Buy American‐‐Construction Materials Under Trade Agreements. Please see revised specification 01 14 00 for specific material requirements.
On Drawing E‐402 Switch Board MSWB is shown as a MLO and includes Ground Fault detection. The panel schedule on Drawing E‐605 also show the Switch Board MLO. Panels and Switch Boards with Ground Fault detection typically include a main breaker. Will the MLO and Ground Fault Detection have a Main Circuit Breaker with a local shut off capability? If not, can the Ground Fault Detection be removed and only use the MLO?
Ground Fault Protection is only needed on the 2000A Service Entrance Rated Main Enclosed Circuit Breaker shown on Sheet E‐402. The main switchboard itself is MLO and therefore does not need ground fault protection.
Section 23 03 00.00 20 page 3 1.6 Electrical requirements. Furnish motors, disconnects, controllers, and contactors with their respective pieces of equipment. Change in Amperage by Mechanical may occur in schedule due to vendor? How would Electrical be compensated after the bid for change in feeder size? Will the work be accomplished via a Change Order or is it on the Mechanical Contractor to pay the Electrician for the cost change?
The Prime Contractor is responsible for coordinating equipment requirements between trades and for adjustments in one trade due to changes made by another trade.
Is the under floor grounding system part of the same requirement as the raised floor system? The requirements are different, but installation must be coordinated for grounding locations and bonding of raised floor system.
Refer to specification section 01000 sub section 15.2 Quality Control Staff: The contractor’s staff member designated as the QC Supervisory Engineer for the contract must be a qualified engineer or technician….
Please advise as to what is meant by the term “qualified engineer or technician”.
Can our jobsite superintendent also be the QC Supervisory Engineer?
See specification 01 45 00.00 10 Quality Control for detailed personnel requirements. Specifications section 01000 and 01 45 00.00 10 have been deconflicted. See revised specifications 01000 and 01 45 00.00 10.
The superintendent can not function as the QC Manager.
Refer to the General Sound Attenuation Performance Requirements note (multiple pages). Contractor is responsible for meeting the acoustic performance of STC rated walls and door/frame assemblies. The Government will test the assemblies and the contractor is responsible for all corrective work at his own expense to pass government tests.
Because the design documents are 100% and this is not a design build project, we expect that the plans, specifications, and details provided meet the STC requirements. If there are no deviations from the plans, specifications, or basis of design by the contractor, and the Government tests still fail, the corrective work will be by change order.
We are requesting that the following sentence be added at the end of the note:
UNLESS the design of the STC rated assembly is incorrect.
The contractor is required to meet the specifications. Questions regarding any possible modifications/changes cannot be answered at this time. No additions to notes are required

When the wall type is STC rated and has multiple layers of GWB, we believe the layers that are not exposed/painted need to be taped in order to meet the designed STC rating.
Please review and clarify
Rated wall construction must conform to referenced Gypsum Association systems and practices.
Refer to typical exterior wall sections 1/A‐502 and 2/A‐502. These exterior wall sections show/state: New metal stud and GWB partition for running power/data, j‐boxes, conduits and cabling without disturbing existing exterior STC‐45 rated wall construction.
Please confirm that all exterior walls are currently STC‐45 rated?
Professional evaluation of existing construction concludes that the existing exterior walls will meet STC‐45 requirements. Consider the exterior walls STC rated and perform all work in a manner to maintain that rating.
Refer to plan page G‐007, special wall and ceiling legend. All 3 sound rated walls/partitions are called out as “full height to structure”.
Do the exterior partition walls need to run full height to structure or should detail 1/A‐502 and 2/A‐502 be followed? Please clarify.
Sheet G‐007 does say that the noted walls are to extend full height to structure; some of these walls are existing, and some are existing with added new walls to bring the walls into compliance with the required sound resistance ratings.
Details 1/A‐502 and 2/A‐502 are to be followed. See minor clarifications on revised sheets A‐502 and A‐101.

Please advise as to what is intended by the “protection level PL‐3 perimeter wall; full height to deck” note/dashed line.
The note is provided as additional information for the application of secure construction features, such as man‐bars in ductwork, identified elsewhere in the Construction Documents.
Refer to plan page A‐401 and wall type sections for wall types G1, G2, F1, D1, D2 These walls are shown to be constructed on top of the access flooring. When these walls are to be an STC rated assembly, how is the sound transmission below the floor being controlled? We believe these STC rated wall assemblies should run through the access flooring to the structure below like detail E1? Please review and clarify.
In those locations the space below the access floor is used for distribution of cooling air for electronic equipment and cannot be blocked by partitions. Walls must be constructed to STC requirements and as specified even if other portions of the room envelope do not meet the same ratings.
Refer to plan page A‐402 and wall types G1, G2, F1, D1, D2 If the STC rated assembly can be meet with the walls on top of the access flooring, please advise an acceptable fastening method for attaching the bottom track to the access panels.
Comply with Gypsum Association and standard industry practices. Fastening of the track to the access flooring will need to be worked out between the contractor/subcontractor and the access flooring supplier.
Refer to plan page EY201 and EY202 and keynotes 2 and 5 respectively. Provide CPI model Koldlok 13571 raised floor grommet.
Please advise if the Electrical contractor is responsible for cutting the access flooring to receive the raised floor grommets and/or all Electrical access flooring penetrations?
The Prime Contractor is responsible for coordination of all work.
The specifications are not clear on whether the panelboard bus should be copper or aluminum, please confirm which is required? Provide copper bus and ground bars for all panelboards, distribution panelboards, and switchboards.
Is it acceptable to remove the existing 15KV switch and connect the new transformer directly? The new transformer will contain primary fuse and would match most transformer installations on Base.
Install the transformer per drawings and specifications.
Switchboard Specification 26 24 13 2.2.2.1 describes a stainless steel enclosure, this is not an industry standard for a NEMA 1 enclosure, confirm that stainless steel is not required?

Confirm which rooms require four Ground Bus bars as indicated in Specification section 26 20 00 3.1.15.3, and detail size of these ground bars?
Provide number of ground bars as shown on drawings. Lengths are shown on Sheet E‐501.
For the Generator Manual Transfer Switch confirm that a cable connection cabinet is acceptable in lieu of the two 1000a receptacles shown on the drawings? The 1000a receptacles are not available.

Sheet A‐101, detail 12/402, shows L‐1 wall type around the columns, but detail 12 on sheet 402 indicate to look at expansion joint detail 5B/401. Detail 5B/401 doesn’t reflect what detail 12/402 shows. Please clarify on the column detail.
Detail 5B, sheet 401, is a typical detail not intended to be specific to any one location, and includes the note "see wall type for number of GWB layers and locations." The contractor must adjust to the specific conditions of each location.
Sheet A‐401, detail 2 (acoustical penetrations details) indicates: 2 layers 5/8” gyp board 16”x16” panels for pipes/conduits and ducts on all sides. Please advise if this is necessary. This would increase the cost significantly.
Use of the detail is required.
Electrical Drawing EG‐101 General Note A indicates to remove all wiring, boxes, conduits, etc.. The exterior wall, wall types M1 and M2 indicate to stud 3‐5/8” over the existing wall. Do we need to remove all wiring, boxes, conduits, in the exterior wall or can this be left since we are framing over this existing exterior wall? Please advise.
Remove all as noted. See responses to other exterior wall question.
In the specifications, it indicates RAF‐4, but on sheet A‐104, it only indicated access flooring types RAF1, 2, and 3. Please advise if RAF 4 is a mistake or if not, let us know where RAF4 is to be installed.
RAF‐4 is not used on this project. See revised Attachment to Spec Section 09 69 19.
I do not see full specs for the Rubber Tile, RT‐1. Should this product be 0.080” (2 mm) thickness or 0.125” (3.17 mm) thickness? Rubber tile shall be 0.125" thick. See revised spec 09 06 00.
For the LVT needed in the pattern found in room 106 Break Room – there are distinctly 6 different LVTs shown within this pattern, but we only have 5 LVTs in the specs and only 5 LVTs are called out in the pattern. Should there be a 6th pattern added to this list, or should one of the 5 current LVTs be used instead? Adjacent to some of LVT‐3 Facet tiles in the pattern, there are some 12x24 tiles in the same pattern. Should there be a 12x24 tile included in this pattern of the same color as LVT‐3 (Steel Blue)?
See revised sheet AF101 and specification 09 06 00 with LVT‐3A added for 12x24 Steel Blue tile.
For the Emergency Generator system: We have a 2000A SE Rated switch and a generator that can provide 2255 Amps. Typically I see a 1,000‐ 1250kW generator paired with this size service.
Can I quote the smaller generator as an alternate?
Is there someone that I can visit with about the sizing?

Does the Prime Contractor need a separate Q/C person onsite 100% of the time? Or can the superintendent act as a the safety/QC person? What strand count of fiber is to be used for fire alarm panel? Not shown on drawings ?
What is fiber spec for the fire alarm panels ,single mode , multimode 62.5,OM3,OM4 ?
Connection to base wide system is via radio transmission. Any fiber optic connection between fire alarm control panel and fire alarm sub‐panel(s) shall be provided as required by manufacturer. This will be manufacturer‐specific requirements. See revised specification 28 31 76.
