Questions and Answers

1Are there any restricted areas that will require a higher-level pass than what is assigned?Yes, the Weapons Storage Area (WSA) will require a higher-level access than the standard base access for all other areas.
2How will correspondence be handled between the contractor, mission partner, and contracting?Contractor correspondance will be coordinated to the Contracting Officer's Representative (COR) primariliy and the Contracting Officer (CO) as necassary.
3Will contractors require escorts when working on site?Contractors will require escorts when working on certain areas, for example the WSA.
4Regarding the types of terrain and roads, are there any special considerations to be made in how the terrain is cared for?See the Performance Work Statement (PWS) and associated maps provided for instructions on how terrain is to be cared for.
5Will there be any limitations on certain areas needed to be accessed?See questions 1 and 3.
6What will set apart a prospective contractor for consideration of award?See the evaluation factors provided in the COMBO.
7Were all the irrigation systems up and running last year?No.
8Is there a minimum nunber of past performances a contractor should reference in the questionnaire?See section (ix)B.2. in the COMBO for instruction on the completion of the Past Performance Questionnaire.
9How old are the irrigation systems on base?It varies. Some have been upgraded and repaired.
10The acreage has doubled on BASH mowing from last contract. Is the new acreage going to be in compliance (potholes, rocks, debri, ect.) by start of new contract?That is unknown. It has not been surveyed.
11Are there Irrigation Maps?There are not current irrigation maps. Any that exist are outdated and/or inaccurate.
12It is our understanding the 2024 Grounds Contract growing season was for 5 months because of the June 1 start up date. Is this correct?Yes.
13Were all 6,000 shrubs and hedges pruned last year?Yes, the quantity will be up to 6,000.
14Is there a dump site on base for tree limbs, ect?No.
15Will fuel storage tanks be provided?No.
16Will there be a new Wage Determination issued for this bid, updated from Rev 22, dated 07/22/2024, considering the new minimum wage for federal contracts covered by Executive Order 14026 effective January 1, 2025?Yes.
17There seems to be misalignment between PWS’s Description of Services, and where these sections should be priced in the Bid Schedule, for at least CLINs 0002-0011; there are multiple CLINs misaligned/shifted to their PWS Section Numbers (ie, CLIN 0004 on the Bid Sheet States “Irrigation Maintenance/Operation (PWS 1.1.7).” In the PWS, 1.1.7 is “Remove Debris/ Police Grounds.” Irrigation mentions in the PWS are 1.1.6 thru 1.1.6.5. Looks like multiple were shifted downward)This misalignment has been resolved in the documents uploaded in Amendment 0001.
18It seems portions of the PWS Descriptions are omitted from the Bid Schedule’s descriptions. For example, CLIN 0002 Supplies/Services Description references “PWS 1.1 thru 1.1.4,” however the PWS section for Maintaining IG does not end at 1.1.4, and omits 1.1.5’s Trimming language. In this example, does this CLIN 0002 not include pricing to include PWS’s 1.1.5 Trim? Does the government want bidders to ONLY bid on the PWS sections mentioned explicitly in the “SUPPLIES/SERVICES” PWS Reference, or should bidders assume if not specifically mentioned in the Price Schedule, to NOT include pricing for these sections/activities?Similar to the previous question, this issue of PWS/Bid Schedule misalignment has been resolved in Amendment 0001.
19There is also confusion about the “Max QTY of the Price Schedule and how the government plans to utilize services for the CLINS, as the unit totals are not aligning to the Attachment 2.1_PWS Appendix A.

-Example- CLIN 0002 has a max quantity of 780 Acres on the Price Schedule, PWS Appendix A states 26-34 Times Annually. Meanwhile, the Maps/Appendices and PWS state there are 143.44 Acres of IG.

- If the maximum Acreage for CLIN 0002 is 780 acres, then that would only allow for a total number of 5.44 mowings. Alternatively, if the government is expecting the 143.44 Acres of IG to be mowed the full growing season, then, as example, if the contractor mows all of IG an average of 30 times, then that would require a total MAX QTY on the pricing sheet to be 4,303.2 Acres.Errors in the bid schedule generation have been resolved in Amendment 0001 to align the quantities to the data provided throughout the package.
20When there is conflicting information, should bidders consider the PWS descriptions or the Appendixes as accurate/basis for pricing? Asking this because we found one more clarification below in regards to PWS Standards v Appendix/ Area Categorization: In the PWS, under 1.1 Maintain Improved Grounds:

1.1.2.2. Standard 2: Maintain vegetation height between 3 to 5 inches for non-irrigated areas. These areas include the firing ranges, missile handling areas, and K-9 Exercise Area and others as identified in Appendices A and B.

However, these areas are marked in Appendix B as "Semi Improved" with the 7-14" standard. Wanted to bring this to your attention.The conflicting information between documents has been reconciled in Amendment 0001.
21While trying to price the RFQ for grounds maintenance we have run into an issue. The solicitation states that the contractor is to maintain the grounds within a performance standard. For example, improved grounds states to maintain between 2 and 4 inches. Par 1.1.2.1 on page #5 also states in the combo B.1.a that the contractor is to provide a fully burdened monthly rate per ”acre”. The pricing sheet is not correct for what this is asking for as it wants a price per acre per cut.

We believe the pricing sheet needs to be changed to get the Air Force what it desires which is a performance-based specification with a monthly unit price. The pricing sheet should not have the total estimated acres to be cut per year but rather per occurrence. The units on the pricing sheet should be months and not acres based upon what is written in the contract.

The writing in the contract and the pricing sheet contradicts each other. The contract will not be performance based if it stays as is. The Air Force would need to order the work per acre and therefore would be responsible for the height standard. The Government’s contract writing system does not recognize a unit of measure of “monthly cost per acre”, therefore we have established the quantitates to reflect the monthly acreage ceiling.

This is a requirements contract governed by the performance work statement in which the selected contractor must abide by the performance elements therein. The intent is to establish a scalable contract to the ceiling amounts listed.

Please review the instruction to offerors and all applicable attachments in establishing your fully burdened rate.
