MALMSTROM AFB, MT
GROUNDS MAINTENANCE
(i) This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation;
quotes are being requested and a written solicitation will not be issued.
(ii) This solicitation is issued as a request for quote (RFQ). Submit written quotes (oral quotes will not be accepted) on RFQ reference number FA4626-25-Q-0003.
(iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-01.
(iv) This procurement is being solicited as a 100% set-aside for Service-disabled Veteran-owned Small Business (SDVOSB). The North American Industry Classification System (NAICS) code is 561730 with a small business size standard of $9.5M.
(v) Requirement: When submitting your quotation, please utilize Attachment 1, Bid Schedule, for a five-year ordering period on an Indefinite Delivery Requirements contract.
The award Contract Line Item Number (CLIN) structure will be made in accordance with formatting within the Bid Schedule.
(vi) Please refer to Attachment 2 Performance Work Statement (PWS), all appendices, and other attachments for complete information.
(vii) Period of Performance: 5 years, Est. 15 Feb 2025 – 14 Feb 2030.
(viii) The Department of Labor Wage Determination Number 2015-5391, Revision No. 22, is incorporated by reference. The full text can be accessed electronically at www.sam.gov.
(ix) The provision at FAR 52.212-1, Instructions to Offerors—Commercial Items (Sep 2023), applies to this acquisition.
FAR 52.212-1 Addenda:
This requirement is being procured pursuant to the procedures of FAR Parts 12 and 13.
A. An Offerors’ quotation shall conform to the required specifications as referenced in paragraph (vi) above and as attached to this solicitation therein. The Offeror shall complete pricing for the specific services listed within the attached Bid Schedule for the five-year ordering period (Attachment 1). The award CLIN structure will be made in accordance with the Bid Schedule.
Any Offeror not conforming to the requirements herein shall be deemed ineligible for award.
B. Offerors shall submit:
1. Offerors shall complete the workbook at Attachment 1, Bid Schedule, in accordance with (IAW) associated Performance Work Statement. All calculated pricing must include fully burdened wage rates in accordance with all applicable wage determinations and Executive Orders.
a. Notice to Offerors: All CLINs utilizing “acre” as the unit of measure shall be priced as a fully burdened monthly cost per acre. For offeror planning and pricing considerations, the Government, at the task order level, will fund the quantity based upon monthly acreage. For example, if the semi-improved acres are 100, the Government will calculate the total quantity as 700 (100 monthly acres times the seven months of the growing season). Please be advised, the map may change based upon the Government’s need and is for planning purposes. Refer to the maximum quantity and estimated annual workload.
b. The Government reserves the right to utilize Government Purchase Card to make payments for work ordered on CLINs 0005 and 0010 of the contract. Any associated Third-Party fees shall be indicated on Attachment 1, Bid Schedule, row 5.
2. Attachment 4 Past Performance Questionnaire. Offerors shall complete the questionnaire in its entirety. Note, offerors may utilize different contracts and references, per line item, when completing the document to show concurrent work.
3. Technical Requirements:
a. Mission Essential Plan
b. Equipment Plan
c. Certification Plan
d. Staffing Plan
Total technical submission shall not exceed 20 pages including a cover page. Text will be font sized at 12 utilizing normal margins. Pages exceeding 20 will not be evaluated.
The technical package submitted will become incorporated into the awardee’s resulting contract.
4. Each Offeror shall submit a Quality Control Plan IAW PWS, para. 2.1. of the PWS
(Attachment 2) and Quality Assurance Plan (Attachment 5). This Quality Control Plan is a required submittal but will not be evaluated as part of the evaluation process.
C. A site visit will be held on 07 January 2024 at 1000 MST. The location is 341st
Contracting Squadron, 7015 Goddard Dr. Bldg. 145 Malmstrom AFB, MT.
Interested parties shall submit their attendance list to 1st Lt Randolph Foote at randolph.foote.1@us.af.mil and Mr. George Strand at george.strand@us.af.mil no later than close of business 03 January 2025. Attendees will be limited to two personnel per company and will meet at Malmstrom Air Force Base’s Visitors Center by 0900 MST 07 January 2025.
All personnel requesting access to Malmstrom Air Force Base must possess a valid State or U.S. Government picture identification card. Furthermore, individuals presenting identification cards from a state that is non-compliant with the REAL ID Act will require additional documentation to gain unescorted base access. Additional documentation includes a valid U.S. or foreign government-issued passport, an employment authorization document that contains a photograph, or identification cards issued by federal, state, or local government agencies that include a photo and biographic information. A full list of REAL ID Act compliant and non-complaint states can be found at https://www.dhs.gov/current-status-states-territories. Personnel requesting vehicle access to Malmstrom Air Force Base must provide a valid driver's license, current vehicle registration, and valid vehicle insurance.
D. Prospective offerors shall be registered in the System for Award Management (SAM) database when submitting an offer or quotation and shall continue to be registered until time of award, during performance and through final payment of any contract, basic agreement, basic ordering agreement or blanket purchasing agreement resulting from this solicitation. SAM must be current at the time of award and have completed the annual representations and certifications section IAW FAR 4.1102.
E. F. Notice to Offerors/Suppliers: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. G. Your quotation must remain valid until 31 March 2025.
H. The anticipated, subject to change, Contract Ceiling Value: $5,600,000.00
The minimum contract value for each task order issued against this contract: $25,000.00
The maximum contract value for each order issued against this contract: $1,700,000.00
(x) The provision at FAR 52.212-2, Evaluation—Commercial Items (Nov 2021), applies to this acquisition. Specific evaluation criteria is included in paragraphs (A) through (D) of this provision:
A. Quotations will be evaluated based upon conformance to the provision FAR 52.212-1
Instructions to Offerors Addenda, in paragraph ix above, for completeness.
Nonconformance to Instructions to Offerors shall be deemed incomplete and evaluation of the quote will cease.
B. The Government seeks to award to the responsible Offeror whose quote represents the best value to the Government considering past performance, technical approach, and price. Only one award will be made as a result of this solicitation.
C. Three evaluation factors will be used to evaluate quotes: past performance, technical approach (Mission Essential Plan, Equipment Plan, Certification Plan, Staffing Plan), and price.
D. The evaluation process shall proceed as follows:
Step 1: Evaluate all offers for completeness.
Step 2: Evaluate complete offerors’ past performance pursuant to para. D.1. below.
Step 3: Offerors with acceptable past performance will be comparatively rated amongst all acceptable offerors on technical approach (Certification Plan, Equipment Plan, Mission Essential Plan and Staffing Plan) pursuant to para. D.2. below.
Step 4: The Government will make a best value determination considering past performance acceptability, technical comparative ranking, and price.
Step 5: Conduct price fair and reasonableness on the awardee pursuant to para. D.3.
below.
1. Past Performance Evaluation
• Performance will be evaluated as a measure of Offeror’s ability to successfully perform based on concurrent contract efforts. The Government will assign a rating of acceptable or unacceptable as defined below.
Rating Definition Acceptable Successfully completing concurrent work across the four disciplines identified within Attachment 4.
Unacceptable Not performing or unsuccessfully performing concurrent work across the four disciplines identified within Attachment 4 or the Government was unable to verify the information with the listed reference.
• Verification of performance information within Attachment 4 will be handled by any means available. In the event the 341st Contracting Squadron is unable to verify data submitted within the Past Performance Worksheet, the Offeror will receive a performance rating of unacceptable.
• Past performance references must be recent as defined as occurring within the last 3 years.
2. Technical Evaluation
• The technical approaches will be comparatively ranked amongst eligible offers based upon identified weaknesses, deficiencies, and/or non-compliance. The technical approach shall include:
i. Offerors shall submit a Continuation of Mission Essential Contractor
Services Plan (Mission Essential Plan) for the contractor-provided grounds maintenance services to continue during a crisis. The Mission Essential Plan shall become a part of the contract and must comply with DFARS 252.237-7024. Each Offeror’s Mission Essential Plan will be evaluated on how the Offeror will continue services during a crisis and the risk of unsuccessful performance.
ii. An Equipment Plan describing, to include but not limited to, how the contractor will obtain and maintain all necessary equipment to fulfill PWS requirements (quantity/type of equipment); the number and size/capacity of tractors-mowers, finish mowers, trimmer/edgers/blowers to be employed in each of the service areas (Improved, Semi-Improved, BASH Semi-Improved).
iii. A Certification Plan detailing how the contractor will meet certification requirements at the minimum contract performance standards. Certifications required: Pesticide applicators must have a state license in the categories for which applying pesticides per the
PWS.
iv. A Staffing Plan identifying, but no limited to, the method for hiring and retaining skilled manpower; the number of personnel projected for employment during the growing and non-growing seasons; how will personnel be allocated among the various tasks required by this contract; and any personnel will be “dual hatted” and how their duties will be split and still achieve contract objectives.
3. Price Evaluation
• In determining the Offeror's total proposed price, the Government will multiply the maximum quantities identified in the Bid Schedule, Attachment 1, by the unit price, limited to two decimal places for each line item, to confirm the extended total amount for each line item. The sum of all extended amounts for each year of the ordering period will be entered in the summary, page 1 of the Bid Schedule. The total of five years of the ordering period will be the Offeror's total proposed price.
• In order to meet the requirements of FAR Parts 6 and 17, the Government will evaluate the option to extend services under FAR Clause 52.217-8 by adding one-half of the Offeror's final year of the five-year ordering period prices to the Offeror's total proposed price. This will represent the ceiling price should FAR 52.217-8 be utilized. Offerors are required only to price the five years of the ordering period. Offerors shall not submit a price for the potential six-month extension of services period.
• The offeror must provide a third-party payment fee for each year within
Attachment 1, Bid Schedule. This fee will be evaluated for price fair and reasonableness. If this fee cannot be determined fair and reasonable or the offeror fails to input a percentage, the offer may not be eligible for award.
• In the evaluation of pricing, the Government may conduct price realism on the fully burdened rates.
4. Best Value Decision:
• Quotes shall be evaluated based upon best value to the Government considering acceptable past performance, technical comparative ranking, and price. The Government reserves the right to award to a higher priced, higher technical rated offeror based upon the best value determination.
(xi) The provision at FAR 52.212-3, Offeror Representations and Certifications— Commercial Items (May 2024) with its Alternate I (Feb 2024), applies to this acquisition. A completed copy of this provision must accompany your quotation.

(d) Comptroller General Examination of Record. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

52.216-18 ORDERING (Aug 2020)
(a) Any supplies and services to be furnished under this contract shall be ordered by issuance of delivery orders or task orders by the individuals or activities designated in the SF 1449 award document. Such orders may be issued from date of award (i.e. period of performance start date) through 14 February 2030.All delivery orders or task orders are subject to the terms and conditions of this contract. In the event of conflict between a delivery order or task order and this contract, the contract shall control.
(b) All delivery orders or task orders are subject to the terms and conditions of this contract. In the event of conflict between a delivery order or task order and this contract, the contract shall control.
(c) A delivery order or task order is considered "issued" when—
(1) If sent by mail (includes transmittal by U.S. mail or private delivery service), the Government deposits the order in the mail;
(2) If sent by fax, the Government transmits the order to the Contractor's fax number; or
(3) If sent electronically, the Government either—
(i) Posts a copy of the delivery order or task order to a Government document access system, and notice is sent to the Contractor; or
(ii) Distributes the delivery order or task order via email to the Contractor's email address.
(d) Orders may be issued by methods other than those enumerated in this clause only if authorized in the contract.

52.216-19 ORDER LIMITATIONS (OCT 1995)
(a) Minimum order. When the Government requires supplies or services covered by this contract in an amount of less than $25,000.00, the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract.
(b) Maximum order. The Contractor is not obligated to honor –
(1) Any order for a single item in excess of $700,000.00;
(2) Any order for a combination of items in excess of $1,700,000.00; or
(3) A series of orders from the same ordering office within (1) day that together call for quantities exceeding the limitation in paragraph (b) (1) or (2) of this section.
(c) If this is a requirements contract (i.e., includes the Requirements clause at subsection 52.216- 21 of the Federal Acquisition Regulation (FAR)), the Government is not required to order a part of any one requirement from the Contractor if that requirement exceeds the maximum-order limitations in paragraph (b) of this section.
(d) Notwithstanding paragraphs (b) and (c) of this section, the Contractor shall honor any order exceeding the maximum order limitations in paragraph (b), unless that order (or orders) is returned to the ordering office within (1) day after issuance, with written notice stating the Contractor's intent not to ship the item (or items) called for and the reasons. Upon receiving this notice, the Government may acquire the supplies or services from another source.
52.216-21 REQUIREMENTS (OCT 1995)
(a) This is a requirements contract for the supplies or services specified, and effective for the period stated, in the Schedule. The quantities of supplies or services specified in the Schedule are estimates only and are not purchased by this contract. Except as this contract may otherwise provide, if the Government’s requirements do not result in orders in the quantities described as "estimated" or "maximum" in the Schedule, that fact shall not constitute the basis for an equitable price adjustment.
(b) Delivery or performance shall be made only as authorized by orders issued in accordance with the Ordering clause. Subject to any limitations in the Order Limitations clause or elsewhere in this contract, the Contractor shall furnish to the Government all supplies or services specified in the Schedule and called for by orders issued in accordance with the Ordering clause. The Government may issue orders requiring delivery to multiple destinations or performance at multiple locations.
(c) Except as this contract otherwise provides, the Government shall order from the Contractor all the supplies or services specified in the Schedule that are required to be purchased by the Government activity or activities specified in the Schedule.
(d) The Government is not required to purchase from the Contractor requirements in excess of any limit on total orders under this contract.
(e) If the Government urgently requires delivery of any quantity of an item before the earliest date that delivery may be specified under this contract, and if the Contractor will not accept an order providing for the accelerated delivery, the Government may acquire the urgently required goods or services from another source.
(f) Any order issued during the effective period of this contract and not completed within that period shall be completed by the Contractor within the time specified in the order. The contract shall govern the Contractor’s and Government’s rights and obligations with respect to that order to the same extent as if the order were completed during the contract’s effective period;
provided, that the Contractor shall not be required to make any deliveries under this contract after 14 February 2030.
52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 15 days before contract expiration.

(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.

5352.223-9000 ELIMINATION OF USE OF CLASS I OZONE DEPLETING SUBSTANCES

(a) Contractors shall not:
(1) Provide any service or product with any specification, standard, drawing, or other document that requires the use of a Class I ODS in the test, operation, or maintenance of any system, subsystem, item, component, or process; or
(2) Provide any specification, standard, drawing, or other document that establishes a test, operation, or maintenance requirement that can only be met by use of a Class I ODS as part of this contract/order.
(b) For the purposes of Department of the Air Force policy, the following products that are pure (i.e., they meet the relevant product specification identified in AFI 32-7086) are Class I ODSs:
(1) Halons: 1011, 1202, 1211, 1301, and 2402;
(2) Chlorofluorocarbons (CFCs): CFC-11, CFC-12, CFC-13, CFC-111, CFC-112, CFC-113, CFC-114, CFC-115, CFC-211, CFC-212, CFC-213, CFC-214, CFC-215, CFC-216, and
CFC-217, and the blends R-500, R-501, R-502, and R-503; and
(3) Carbon Tetrachloride, Methyl Chloroform, and Methyl Bromide.

5352.223-9001 HEALTH AND SAFETY ON GOVERNMENT INSTALLATIONS (JUL
2023)
(a) In performing work under this contract on a Government installation, the contractor shall:
(1) Take all reasonable steps and precautions to prevent accidents and preserve the health and safety of contractor and Government personnel performing or in any way coming in contact with the performance of this contract; and
(2) Take such additional immediate precautions as the contracting officer may reasonably require for health and safety purposes.
(b) The contracting officer may, by written order, direct Air Force Occupational Safety and Health (AFOSH) Standards and/or health/safety standards as may be required in the performance of this contract and any adjustments resulting from such direction will be in accordance with the Changes clause of this contract.
(c) Any violation of these health and safety rules and requirements, unless promptly corrected as directed by the contracting officer, shall be grounds for termination of this contract in accordance with the Default clause of this contract.
5352.242-9000 CONTARTOR ACCESS TO AIR FORCE INSTALLATIONS (JUN 2024)
(a) The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel who make frequent visits to or perform work on the Department of the Air Force installation(s) cited in the contract. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished, contractor identification badges while visiting or performing work on the installation.
(b) The contractor shall submit a written request on company letterhead to the contracting officer listing the following: contract number, location of work site, start and stop dates, and names of employees and subcontractor employees needing access to the base. The letter will also specify the individual(s) authorized to sign for a request for base identification credentials or vehicle passes. The contracting officer will endorse the request and forward it to the issuing base pass and registration office or Security Forces for processing. When reporting to the registration office, the authorized contractor individual(s) should provide a valid driver's license, current vehicle registration, valid vehicle insurance certificate, and <<1> >to obtain a vehicle pass.
(c) During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site.
(d) When work under this contract requires unescorted entry to controlled or restricted areas, the contractor shall comply with <<2>> citing the appropriate paragraphs as applicable.
(e) Upon completion or termination of the contract or expiration of the identification passes, the prime contractor shall ensure that all base identification passes issued to employees and subcontractor employees are returned to the issuing office.
(f) The contractor shall provide an after-hours contact number or after-hours email in the Emergency Mass Notification System (EMNS) for each of their personnel, whose normal place of duty is on a DoD installation or within a DoD facility.
