Text version
1. Mobilization, since there is such a long distance from one end of the base to the other how are we supposed to bid apples to apples. One contractor to the other can bid complete oposite numbers. 3hrs is a lot of difference on mobilization.
Since this is paid per DO, I do not think it should be bid at a price per mileage. The contractors should consider this as a general cost to collect equipment and tools and use an average site for bidding purposes.
2. Material cost with out a specific location to transport to could change the cost per ton by $10.00 or more. One truck load could very by as much as $300 to $400 per load or more.
The broadness of this project scope will require the contractor to use an average material cost for bidding purposes.
3. How are we supposed to base our contaminated soil disposal and fill replacement. If we bid it by the single yard all the trucking excavating and replacement would be over inflated. Where if we had a minimum like 24 yards to go by or more it would disperse all the cost over a larger area and give more of a realistic cost. This also would very cause of the large distance of the base.
We do not suspect large quantities of contaminated soil but need the line item in case contaminated soil is found.
4. I would like to also ask since diging a new tank hole can be a very large excavation can we be more specific on location of excavation. Hundreds of yards of disposal and pee rock can be very expensive. Means and methods can already make a job very let alone the cost of disposal and replacement. These factors make it unlikely that anybody will be bidding apples to apples.
The estimated quantity for excavating for tank removals should be calculated according to the tank dimensions and OSHA excavation standards
5. Another thing that I would like to bring to your attention is that I see in the docs instead of requesting sertain materials you say to provide a working system. This makes it very vaige and could have the government getting a very pour system based on cost. Providing the AF with a system that meets an operating system may not be in the best interest of the AF. It may just be cheap.
The specifications list salient features that must be met by the products. Submittals will be required and must be approved before any work is started under the contract.
6. I would like to request that we bid disposal of PCS and replacement by the TN also instead of the yrd. This way we have actual scale tickets and there would be no dispute on yardage. The weight of material can very by the yard so it could be 1.2 – 1.5 tns per yard. This doesn’t make it apples to apples.
These items will be paid by the in-place yard for easy measurements.
