SECTION 31 00 00

EARTHWORK

PART 1 GENERAL

1.1 DEFINITIONS

1.1.1 Unsatisfactory Materials

Unsatisfactory materials include and not limited to frozen materials; excess aggregate base course surfacing; broken concrete or rock in excess of 3/4 inch in diameter; trash; refuse; and backfills from previous construction. Notify the Contracting Officer when encountering any contaminated materials.

PART 2 PRODUCTS

2.1 Water

All water used for compaction or grading shall be free of any mineral salts or contaminating materials which maight result in expansion of materials after placement. Water containing organic material of any kind is not acceptable. Water is NOT available onsite and shall be supplied by the Contractor.

PART 3 EXECUTION

3.1 GENERAL EXCAVATION

Excavation shall consist of all soils on site, in the perimeter area and the access road easement that the site grading plan indicates should be cut to establish the proposed contours. Excavated soils that are suitable may be placed as embankment in those areas where required.

Care shall be taken in all grading operations so as not to interfere with or cause damage to surface installations such as the launcher, support building, security antennas, guard posts, light or power poles, security fence, fuel tank filler cap, reference points and other such items. When removed to effect ditch grading, existing farm fence shall be replaced in a manner directed by the Contracting Officer or authorized representative.

Earthwork and grading operations shall be suspended at any time when satisfactory results can not be obtained on account of rain, freezing weather, or other unsatisfactory condition. Contractor shall blade or otherwise induce positive drainage to prevent ponding or other damage any time the work is suspended due to adverse weather.

Contractor is advised to proceed with caution concerning possible underground features, lines, or appurtenances. Some hand digging by Contractor may be required to establish exact location of existing underground features following location by USAF personnel.

Perform excavation of every type of material encountered within the limits of the project to the lines, grades, and elevations indicated and as specified. Perform the grading in accordance with the typical sections shown. Transport satisfactory excavated materials and place in fill or embankment within the limits of the work. Dispose surplus satisfactory excavated material as directed by the Contracting Officer. During construction, perform excavation and fill in a manner and sequence that will provide proper drainage at all times.

3.1.1 Ditches, Gutters, and Channel Changes

Finish excavation of ditches, gutters, and channel changes by cutting accurately to the grades shown on the Contract Drawings. Do not excavate ditches and gutters below grades shown. Backfill the excessive open ditch or gutter excavation with satisfactory, thoroughly compacted, material to grades shown. Maintain excavations free from detrimental quantities of leaves, brush, sticks, trash, and other debris until final acceptance of the work.

3.2 CONSTRUCTION STAKING

Contractor shall be responsible for furnishing all construction stakes necessary for each construction operation, establishing all lines, grades, and measurements necessary to the proper execution of the work as defined in these specifications, as shown on the plans and as specified in the delivery order. The exact nature and amount of construction staking shall be determined by Contractor, and shall be of sufficient quality and magnitude to insure the successful completion of the work. The cost of staking shall be paid for by the Contractor.

All earthwork and drainage improvements shall be staked vertically and horizontally to the nearest inch. Contractor shall maintain copies of all field notes.

Any work done without having been properly located, laid out and established by base lines, offset stakes, benchmarks or other reference points and found to be improper, may be ordered removed and replaced at Contractor's expense. Contractor shall endeavor to protect and maintain any reference points set during the prosecution of the work in order to facilitate the preparation of record drawings upon completion of the work.

3.3 EMBANKMENT

Fill shall be placed in successive horizontal lifts not to exceed six (6) inches in depth of loose soil prior to subsequent compaction. Fill material placed in layers shall be of the proper moisture content before compaction. Wetting, drying, or manipulation of the material shall be required to obtain a uniform moisture content throughout the depth of the embankment. Fill placed on slopes shall be sufficiently keyed into the slope so as to construct a slope of uniform density. Ground beneath embankment areas shall be scarified to a depth of six (6) inches prior to placement of fill material.

Water added utilizing prewetting techniques involving application outside of normal working hours, or when Contractor's personnel are not on site, is not permissible due to security constraints. Water added to embankment material or other material requiring moisture and density control during grading operations shall be distributed in such a manner that shall avoid ponding or excessive wetting of materials.

Finish compaction by sheepsfoot rollers, pneumatic-tired rollers, steel-wheeled rollers, vibratory compactors, or other approved equipment.

Finish the surface of excavations, embankments, and subgrades to a smooth and compact surface in accordance with the grades shown. Finish gutters and ditches in a manner that will result in effective drainage. Repair graded, topsoiled, or backfilled areas prior to acceptance of the work, and re-established grades to the required elevations and slopes.

3.4 GRADING AND CLEANUP

Upon completion of site and access road regrading, the site, and access road easement shall have a neat, finished appearance, with all excess material and construction debris removed in a manner suitable to USAF.
