24QA213 – FY25 Barrier Maintenance

SITE VISIT MINUTES

1. The following is to document the site visit for RFQ FA462024QA213.

1305 – Mr. Ray opened the site visit with introductions.

Background was provided on the previous strategic source vehicle that was used to solicit the current Barrier Maintenance contract. That strategic source has since expired and is not being used for the reprocure.

Mr. Ray went over the Statement of Work and the instructions to offerors contained in 24QA213 COMBO. Contract performance is set to begin 1 Oct 2024.

The pricing schedule was also addressed:

o Preventative maintenance is a monthly requirement.

o Routine/Emergency service calls are only differed by their response times.

o Service orders will be negotiated as they arise.

o Mr. Ray emphasized that offerors shall include their labor and markup rates to determine that service orders are priced fair and reasonable.

o Only the offerors Total Evaluated Price (TEP) will be considered during award, not individual labor rates and markup rates.

Mr. Ray emphasized that offerors shall submit a Continuation of Essential

Contractor Services plan IAW DFARS 252.237-7024(b)(2). The resulting plan shall be incorporated as an attachment to the award.

Offerors shall ensure they have references to submit no more than two Past Performance Questionnaires (PPQs). Mr. Ray recommended that offers should submit their references with their quote so that the Government can ensure references have submitted the PPQs and avoid late submissions.

Mr. Ray emphasized that offerors shall submit all questions in writing, and that the Government will answer questions in amendments posted to SAM.gov.

1332 PM – Group transitioned to view the barrier systems at the two gate locations.

1405 PM – Site visit concluded.
