FA462024QA213 – FY25 Barrier Maintenance Amendment 02

SUMMARY OF CHANGES

The purpose of this amendment is to:

1. Respond to questions received from prospective offerors:

Q1: How many barriers need maintenance and are they stationed at one location on base?

A1: There are currently 6 total barriers (3 drop arms, 1 grab net, and 2 pop-up net barriers) at both the main gate and the gate at Rambo Road. See the map attached to Attach. 1 – Statement of Work (Amend 02) for gate and barrier locations.

Q2: What is the make and model of the barriers?

A2: The drop arms are make/model DSC TT212 EC(H)-2. These are the electric version. The Rambo Gate grab net is make/model GRAB300. The Main Gate net barrier is a Black Security Products Anti-Ram AVBD 650 M50 Defender Net ASTM M50/P2. Pictures of the AVBS can be found in Attach. 1 – Statement of Work (Amend 02) in the final pages of the document.

Q3: [Request to] change NAICS from current 811310 – Commercial and Industrial Machinery and Equipment (except automotive and electronic) Repair and Maintenance to 561621 – Security Systems Services (except locksmiths)

A3: The Government will not be changing the NAICS.

Q4: Document 24QA213 COMBO, page 2, Paragraph (c) requires offerors to hold pricing for 60 calendar days from the submission date (25 April), while the performance period indicated in the table on Page 1 of the same document starts 1 October 2024 (159 days after bid due date). Please clarify when the contract is expected to be awarded.

A4: 24QA213 COMBO (Amend 02) page 1 states that the ordering period is “1 Oct 24 – 30 Sep 29 (Optional six-month extension: 1 Oct 29 – 31 Mar 30)”. However, the Government intends to award the contract within 60 days of the submission date. Offerors shall still hold prices firm for 60 days from the submission date.

Q5: Document 24QA213 COMBO, page 3, Paragraph (10), PAST PERFORMANCE INFORMATION, requires contractors to submit past performance questionnaires signed by POCs directly to the Contracting Officer/Specialist. If relevant past performance is documented in Contractor Performance Assessment Report System (CPARS), can offerors provide that information in lieu of requiring POCs to submit past performance forms?

A5: The Government requires all offerors to submit past performance information IAW COMBO (Amend 02) Page 3, Subparagraph 10 PAST PERFORMANCE INFORMATION, regardless of CPARS documentation.

Q6: Document 24QA213 COMBO, page 4, Site Visit at Fairchild AFB. Is attendance at the site visit mandatory to bid on this project? If not, is it possible to receive pictures of the equipment, to include the immediate area for working conditions, equipment nameplates, and similar information?

A6: The site visit is not mandatory to bid on the requirement. However, IAW FAR 52.237-1, “Offerors or quoters are urged and expected to inspect the site where services are to be performed…” 24QA213 COMBO (Amend 02) page 4 states “A record of the site visit shall be made and furnished to all prospective bidders/offerors. The record shall include minutes of the meeting, including questions (on a non-attribution basis) and answers.” The Government cannot promise pictures will be all-inclusive of every aspect of the working conditions, equipment, and similar information. Site photos are added to the end of Attach. 1 – Statement of Work (Amend 02). Minutes from the Site Visit and the Sign-In sheet for attendees are added to the solicitation package as Attach. 5 – Site Visit Minutes.

Q7: Document 24QA213 COMBO, page 2, Paragraph (4), Technical, & Page 4 (FAR Provision 52.212-2). Please confirm the only requirement for a technical proposal to meet the GO / NO GO criteria on Page 4 is to provide a Continuation of Essential Contractor Services Plan. There appears to be no other technical evaluation criteria for a contractor to verify their ability to perform work on this contract.

A7: IAW 24QA213 COMBO (Amend 02) page 2, the Technical Evaluation Factors rated on a GO/NO GO basis will be the Continuation of Essential Contractor Services Plan and the offeror O&M plans.

The Government mistakenly did not include the O&M plans in the COMBO as a submission requirement. The amended COMBO now references the O&M plan submission, and the changes are annotated in red. The Government will evaluate both the Continuation of Essential Contractor Services Plan and the O&M Plan as a technical GO/NO GO factors.

More information on the O&M plans can be found in Attach. 1 – Statement of Work (Amend

02) section 6.1.

Q8: PWS Paragraph 3. Is manufacturer certification required to maintain and repair the equipment on this contract?

A8: Yes. Applicable certifications for all vehicle barrier models with available certifications for each personnel performing maintenance/repair on any of the vehicle barriers are required to be submitted and on file with the government. See Attach. 1 – Statement of Work (Amend 02) section 3.2.

Note that the Government does not require these manufacturer certifications as a submission with the quote. The offeror shall be required to provide the certifications after award before work begins.

Q9: PWS Paragraph 8.3.2 requires material for service orders to be substantiated on GSA price lists or similar documents. Will contractors with applicable GSA contracts in place be given technical strength during the evaluation process?

A9: Contractors with GSA contracts in place will not be given technical strength. See the answer to question 7 on the technical evaluation factors that will be evaluated by the Government.

In-scope work and service order information will not be evaluated as part of the total evaluated price (TEP) submitted by the offeror. Additional In-scope work will be evaluated on a case-by-case basis after award.

Q10: Please provide information on the equipment to be included in this solicitation. While the details could potentially be obtained during the proposed 9 April 2024 site visit, participation is not required to bid on this solicitation. Is it possible to get pictures of the equipment included in this solicitation? Specifically, photos of the barriers, manufacturer name plates with the model & serial numbers, Hydraulic/Electric Power Units (HPU/EPUs), controls panels, signal devices, and the surrounding areas (work conditions) would allow offerors to more accurately determine the level of effort needed to perform tasks associated with the SOW.

A10: See answer to Question 6 and Question 2.

Q11: PWS Paragraph 3.1 states “The PM crew shall contain a minimum of one (1) Lead Technician and one (1) Barrier Technician”. Many emergency and routine service calls can be resolved with one technician after quick on-site troubleshooting. Please confirm the Government wants offerors to propose six (6) labor hours each for one (1) Lead Technician and one (1) Barrier Technician for CLINs X002 and X003 for a total of twelve (12) hours per service call.

A11: The Preventative Maintenance (PM) crew shall contain a minimum of one lead technician and one barrier technician IAW Statement of Work (SOW) Paragraph 3.1. See Attach. 3 – Pricing Schedule, for how Routine and Emergency Service calls are to be priced. The offeror shall price service calls on a per-call basis. The offeror shall determine how they price each service call; the SOW and Pricing Schedule do not specify hourly thresholds for how the offeror shall price each service call, only that the Lead Technician, at a minimum, must respond IAW the specific time thresholds listed in the SOW.

Q12: What is the date of the last preventive maintenance (PM) service? What type of service was it (monthly, quarterly, semi-annual, annual)? If not an annual PM, when was the last annual PM conducted for scheduling purposes?

A12: Monthly preventative maintenance is done on all current barriers. They are scheduled in 3-month blocks during the month before that quarter. Attach. 1 – Statement of Work (Amend 02) section 1.3.1 states, “The Contractor must conduct the initial barrier PM service within thirty

(30) days of contract award.”

Q13: Who performed the last PM service? If recurring PMs were being conducted through a service contract, please provide the contract number and contractor contact information.

A13: Current preventative maintenance is being performed by Nasatka Barrier, Inc. (CAGE 1CEE3) under contract number FA462020F0069. They sub-contracted barrier work to Perimeter Security Group (CAGE 51LS6). PM Service under this contract is being performed monthly.

Please note that contract FA462020F0069 was awarded under an Air Force strategic contract, and the reprocure will be significantly smaller in scope than the current contract. Please refer to the solicitation package for pertinent information on the new contract requirements.

Q14: Is it the Government’s expectation for an annual PM service to be included in the 6-month extension period?

A14: The contractor shall provide monthly preventative maintenance services IAW Attach. 1 – Statement of Work (Amend 02). The six-month extension period will be firm-fixed price and is calculated based on the last year of service, divided by two, and include monthly preventative maintenance.

However, the offeror is not required to complete the optional 6-month extension portion of the pricing schedule. See Attach. 3- Pricing Schedule, for instructions on the information that the offeror shall provide.

Q15: Please clarify the barrier system controls schematic requirements noted in Attachment Statement of Work page 5 section 1.3.4. Should the price of this requirement be submitted separately from the Attachment 3 Pricing Schedule?

A15: This section of the Statement of Work has been removed in the revised version, Attach. 1 – Statement of Work (Amend 02). The barrier system controls schematic will not be a requirement for this contract.

Q16: PWS Paragraph 1.3.4 describes the barrier system that controls schematics requirement and Table 1 in Paragraph 9.3 indicates they are required but provides no information about when they are due to the Government. When are barrier system control schematics expected to be received by the government, and are they required for all equipment included in the contract?

A16: See A17 above. This section of the Statement of Work has been removed in the revised version, Attach. 1 – Statement of Work (Amend 02). The barrier system controls schematic will not be a requirement for this contract.

Q17: [Who is the manufacturer] regarding the Main Gate M50 P2 Defenders?

A17: See answer to question 2 above.

Q18: We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

A18: See answer to question 13 above.

Q19: What kind of warranty exists for the barrier located at the main gate?

A19: The Main Gate barrier systems are under a one-year warranty, as they are brand new. The Rambo Gate barrier systems are no longer under warranty.

Q20: What is the manufacturer/part number/make and model of the main gate barrier and the barrier control box?

A20: See answer to question 2 above.

Q21: Does the base have a back-up copy of the software loaded on the different PLC’s (Programmable Logic Controllers)?

A21: The base does not maintain a back-up copy of the PLC software.

Q22: Are barrier accessories, such as emergency deployment switches, included in the scope of the work to be performed, or is maintenance restricted to just the base systems?

A22: In accordance with Attach. 1 – Statement of Work (Amend 02) paragraph 1.2, Description of Services, “Vehicle barrier systems include, but are not limited to, support equipment such as actuators, control systems (including software), control wiring, circuitry, structural framework, lighting, spring assembly, hydraulic-related equipment, safety loops and other vehicle detection systems, switches, corresponding traffic lights, light duty drop arms, associated computerized systems, and control cabinets.

Q23: What type of hydraulic fluid does the grab net at Rambo gate utilize?

A23: There are no hydraulic systems for vehicle barriers currently in use on Fairchild AFB.

Q24: Can you let us know the manufacturer and model number of the PLC’s (Programmable Logic Controllers) installed in the control cabinets?

A24: For Rambo Gate, the PLC is an Allen Bradley Micro820, part number 2080-LC20- 20QWB. Additionally, the VFD (variable frequency drive) is an Allen Bradley Power Flex 523.

The Main Gate is still under construction. Pictures of the PLC and VFD are attached to Attach. 1

– Statement of Work (Amend 02) at the end of the document.

Q25: If these new systems at the Main Gate when deployed block traffic for the entire entry or exit lane, and/or require the lane completely shut down during maintenance would this still fall within section 10.2 Hours of Operation? Or would work have to be done at other hours than listed below? Or even possibly on Weekends?

A25: Maintenance on the Main Gate barriers shall still be done during regular hours of operation IAW Attach. 1 – Statement of Work (Amend 02) paragraph 10.2. Inbound/outbound lanes shall be stopped one at a time during maintenance, and Rambo Gate shall be used while these lanes are closed for maintenance. IAW SOW 10.2, the contractor shall coordinate specific work schedules with the CO or Government POC.

2. The Government will extend the RFQ due date as follows below:

The due date for quotes is extended from 25 April 2024 at 1:00 PM PST to 8 May 2024 at 1:00 PM PST. Changes are annotated in red in the attachment 24QA213 COMBO (Amend 02).

3. As a result of this amendment the following attachments have been updated as part of the solicitation package.

24QA213 COMBO (Amend 02) Attach. 1 – Statement of Work (Amend 02)

Note that the Government discovered that a mandatory use Statement of Work was released after the solicitation had been posted. The offeror is encouraged to thoroughly review the SOW for any changes and to ensure quote pricing is accurate. Each small change is not annotated in red.

Fill out blocks 15a, 15b, and 15c and provide a copy with your proposal.
