STATEMENT OF WORK
FOR
CONSTRUCT RV SEWAGE HOLDING TANK, CLEAR LAKE
AT
FAIRCHILD AIR FORCE BASE, WASHINGTON

1.0 PROPOSAL
This Task Order is directed by Work Element No. 1.2 (Design Build Effort Required with Provided Partial Design) as specified in the MATOC Statement of Work, General Contract Provisions, Section 01000.
1.1. MATOC contractors shall provide a price proposal. Price proposal shall consist of a complete Price Schedule.
1.2. During the pre-proposal site visit, MATOC contractors shall visit the site and become familiar with the project requirements. Relevant drawings and other documents are provided as Attachments A through E. Government furnished information is not guaranteed to represent actual conditions and shall therefore be field verified prior to incorporation into the design. Questions arising at the site visit shall be submitted to the Contracting Officer in writing. The Contracting Officer will respond to all questions in writing to all Offerors within a reasonable time period after the site visit.
2.0 SITE OPERARTIONS AND CONDITIONS
2.1 FACILITY OPERATION AND SITE RESTRICTIONS: Fairchild AFB’s Clear Lake Recreation Center is normally open for business between the last Saturday in April through Labor Day weekend. It is a gated facility requiring a gate code for entry outside of normal business hours of 0800 to 1800 from April to Memorial Day and 0800-2000 for the rest of the season. A gate code will be assigned to the contractor, upon request, prior to any physical work being done outside the period of operation. Physical work performed on the site shall not impede operation of the facility. Sanitary service, electrical power, and access to all facilities, including drives and parking, shall be maintained at all times while the Clear

Lake Recreation Center is in operation. Any blocking of parking and drive areas, cutting of pavements, and utility outages shall be performed after Labor Day.
2.2 SOIL AND GROUNDWATER: The site geology consists of shallow sedimentary siltstone overlain by sandy silt soil. See Attachment C for details. The soil cover is generally deeper in the flatter areas of the site closer to the lakeshore. The bedrock is relatively soft and easy to excavate with most excavators, though limited veins of hard, iron-rich rock may be encountered, providing more difficult excavation in small areas. This hard rock was encountered in one corner of the excavation for the boat storage building located south of the proposed sewage tank location. Perched groundwater may be encountered during wetter periods and often seeps to the surface on some of the slopes during spring. The contractor is responsible for pumping and properly disposing of any groundwater encountered during construction. Actual conditions may vary. This data is for bidding purposes only and not for design. After award, the design used for construction shall be based on the geotechnical report provided by the contractor.
3.0 SCOPE
This Statement of Work (SOW) defines the scope for this task order including design and construction actions at the proposed project site to install sewage holding tanks, concrete pad for the tanks, sewage lift station, associated sewer and electrical lines, and screen fencing around the sewage holding tanks at Fairchild AFB’s Clear Lake Recreation Center. Work shall be in accordance with technical and regulatory requirements, including 2018 Base Design Standards.
The following is a brief summary of the project and is provided solely for the purpose of revealing the general nature of the work involved. The place of performance shall be at the Clear Lake Recreation Center, Washington (WA).
3.1 BACKGROUND: The existing septic drain field for the Clear Lake Recreation Center septic system has an excessive high nitrate concentration, mostly due to the concentrated nature of RV effluent. To mitigate this, it is proposed to divert the sewage from the RV sites to storage tanks where the sewage can be transported and disposed of off-site by a separate contract.
3.2 PROJECT MANAGEMENT PLAN: The Government will reference the basic MATOC contract proposals for information relating to quality control, teaming, personnel qualifications, etc.
3.3 MATERIAL GATHERING: Material gathering shall be accomplished after the submittals have been reviewed and approved by the Government Project Manager and the Contracting Officer. Material gathering shall be accomplished in both Phase I and Phase II of the project.
3.4 PERFORMANCE PERIOD: A Notice to Proceed (NTP) will be issued for each performance period. Material submittal process must be complete and submittals required for Phase II approved prior to issuance of NTP and start of Phase II.

3.5 NOTICE TO PROCEED: Upon award of the task order and receipt of acceptable bonding and the contractors’ approved Quality Control Plan, Notice to Proceed (NTP) for Phase I (Design and Material Submittal/Gathering Phase) of a three-phased process (Phase II
– Physical Construction and Phase III – Closeout) shall be issued.
3.6 DESIGN: Develop design from this Government Statement of Work and the Concept Design for this project. Refer to MATOC Specifications General Contract Provisions Section 01300, paragraph 11 for 35% design, requirements as applicable to the scope of this task order, including Design Analysis with Technical Specifications (Division 2 and above), and Drawings appropriate to delineate the basic scope and character of the project for all relevant disciplines. AutoCAD As-built drawings are required for project close-out.
Electronic as-built drawings shall comply with Fairchild Air Force Base drawing standards and other requirements per the BDS. Schedule the design work with the following considerations:
3.6.1 The contractor shall schedule a pre-design meeting with the Government team at the beginning of the design process.
3.6.2 Contractor shall furnish a 35% Design submittal for Government review within 45 calendar days after receipt of Notice to Proceed (NTP) for the design and material submittal phase. The 35% shall include the Geotechnical survey. Allow 14 calendar days for Government review of each Design submittal.
3.6.4. Contractor shall schedule a Design Review Conference for the 35% submittal at Fairchild AFB after Government comments have been furnished to the Contractor and the contractor has provided responses to the government comments.
3.6.5. The 35%, Design and Phase I submittal shall be submitted and approved within the Phase I performance period.
3.7 PHYSICAL WORK: NTP to Phase II (Physical Construction phase) shall be issued upon Government acceptance of the work plan, 35% design drawings, and material submittals.
3.7.1 Planned disruptions to electric or other utilities must be coordinated with the Construction Manager a minimum of 5 days in advance of work.
3.7.2 The Government will make a determination prior to the end of Phase II, after a joint contractor / Government inspection of the contractor’s punch list items, whether Phase II is Substantially Complete.
3.7.3 All physical work shall be completed by 1 May 2020.
3.8 CLOSEOUT: NTP for Phase III (Closeout Phase) shall be issued upon acceptance of Phase II. Per the contract specifications, the requirements for Closeout Procedures shall be managed by the contractor throughout the total contract performance period and receive Contracting Officer approval of the receivables. The contractor shall refer to the MATOC Specifications Section 01500 –Task Order Close Out and the BDS Division 01-General Requirements, Section 017700 – Close-Out Procedures, and Section 017823-Operation and Maintenance Data for closing out the project. The NTP for Phase III shall identify the due date for completion of the Closeout requirements. As-Built drawings are required.

3.8.1 Design and construction shall be complete, including but not limited to, verification of existing conditions, design, demolition, construction, verification of the new system operations, and close-out documents including O&M manuals and as-built drawings. Any demolition, and/or cutting and patching necessary for the construction shall be part of the work. Such work may be necessary to restore surfaces to original conditions to either accommodate the installation or performance of other work. It may also be needed to restore surfaces disturbed by demolition efforts.
3.9 WINTER EXCLUSION: Winter exclusion period, pertinent to the physical work phase, is NOT applicable.
4.0 GENERAL WORK DESCRIPTION
This Statement of Work (SOW) defines the project as follows: the contractor shall perform all design, and construction activities required to install the sewage holding tanks, concrete pad for the tanks, sewage lift station, power, screen fence, and all other associated items to create a complete and functional system. Work includes associated plumbing and electrical construction.
The Design-Build activities specific to this project include, but are not limited to:
4.1 DESIGN AND CONSTRUCTION REQUIREMENTS: The design shall follow the requirements provided in this Statement of Work. The major items of work to be addressed in the design include:
4.1.1 Provide aboveground 10,000-gallon storage, in no more than two tanks, for the sewage to be located where shown on Attachment B. The holding tank(s) shall be placed on a drainable concrete pad designed to catch and contain accidental spillage and overflows. Drainage is allowed to be directed onto the ground provided that the surrounding soils can absorb the water without running off onto pavement or surface waters and the system meets the regulatory requirements specified in amended SOW paragraph 4.1.8. Provide connections to the tanks for ease of pumping to tanker trucks that will regularly service the tanks. The tank(s) shall have a monitoring system with both audible and lighted alarms to warn of impending overflow conditions. The holding tank(s) shall have a minimum life expectancy of 40 years in a fully exposed environment.
Provide manufacturer's warranty (not 40 years). The tank(s) shall be a neutral color to be selected by the Government from a set of available colors provided as a submittal item. Provide barrier on the side near the paved parking area, such as bollards or curbing, to prevent vehicles from driving into the tanks.
4.1.2 Provide a lockable screen fence around the tanks and pad to block the view of the storage tank(s) from the parking areas and prevent unauthorized access. The screen fence shall be a minimum six-foot tall cedar fence stained to match the exterior wood for the snack bar and bathhouse buildings in the recreation center. Provide matching screen gate as needed to properly access and service the facility.
4.1.3 Provide a lift station adjacent to the downstream manhole shown on Attachment B. The lift station shall have two pumps, each sufficient to maintain sufficient pumping rate for the lift station, and shall operate only one at a time. For pump capacity, design

Revised 22 May 2019 Page 5 of 7 shall assume that the RV campsites normally each produce approximately 100 gallons per day. There are 24 RV campsites.
4.1.4 Provide buried sanitary sewer force main from the lift station to the storage tank(s). The sewer main currently coming towards the lift station by the Snack Bar (Bldg. 1) shall have valve(s) installed at the manhole where indicated on Attachment B.
The intent of the valve placement is to divert effluent to the existing system when needed, such as during winter when the proposed tanks are not being serviced and the system has been winterized.
4.1.5 Provide single-phase electrical power for the lift station and the tank monitoring system from the 200 Amp service panel in the boat storage building indicated on Attachment B. See Attachment E for location of the panel in the boat storage building.
Provide a meter to monitor the electrical use for the lift station. All electrical power shall be in conduit. Provide surge protection to the main panel to protect against lightning strikes.
4.1.6 The new system shall be designed and constructed to allow ease of shutdown and winterizing at the end of the operational season and restart at the beginning of the operational season.
4.1.7 Provide Geotechnical report for placement of the tank pad and sewer lines between the storage tanks and lift station. The intent of this report is to provide specific recommendations and details of subsurface conditions needed for the design of all aspects of this proposed project. The geotechnical report shall be provided a minimum seven days prior to submission of the 35% design submittal and shall also be incorporated into the Design Analysis.
4.1.8 Regulatory Requirements: Follow all Spokane County Regional Health District (SRHD) and Washington Department of Health (WDOH) regulations for design and construction, and permitting of the sewer holding tanks, pad/containment, and associated system including WAC 173-180-320, WAC Chapter 246-272C - Onsite Sewage System Tanks Regulations, and NFPA 1194. The contractor shall obtain approval for the project design through Washington Department of Health WDOH and SRHD prior to construction. The Clear Lake LOSS is currently permitted by WDOH and additional permitting may be required by SRHD for the RV sewage holding tank system. The contractor is responsible for obtaining all permits applicable for completion of this project.
4.1.9. The Design shall be completed in conventional English measurement.
4.1.10 Utilities Survey: All new tanks, pads, sewer lines, lift station, fencing, electrical lines, and features of the new system shall be surveyed for updating the ArcMap MXD file to be provided by the government. See paragraph 4.2 for requirements.
4.1.11 Design Analysis: The design analysis shall include corroboration on all aspects of the design to verify the adequacy of the tank system component sizes (excluding the tank), the assumed sewage flow rate, the existing electrical panel to support the proposed system, and the project meeting all pertinent regulatory requirements.

4.1.12 Operation and Maintenance: The system shall be designed for winterization that does not require added power (heat sources) to maintain. In addition to the diversion valves as described in Attachment B, all components shall be designed and installed for ease of winterizing the system. Winterization procedures shall be detailed in the Operation and Maintenance manual for the system. See BDS Section 017823 for additional requirements for the O&M manual.
4.1.13 Groundwater Disposal: Groundwater pumped from excavations shall be either legally disposed offsite or pumped to the existing grass areas, provided runoff does not reach the lake and proper erosion control is implemented with the pumping.
4.2 AS-BUILT DRAWINGS
4.2.1 GeoBase Data: After task order award, the contractor shall request existing GIS data of the project areas. The government will provide an ArcMap MXD file titled “Existing Site Conditions, Construct RV Storage Holding Tank, Clear Lake, OPP1071525” and the associated geodatabase electronic file. Within 20 days after substantial completion, the contractor shall submit a map showing the as-built condition of the project site(s). The map shall consist of an updated electronic file of the ArcMap MXD file initially provided by the government with a new title that says “As-built Site Conditions, Construct RV Storage Holding Tank, Clear Lake, CAP# (to be supplied later)”. The MXD file shall include the date the map was “as-built”. The contractor shall also submit the associated updated geodatabase electronic file and an 11” x 17” paper copy of the map. Include a separate table(s) of the data changed in the database.
All map data shall use a Coordinate System of NAD83(2011) State Plane WA North feet; all GPS coordinates shall be first order accuracy (1:25,000). Any and all features demolished under the task order shall be deleted from the map and associated geodatabase electronic file. Any and all errors, changes, or modifications to existing site features shall be reflected on the map and associated geodatabase. This includes changing sewer lines from “in-use” to “abandoned.” Surveyed GPS coordinates (horizontal and vertical control) shall be provided for any cut or capped utilities and the boundaries of any features modified under the task order. The geodatabase information to be modified for the system includes: tanks, pads, sewer lines, lift station, fencing, electrical lines, “in-use” or “abandoned” designation, and date of installation. The contractor is required to sign and abide by the Installation Geospatial Information and Services GeoBase Data Release Agreement as a condition to receive and use the ArcMap MXD file provided by the Government. CADD Drawings may be accepted by the Government as GIS deliverables provided that the drawings adhere to the coordinate system locational and data integrity requirements outline in UFGS Specification Section 01 78 30.00 23.
4.2.2 Detail Drawings: Any detail drawings for the new sewer storage system and lift station shall be created to show as-built conditions and provided in PDF format.
4.3 SITE RESTORATION: Repair surrounding surfaces and structures impacted by construction as needed for “like new” appearance and function, including but not limited to grass establishment, cutting and patching. The contractor shall be responsible for

Revised 22 May 2019 Page 7 of 7 containment of dust and construction debris during construction, as well as repair of any and all areas damaged during construction activities.
4.4 ENCOUNTERED SITE CONDITIONS: In the event that site conditions encountered are substantially different than those indicated per the SOW, immediately contact the Contracting Officer or the Contracting Officer representative for clarifications. Do not proceed with work where these conditions are encountered, until a resolution has agreed upon with the Contracting Officer.
5.0 TECHNICAL REFERENCES
The documents listed in Section 01300 of the basic contract are incorporated here by reference.
Requirements for the use of Recovered Materials are referenced in the BDS. The following products have been identified as EPA-designated items of Recovered Materials required for this project: 1) Non-pressure pipe; 2) cement and concrete. This list, however, may not be complete.
