SUMMARY OF CHANGES
The Purpose of This Amendment Is: to answer Questions and Answers related to the Solicitation and the Seed Project. For Seed Project Questions and Answers refer to attachment 1C. MATOC Seed Project FOPR Q&A dated 22 May 19.
Solicitation/SF1442 Questions and Answers:
Question 1: Is a Proposal forwarding letter the same as a cover letter?
Response: Yes.
Question 2: Can the Government please verify the NAICS code/codes required for this opportunity?
The SF1442 states "236 and 237."
Response: The required NAICS is 236220 Commercial and Institutional Building Construction. Please refer to the revised SF1442, Block 10.
Question 3: Can the Government please clarify whether the $10M Letter of Bond ability is single or aggregate?
Response: The $10M Bond Capacity is considered aggregate. Please reference Section L, 2.3.2.
Question 4: Are binders necessary to submit? Are offerors to submit 4 CD's (that have both Vol I & Vol II on each CD) and the Original Bid Bond?
Response: Offerors shall submit two (2) electronic copies (CD/DVD) of Volume I and Volume II. Each electronic copy will contain both Volume I and Volume II. Please refer to Section L, 1.10. Either an Original Bid Bond or electronic Bid Bond can be provided. Please refer to Section L, 1.10.
Question 5: In Section L 2.3.4, a completed copy of the RFP (including Section L &M) is requested. Is that to be delivered by CD?
Response: Yes, a completed SF1442 (to include Section L and Section M) is required with the Contract Forms designated in Section L, 2.3.4. Contract Forms shall be delivered electronically.
Please refer to Section L, 1.10.
Question 6: In Section L 2.3.4, an original signature is requested for the SF1442, can this be scanned?
Response: Yes the SF1442 can be scanned after signature. Please refer to Section L, 1.10.
Question 7: Would the Government consider amending the Past Performance requirement to the last 5 years, vice the last 3 years?
Response: Recent Past Performance (within the last (3) three years as stated in Section L) will be evaluated as a measure of the Government's confidence in the offeror's ability to successfully perform based on previous and current contract and support agreements. Please refer to Section M, 1.3.
Question 8: Is past performance considered within the last three years from the time of award or from completion?
Response: Each relevant contract shall have been performed during the past three years from the date of issuance of this solicitation. Please refer to Section L, 2.2.2.
Question 9: In Attachment 12, Section 2.2.3, Page 5, the RFP indicates that past performance information sheets must be completed on relevant contracts "demonstrating your ability to perform under the multiple award task order construction contract program." Is the Government looking for information for similar IDIQ MATOC contracts that the contractor has performed or for relevant designbuild projects the contractor has performed? The Past Performance Information form (Attachment 9) appears to be requesting information for IDIQ MATOC programs/contracts but the Past Performance Questionnaire appears to be requesting information for individual designbuild construction projects. Please advise.
Response: Please refer to Section L, 2.2.3 and Section M, Table 1, page 3.
Question 10: Will the Government accept CCASS or CPARS evaluations in lieu of PPQ's?
Response: The PPQ has different information than CCASS or CPARS and the PPQ comes directly from the customer to the Government. CCASS or CPARS are not a suitable substitute. Please reference Section M, 1.3.
