This is an Amendment to a federal solicitation (FA461326R0003) issued by the 90th Contracting Squadron at F.E. Warren Air Force Base, Wyoming, effective April 14, 2026. The amendment modifies a combined synopsis/solicitation for simplified acquisition of a construction project under FAR Part 13 procedures, with the requirement solicited as a 100% Small Business Set-Aside on SAM.gov.
The amendment updates the Statement of Work from the March 18, 2026 version to Revision 1 dated April 8, 2026, and adds Attachment 10 containing asbestos and lead testing results. Key dates have been extended: site visit requests are now due by 2:00 p.m. Mountain Time on Monday, April 20, 2026; questions about requirements are due by 11:00 a.m. MT on Thursday, April 23, 2026; and proposal submission deadline is extended to 11:00 a.m. MT on Wednesday, April 29, 2026. The construction project involves first-floor remodeling at Building 65, with a project magnitude between $100,000 and $250,000. Contractors must be registered in SAM.gov, meet the small business size standard for the solicited NAICS code, have no active exclusions or terminations for cause in the past 12 months, and maintain an acceptable supplier risk profile. The Davis Bacon Act Wage Determination applies. Awardees must submit an acknowledged page 1 of the solicitation with all amendments, Cost Estimate Breakdown (Attachment 8), and Bid Bond Form (Attachment 9). Proposals are to be submitted electronically only with a valid period of 60 calendar days from receipt, and the Government intends to award a firm fixed-price contract. The solicitation incorporates provisions and clauses effective through Federal Acquisition Circular 2026-01 and includes standard federal contract requirements covering topics such as bid guarantees, performance and payment bonds, tax withholding for foreign persons, covered telecommunications equipment restrictions, and contractor access requirements to the Air Force installation.
