SUBJECT: Questions and Answers on Substation Maintenance Solicitation

Q1: Do you have specs or single line diagrams that you can provide?

A1: The single-line diagrams were inadvertently omitted from the PWS attachments.

They are all shown in a single PDF, one substation per page, now attached. The specifications for our equipment will be provided to the successful offeror at the time of award.

Q2: Can you provide the complete incumbent contract information for this requirement?

A2: The current incumbent is Transfluid Services Inc, the contract number is

FA461019DA002.

Q3: Work Hours: RFQ mentioned that maintenance will be planned but did not provide specific details on the hours available for daily maintenance. Could you get clarification on work hour?

A3: The contractor is free to work any time of day and any day of the week to optimize productivity; however, the grid-level switching operations that are required to create safe clearance and isolate a specific work zone will only occur during normal business hours.

Q4: Air Force Occupational Safety and Health Standard (AFOSH): Could you provide a sample document? Also, how does the contractor register for this standard?

A4: The AFOSH standard is essentially a safety regulation that the contractor must also comply with. It is cited in the PWS as a reference to alert the contractor to the fact that the Air Force also has safety standards that must be observed.

Q5: Single Line Diagram (SLD): Please provide the SLD for each substation, if available.

A5: The single-line diagrams were inadvertently omitted from the PWS attachments.

Q6: Can the solicitation be extended an additional 5 days?

A6: The solicitation will be extended, quotes will be due 4 November 2024 at 8:00 AM

Q7: Can the site walk sign in sheet be published?

A7: The site visit attendees are listed on the Site Visit Minutes attachment.

Q8: Will attachments 1-11 from PWS be published?

A8: The single-line diagrams were inadvertently omitted from the PWS attachments.

They are all shown in a single PDF, one substation per page, now attached. In addition, a sample monthly inspection checklist is attached.

Q9: Is there any previous test data available? If so, please provide.

Q9: Previous test data will be provided to the successful offeror at the time of award.

We will not release that information to the bidders. However, we can inform the bidders that the equipment is well-maintained and has exceptionally favorable test data for nearly all of the inventory on this contract.

Q10: Is there a coordination study available? If so, please provide results.

Q10: We will not release our coordination study to the bidders because it is not relevant to this contract.

Q11: Are there any one-line drawings available? If so, please provide.

A11: The single-line diagrams were inadvertently omitted from the PWS attachments. They are all shown in a single PDF, one substation per page, now attached.

Q12: Is there a projected outage schedule per substation? If so, is it possible to get a copy?

A12: There is no projected outage schedule for each substation. The contractor will have to participate in the 30 CES weekly scheduling meeting to secure dates for the maintenance planned each month. Typically, 30 CES can support any requested maintenance dates gives adequate advance notice, normally 2 to 3 months ahead of the maintenance visit.

Q13: At the site visit, there was mention of certain MOP’s (method of procedure) set in place that the contractor will need to follow. Please provide the MOP’s.

A13: MOPs have already been developed for each substation shutdown and have been exercised many times by the 30 CES electricians and engineers. The contractor does not participate in these MOPs, except to apply locks and tags to the equipment that is necessary to develop the safe clearance zone. We will not provide the MOPs to the bidders; however, we can tell you that the safe clearance is generally established one 70 kV node away from the work zone, and those nodes are visible on the substation single-line diagrams provided.
