SUBJECT: Questions and Answers

Question 1: Do all technicians have to be US citizens to work on site?

A#1. No not all of them, but the ones that aren’t U.S citizens will have to go through the Foreign Visitor Request process. Just an extra step of OSI clearing them for installation access and getting it approved by 30 Cons/CC to have them approved through the duration of their contract.

The non-U.S. citizens also won’t be able to receive DBIDs cards, but instead they’ll receive 60-day paper passes. They will need to stop by the VCC every 60 days to get it renewed.

Question 2: According to the SOW, the inspection and maintenance report must be completed within 5 days. After the start of the maintenance, should each maintenance be completed within 5 days? For example, should the (46) 69kV Circuit Breakers be tested within a 5-day window? If yes, would it be possible to extend this maintenance window?

A#2. The intent is for all of the test documentation to be submitted within 5 days of the completion of the maintenance visit. For example, if a maintenance visit to one substation was scheduled for 1 June to 15 June, we would expect the maintenance reports to be submitted to us by 20 June for that substation.

Question 3: Will VSFB be responsible for the costs associated with the power outages?

A#3. There are no costs for scheduled power outages. In fact, none of the safe clearance switching even necessitate power outages to any facilities. The contractor will not be charged for labor hours spent by government electricians or engineers supporting those switching activities.
