Questions and Answers Solicitation FA4610-17-R-0011

576 FLTS LSS

Question 1. Reference PWS page 6, paragraph 1.2. Should this paragraph actually be 1.2.20 versus 1.2? Please clarify. Please correct references in the CLIN schedule, if appropriate.

Answer 1. Yes, PWS page 6 paragraph should actually be 1.2.20. There is no paragraph 1.2. Paragraph 1.2.20 is for Other Tests (Refurbishment) CLIN X005. CLIN X005 references have been changed from paragraph 1.2 to paragraph 1.2.20.

Question 2. Reference Section B, CLIN Schedule, CLIN X002 (all years). The CLIN description refers offerors to PWS paragraph 1.10.1. This reference requires the service provider to “to provide necessary assets to respond to after hours support/emergency services. As the details of future after hours support/emergency aren’t available in advance to anyone, it’s not possible to provide an hourly rate for various numbers of personnel comprised of various labor classifications, all which earn differing pay rates and benefits. As such, we request the government allow this to be a plug number; negotiated upon use; or allow offerors to provide a fully-loaded labor rate for all classifications they propose. Will the government consider changing how this CLIN price is submitted? We suggest a spreadsheet with all full-loaded labor classifications within versus 400 hours times various rates.

Answer 2. No, the Government will not be changing the stucture of this CLIN, however, review the tracked changes in PWS for further detail. Historically, after hours support has been most often used for standard refurbishment activities. However, in the event of an enviornmental issue that skill set would be utilized. Managerial support is optional in most cases.

Question 3. Reference Section B, CLIN Schedule, CLIN X004 (all years). This CLIN refers to PWS paragraph 15.1.2 which in nonexistent. We assume it is supposed to refer to PWS paragraph 1.15.2. Please clarify and correct CLIN schedule.

Answer 3. Yes, CLIN X004 references PWS para 15.1.2, and is corrected and changed to PWS paragraph 1.15.2.

Question 4. Reference PWS paragraph 1.15.2. Please clarify what material may be billed under this CLIN. All materials? Everything needed to operate all CLINs? Including PPE, office supplies, consumable items, vehicles such as four pickup trucks, other vehicles, four large cranes, two trailers, fuel for contractor-provided vehciels, Gas Detect Meters, Respirators, Crane Pendants, Egress Tripods, Egress Rescuers, Egress Hoists, Bridgemaster or other Metalizing Systems, Containment Tarps, paint, paint supplies, computers, printers, etc.

Answer 4. The materials CLIN is provided for purchasing miscellaneous materials consisting of appurtenances or articles needed to support Launch Support Services tasks such as blast tape, ablative material (pucky), wire brushes, paints, paint brushes, solvents, lubricants, sand paper, cleaning supplies, equipment filters, and booth filters. Per PWS paragraph 1.1.1., contractor will provide all vehicles required. Personal Protective Equipment will not be billed to the Government.

Question 5. Reference Section B, CLIN Schedule, CLIN 1005-5005; and PWS paragraph 1.2 (1.2.20?). Who pays for the materials to support this CLIN and relative area of the PWS? The government or the service provider? Where is the service provider to price or bill these materials? CLIN X004?

Answer 5. Government has amended solicitation to add CLIN X008 to support CLIN X005 materials.

Question 6. Reference Section B, CLIN Schedule, CLIN 1007-5007; and PWS paragraph 1.2.21. Who pays for the materials to support this CLIN and relative area of the PWS? The government or the service provider? Where is the service provider to price or bill these materials? CLIN X004?

Answer 6. Government has amended solicitation to add CLIN X008 to support CLIN X007 materials.

Question 7. Reference CLIN X005 and X007 and PWS 1.2 (1.2.20?) and 1.2.21. These appear to refer to duplicates services. Please explain the differences, if any.

Answer 7. The difference between CLIN X005 Other Tests Refurbishment and CLIN X007 Other Tests (Refurbishment 4th Fire):

4th fire refurbishment tasks differ from standard refurbishment. See pages 8-14 for differences.

Question 8. Reference the CBA and PWS. Will the government please provide the job descriptions or position descriptions for the labor classifications listed in the CBA?

Answer 8. See page 25 and 26 of Attachment 4. All classifications are listed there.

Question 9. Reference PWS paragraph 1.1.3. This reference calls for a requirement for the contractor to be able to work more than one Launch Facility simultaneously. There are substantial differences in equipment, personnel and associated costs to work multiple LFs simultaneously. As such, all offerors must know the maximum number of LFs that must be worked simultaneously. Without this information, it’s impossible to construct a valid price because of the capital expenses and labor required. A significant capital expense exists in purchasing cranes, vehicles, and associated equipment used for LF Refurbishments. For example, the ability to work 3 LFs simultaneously versus 2 LFs simultaneously, would be approximately 50% more in capital expenses. And the cost would increase even more if the requirement was to work 4 LFs simultaneously. Would the government please provide the maximum number of LFs that the contractor must be able to work simultaneously?

Answer 9. During this contract the contractor may be required to work simultaneously at more than one site. However, how the contractor schedules work is up to them. Contractors can adjust their schedule with their associated equipment/personnel to meet their end goal to have the launch facility ready on time.

Question 10. Reference CLIN X001. How many launches priced under this CLIN are open door and how many are closed door?

Answer 10. All launches are closed door, there is no longer an open door launch configuration.

Question 11. Reference CLIN X001, PWS 1.2 and Appendix C. How many launches, per year, are to be priced under CLIN X001? Up to 4 launches per year IAW Appendix C?

Answer 11. Yes, up to 4 launches per year.

Question 12. Reference CLIN X003, PWS 1.2.19 and Appendix C. Are we correct in our assumption that up to 2 launches per year are to be priced under this CLIN? Where is this identified in the workload, Appendix C? We cannot locate any workload for this CLIN. What are we supposed to price for CLIN X003?

Answer 12. Yes.

Question 13. Reference CLIN X006. We are rather confused as to what is to be priced under this CLIN. The CLIN description refers to all 8 functional areas, and discusses Corrosion Control for 3 closed door launches, and then refers to PWS paragraph 1.3.10. Are only the tasks under PWS reference 1.3.10 to be priced here? How could there only be 3 events when CLIN X001 refers to up to 4 launches per year? Is corrosion control only to be done on 3 of 4 launches? Please clarify what is to be priced under this CLIN.

Answer 13. Corrosion control services is considered part of the standard refurbishment process. CLIN X006 has been removed.

Question 14. Reference CLIN X005, X006, and X007. All 8 functional areas aren’t necessarily used for refurbishment tasks. Please clarify the following portion of the CLIN description: “This includes all efforts associated with the 8 functional areas and 4 closed door launch refurbishments”.

Answer 14. The 8 functional areas mentioned are covered in CLIN X001, these functions do not warrant an increase in manpower for additional launches. Any additional work needed for additional launches could be covered in after hours support.

Question 15. For Addenda to 52.212-1 Paragraph A and Attachment 7, there seems to be a disconnect between the instructions and the attachment. Paragraph A of Addenda to 52.212-1 specifies “typing shall not be less than 10 pitch (which approximately equates to 12 points). The fill-in attachments are built using 10 point font (which is about 12 pitch). Please clarify what font size is requested.

Answer 15. Font shall not be less than 10 point font. Recommend responses remain 10 point as built into the technical questionnaire.

Question 16. Addenda to 52.212-1 Para A states the 2 originals for Parts I and II must be 2 hole punched. Where on the page is the exact location and spacing between the requested holes? (We normally use three hole binders to deliver proposals).

Answer 16. Use a two hole punch at top of page to fit in six part file folder. No binders are required for delivery of proposal.

Question 17. Were the increased contract requirements from previous LSS contracts considered and incorporated when the total government budget value of $9,060,000 was established?

Answer 17. Yes.

Question 18. Did the Government consider that the contemplated RFP/PWS when compared to previous contract requirements contain substantial increases to the maintenance production elements?

Answer 18. Yes. Note that CLINs X005-X008 may or may not be required.

Question 19. Reference to CLINs X00I, 576th FLTS Launch Support Services and Appendix C, Work Load Estimates. Was the 25% increase in the number of LF Refurbishments taken into consideration in developing the Government Budget that will be utilized in determining the affordability of the offeror's proposal?

Answer 19. Yes

Question 20. Reference to CLINs X005, Other Tests - Refurbishment, and PWS 1.2. Was the 25% increase in the number of additional refurbishments and the scope change from "FDE only" refurbishments to refurbishment of any LF in support of any and all tests scheduled by the customer taken into consideration in developing the Government Budget that will be utilized in determining the affordability of the offeror's proposal?

Answer 20. Yes. Note that CLINs X005-X008 may or may not be required.

Question 21. Reference to CLINs X006, Other Tests - Corrosion Control, and X007 Other Tests - Refurbishment 4th Fire. Was this potential 100% increase in corrosion control workload and 4th Fire Refurbishment workload taken into consideration in developing the Government Budget that will be utilized in determining the affordability of the offeror's proposal?

Answer 21. CLIN X006 has been removed from original solicitation.

Question 22. Reference to CLINs X00l, X005, and X006 addressed above. Based on the dramatic increases in LF Refurbishment and Corrosion Control workload, was the substantial increases in contractor-provided crane, vehicle, forklift and other equipment procurement, training and certification costs, and operating costs taken into consideration in developing the Government Budget that will be utilized in determining the affordability of the offeror's proposal?

Answer 22. See revised CLIN structure for modified workload. Note that CLINs X005-X008 may or may not be required.

Question 23. Reference to PWS 1.3.3. Was the fact that this new requirement to "Complete CCT in shop and/or site work orders not later than 30 calendar days from date entered in IMDS" taken into consideration in developing the Government Budget that will be utilized in determining the affordability of the offeror's proposal?

Answer 23. Yes.

Question 24. Did the Government consider the increased additions to management, programmatic, and administrative responsibilities that did not exist in the previous Launch Support Services contracts in the cost analysis for the Government Budget?

Answer 24. The Government does not understand the contractor’s response in reference to more administrative responsibilities.

Question 25. Reference to PWS 1.1.7. Was the new requirement for each contract function to " ... participate in the Air Force Management Internal Control Toolset (MICT) self-inspection program" including identifying and establishment of applicable checklists that encompass their areas of performance in the PWS and performing "Assessor and Validator" duties taken into consideration in developing the Government Budget that will be utilized in determining the affordability of the offeror's proposal?

Answer 25. Yes.

Question 26. Reference to PWS 1.1.8. Was the new requirement for the contractor to "participate in the Inspector General Evaluation Management System (IGEMS) program" and to "assess, track and correct open deficiencies identified by third party audits ... until closed taken into consideration in developing the Government Budget that will be utilized in determining the affordability of the offeror's proposal?

Answer 26. Yes.

Question 27. Reference to PWS 1.1.9. Was the new requirement for the contractor to manage ''Nuclear Certified Equipment (NCE) and Nuclear Certified Items (NCI) within their control "taken into consideration in developing the Government Budget that will be utilized in determining the affordability of the offeror's proposal?

Answer 27. This equipment is already managed by contractor, the only additional workload would include managing inventory with the NCE program annually.

Question 28. Reference to Attachment 2 of the PWS, Government Furnished Property. With approximately 250 10-15 year old items of Special Condition Equipment (contractor is responsible for cost of equipment replacement if/when necessary) with an original purchase value of nearly $113K, that may require replacement during the term of this contract taken into consideration in developing the Government Budget that will be utilized in determining the affordability of the offerer's proposal?

Answer 28. The special condition equipment (GFP “as-is”) was not considered in developing the Government budget.

Question 29. Is the contractor solely responsible for the procurement, operating (fuel, insurance, licensing, registration, maintenance, and training/licensing/certification of personnel), costs for all cranes, vehicles, forklifts, trailers, and other equipment not included as Special Condition Equipment listed in Attachment 2 of the PWS?

Answer 29. All contractor owned equipment is the responsibility of the contractor.

Question 30. Reference to CLINS X005 and X006. Will the Government incorporate additional CLINs X005 and X006 to account for the Additional LF Refurbishments and Additional Corrosion Control tasks to be completed and turned over in the base period of the contract and also consider the these CLINS with respect to the Government Budget for the base period of performance that will be utilized in determining the affordability of the offerer's proposal?

Answer 30. See revised CLIN structure for modified workload.

Question 31. Will you clarify the Reference 52.222-42 Statement of Equivalent Rates for Federal Hires, pages 31 and 32 of the solicitation, where it appears the government utilized some of the existing CBA classifications and monetary wages in developing the table and, as presented below, there seems to be some discrepancies in the information as described below?

a. Refurbishment Tech III lists a Monetary Wage of $30.05, the CBA rate is $30.35.

b. QC Inspector/Production Control classification from the CBA is omitted from the table.

c. Aircraft Quality Control Inspector classification from the CBA is omitted from the table.

Answer 31. This clause identifies the classes of service employees expected to be employed under the contract and states the wages and fringe benefits payable to each if they were employed by the contracting agency subject to the provisions of 5 U.S.C. 5341 or 5332. The CBA is also attached to show what the union and its employees have established up to this point.

Question 32. Will you clarify the requirements for Facility Program Management where, PWS paragraph 1.4.1. states " ... management of maintenance programs to include facility program management...", and Appendix C, "Work Load Estimates" identifies "approximately 55 facilities" under "Facility Program Management", but paragraph 1.4 of the PWS does not define responsibilities/requirements for Facility Program Management as it does for Support Plan and Mission Support Equipment Management?

Answer 32. Facility Program Management is defined in paragraph 1.4. Facility Manager responsibilies are required only in the facilities where the contractor is the sole occupant. Review revised PWS paragraph 1.4.1.

Question 33. Reference Appendix C of the PWS. Is it the Government's intent to require that SAVs be conducted more frequently than required by the AFI?

Answer 33. Yes.

Question 34. Will you clarify Appendix C of the PWS, Work Load Estimates where under Corrosion Control Services, there is no requirement listed to perform facility manager duties for the Paint Booth, Bldg. 2007?

Answer 34. Please refer to PWS revision in paragraph 1.1.12.

Question 35. Is there a requirement under Environmental Management Services to conduct monthly verification of volatile organic compound use or to conduct monthly verification of abrasive blast?

Answer 35. See paragraph 1.8.9. This requirement was updated to monthly.

Question 36. Was the proposed Government budget based on an Independent Government Estimate developed for the LSS effort?

Answer 36. No.

Question 37. Reference RFP pages 45-46; Basis for Contract Award paragraph B. Price Evaluation. It appears that the Government is asking offerors to provide a total price of $9.06M (excluding Phase-In) or less or risk being found unaffordable and be excluded from the competitive range. This amount is significantly below the current contract value and the previous contract value yet the Government has increased the amount of work required by a minimum of 25%. We believe that, given the increase in workload and the Performance Objectives/Thresholds required (PWS Service Summary, page 18 of 37), the total price of $9.06M or less is completely unachievable without adding a significant risk factor for both the contractor and the government. We respectfully request that the government revisit the price requirement.

Answer 37. The $9.06M is a sample budget to the offerors. The contract will be awarded based on Lowest Price Technically Acceptable IAW with the RFP.

Question 38. Paragraph 1.1.9 states the contractor shall manage NCE/NCI within their control, however there is no training listed under paragraph 1.15.

Answer 38. Please see revised PWS paragraph 1.15.1.24. NCE/NCI will be provided by the Government through the Training Business Account (TBA)

Question 39. Paragraph 1.4 Maintenance Program Management Services doesn’t identify any requirements for Facility Program Management, however Appendix B identifies 30 SWI32-1001, Facility Managers Program as a required publication and Appendix C Work Load Estimate identifies 55 facilities under Program Management Services.

Answer 39. Appendix C Program Management “55 Facilities” refers to PWS 1.4.1 in providing assistance to staff agencies on 55 facilities. Please see revised PWS paragraph 1.4.1.

Question 40. Appendix D, Required Reports, Report Number A007 should be sent to AFGSC/A4MI instead of 20 AF/A4. Report A008 should be quarterly to AFGSC/A1 and monthly to AFGSC/A4.

Answer 40. Reports A007 and A008 will be amended in Appendix D as required
