Addendum to 52.212-1(c), Period for Acceptance of Offers. The paragraph is tailored as follows: “The offeror agrees to hold the prices in its offer firm for 90 calendar days from the date specified for receipt of offers.”
ADDENDA TO 52.212-1 PROPOSAL PREPARATION INSTRUCTIONS
A. To assure timely and equitable evaluation of the proposal, the offeror must follow the instructions contained herein. Proposals must be complete, self-sufficient, and respond directly to the requirements of this solicitation. The response shall consist of two (2) separate parts: Part I – Price Proposal and Part II – Technical Proposal. Failure to furnish a complete proposal may result in the proposal being determined unacceptable by the Government. Facsimile or electronic submission of proposals is not acceptable. Proposals shall be submitted in two (2) originals (no hard binders or binding please). Format for proposal Parts I and II shall be as follows: (a) The proposals will be 8 1/2” x 11” paper, (b) Typing shall not be less than 10 point font. B. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer’s opinion, adequate price competition exists no additional cost information will be requested and certification under FAR 15.406-2 will not be required. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists offerors may be required to submit information other than cost or pricing data to support a determination of price reasonableness.
C. Specific Instructions:
1. PART I – PRICE PROPOSAL - Offerors are asked not to alter the electronic version of the Request for Proposal (RFP) (Word document) downloaded from the Federal Business Opportunities web page other than to fill in pricing information. In particular, offerors are asked not to delete page breaks or to alter headers/footers.
(a) Complete blocks 12, 17a and 30a, b, c of the SF Form 1449 (Code = cage code, Facility Code = DUNS #). In doing so, the offeror accedes to the contract terms and conditions as written in the solicitation to include attachments. The solicitation constitutes the model contract.
(b) Insert proposed unit, amount and net amount prices in the solicitation as described below. The amount and net amount must equal the unit price multiplied by the number of units. (Note: To prevent rounding discrepancies, please ensure unit prices used for calculation are limited to two (2) decimal places and are evenly divisible. Do not round the amount and net amount to the nearest dollar). Note: It is the responsibility of each offeror to verify their calculations.
CLIN 9999 is for phase-in and is only applicable to those offerors whom are not incumbent. Incumbent contractor shall enter $0.00 in “Unit Price,” “Amount” and “Net Amount.” This proposed CLIN price will not be included in the total evaluated price (TEP); however, the Government will evaluate proposed prices for this CLIN separately for price fair and reasonableness.
CLINS X001 is for Launch Support Services with a Specified Unit of Issue of “Month”: Offeror is to propose a unit price for each CLIN: 0001, 1001, 2001, 3001, 4001 and 5001 for 576 Launch Support Services and include the annual Santa Barbara Possessory Tax based on historical data provided in PWS for each year to estimate cost. (e) Financial data to include the items listed below. Request for such information does not constitute a contract award. Prior to award, an offeror's financial information will be used to make a responsibility determination in accordance with FAR Part 9.
(1) Names, addresses and point of contact for all financial institution organizations utilized. These organization may be contacted by the Government to determine if offeror has adequate financial resources to perform the contract or has the ability to obtain them.
(2) Written authority to contact the provided financial institution.
PART II – TECHNICAL PROPOSAL. Offerors shall prepare and submit a technical proposal by the date/time stated in Block 8 of RFP SF1449. Offerors shall provide sufficient information, as required in Paragraph (a) below to allow the Government to judge the offeror’s technical capability to perform the requirements of this solicitation.
(a) RFP Attachment 7, Technical Response Questionnaire. Provide one (1) completed questionnaire per offeror. Each completed questionnaire shall not exceed 25 pages in length (if printed double-sided, each side counts as one page), inclusive of questionnaire and any offeror-provided additional pages. Offerors shall insert company name in footer space provided but shall not otherwise alter the footer information, which also includes the RFP number and automatic page numbering. Please do not attach additional information other than what is specified in the RFP as it will be disregarded during evaluation.
Factors 1-5. Technical Experience. Five (5) years of experience within the (10) year period immediately preceding release of this RFP, performing launch support services as more specifically described in Factors 1 through 5, inclusive, below. The experience called out in Factors 1 through 5 inclusive is for work which is the same or substantially similar to the work activities and tasks described in the respective Factor. Provide reference and contact information to support the experience claimed by offeror.
Factor 6. Sub-Contracting Arrangement (e.g. Teaming Arrangement) If offeror intends or proposes to use an entity other than offeror to fulfill a requirement or a portion thereof (e.g. a sub-contractor or other teaming partner), please provide ALL the requested information for that entity as well.
The offeror’s technical proposal should address the following technical evaluation factors as outlined in the Technical Response Questionnaire, RFP Attachment 7.

(b) The Government will utilize the information provided, along with information collected from other sources (i.e., other Government offices, commercial sources, etc.), in making a technical acceptability determination.
D. General Information
(1) Hand-Carried Proposals Notice. Offerors with existing base access may submit a hand-carried proposal. If the offeror does not have existing access to the base, the only acceptable method for proposal submission will be via FedEx, UPS, etc. Offerors with existing base access electing to hand-carry their proposals for submittal just prior to closing time do so at their own risk. Late proposals will be processed in accordance with FAR 52.212-1(f), Late submissions, modifications, revisions, and withdrawals of offers.

BASIS FOR CONTRACT AWARD: This Firm-Fixed Price requirement will be awarded using Lowest Price Technically Acceptable (LPTA) Source Selection Procedures IAW FAR 15.101-2. The proposed period of performance includes a 30-day phase-in period (1 – 30 Sep 2017), an 11-month base period (1 Oct 2017 – 31 Aug 2018), four (4) one-year option periods extending through 31 Aug 2022, and one (1) six month extension period through 28 Feb 2023. Award will be made on the basis of the lowest evaluated price of proposals meeting ALL the acceptability standards for non-cost factors (e.g. technical acceptability). By submission of its offer, the offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or sub factors. The offeror accedes to the terms of this model contract and all such offers shall be treated equally except for their prices and experience/past history records. An “unacceptable” rating in any factor or sub-factor will result in the overall technical proposal being rated “unacceptable,” and the proposal will therefore be ineligible for award. While the Government will strive for maximum objectivity, the source selection process is by its nature subjective. Therefore, professional judgement is implicit throughout the entire process. The evaluation process shall proceed as follows:
A. Offeror Proposal. The following documents will be evaluated for completeness and compliance with the requirements of the Request for Proposal (RFP). Please refer to the instructions in the Addendum to FAR 52.212-1. Incomplete items may be a basis for rejection:

Offeror may provide up to five (5) references (inclusive of prime and subcontractor(s)). One completed questionnaire per offeror.
B. Price Evaluation. The Price Evaluation assesses each offeror’s proposed price (phase-in and all options) and evaluates each offeror’s proposal for reasonableness and affordability. An assessment that the proposal is not reasonable or affordable will result in the offer being considered unacceptable for award. Price Proposals will be ranked from lowest to highest Total Evaluated Price (TEP). The Technical Proposal of the lowest TEP offeror will be evaluated for “technical acceptability” in all factors and sub-factors. Should the lowest TEP offeror be determined “technically acceptable”, then evaluation of offers may conclude without further evaluation of higher ranking/priced offers. However, the Government reserves the right to evaluate the next lowest TEP offeror for technically acceptability if the Government determines it necessary in order to establish fair and reasonable pricing based on adequate price competition.

1. CLIN 9999, Phase-In. All offerors except for incumbent contractor shall propose a Unit Price, Amount, and Net Amount. Amount and Net Amount shall be the same figures and are calculated by multiplying the Unit Price by the Quantity. The incumbent contractor shall fill in CLIN 9999 with a Unit Price, Amount, and Net Amount of $0.00. The Amount/Net Amount value of this CLIN will be included in the total proposed price, which is inclusive of ALL CLINS (i.e. SF1449, Block 26). This proposed CLIN price will not be included in the TEP; however, the Government will evaluate proposed prices for this CLIN separately for price fair and reasonableness.
2. Total Evaluated Price. The offeror’s TEP will be determined as follows:
(a) CLINs X001-X008 Pricing. For CLINs X001-X008 offerors to fill in the Unit Price, which multiplied by the Quantity equals the Amount and Net Amount. Note: Amount and Net Amount shall be the same figures.
(b) The offeror’s TEP will be determined by totaling the Net Amount for all CLINs X001-X008.
3. Price Reasonableness Evaluation. All “technically acceptable” proposals will be evaluated for price reasonableness. It is expected that the competitive nature of this acquisition will drive price reasonableness; however, the Government reserves the right, if it deems appropriate, to make this determination by means of one or more price analysis techniques as described in FAR 15.4. Offerors are cautioned against submitting an offer which contains unbalanced pricing. In accordance with FAR 15.404-1(g): “(1) Unbalanced pricing may increase performance risk and could result in payment of unreasonably high prices. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more line items is significantly over or understated as indicated by the application of cost or price analysis techniques.” The Government shall analyze separately priced line items to determine whether they are unbalanced. Offers determined to contain unbalanced pricing may be deemed not eligible for award if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government.
4. Offerors are cautioned to submit sufficient information and in the format specified in 52.212-1 Addendum. Offeror’s may be asked to clarify certain aspects of their proposal. Communication conducted to resolve minor or clerical errors would not constitute discussions and the contracting officer reserves the right to award a contract without the opportunity for proposal revision. The Government intends to award a contract without discussions. The Government, however, reserves the right to conduct discussions if deemed in its best interest to do so.
C. Technical Acceptability.
1. The technical evaluations will begin with the lowest TEP responsive proposal. If the lowest TEP responsive proposal is determined to be technically unacceptable, then the next lowest TEP responsive proposal will be evaluated. Technical evaluations will continue until the lowest TEP technically acceptable proposal is identified. The Government, at its discretion, may continue technical evaluations until the Contracting Officer determines that a sufficient number of technically acceptable proposals have been identified to permit determination of price fair and reasonable based on adequate price competition.
2. The Government’s technical evaluation team shall evaluate the technical proposal(s) on a pass/fail basis, assigning rating of Acceptable or Unacceptable. An offer must be rated “acceptable” in all factors in order to be eligible for award. An “unacceptable” rating in any factor will result in the overall technical proposal being rated “unacceptable” and the proposal will therefore be ineligible for award. The offeror’s technical proposal shall consist exclusively of the information and responses provided by offeror in the Technical Response Questionnaire, RFP Attachment 7. The Government will utilize the information provided, along with information collected from other sources (i.e., other Government offices, commercial sources, etc.), in making a technical acceptability determination. If an offeror’s technical proposal is determined to be Technically Unacceptable, no further evaluation will be conducted. Offerors determined to be technically unacceptable shall be eliminated from consideration for contract award (reference FAR 15.503, Notifications to Unsuccessful Offerors).
3. The technical evaluation factors and subfactors upon which offeror’s technical proposal will be evaluated and the respective Standard of Acceptability for each of the technical evaluation factors are set forth below and appear verbatim in the Technical Response Questionnaire, RFP Attachment 7.The following adjectival ratings and rating definitions will be used to assign a rating for each technical factor and sub-factor and an overall rating to each technical proposal.

4. Overall Technical Acceptability will be evaluated against the following factors:
Factor 1: Launch Facility Refurbishment. At least five (5) years of experience within the ten (10) year period immediately preceding the release of this RFP. Use the narrative block to provide a detailed description of the tasks performed related to launch facility (e.g. Minuteman Launch Facilities or similar launch complexes) refurbishment tasks as outlined in the Performance Work Statement (PWS), paragraph 1.2.1. (e.g., refurbishment of launch facilities, removal and replacement of launch associated equipment, minor repair of launch equipment).
Standard of Acceptability: The offeror’s responses evidence the offeror (or the entity other than offeror which offeror intends or proposes to use to fulfill a requirement or portion thereof) has five (5) years of experience within the ten (10) year period immediately preceding the release of this RFP performing the same or substantially similar work as described in Factor 1 above.
Factor 2: Corrosion Control Services. At least five (5) years of experience within the ten (10) year period immediately preceding the release of this RFP. Use the narrative block to provide a detailed description of specific tasks performed related to corrosion control services as outlined in the PWS, paragraph 1.3.1. (e.g. corrosion control inspection, preventive maintenance, documentation, and treatment of facilities [launch facilities, missile alert facilities, proof-load test facilities] and equipment [support equipment, real property-installed equipment]).
Standard of Acceptability: The offeror’s responses evidence the offeror (or the entity other than offeror which offeror intends or proposes to use to fulfill a requirement or portion thereof) has five (5) years of experience within the ten (10) year period immediately preceding the release of this RFP performing the same or substantially similar work as described in Factor 2 above.
Factor 3: Vehicle Issue and Control Services. At least five (5) years of experience within the ten (10) year period immediately preceding the release of this RFP. Use the narrative block to provide a detailed description of specific tasks related to vehicle issue and control services as outlined in PWS paragraph 1.5.5. (e.g. management and control, issue and recover, etc.) AND PWS paragraph 1.5.6. (e.g. care and maintenance).
