9. GENERAL IDENTIFICATION OF THIS PROCUREMENT
The contractor and it's subcontractor shall provide all management, planning, programming, administrative, supplies and labor necessary to ensure that launch support services (Launch Facilities (LF) refurbishment, corrosion control services, vehicle issue and control, equipment issue and control, training management services, and program management services) performed for the 576th Flight Test Squadron, Vandenberg AFB, California is in accordance with standards annotated in the Performance Work Statement (PWS).

12. PUBLIC RELEASE. Any information (classified or unclassified) pertaining to this contract shall not be released for public dissemination except as provided by the Industrial Security Manual or unless it has been approved for public release by appropriate U.S. Government authority. Proposed public releases shall be submitted for approval prior to release Direct Through (Specify)
The contractor will refer to the appropriate Program Protection Plan/Security Classification Guide for procedures regarding the release of program information. All other requests will be made through:
to the Directorate for Freedom of Information and Security Review, Office of the Assistant Secretary of Defense (Public Affairs)* for review.
*In the case of non-DoD User Agencies, requests for disclosure shall be submitted to that agency.
13. SECURITY GUIDANCE. The security classification guidance needed for this classified effort is identified below. If any difficulty is encountered in applying this guidance or if any other contributing factor indicates a need for changes in this guidance, the contractor is authorized and encouraged to provide recommended changes; to challenge the guidance or the classification assigned to any information or material furnished or generated under this contract; and to submit any questions for interpretation of this guidance to the official identified below. Pending final decision, the information involved shall be handled and protected at the highest level of classification assigned or recommended. (Fill in as appropriate for the classified effort. Attach, or forward under separate correspondence, any documents/guides/extracts referenced herein. Add additional pages as needed to provide complete guidance.)
13.1 Item 10J, Continued: The contractor is authorized to handle, store and protect FOR OFFICIAL USE ONLY (FOUO) information and material, as defined in the NISPO>, DODI 5200 IR, and Exhibit A of this specification.
13.2 Item 11E, Continued: The contractor may require entry to User Agency facilities where special controls have been established to protect classified information or mission-critical resources. Entry to these resources may require the contractor's employees be granted at least a SECRET security clearance. Or be subject of at least a favorable National Agency Check (NAC) Request for a security clearance will be submitted in accordance with the NISPOM.
13.3. Item 11J, Continued: The contractor will accomplish the following minimum requirements in support of the user agency (576 FLTS) Operation Security (OPSEC) program:
13.3.1. Document critical items of information applicable to its operations and activities. They are critical facts which in individually, or aggregate, reveal sensitive details about its contractual obligations and require protection from hostile intelligence collection or exploration. Comply with Exhibit C of this specification, as applicable.
13.3.2. Include OPSEC as part of it ongoing security education and training program conducted in accordance with chapter 3, NISPOM.
13.3.3. Be responsive to the user agency OPSEC manager, (576 FLTS), on a non-interference basis.
13.4 The contractor will participate in the Base anti-terrorisim program according to Exhibit B of this specification.
13.5 The contractor will comply with provisions of user agency (576 FLTS) Security Procedures Operating Instructions 31-101, which pertain specifically to user agency facilities and processes to which the contractor will have access or involvement in.
14. ADDITIONAL SECURITY REQUIREMENTS. Requirements, in addition to ISM requirements, are established for this contract. Contractor employees and subcontractors who have access to Air Force networks must submit to a National Agency Check and/or a security clearance. Contractor personnel providing direct support to 576 FLTS or are and permanently assigned to an Air Force installation will adide by the provisions set forth in the Visitor Group Security Agreement (VGSA) and cooperate under the local security authority’s oversite.

Defense Security Service is relived of inspection responsibilities pertaining this contract. The following activity is designated as inspection authority: 30 SW/IP. See Item 13.1-13.5 for further guidance.
