About this file

This document contains a set of Questions and Responses related to a Request for Information (RFI) for a federal contract opportunity. The key details are as follows:

The contract opportunity is for the renovation of Building 164 at Minot Air Force Base into a Child Development Center. The renovation requires the contractor to supply and install new mechanical, plumbing, electrical, and communication systems, as well as exterior windows and doors, plumbing, fire suppression, electrical, communications, and fire alarm systems. The acquisition is a 100% Small Business Set-Aside valued between $1,000,000 and $5,000,000. A pre-proposal site visit is scheduled for January 9, 2024. The solicitation notes that the government intends to evaluate proposals and award a contract without discussions, so the initial proposal should contain the offeror's best terms. It also provides guidance on base access requirements.

The Questions and Responses cover various technical details related to the integration of new systems with existing systems in Building 166, as well as clarification on requirements for roofing, utilities, schedules, floor finishes, abatement, and other construction-related items.

- There is only one small asphalt patch on this project. It is approximately one truck load of hot mix. The specificaons are for a full-blown paving project. Can an exisng NDDOT/City of Minot mix design be used such as a NDDOT FAA 43 mix that the city of Minot uses on a daily basis?

There will be an amendment to the specs that will call for replacement of the paving spec to follow City of Minot spec section: SECTION 3010 – BITUMINOUS PAVEMENT MAINTENANCE AND REPAIR. In regard to this section, FAA 43 is acceptable.

- This project is calling for a new asphalt design mix to be developed for a small patch. The mix design itself would cost almost the same amount of the actual paving on this project. Can PG 58- 28 asphalt cement be used instead of PG 58-34? We use PG 58-28 asphalt cement on a daily basis in our Minot asphalt plant, it would be very expensive to buy a tanker load of the other asphalt for such a small patch.

There will be an amendment to the specs that will call for replacement of the paving spec to follow City of Minot spec section: SECTION 3010 – BITUMINOUS PAVEMENT MAINTENANCE AND REPAIR. In regard to this section, PG 58S-28 is acceptable.

- The tack coat spec is calling for SS-1h emulsion, can CSS-1H be used instead? We use CSS-1H on a daily basis for all NDDOT and City of Minot work. Once again, it would be very cost beneficial to not have to order a tanker of different tack for one small patch.

There will be an amendment to the specs that will call for replacement of the current paving spec to follow City of Minot spec section: SECTION 3010 – BITUMINOUS PAVEMENT MAINTENANCE AND REPAIR. In regard to this section, CSS-1H is acceptable.

Fencing must remain rigid and taut with a minimum of 200 pounds of force exerted on it from any direction with less than 4 inches of deflection.
