PW-101

For plumbing some of the diameters of the tubes are not marked on the drawings. Please clarify.

The Governement will issue a revised drawing PL-101 with the missing information. For DWG PW-101, the waste water pipe and vent pipe diameters shall be in accordance with the IPC (2018 International Plumbing Code). Where the code does not apply, 110 mm PVC waste water pipe shall be used.

Which are the specific formations that a safety and health officer needs to have to participate in the tender and work at the FA448623R0002?

As stated in project specifications SECTION 01 35 26 paragraph 1.6.1.1, “Provide an SSHO that meets the requirements of EM 385-1-1 Section 1, and Portuguese decree-law 109/2000”.

According to paragraph 1.9. Monaco Enterprises, Inc has a MAAP-X

Addressable Integrated Fire Alarm & Mass Notification System with a transceiver Control Panel. This panel is FM Approved but not CE. Monaco

Enterprises will not sell this panel to Lajes Field unless they have a letter from DOD and CE that this is approved to be installed on the base. Please advise.

Contractor shall install Monaco transceiver with an equivalent addressable integrated fire alarm & mass notification system CE approved.

According to paragraph 1.9. what is the water pressure and flow available for the Sprinkler system?

Static Pressure 58 PSI; Residual Pressure: 40 PSI; Flow: 500 GP.

5 DWG CS-101

According to paragraph 1.9. Dwg CS-101, show (key note 7) street light.

Are those to be supplied and installed? If yes what type for pole and luminaires?

Yes. Street lights shall be: aluminum conical pole, length above ground of 6.0 meters, base diameter 120mm, top diameter 76 mm, with welded aluminum base plate (270 mm x 270 mm, holes at 200 x 200 mm), with double bracket length 700 mm, surface brush finish, powder coated RAL 7038, light fixture type

M1 from EL-602.

6 DWG A-201

According to paragraph 1.9. Dwg A-201, key note 4 concrete façade column 510 x 320 and key note 6 concrete facade column 440 x 440, are they existing to maintain or to be new?

The facade columns are existing to maintain.

7 DWG A-301

According to paragraph 1.9. Dwg A-301, key note 4 exterior face of stucco, is it to existing to maintain or to be new?

Exterior facades shall be patched and painted, work in accordance with Section

01 11 00, page 28 of Projects Specifications.

8 DWG A-601

According to paragraph 1.9. Dwg A-601 interior door schedule, door leaf finish calls to be painted however, specs call to be veneered, can you please clarify?

Door finish shall be painted with varnish in accordance with paragraph 2.3.6.1

Factory Finish, Section 08 14 00, page 4 of Projects Specifications.

According to paragraph 1.9. Dwg CS-101, key note 15 concrete pavers, is not identified on the drawings, can you please clarify?

The Governement will issue a revised drawing with corrections.

45 00 10.20

Quality Control for Minor Construction. Paragraph 1.4.1.3 – Construction

Quality Management Training. Please confirm if these requirements (1)

“…shall have completed the course Construction Quality Management for

Contractors” and (2) “….will have a current certificate.” apply to the proposal candidates evaluation (QC Plan and Organization Chart).

The referred training is required, however, it can be acomplished after the award. The contractor shall define the person that will complete the training.

11 DWG E-601

On DWG E-601, there is a note (next to the transformer) that states " To

New

Transformer (NIC)". However the transformer is also defined on the same drawing. Please clarify if the transformer is to be supplied and installed under this project or not?

Disregard NIC note. Transformer shall be supplied and installed by the contractor.

SECTION 26

12 19.10

On DWG E-601, the transformer is defined as 500KVA, 6900x15000 Dual

Voltage to 230V/400V, 3PH, 4W, 50Hz... On Specs 26 12 19.10 parag. 2.2.2 is defined as "T-624-225KVA / T-621 - 50KVA. Please clarify if the transformer is to be supplied and if yes what are the electrical crequimentes.

Disregard T-624-225KVA / T-621 - 50KVA. Transformer shall be supplied and installed by the contractor, as specified in project drawings E-601. New transformer shall meet the project specifications, section 26 12 19.10, replacing parag. 2.2.2 b. with “Transformer rated 500 kVA.”

13 DWG M-603

Steam Boiler schedule note 1 it states "existing Equipment". Please confirm if this equipment is to be supplied by the government and installed by the contractor.

Steam boiler will be supplied by the Government.

14 DWG M-603

Air Compressor schedule note 1 it states "existing Equipment". Please confirm if this equipment is to be supplied by the government and installed by the contractor.

Air compressor will be supplied by the Government.

DWG E-601 E-

ON DWG E-601, at detail B2 is shown 10 & 11 cable ID, however at detail

E3 is only shown cable ID from 1 to 9. also, there are no on-line diagram for PCU and IT Rack on drawing E-603. Please clarify is PCU & IT Rack panels are to be supplied/installed and if yes provide details.

As stated in project specifications, section 01 11 00, parag 1.5.2.15.2.2 – PCU shall not be installed under this contract. Contractor shall only provide the power supply and pathway for future use. IT Rack shall be supplied and installed by the contractor, and is specified in Section 01 11 00 D5030 of project specifications.

DWG E-601 E-

On DWG E-601 is shown a panel FACP-01, however this panel is not identified at E-603. Please provide details (on-line diagram) for panel FACP-

01.

FACP-01 shall be developed in accordance with project drawing FA-001 general notes. The contractor will provide final design and installation of fire alarm and detection system, and FACP-01 details shall be in accordance with the solution developed by the contractor’s qualified fire protection engineer.

On DWG E-601 is shown a 16 Amps CB for panel FMO-01, however at E-

603 is shown the panel FMO-01 with a CB 25 Amps. Please clarify.

On dwg A-601 (interior door schedule), is defined wood for the frames, however the only specification for frames is for steel frames (08 11 13).

Please clarify if are required steel frames.

DWG A-601 refers wood, aluminum and steel frames depending on the room.

Where indicated “wood” for door frames in the interior door schedule, contractor shall supply water-resistant MDF ( medium-density fibreboard) coated with wood veneer and finished with varnish to match doors.

FA-101 FA-

Please confirm if a design for the Fire Alarm system is required. If yes, what are the required standards.

Yes, it is needed. Contractor shall follow FA and FX project drawings, and develop final design and installation of fire alarm and detection system in accordance with specification section 28 31 76, NFPA 70, NFPA 72, NFPA 101, UFC 4-021-01, UFC 4-010-05 and UFC 3-600-01. The fire alarm shop drawings shall be reviewed and sealied by the contractor’s qualified fire protection engineer (QFPE) in accordance with UFC 3-600-01 requirements.

Please confirm if a design for the Fire Suppression system is required.

If yes, what are the required standards.

Yes, it is needed. Contractor shall follow FA and FX project drawings, and develop final design and installation of fire alarm and detection system in accordance with specification section 28 31 76, NFPA 70, NFPA 72, NFPA 101, UFC 4-021-01, UFC 4-010-05 and UFC 3-600-01. The fire alarm shop drawings shall be reviewed and sealied by the contractor’s qualified fire protection engineer (QFPE) in accordance with UFC 3-600-01 requirements.

Is shown a stair which is not existing (between grid 02 & 03), however there is no reference to install a new stair. Please clarify if is part of the project the installation of a new stair and if yes, provide details

Ref DWG A-101 / A-102 / A-202. is shown two "overhung cannopies"(between grids B & D´ and E & F), however there is no details for the installation. Please clarify if is part of the project the installation of a new "overhung cannopies" and if yes, provide details

(dimensions/materials...).

The Governement will issue a revised drawing (A-603) with the missing information.

SECTION 01

11 00

There is no reference on drawings to paint the exterior of the building, however on specs section 01 11 00 it states "All building exterior walls shall be repainted" Please clarify if the exterior walls painting is part off the project.

All building exterior walls shall be repainted in accordance with LFIFS.

A-302 A-604

The referenced Drawings do not provide details on the new walls attachement to the existing structure or if new structure is required to support the new walls.

Furthermore, at drawing A-302 is shown "I Beams" under the existing trusses, However there are no details/notes if new "I beams" are required and where to install. Please clarify.

Proceed as stated in section 01 11 00:

"B10 Structure (...) New interior metallic horizontal enclosures shall be constructed in the administrative area and small storage isolated rooms with a corrugated metal panel supported by HEB300 metal beams wherever the span exceed the 2 meters.

C10 Interior Construction

The walls around the administration area including the technical rooms, restrooms and storage within this volume shall be constructed of aerated concrete blocks as per "UFC 4_440_01_2014_c1 - Warehouses and Storage

Facilities, with Change 1".

A-604

The detail provided on A-604 for wall type SW1 do not have the elevation at top of the foundation (or distance from finish floor elevation. Also, is shown a foundation with 1.5m x 0.50 m, however if the drawing is scaled, this dimensions are not correct. Please Clarify.

The distance from FFL to the top surface of the foundation shall be 0.2 m. As stated in the drawing this drawing is not to scale (written dimensions prevail).

29 DWG CD-101

The key notes, do not correspond to the drawing notes. for example note

2, existing catch basin is a wall on drawing & note 3, existing retaining wall

300 mm wide is utilities manholes on drawing. Also, there are some notes on draqing that are not identified at the Key notes. Please clarify.

The Governement will issue a revised drawing with the corrected information.

DWG CS-101

EL-602

For the light fixture type M1 (Parking LED Luminaire) is only defined the light fixture, does not identify pole. Please clarify if the poles are existing / provided by others? If new poles are required, please provide details.

Please confirm if the Furniture/Fixtures & Equipment listed as GFCI is not part of the contract.

45 00 10.20

Under Specs Section 01 45 00.10 20 / Parag. 1.4.1.1 it states, "the QC

Manager may perform the duties of project superintendent" and also " The

QC Manager and the Project Superintendent shall not be the same person". Please clarify if the QC Manager and project superintendent can or cannot be the same person.

The QC Manager and project superintendent cannot be the same person.

34 DWG M-001

ITEM 17 – ALL EXISTING MECHANCAL EQUIPMENT AND ELEMENTS WITHIN

THE BUILDING MUST BE DISMANTLED AND DISPOSAL, INCLUDING BUT

NOT LIMITED TO, CHILLERS, AHUS, EXAUST FANS, DUCTWORKS, PIPING,

SUPPORTS, DIFUSERS, GRILLES, EXPANSION VESSELS, PUMPS, VALVES, ETC.

We don't have information about it; we propose, if you please, will send us photos of equipments and installations

All existing equipment to be dismantled and disposed was available for survey during the site visit. It is recommended that the contractor asks for further visits to the site for more detailed information or photos.

MH-101 MH-

FAN COIL UNITS SCHEDULE – DUCT FAN COIL UNIT however in the drawings MH-101 and MH-102 nothing is representing or defined:

ductworks, difuses for supply and return, command position; In attachement Specification, SECTION 01 11 00 Page 32, is descrive : “(…).

The air distribuition to the room shall be done through swirl diffusers” – they are teally descrive for AHU UNITS, but not for FAN COILS ….

The fan coil units specifications are defined in table "FAN COIL UNITS SCHEDULE" in DWG M-602. These units are futher represented in DWG MH-101 and MH-102 as FCU-01 and FCU-02. The grills and difusers are defined in table "GRILLES, REGISTER AND DIFFUSERS" in DWG M-602, and are futher represented in DWG

MH-101 and MH-102 with the correspondent mark. Disregard the reference to swirl diffusers in SECTION 01 11 00.

36 DWG M-603

STEAM BOILERS SCHEDULE - in NOTES refer EXISTING EQUIPMENT but nohing more; Should be to desmantled? where are the equiment, piping, etc…

- In attachment Specification we don't find any reference about it

The Steam boilers and air compressors will be provided by the Government and installed by the contractor. The contractor shall provide compressed air (PPR) and steam (welded black iron) piping system to supply the laudry equipment in accordance with DWG M-606 and the Project Specifications. All laundry equipment that will be provided by the Government will be available in building

T-207 to be loaded by the contractor and installed in building T-169.

Regarding the exterior concrent and ramp of concrete we have no information of the height of the concrete, can you give any information?

Do we have any base for this concrete on the floor?

The exterior reinforced concrete pavement, for the ramp or other, shall have a minimum thickness of 0.25 m, reinforced with electrowelded mesh AQ50

(100x100 mm, with 5 mm diameter longitudinal and transverse wires) A500 EL steel and C25/30 (XC1(P); D12; S3; Cl 0,4) concrete, poured on a 0.15 m tout-venant compacted base.

In the sheets (plans) we have the information that there is a new metal roof but we can not understand the exact Area that is to build new.

On te specifications we have written “Contractor shall demolish existing built-up roof system and install a new polyvinyl-chloride (PVC) membrane roof system. Galvanized sheet metal deck and supporting structure shall remain. Existing slope of 1% to be maintained. Insulation boards thickness shall vary to correct roof slope in the areas where it deviates from 1”

Can you give any information?

The only location where a new steel deck and structure will be added (to match existing) is defined in DWG A-102, KEY NOTE 11. It is located on the East facede of the building an it is approximately 20 square meters.
