1.6 SUMMARY OF WORK

1.5.1 Chapter 1: Description of Work

Facility Sustainment Restoration & Modernization (FSRM) of Building T-169 at Lajes Field, Azores, Portugal. General Project Overview

The Building T-169, currently a bowling facility will be converted into a Laundry and Housing Management and Furnishing Management Office (FMO), including all necessary specialties to separate both uses and to allow each use specific operations.

1.5.1.1 Site Information

The project is located on an active US Military Installation at Lajes Field, Azores, Portugal. The building has been unoccupied for some years now. It has a rectangle shape, and its two shorter facades have access to 2 parking lots. The building medium voltage transformer, located north of the building, will be replaced within this contract, with a European voltage dual tap transformer (15000/6900V to 400V).

1.5.1.2 Project Description

Building T-169 is a single-story bowling facility 14,749 SF (1,370m2) to be converted into Laundry and Housing Management and Furnishing Management Office (FMO). The renovation includes all necessary specialties to separate both areas and build new spaces for each activity. The building has a flat built-up roof with an estimated slope of 1% that shall be renovated due to the current damages that lead to water leaks. The roof system will be exchanged for a new PVC membrane roof with a minimum slope of 2%. There is no natural light inside the existing building and for this reason openings will be made in the façade to allow the entrance of natural light required for all the administrative spaces. The current structure is assumed to be in perfect conditions, with no pathologies and capable of assuming the required interventions (Openings placement, roof replacement). All structural systems consisting of in situ concrete walls, interior metal columns and bidirectional metal trusses will be maintained.

1.5.2 Chapter 2: Functional and Technical requirements

1.5.2.1 Facility Function

The building will be converted into a Laundry and Housing Management and Furnishing Management Office (FMO).

The shipping and receiving area for FMO is planned to be allocated at the back side of the building and adjacent to the truck yard. This arrangement entails the provision of all administrative spaces and utility rooms as well as all supporting areas at the front side of the building and adjacent to the main road.

Two additional loading docks serving the laundry are provided, one for clean linen and one for dirty linen also located at the front of the building. In this way the small operational laundry trucks have better maneuverability.

The transactions of the goods will occur by several different types of

SECTION 01 11 00 Page 2 vehicle access: one for the FMO operations, and Laundry exterior operations, and two small trucks for Laundry daily operations for movement of small boxes and packages.

Internal operation of the FMO storage area is constraint by the existing structural columns. Apart from the grid spans, the internal movement of the forklifts is the main key driver for the design of the storage operation. Circulations for the movement of small electric forklift for pallets were adjusted to maximize the storage area that the building could allocate.

In addition, the administration area has been adjusted to the minimum requirements for cost efficiency as these spaces will not be used permanently.

1.5.2.2 Mission Statement

The Design Concept for the facility renovations and site improvement has been developed accomplishing the following mission:

1) Facility Right Sizing: Existing Laundry and FMO Warehouse exceed the current Lajes Field population requirements and demand relocation to reduce the dedicated space.

2) Code Compliance: The Design must meet US codes except for electrical design which will follow Host Nation(HN) electrical codes, requirements and voltages. Since mechanical equipment and any other equipment requiring power supply will need to be EU manufactured and will be provided with EU certifications such as CE and Eurovent, instead of US AHRI, etc.; UFC requirements that are incompatible with European equipment complying with HN electrical codes will not be followed for these projects.

The minimum required functional areas are:

1. Furniture warehouse storage (general, flammable & secured)

2. Loading/unloading areas

3. Industrial space for Laundry operations (including storages)

4. Dock doors for Laundry operations

5. Small workshops for reparations (one per use)

6. Shipping and receiving area

7. Administrative offices (including two private offices for the Laundry area and one private office and one open office with two workstations for the FMO area)

8. ABA Compliant toilets

9. Breakroom for Laundry Operations

10. ABA Compliant separated Shower (for FMO areas only)

11. Reception areas for customer support

12. Specific workspaces for special Laundry uses (Embroidery room, alterations room, fitting room and labeling area)

13. All the required technical rooms

The Contractor must adhere to the mission statement and implement construction efforts to fulfill these requirements.

1.5.2.3 Users

1.5.2.14.2.2 Occupancy classification

Occupancy classification is determined by the occupancy type and the hazard classification of the building's contents. This section summarizes the occupancy classification for various areas within the T-169 building in accordance with UFC 3-600-01, NFPA 101 and IBC.

Where multiple occupancies exist within a building, one of the below approaches shall be adopted for compliance. This will be detailed based on the architectural layouts.

Mixed non-separated occupancy is where the occupancies are intermingled.

Each portion of the building is classified according to its use, however, means of egress, type of construction, protection and other safeguards are to comply with the most restrictive fire and life safety requirements of the occupancies involved.

Separated occupancy is where the occupancies are separated by fire resistance-rated assemblies and where each separated occupancy meets its egress requirements independently of other occupancies.

Accessory or incidental occupancy is a type of occupancy which is different from the main occupancy of the building or floor. Such areas are accessory to the predominant occupancy and areas affected by additional reference has been analyzed.

For this design a mixed non-separated occupancy has been chosen based on the following classification:

Area Classification as per IBC Classification as per NFPA

Warehouse area Group S-1 Storage (Ch.42)

Laundries area Group F-1 Industrial occupancy (Ch.40)

Office area Group B Business (Ch.38)

1.5.2.14.3 Building construction

The requirements for fire resistance rating to a building's structure are determined by Type of Construction. The Type of Construction shall be based on occupancy type, maximum floor area and maximum height of the building.

Based on the existing structure of the building, steel beams and columns without protection for the primary frame and concrete façade solution Type II B structural type construction has been considered according to IBC table 601. The currently fire rating requirements for this structure are summarized on the next table:
