About this file
This document is a collection of questions and answers related to a federal contract opportunity for a Seed Project under the FY25 Multiple Award Construction Contract (MACC) recompete at Joint Base McGuire-Dix-Lakehurst (JB MDL), New Jersey.
The Seed Project requires a design-build effort, including the preparation of a Statement of Work and 15% conceptual design to be submitted with the proposal. Key details include: the project scope involves renovations to an existing kitchenette space, including demolition, new finishes, mechanical, electrical, and plumbing work; the period of performance is 180 days; and the contractor must meet various construction oversight and quality control requirements. The document also provides clarification on items such as fire rating requirements, tile specifications, exhaust fan controls, and cabinet/countertop materials. Several questions address proposal submission requirements, including the format and contents of the design submittals, cost estimates, and past performance information.

# QUESTIONS ANSWERS
1 Sections L&M do not require a 15% Design submission. The SOO requires a 15% design submission. The Att J-9 Seed Project Floor Plan is a 35% design and more than enough to accurately estimate the seed project. Do the contractors need to present “another” 35% A/E plan re-drawing the Air Forces Plans?
the intent was for the SEED project to be a partial design build since a 15% design is in RFP package. We are looking for the contractor’s to all provide proposals based off that design effort and a design analysis not a 35% design, that would come after the award from the selected contractor. A new SOO based on this project utilizing a Partial Design- Build Effort was REV 10.10.24
2 SOO Page 4 of 25 - 1.2.3.2 Architectural (a) Demolition Subparagraph Irem #1 Existing ACT ceiling to be demolished and provide new suspended, 3 SOO Page 4 of 25 - 1.2.3.2 Architectural (a) Demolition Subparagraph Irem #1 indicates the entrance door to remain, yet Construction Item (b) #2 indicated the existing entrance door, frame, and hardware to be replaced with a new fire rated door & frame that includes compatible vision glass does not compromise the fire rating of the door with a new classroom function lockset to match the new storeroom function lockset. These paragraphs conflict – please provide clarification of either keeping or replacing the door/frame and hardware. Also, is an ABA/ADA compliant closer or any other hardware required – please confirm.
Existing Entry door to be replaced as per Construction Item (b) #2 with ADA Compliant Hardware. The new door, vision panel, frame and hardware must match existing fire-rating and building standard type and finish as well meeting ADA compliancy. New Hardware to contain at a minimum new lockset, closer, overhead door stop, hinges, kickplates on both sides, door silencers, ADA compliant threshold (Design-Build).
4 SOO Page 4 of 25 - 1.2.3.2 Architectural (b) Construction Subparagraph #3 indicates slip-resistant floor tile and integral base throughout and on plumbing wall, above counter, up to new upper cabinets or ceiling, for the entire length of the wall.
Please confirm that slip-resistant tile is not to be installed on the walls & backsplash.
Provide type and extent of wall tile to be provided. Confirm if any type of crack isolation or waterproof membrane is required to be installed over the slab prior to installation of the new tile floor finish.
Correct, slip-resistant tile is not be installed on the walls and backsplash.
Wall and Backsplash Tile to be ceramic "subway tile" size (Design- Build). Yes crack and isolation as well as a waterproof membrane shall be installed over the slab as per the TCNA standard details.
5 SOO Page 4 of 25 - 1.2.3.2 Architectural (b) Construction Subparagraph #1 indicates moisture resistant gypsum board to be installed, yet Subparagraph #3 indicated some sort of tile to be installed. Please clarify which backer material is the be provided and installed behind the tile – moisture resistant gypsum wall board or tile backer board.
Moisture Resistant Gypsum Board must be installed as the substrate behind all wall and backsplash tile.
6 SOO Page 4 of 25 - 1.2.3.2 Architectural (b) Construction Subparagraph #3 indicates to provide corner guards on all outside drywall corners. Please confirm material and size of corner guards.
Corner Guards to be stainless steel, 36".
7 SOO Page 4 of 25 - 1.2.3.2 Architectural (b) Construction Subparagraph #6 indicates to and install 18” deep laminate shelves. Please confirm if they will be fixed or adjustable and the quantity required.
Drawing SK-1 calls for (4) equally spaced, equally spaced fixed shelves (Design-Build).
8 SOO Page 4 of 25 - 1.2.3.2 Architectural (b) Construction Subparagraph #3 indicates to provide a new fire extinguisher. Please extinguisher type and size.
Fire extinguisher to be 10lb. / UL rated 4-A, 80-B-C.

52 Sketch provided (SK-1) notes to demo existing bathroom walls and finishes but does not mention existing bathroom hard ceiling. SOO 1.2.3.2 Architectural B4 notes that area covered in ACT to remain the same including location of existing bulkhead.
Our interpretation is that the existing bulkhead would be extended to the new kitchen cabinet soffit and the new ACT ceiling will be installed from the interior wall to the bulkhead and the area from the bulkhead to the exterior window wall will be the existing exposed plank ceiling. Please confirm.
See items #2 and #14 above. Yes plank ceiling will be exposed from bulkhead and soffit to the exterior wall. Existing plank ceiling to be patched as required and repainted.
53 Please provide clarification on whether or not tile should be indicated on walls, above stainless-steel countertop:
- According to SOO Page 4 of 25, calls for the Provide and install all new finishes to include slip-resistant tile floor and integral base throughout and on plumbing wall, above counter, up to new upper cabinets or ceiling, for entire length of wall.
Typically, we would specific some sort of ceramic tile, not porcelain tile (plus there is a difference between floor specific and wall specific tile). Or would a stainless-steel backsplash to match wall and base cabinets be preferred.
See items #4, #5 and #21 above. The counter top is solid surface and the cabinets are stainless steel. No porcelain tile. Yes floor and wall tile to be different.
54 Please provide clarification on the exhaust fan located within the existing bathroom:
- According to SOO Page 4 of 25, under Demolition #1 calls for the removal of exhaust venting, “Remove existing plumbing fixtures, lighting, exhaust venting and accessories in existing bathroom.”

123 Per M-2 Factors regarding relative importance and M-3 Evaluation process, it states:
Among the evaluation factors considered in the trade off decision, past performance is significantly more important than cost or price considerations. The evaluation process shall begin with a compliance review of up to (5) of the lowest priced offers to verify all proposals conform to the administrative requirements set forth in Section L, Paragraph L-2: a) If the past performance is more important than price, why is the Government going to evaluate the offers by lowest price first? This leaves offerors the chance to low ball the estimate for the seed project just like the last MACC contract. How will the Government ensure reasonable pricing as Attachment J-8 Seed Project Bid Schedule does not provide for a full breakdown of labor, material and equipment for each cost item?
The Government starts with lowest priced offerors and will award to the lowest priced offerors who receive a Substantial Confidence Past Performance Rating. Please see Evaluation factors for Past Performance Ratings.
