Terrorism is defined as:
The calculated use of unlawful violence or threat of unlawful violence to inculcate fear; intended to coerce or to intimidate governments or societies in the pursuit of goals that are generally political, religious, or ideological. See also antiterrorism; combating terrorism; counterterrorism; force protection condition; terrorist; terrorist groups.
Antiterrorism:
As a prelude and during performance of any contract, it is critical that the contractor be supportive of all Department of Defense (DoD) requirements to protect personnel and their families, installations, facilities, information, and other resources from terrorist acts.
All contractors and subcontractors are responsible for providing their personnel information on Joint Base McGuire-Dix-Lakehurst (JB MDL) Antiterrorism (AT) Program. During performance of work, personnel security and protection of resources is critical for the installation to maintain a safe work and secure environment.
Contractors must ensure that contracted personnel and vehicles are strictly controlled during performance of duty. For instance, contractors shall use reasonable efforts to prevent any personnel or equipment from being placed in harm’s way or in a position that could aid or abet terrorists (unattended running vehicle).
It is strongly recommended that all contracted personnel take the computer-based training (CBT) for the DoD-approved Antiterrorism Level I Training at https://jkodirect.jten.mil contractors are encouraged to contact the JB MDL Antiterrorism Office at 609-562-5362 for information regarding the installation Antiterrorism Program.

Suspicious Activity Reporting:
Contractors and contracted personnel are part of the JB MDL community. Installation personnel are capable of enhancing Force Protection measures through “See Something-Say Something."
If you witness any suspicious incidents or activities, REPORT THEM IMMEDIATELY:

Emergency 9-1-1:
When dialing 911 from your cell phone, you need to tell the dispatcher your location i.e. McGuire, Dix, or Lakehurst and they will transfer you to JB MDL Emergency Communications Center (ECC).
An additional way to report suspicious activity while off-base is via your smart phone and the See Send application available in your mobile service app store…download it today!
What to report:
Surveillance – Using cameras (either still or video), note taking, drawing diagrams, writing on maps, or using binoculars or other vision-enhancing devices to record or monitor base activity
Elicitation – Attempts to gain information from you by mail, in person, or by telephone about military operations, capabilities, or people
Tests Of Security - Attempts to measure reaction times or penetrate physical security barriers or procedures in order to assess strengths and weaknesses
Acquiring Supplies – Purchase, theft, or unauthorized acquisition of explosives, weapons, ammunition, military uniforms, decals, flight manuals, passes or badges, or any other controlled items
Suspicious Persons Out Of Place – People who don’t seem to belong in the workplace, neighborhood, business establishment, or anywhere else
Dry Run – People getting into position and moving around according to their plan without actually committing a terrorist act. This could also include mapping out routes and determining the timing of traffic lights and flow
Deploying Assets – People and supplies getting into position to commit the act. This is a person’s last chance to alert authorities before the terrorist act occurs
Funding – Suspicious transactions involving large cash payments, deposits, or withdrawals are common signs of terrorist funding. Collections for donations, the solicitation for money and criminal activity are also warning signs
No One Starts A New Day Believing They Will Be A Terrorist Target – Instead You May Find Yourself a:
• Victim By Association – The wrong friends, in the wrong place, at the wrong time
• Victim By Location – The wrong place at the wrong time
• Victim By Opportunity – The completely random circumstance, primarily occurs at a soft target
What To Do If You Spot Suspicious Terrorist Activity If you see suspicious behavior, do not confront the individuals involved.
Take note of the details:
S – Size (Jot down the number of people, gender, ages, and physical descriptions) A – Activity (Describe exactly what they are doing) L – Location (Provide exact location) U – Uniform (Describe what they are wearing, including shoes) T – Time (Provide date, time, and duration of activity) E – Equipment (Describe vehicle, make, color etc., license plate, camera, guns, etc.)
Be Prepared To:
Give your name and company
• Give your location (as clear as you can, give a building name, number or street)
• Provide a call back phone number
• If safe, remain at your location until contacted by Security Forces
• Move to a location as directed by the ECC

This pamphlet was developed to provide you, our contractors, a broad overview of your role in the Global War On Terrorism while you are on Joint Base McGuire-Dix- Lakehurst, New Jersey.

Same vehicle repeatedly passing your location

WHAT TO REPORT

• General conditions suggest possible violence
• Nothing indicates that the base or the local area is targeted
Expect random vehicle checks and increased crime prevention efforts
FPCON BRAVO
An increased and more Predictable Terrorist Threat Activity exists
Specific information suggests probable violence
Nothing indicates that this installation is targeted
Extra precaution is appropriate to deter terrorist planning
Expect to see closer inspection of vehicles and deliveries, ID checks, and A greater presence of guards on JB MDL
FPCON CHARLIE
An incident occurs or intelligence indicates that Terrorist Targeting Against Personnel and Facilities is Imminent
• Evidence of terrorist attack planning, such as terrorist surveillance or reports from local sources
• Strong protective measures are required, but JB MDL must continue routine mission activities
Expect rigorous efforts to inspect vehicles and facilities
You may be required to evacuate the base, or you will not be allowed on-base without escort
FPCON DELTA
A Terrorist Attack Has Occurred or Intelligence indicates Imminent Terrorist Action Against a Specific Location
• FPCON Delta is normally declared as a specific, localized warning
• JB MDL will move to a high state of alert, and the commander will implement mandatory security measures
• Commanders encouraged to supplement mandatory security measures
On-base: Follow security forces instructions – You may be directed to evacuate or seek shelter
Off-base: You may be denied access until the incident is over
Additional security measures will delay and interrupt normal routines
