STATEMENT OF OBJECTIVES (SOO)

MSBL 24-1023

TASK ORDER REQUEST FOR PROPOSAL (TORFP)

CONVERT RM 420 ON 4TH FLR OF BLDG 481 INTO KITCHENETTE

Joint Base McGuire-Dix-Lakehurst, New Jersey

PART 1 GENERAL

1.1 GENERAL SCOPE:

The Contractor is required to provide Design and Construction services for the Conversion of Dorm room 420 into a New Common Kitchen for the Fourth Floor of Building 481. This Task Order requires the Contractor’s Full Design-Build Effort (FD-B) as defined in the MACC Statement of Work Section 01000 General Contract Requirements paragraph 1.3.2.1.

The Contractor shall prepare a Statement of Work and complete 15% conceptual design along with their bid, as described in the MACC Statement of Work Section 01400 GENERAL DESIGN REQUIREMENTS paragraphs 4.0 through 4.6. The technical competence of the Statement of Work, 15% conceptual design drawings and documents meeting the Task Order requirements are the basis of evaluating the Contractor’s Proposal and Contract Award, refer to paragraph “SCHEDULE OF SERVICES AND SUBMISSIONS”. Pre-Proposal site visits are mandatory.

Architect-Engineering (A-E) services of a licensed professional are required to design and deliver completed drawings, specifications, cost estimates, design analysis, and any other design package documents. Construction services will provide all labor, materials, equipment, supervision and management to complete the project. The Contractor shall follow all applicable codes, technical references, and environmental controls referenced in MACC Statement of Work. Demolition will only be authorized to commence once the Government has approved the 95% design.

Design Period of Performance (POP): will be 100 days.

Construction Period of Performance (POP): will be 120 days.

1.2 SPECIFIC REQUIREMENTS:

1.2.1 SITE INVESTIGATION:

Before starting work, the Contractor and A-E shall visit the facility and familiarize themselves with the existing conditions, review the record drawings and obtain the necessary information pertaining to the project.

1.2.3 DESCRIPTION OF SERVICE:

The purpose of this contract is to design (using the conceptual drawings, any movement of equipment will require approval from 787 CES) and construct the change of use - conversion of an existing Dorm Room #420 on the fourth floor of Building 481 into a new Common Area Kitchenette to be used by all residents of the fourth floor. The building is located along Saniuk Road at Lakehurst. The remaining rooms on the fourth floor, which is a Dorm, and the lower three floors, which is a Hotel, in Building 481 are not part of this scope. The project renovation is limited to primarily within the Unit walls of Room #420 except for coordination of the new Kitchenette mechanical, electrical, plumbing and fire protection requirements with the existing building systems and installing a new range hood exhaust through the exterior wall of the building. The contractor shall supply materials, equipment, machines, tools, appliances, services, supplies and incidentals associated with the construction of this project. In addition, the Contractor shall remain completely responsible for all deliverables in full compliance with the requirements of this contract. If the Contractor elects to do a fast track construction, approval for any part of the design by the government does not constitute overall project approval. The Contractor shall be responsible for all conflicts that arise from coordination of design and construction. The contractor shall adhere to all items in 4.0 of section 01100 regarding house keeping and temporary dumpster enclosures as shown in details provided. Contractor shall adhere to all criteria as specified in the JBMDL-Lakehurst Architectural Compatibility Guide Standards and the following:

a. MACC Statement of Work Section 01300 TECHNICAL REFERENCES

b. MACC Statement of Work Section 01400 GENERAL DESIGN REQUIREMENTS paragraph

10.0 APPLICABLE CODES AND STANDARDS

c. UFC 1-200-01 for modifications to the International Building Code (IBC) to determine applicable sections of the IBC.

d. Fire code requirements shall be as defined in the International Building Code (IBC) and must be used where dictated by UFC 1-200-01 DoD Building Code (General Building Requirements) except where noted in UFC 3-600-01 (Fire Protection Engineering for Facilities).

e. National Fire Protection Association (NFPA) 101 must be utilized to determine the occupancy classification as it relates to fire/smoke resistance rating of interior non-load bearing partitions (other than occupancy separation), means of egress, interior finish, features of fire protection (including vertical openings) and associated requirements.

r. Accessibility: Provisions for the physically handicapped will be included in this design in accordance with the Architectural Barriers Act (ABA), the American with Disabilities Act (ADA), and Uniform Federal Accessibility Standards (UFAS) FED-STD-795 to maximum extent possible.

This site contains all the latest UFCs and Unified Facilities Guide Specifications (UFGS) that must be followed in all design work. It also contains all Engineering Technical Letters and Construction Technical Letters. All Air Force Instructions and manuals can be located on the e-publisher web site (http://www.e-publishing.af.mil/).

1.2.3.1 General Requirements:

1. Contractor shall check and verify all conditions and dimensions at the jobs site before proceeding with the work. The contractor shall report all discrepancies to the Q.A.R prior to beginning any work.

2. The design shall conform to the applicable standards, instructions and regulations as follows (use the latest version at the start of design) but not limited to: codes listed in Section 1.2.3.

3. All work performed under this contract shall be in accordance with the latest edition of UFC, NFPA, NEC, NESC, and all applicable state and local codes.

4. Contractor shall notify the Q.A.R. or project manager a minimum of 72 hours to shutting down the building electric or water.

5. All penetrations throughout fire rated spaces shall be fire stopped. Fire stopping material shall be U.L. listed for require fire rating.

6. The Contractor shall coordinate with the QAR before starting work each day to ensure there are no conflicts of operation.

7. Fire Prevention: The contractor’s operations shall comply with all requirements of the installation fire prevention standards, Air Force Regulations, most current issue of the National Fire Codes, and the Fire Chief. All open flame/hot work or disconnection of fire protection alarms or suppression systems requires prior approval of the JB-MDL Fire Prevention Bureau at (609) 754-5800.

1.2.3.2 Architectural:

a. Demolition

1. Remove existing non-load bearing walls shown in sketch, ACT with suspension system and finishes shown in Sketch provided. Remove existing plumbing fixtures, lighting, exhaust venting and accessories in existing bathroom. Remove all floor finishes including tile throughout all spaces in existing Room #420. Salvage existing bathroom door and hardware for re-use. Entrance door and fire rated unit demising walls to remain. All Demolition shown on the Sketch provided is approximate.

Demolition limits shall be confirmed by the Contractor and approved by the Contracting Officer’s Representative (COR).

b. Construction

1. Build new non-load bearing furring wall aligned with existing plumbing/mechanical chase with new metal studs and moisture resistant drywall. Build new Pantry Closet w/ new metal studs and moisture resistant drywall. Build new soffit above upper cabinets along entire length of cabinets and appliances extending out 2 feet to allow installation of new LED recessed lights.

2. Existing entrance door, frame, and hardware to be replaced with a new fire rated door & frame that includes compatible vision glass that does not compromise the fire rating of the door with new classroom function lockset to match new building standard. Re-install bathroom door and hardware at new Closet but replace existing lockset with new storeroom function lockset.

3. Provide and install all new finishes to include slip-resistant tile floor and integral base throughout and on plumbing wall, above counter, up to new upper cabinets or ceiling, for entire length of wall. Existing walls, new walls & ceiling to receive prime coat and (2) coats of paint. Provide corner guards on all outside drywall corners.

4. Existing ACT with suspension system to be reconfigured to work with new layout.

Existing or new ACT with suspension system must be for use in humid area / sag resistant. Area covered in ACT to remain the same including the location of the existing bulkhead. Contractor to build new bulkhead to match existing after bathroom walls are removed.

5. Provide and install new commercial grade, stainless steel upper and lower cabinets with new stainless steel counter. Coordinate counter and cabinets with new sink and faucet and equipment.

6. Provide & install 18” deep, laminate shelves in new Pantry Closet

7. Provide and install new commercial grade paper towel dispenser.

8. Provide and install new fire extinguisher mounted on wall.

9. Furnish and Install new Kitchenette Equipment:

i. Range: Free-standing residential type, stainless-steel, 30” wide, electric range with a direct vent (min. 250CFM), stainless-steel, range hood above. The maximum temperature of the range to be limited to 662F (350C). Provide and install (2) range hood canister mounted fire extinguishers equal to Stovetop – Firestop.

ii. Refrigerator: 36inch wide stainless-steel, Energy Star compliant, refrigerator and freezer min. 25cu.ft. with built-in ice maker.

iii. Dishwasher: Undercounter stainless-steel, Energy star compliant, dishwasher.

iv. Microwave: Counter Top, stainless steel

10. Rebuild bulkhead to match existing bulkhead for the Fan coil unit venting.

11. Provide and install new signage for Kitchenette in fourth floor corridor to match building standard.

12. Provide finish and color options.

1.2.3.2 Mechanical and Plumbing:

1. Remove and cap existing bathroom plumbing piping and venting.

2. Existing bathroom exhaust venting to remain but new controls to added 48” max. AFF in addition provide new grill over exhaust fan.

b. Construction

1. Provide and install new sink, faucet in new counter including domestic and sanitary piping including venting required.

2. Provide and install domestic and sanitary piping including venting required for new sink and dishwasher.

3. Provide and install new domestic cold water line to refrigerator ice-maker.

4. Provide and install ductwork with insulation and weatherproof vent cap at exterior for the new range direct vent range hood. Penetration through exterior wall shall be coordinated with existing wall structure, existing windows and the penetration shall be weather proofed including sealant and trim as required. The Contractor shall be responsible for sizing all ducts and detailing all connections including air sealing. Added ADA Controls for the range hood shall be mounted on the plumbing wall of the Kitchenette at 48” AFF.

5. Existing Fan Coil Unit and Vent to remain.

6. Relocate existing fan coil controls on to existing wall to remain at 48” max. AFF.

1.2.3.3 Electrical:

1. Remove existing electrical outlets including wiring and existing lighting and exhaust fan power in walls and ceilings to be demolished in or near the bathroom. Remove existing duplex outlets and switches in outlets to remain. Remove existing telephone and intercom system. Remove existing ceiling fan/light. Contractor shall remove all unused wires and conduit including unused switches and other electrical equipment.

b. Construction

1. Provide and install all new incoming wiring and branch circuit wiring as required.

Contractor shall provide conduits and wires for all mechanical, electrical and kitchen equipment in accordance with product manufacturer recommendation. Contractor to provide and install required panel modifications and/or additional breakers required.

2. Provide and install new GFCI receptacles, per code, above the counter including dedicated microwave outlet and circuit.

3. Provide and install new recessed lighting above the counter in new soffit including required wiring, circuiting and switch control.

4. Provide and install new light(s) in ACT areas with new wiring and switch location.

5. Provide and install new power and cable outlets for new wall mounted TV. TV and wall bracket are not included in contract.

6. Provide and install new duplex receptacle at existing outlet locations on existing wall with 2 USB connectors and with new cover plates.

7. Provide & install new fan-light combo at concrete plan ceiling including new code compliant wiring, electrical box, and wire molding/conduit

8. Relocate existing telephone outlet if still in service. Outlet to be new.

1.2.3.4 Fire Protection:

a. General Requirements:

1. Provide material, labor, supervisions to install sprinkler, fire alarm and life safety items relating to revision work in new Kitchenette and new Closet.

2. All work shall comply with military and NFPA codes. The relevant codes are noted in each section.

3. Contractor is required to do a site visit to assess work requirement before submitting bid.

4. Submit shop drawing and equipment cutsheet for review and approval before

SOO Page - 8 of 25 procurement and installation. Electronic files are acceptable.

5. Startup shall be witnessed by Fire Department representative.

6. Submit as-built documentation after successful startup in pdf and AutoCAD formats.

7. Submit two paper copies of FPE signed and sealed drawings relating to fire protection and life safety.

b. Code compliance:

UFC 3-600-01, Fire Protection Engineering for Facilities.

NFPA 13, Standard for Installation of Sprinkler Systems NFPA 72, National Signaling and Fire Alarm Code:

NFPA 101, Life Safety code.

c. Sprinklers:

1. Installation, revision, and pressure testing (if required) IAW UFC 3-600-01 and NFPA 13.

Kitchen is ordinary hazard (0.2 gpm/sf density).

2. Check available sprinkler flow rate and pressure if modifications to existing system are required.

3. Relocate pendant and wall mounted sprinklers as required to maintain full code compliant / required coverage.

4. Add sprinkler at new closet, if required.

5. Sprinkler specification shall match the existing pendant sprinklers.

d. Fire Alarm:

1. Installation, revision, and testing IAW UFC 3-600-01 and NFPA 72.

2. Relocate fire detector/horns/strobes as required inside the Kitchen.

3. Provide fire alarm pull station if required by code.

e. Life Safety:

1. Installation, revision, and testing IAW UFC 3-600-01 and NFPA 101.

2. Add LED exit sign on the Kitchenette side of the Entrance Door.

3. Install emergency lights with emergency ballast.

1.2.4 Integrated Design:

An integrated design process shall be employed for this design effort, to provide the best value solution for the Air Force. It is the responsibility of the A-E to ensure that the conceptual design and design development process benefits from the input of the full A-E team representing planning, site design, civil engineering, architecture, MEP (mechanical, electrical, plumbing) engineering, and interior design; user representatives, base civil engineer, Air Force project manager, facilities manager, and cost engineer.

The conceptual design charrette shall be attended by design professionals and Air Force facilities staff representing all disciplines. The charrette process shall be followed by a series of full team design and coordination sessions as the design is developed and finalized.

1.2.5 Commitment to Sustainable Design:

It is Air Force policy to apply sustainable development concepts in the planning, design, construction, environmental management, operation, maintenance and disposal of facilities and infrastructure projects, consistent with budget and mission requirements (Air Force Sustainable Development Policy letter, December 2001). This policy was updated by the 2 Jun 2011 letter discussing Air Force Sustainable Design and Development (SDD) Implementing Guidance.

1.2.5.1 Air Force Sustainable Design Principles:

The facility should be designed to:

a. Optimize Site Potential: Creating sustainable buildings starts with proper site selection, including consideration of the reuse or rehabilitation of existing buildings. The location, orientation, and landscaping of a building affects the local ecosystem, transportation methods, and energy use.

b. Minimize Energy Consumption: A building should rely on optimizing system efficiencies and employing conservation measures. Renewable energy technologies should be used in facility

SOO Page - 10 of 25 projects whenever feasible and cost effective. New facilities should meet or exceed current Air Force energy performance goals.

c. Protect and Conserve Water: Fresh water in an increasingly scarce resource near many of our bases. A sustainable building should reduce, control or treat site runoff, use water efficiently, and implement as many Federal energy Management Program Water Efficiency Improvement Best management Practices as practicable.

d. Use environmentally preferable products: Buildings should be constructed of materials that minimize lifecycle environmental impacts such as global warming, resource depletion, and toxicity. In a materials context, life cycle includes raw materials acquisition, product manufacturing, packaging, transportation, installation, use and ultimate disposal.

e. Enhance indoor environmental quality (IEQ): The IEQ of a building has a significant impact on occupant health, comfort, and productivity. Among other attributes, a building should optimize day-lighting, be well ventilated, control moisture, and avoid the use of materials with high-VOC emissions.

f. Optimize Operational and Maintenance Practices: Buildings should be designed to take into account the energy and environmental impacts of operating and maintaining the building.

Designers are encouraged to specify materials and systems that reduced maintenance requirements, and/or require less water, energy and toxic chemicals to maintain.

1.2.6 Sustainable Design Reports

Sustainable design reports are required for this contract. These reports provide the Air Force with documentation that enables project managers to track the design effort as it is progressing. The A-E is responsible for preparing a Sustainable Design report at the end of Concept Design, and at the end of the Design Development/Documentation phase. Drafts of the Sustainable Design report must be submitted with the drawing and specification submittals at 35%, 65% and 95% complete phases. Unless stated otherwise, the Sustainable Design Report documenting construction phase issues shall be completed by the construction contractor. Outlines describing the content required are included as an attachment to this Statement Of Objectives.

1.2.7 Energy Analysis: Not Applicable

Energy analysis is a requirement of this contract. Follow the MACC contract requirements as identified in the following paragraphs: 6.1.8.2 (p.51), 6.1.12 (p.53), and 6.1.14 (p.53) as well as the following. This service can be provided either by the Mechanical Engineer responsible for design and documentation of systems, or by an energy analysis consultant. It is the responsibility of the A-E to ensure that the findings from the energy analysis are well integrated into the design effort, and are used to inform decisions about site planning, architectural envelope design, lighting, and mechanical systems. Energy modeling requirements include the following:

a. Creation of base case energy model: The base case model serves as a point of comparison for evaluating design options. It represents a building that is minimally compliant with ASHRAE 90.1-1999 / 10CFR 434. Use eQuest (DOE-2) software at http://www.doe2.com/equest.

b. Characterization of energy use: Energy use characterization gives the team an understanding of where energy is being used in the facility, and where the greatest savings are possible. This

SOO Page - 11 of 25 information is presented in pie charts that describe energy cost and energy consumption by end use (e.g. heating, cooling, plug loads, ventilation, etc.)

c. Development of energy conserving measures (ECM's): ECM’s are developed and evaluated to provide an estimate of the potential impact on energy use and peak load for each.

d. Energy analysis of at least 3 preferred schemes: The individual ECM’s are bundled together to produce at least 3 scheme options. Each of the scheme options is then modeled so the interaction between the various measures can be understood.

e. Revised energy runs: As the design is refined and finalized, revised energy runs are needed to track the energy performance as the design. Up to three revised energy runs are included in the basic energy modeling scope.

1.2.8 Life Cycle Cost Analysis:

Life cycle cost analysis shall be used as a design tool to ensure that the design provides the best value to the Air Force. See MACC contract requirements in paragraph 6.1.11 Life-Cycle Cost Analysis (p.52). Life cycle cost analysis evaluates investment cost (first cost), utility costs (energy, water use, wastewater disposal), operation and maintenance costs, and periodic replacement costs. For more information on how to conduct life cycle cost analysis for the federal government see: 10 Code of Federal Regulations (CFR) 436, Part A, Federal Energy Management and Planning Programs, Subpart 1 – Methodology and Procedure for Life Cycle Cost Analyses and Memorandum of Agreement (MOA) on Criteria/Standards for Economic Analyses/Life Cycle Costing for MILCON Design, March 1996.

Unless otherwise stated by Air Force Instructions, all dollar amounts shall be estimated in constant dollars, with a discount rate of 7 percent. The actual price of energy at the time the study is conducted shall establish the “base-year” energy cost. The study period for a new facility design or retrofit should not exceed the lesser of 25 years, or the period of intended use of the facility. For a leased facility it should not exceed the lesser of 25 years or the effective remaining term of the lease.

1.2.9 Life cycle cost analysis is recommended to guide the following decisions:

a. High performance building envelope: Test options that create a high performance envelope including high performance glazing, insulation (beyond code required levels), overhangs for sun control, light shelves, etc. Evaluate savings in energy consumption and potential reductions in the cost of mechanical systems that may result. Also consider maintenance and periodic replacement costs of these options.

b. Energy efficient lighting: Test options that utilize daylighting, energy efficient electric lighting, task-ambient lighting and lighting controls such as daylight dimming and occupancy sensors. Evaluate savings in energy consumption and potential reductions in the cost of mechanical systems that may result. Also consider maintenance and periodic replacement costs of these options.

c. Mechanical system selection: Test a minimum of three different system options to determine the relationship between first cost and life cycle value. Consider operating costs, maintenance and periodic replacement costs of these options.

d. Materials durability: Test a minimum of three options for building cladding and roofing to determine the relationship between first cost and life cycle value. Consider operating costs, maintenance and periodic replacement costs of these options.

1.2.10 Green Procurement:

Federal Statutes and regulations require all Federal Agencies to consider the use of Environmental Protection Agency (EPA) designated recovered content items and U.S. Department of Agriculture (USDA) designated bio-preferred product categories for every procurement.

1.2.11 Prepare Draft DD Form 1354:

The A-E will draft up a DD Form 1354. This form will be reviewed and approved by the real estate property manager.

1.3 ADMINISTRATION:

The Contracting Officer (87 CONS/PKA), JB MDL, New Jersey, is responsible for administration of the contract. The Project Manager (PM) in Base Civil Engineer’s (BCE) office (787CES/CENMP), JBMDL, NJ is designated as the person responsible for technical and engineering matters pertaining to the design, reviews, and acceptance of work. No changes shall be made to the project requirements without written authorization by the Contracting Officer (CO). All correspondence shall be directed to the Contracting Officer with a copy to the PM.

1.4 FIRE PREVENTION:

The Contractor's operations shall comply with all requirements of the Installation Fire Prevention Standards, Air Force, Army and Navy Regulations as applicable, most current issue of the National Fire Codes, and the Fire Department which is Authority Having Jurisdiction (AHJ). Open flame, hot work requires prior approval of the Fire Department of AHJ.

1.5 ARCHITECT – ENGINEER SERVICES:

1.5.1 General:

1.5.2 User Questionnaire:

The A-E shall develop a user questionnaire within 5 days of issuance of notice to proceed and distribute to the CO and the PM. This questionnaire shall document questions concerning criteria that the A-E needs to complete the design. Answers to these questions will be provided during the investigation period.

1.5.3 Site Design Data:

The A-E shall perform field reconnaissance, survey, and site investigations, including travel, and work required to obtain engineering information and design data for the accomplishment of the contract documents of the project in accordance with the requirements of this Statement Of Objectives. The A-E must obtain gate passes for all personnel expected to enter the Base. The A-E shall submit a request (names of personnel, vehicle identification, etc.) to the Contracting Officer. The contracting officer will provide the A-E guidance for obtaining base passes.

1.5.4 Asbestos Testing: NOT REQUIRED

See MACC Statement of Work Section 01200 ENVIRONMENTAL CONTROLS. The A-E shall perform all necessary testing to identify asbestos abatement needed during the construction contract. The contract documents shall clearly identify and quantify the locations and components which are an asbestos hazard and will be abated under this project. The cost estimate shall contain the necessary line items for asbestos abatement and disposal. Before entering spaces posted as containing asbestos, the A-E must submit a health and safety plan for approval by the PM. This procedure will include fitting of respirators and appropriate training/certificates for A-E personnel.

1.5.5 Lead-Based Paint (LBP) Testing: NOT REQUIRED

See MACC Statement of Work Section 01200 ENVIRONMENTAL CONTROLS. The A-E shall perform all necessary testing to identify lead based paint abatement needed during the construction contract. The A-E shall perform an X-Ray Fluorescence (XRF) analysis to determine LBP to identify the type of disposal required. The cost estimate shall contain the necessary line items for Lead-Based Paint Toxicity Characteristic Leaching Procedure (TCLP) testing as needed, abatement, and disposal. The contract documents shall clearly identify and quantify the locations and components which are a Lead-Based Paint hazards and will be abated under this project.

1.5.6 Field Measurements:

The A-E shall be required to make their own field investigations to verify dimensions and other information.

a. A-E is free to conduct field investigations as required without attendance by the PM. However, the A-E must keep the PM informed regarding such visits, including the building manager. A list of building managers will be provided by the PM. Visits should be conducted during the hours of 0630-1700, Monday through Friday, unless special arrangements are made.

b. The A-E shall be responsible for their own personal safety equipment. The A-E shall also be responsible for furnishing any instruments/equipment needed during field investigations. The Air Force will not furnish equipment or labor to take samples, pump pits, or other similar activities.

c. The A-E shall identify all non-routine site investigations ex: confined space entries, climbing, repelling, submerged explorations, or any activities that require safety equipment, licensing and / or certification. Upon approval of the PM, the contractor shall comply with all Federal, State, and local regulations pertaining to the specific investigations. The A-E shall provide all documentation and certifications to the PM ten (10) working days in advance for all such identified investigations.

d. A-E personnel may not enter confined spaces prior to approval by a gas free engineer. The Air Force will not gas free a space for A-E personnel. The A-E is responsible for obtaining a gas free permit which conforms to Air Force regulations. The A-E will be briefed by wing safety about proper procedure and identification of spaces considered confined.

1.5.7 Topographic Survey and Drainage Study: NOT REQUIRED

If applicable, the A-E shall produce a topographic survey of the existing construction site to be used in the production of a drainage study and grading plan for the new construction. The end product will be a grading plan, which creates positive drainage for the new construction site.

1.5.8 Geotechnical Investigation: NOT REQUIRED

If applicable, the A-E shall arrange for soil borings, plate-bearing tests, and CBR tests as required throughout the construction area. The A-E may rely on existing soils data if in his professional opinion such data is adequate for sound design. The A-E is responsible for obtaining the necessary signatures from the base representatives to satisfy all requirements on AF Form 103 (Base digging permit).

1.5.9 Mechanical System Design:

Mechanical systems shall generally be designed to exceed the minimum performance requirements of the ASHRAE Standard 90.1 and 10 CFR 434 standards and incorporate cost effective energy conservation measures that do not compromise building performance or occupant comfort, where applicable.

Maintainability and reliability are paramount to the operation of Federal buildings. As such, the design and installation of all mechanical systems and equipment shall allow for removal and replacement, including major components such as boilers, chillers, cooling towers, pumps and air-handling equipment. Existing boiler, unit heater and exhaust fan in B3101 is operated and maintained by Ameresco. All work must be coordinated through them.

1.5.10 Economic Analysis: Not Applicable

The A-E shall prepare and submit a complete economic analysis package in accordance with AF165-501 DoD FMR Vol 2B, Ch 9, paragraph 090103.C.14.c, a formal economic analysis, or a cost analysis (CA) must be completed to justify investments projects for Capital Budget submissions. An economic analysis is required for all projects with a cost of $2M or more.

1.6 DELIVERABLES:

See MACC Statement of Work Section 01400 GENERAL DESIGN REQUIREMENTS paragraphs 12.0 through 12.5 for additional information.

1.6.1 General:

Architect-Engineer design guidance relating to specific requirements for JB MDL will be furnished to the A-E at the preliminary informational meeting. Requirements for drawings, specifications, cost estimates, etc., are listed in the following paragraphs.

1.6.2 Drawings:

Format: See MACC Statement of Work Section 01400 paragraph GENERAL DESIGN REQUIREMENTS paragraph 12.3 CADD Standard Drawings (p.63). Drawings shall be completed on AutoCAD, Release 2020, IBM compatible software and follow the Tri-Service Standards A/E/C CADD STANDARDS which include specific organizational criteria for layers, line types, symbols, etc. The minimum drawing letter size shall be 3/16 inches in height. The drawing shall not use any yellow lettering or drawings. X-referenced files can be used to assist in creating drawings; however, at the final submission each drawing/file shall stand on its own without X-referenced files. All conversions from Intergraph/Microstation shall be complete such that all information and details are fully readable and accessible to AutoCad. If Intergraph/Microstation is utilized, then converted to AutoCad, final payment will not be authorized until all files have been opened and are found to be fully converted. The A-E shall also provide PCP and PC2 files if produced under AutoCAD, and if under another drafting program, the A-E shall provide line weights. If problems arise, it is the A-E’s responsibility to correct the conversion of the files. Standard sheet size shall be Engineering ANSI Size D. Title block for use on the drawings will be provided by the PM. All Final Submittal drawings shall have the A-E registered stamp; title and signature next to the title block. The A-E firm’s name shall not be used on any drawing, except as noted. Final approved drawings shall be submitted on a DVD as both PDFs and CAD files including external references.

Content: The drawings shall show general layout and construction details necessary for a clear and concise presentation of the work to be accomplished. A cover sheet and site plan sheet with identified utilities are required for all projects. Sheet numbering shall provide both generic sheet number (i.e.

Sheet # of ##) and discipline sheet numbers (i.e. A-#, M-#, E-#) in which both shall be provided in an index on the cover sheet.

1.6.3 Specifications:

Format: See MACC Statement of Work Section 01400 paragraph GENERAL DESIGN REQUIREMENTS paragraph 12.4 Specifications (p.64). Specifications shall be prepared in Construction Specifications Institute (CSI) format. Reference may be made to Military Standards, Federal Specifications, ASTMs and other uniform guidelines. Only those standards and publications referenced in the body of each section

SOO Page - 16 of 25 shall be listed at the beginning of that section and vice versa. Specifications shall be delivered in hard copy, bound on 8-1/2” x 11” paper, at various stages in the numbers listed in SCHEDULE OF SERVICES AND SUBMISSIONS. Specifications shall also be prepared and submitted in MICROSOFT WORD, Version 2016 format. Preliminary Submission (35%) shall be submitted in an outline format listing all CSI Sections and Paragraphs. Intermediate Submission (65%) shall include the entire CSI Section with specific project requirements.

Content: Specifications shall be prepared by the A-E and will cover all parts of construction shown on the drawings. The specifications shall be sufficiently detailed to describe materials but not so detailed as to eliminate full and free competition. If it is necessary to require a specific shape, size, color or other unique characteristic, and/or a specific manufacturer's name, and model number, the words "or approved equal" must be used. All items designated for submittal and testing shall be sufficiently described to provide the Government a basis for review and approval or disapproval. The term “Contracting Officer” shall be used in the specifications rather than references to “owner” and “Architect Engineer.”

1.6.4 Design Analysis:

Format: Design Analysis shall be a hard copy document with prepared reports in MICROSOFT EXCEL, Version 2016 (for load calculations), and MICROSOFT WORD, Version 2016 (for technical report).

Content: The Design Analysis shall serve as a historical, chronological record of all design decisions over the course of the project. The Design Analysis shall consist of a Summary Report with multiple Appendices, bound on 8-1/2” x 11” paper. The Summary Report shall be arranged by discipline (See the Design Analysis Table of Contents) and shall also include:

a. Applicable codes or regulations

b. Explanations of any options considered

c. System design selection criteria

d. Design decisions made throughout the design

All supporting documentation shall be included as Appendices, including but not limited to:

a. Meeting minutes, phone conversations, and e-mails

b. Review comments and A-E’s response and action to all review comments.

c. Structural Interior Design (SID)

d. Comprehensive Interior Design (CID)

e. All technical calculations (mechanical, electrical, plumbing, fire protection, etc.)

f. Material cut sheets (picture format in MICROSOFT WORD)

g. Energy Analysis

h. Life-Cycle Cost Analysis

i. Energy Use Budgets (EUB) Technical Analysis/Evaluation

j. General Energy Use Budget Guidance

k. Energy Source Selection

l. Hazmat Survey Findings and Reports

1.6.5 Cost Estimates:

Format: The Part 1) construction costs will be separated from the Part 2) repair costs. Cost detail and summary sheets shall be provided in MICROSOFT EXCEL.

Content: Cost estimates shall be detailed, listing labor, equipment and materials of each item of work.

The cost breakdown shall be by CSI division. References for unit costs (R.S. Means, PACAS, etc.) will be required for every item within each CSI division. The cost estimate shall be updated and furnished with each design submittal. The basis of the pricing used shall reflect the probable construction costs which can be obtained in the JB MDL area for the scheduled time period of the project. The cost estimate shall assume a competitive bid situation, and shall be an opinion of probable costs based on fair market value, and shall not be a prediction of a contractor’s bid. The opinion of probable cost shall be made on the basis of the experience, qualifications, and best judgment of the A-E. The cost estimate shall be prepared in accordance with generally accepted cost estimating practices and standards. The estimate shall include a summary sheet and backup sheet as follows:

Backup Sheets: Primary item cost breakdown sheets shall be provided to serve as backup to the submitted estimate.

a. This breakdown shall show as many construction item quantities and costs as possible at each stage of design. Items such as foundations and footings may be included by linear feet, exterior walls by square footage, plumbing by fixture, etc. when aggregate items such as these are used, insure a description is included in the cost. Contractor labor, mark-up, taxes, profit and overhead may be included in the unit prices if a general note is added indicating percentage amounts that are included. Bid options and estimated quantities should have their own backup sheets.

b. If unusual design features or conditions are included in the project which materially affects the cost, attach a separate sheet to the backup material with sufficient explanation and cost information to support them.

1.6.6 Materials Approval Submittal List:

See MACC Statement of Work Section 01000 GENERAL CONTRACT REQUIREMENTS paragraph 6.0 SUBMITTALS (p.10) for Material Submittals.

Format: Materials Approval Submittal List shall be prepared in MICROSOFT EXCEL, Version 2016, or MICROSOFT WORD, Version 2016, format (an example shall be provided by the PM).

Content: Materials Approval Submittal List shall contain a list of all required submissions listed in the specification or drawings for review by the Government during construction of this project. The content of each type of submission shall be clearly defined in Part 2, Products, of Section 01300 of the specification. The number of different type of submissions used in the Materials Approval Submittal List shall agree with the ones included in Section 01 30 00.

Submittal Classifications: Classify submittals in the Material Approval Submittal List as “Government Approval” or “For Information Only.” Submittals which always require Government approval are:

extensions of design, critical materials, deviations, O&M manuals, or those involving equipment that must be checked for compatibility with the entire system. All submittals not requiring Government approval are For Information Only. Within the terms of the contract clause “Specifications and Drawings for Construction” Government approved submittals are considered to be “shop drawings” whereas information only submittals are not.

Contractor Material Submittals: All Contractor material submittals sent for Government review and approval must include a cover letter from the A-E confirming compliance with design elements.

1.8.7 Project Timeline & Phasing Requirements:

See MACC Statement of Work Section 01000 GENERAL CONTRACT REQUIREMENTS paragraph 10.0 PROJECT SCHEDULES AND REPORTS (p.13).

Format: Project Construction Timeline & Phasing Requirements shall be prepared in MICROSOFT PROJECT 2000 format.

Content: Project Construction Timeline & Phasing Requirements shall contain a Gantt chart of the project design schedule, both projected and actual, and projected construction schedule in days showing all necessary phasing and major milestones.

1.6.8 Designer Checklist:

Designer Checklist shall be prepared and signed by the A-E. Checklist shall be provided by the PM.

Format: Designer Checklist shall be prepared in MICROSOFT WORD, Version 2016, format (an example shall be provided by the PM).

Content: Designer Checklist shall be prepared, checked off, and signed to serve as verification that design criteria were met.

1.6.9 Progress Schedule (Form 3065):

A Microsoft Projects 2000, "Project Plan File" construction progress schedule shall be provided identifying an accurate percentage of the various stages in the construction of the project.

Format: Bidding Schedules shall be prepared in MICROSOFT EXCEL, Version 2016, or MICROSOFT WORD, Version 2016, format (an example shall be provided by the PM).

1.6.10 Warranty Memo:

See MACC Statement of Work Section 01500 TASK ORDER EXECUTION paragraph 3.0 WARRANTIES (p.73).

1.8.11 Salvage Material List:

See MACC Statement of Work Section 01500 TASK ORDER EXECUTION paragraph 2.2 (p.67), and paragraph 4.1.4 Warranty Stickers (p.74).

1.6.12 Electronic Submission (CD-ROM/DoD Safe):

All above listed items for final submission shall be written to a recordable CD and write protected.

CDRW are unacceptable. The CD shall have folders labeled: Drawings, Specifications, Cost Estimate, Design Analysis, Materials Approval Submittals, Project Timeline and Phasing Requirements, and Designer Checklist, etc., with the appropriate uncompressed files saved to the corresponding folder. A Table of Contents of the CD shall be created in MICROSOFT WORD, Version 2016, format listing in a table with the path of all files and descriptions. The Table of Contents shall then be saved in the root folder of the CD.

All above listed items for final submission shall be sent via DoD Safe. When submission is ready, request a DoD Safe link via the contracting office.

1.6.13 Final Submission:

9.0 FINAL (100%) DESIGN.

a. The A-E shall provide two sets of electronic file copies of the final 100% plans and specifications on 5 inch ISO-9660 CD-ROM. The files shall include a generic ASCII index file (space delimited) with a consecutively ordered electronic filename, plate number, sheet number, and drawing title; one set final specifications (single file) in Microsoft Word 2016 format; one set of final specifications in Adobe Portable Document Format (PDF); one copy of the final material submittal register in MICROSOFT EXCEL, 2016 version, format; and one copy of the submittal register in Adobe Portable Document Format (PDF).

b. The A-E shall insert blank pages in the electronic specification files as necessary to insure an even number of pages. Each specification section page shall contain the project number in the lower left corner, and the specification section and page number, separated by a dash, on the bottom center.

c. The AE shall furnish one set of 11x17 corrected final design drawings, stamped and signed, one copy of the specifications, one copy of the submittal register, and design authentication sheet for certifying that the electronic bid set drawings and

SOO Page - 20 of 25 specifications were prepared, reviewed, and approved by registered professional engineers (the CO will furnish a sample design authentication sheet).

d. The A-E shall furnish drawing files in AutoCAD format. The AE shall print one set of drawings from AutoCAD format and one from PDF format to ensure both drawing sets are identical.

e. ALL WORD/EXCEL/AUTOCAD/PDF FILES SHALL BE WITHOUT PASSWORD PROTECTION

AND UNLOCKED.

1.9 SCHEDULE OF SERVICES AND SUBMISSIONS:

See MACC Statement of Work Section 01400 GENERAL DESIGN REQUIREMENTS paragraphs 4.0 through

9.5 for detailed descriptions of design effort required at each Design Development Phase, as modified by the requirements of this Task Order.

1.9.1 Pre-Bid and 15% Conceptual Design:

See MACC Statement of Work Section 01400 GENERAL DESIGN REQUIREMENTS paragraph 4.0

a. Contractors shall receive the TORFP and an electronic copy of available as-built information.

b. Contractors shall visit facility and obtain all pertinent information prior to bidding.

c. Contractors submitting proposals must include information sufficiently detailed to clearly describe the contractor’s capability for successfully completing the solicited project to be effectively and equitably evaluated. Requirements stated in this TORFP are minimums. Proposals should contain the contractor’s best terms from a price and technical standpoint. The proposal must include detailed narrative for all proposed work, systems, and components for (but not limited to); civil, environmental, fire protection & life safety, architectural, structural, mechanical, electrical, and plumbing.

Proposals shall also include the Bid Sheet, Drawings depicting proposed work, and proposed Construction Schedule.

d. Contractor selection will be based on the technical evaluation of the following:

1) Properly completed Bid Sheet

a) Provide breakdown of A-E design costs as a separate line item

2) Evaluation of the following conceptual drawing sheets:

a) Proposed Architectural Plan

b) Proposed Architectural Elevations

c) Proposed Electrical Plan (power plan for distribution panels)

3) Evaluation of the following design documents:

a) Proposed Roof System manufacturer’s typical details

4) Design Schedule, Construction Schedule, and Sequence of Activities

1.9.2 Task Order After Award:

a. The A-E shall meet with the PM at JB MDL and visit facility prior to design start. The A-E will be required to conduct design review meetings to explain concepts, design rationale, and discuss open review comments - conference calls are preferred. The A-E shall be responsible for preparing follow-up emails with meeting minutes and distributing them to all parties within five working days.

b. The A-E shall provide written documents that appropriately address (to the Government’s satisfaction) each and every comment made during the design review process.

c. The A-E shall submit all Design Phases for review and approval to the following distribution:

d. For each item noted as “(hardcopy)” within each Submittal Phase, the A-E shall provide the number of printed sets requested as well as an electronic file.

e. The A-E shall provide 1 electronic CD per Design Phase Submission, containing an electronic version of every deliverable listed. If electronic package is less than 10MB size, the electronic files may be transmitted via email.

1.9.2.2 Intermediate (65%) Design Submission:
