FA448419RA002 Electrical IDIQ
QUESTIONS AND ANSWERS
1. Q: Regarding the RFI cutoff (10 days prior to RFP closing date), is that 10 business days or 10 calendar days?
A: Business Days (See Amendment 01)
2. Q: The instructions for submission (Section L) describe formatting and number of copies to be submitted as if hard copies are required. However, the Past Performance instructions call for data entry through the PPI Tool software, which is electronic. Can the Government confirm whether it requires both printed and electronic copies of all three proposal Volumes?
A: Section L has been edited to remove the requirement to submit a CD-ROM. Companies input their past performance using the EZ-Source (PPI Tool) and email the administrator the resultant information that the PPI Tool generates. This information will constitute Volume 2 of the offer. Also, all documents related to the offer will be submitted via email except for the bonds. Scanned copies of the bonds can be submitted by email so we will have them before the hard copies are received by email.
3. Q: The FBO page for the solicitation does not appear to have a link to the PPI Tool software. Will the Government provide a valid link to download the PPI Tool?
A: The EZ-Source (PPI Tool) was added to the documents for the solicitation.
4. Q: Instructions to Offerors Section L -1.11 mentions Section J attachments 13 thru 25, and in
Section J there is only Attachments 1 thru 9.
A: This section should say “(see Section J, Attachments 1 through 3).”
5. Q: For submission of Past Performance information, should bidders submit PP information in a separate
Volume (i.e., Word document) in addition to the electronic PPI Tool submission?
A: Only the product that is created by the PPI Tool is required to complete Past Performance Volume 2.
Section L was revised to reflect this.
6. Q: Section 'K'- Far provision 52.204-8 is not included, which is required to submit as per L-2.2.1.3
(SECTION L).
A. The required reps and certs can be found under each contractor listing in SAM (System for Award Management). You can disregard this submission requirement.
7. Q: As per SF 1442 Original + 1 copy required. As per section 'L' only one original required. Please clarify how many copies required.
A: One electronic copy is required.
8. Q: Per Section M paragraph M-4 ON/OFF Ramp Instructions it states that the government intends to maintain a pool of 3 (three) paving contractors. Is this the intent to give the contracts to a paving contractor or is this project open for bidding.
A.: Section M was revised to remove the reference to a “paving” contractor.
9. Q: Section B- Supplies or Services and Prices/Cost starts on page 4 of 41 of the Solicitation. Is the Bidder required to complete this form as part of the initial price proposal for the Seed Project? If so, what information are we to provide?
A: Leave Section B blank. The price that will be filled in on the base year and the options (Section B) will be a set maximum by the Government when the awards are made. You are only required to fill out seed project bid schedule attachment for price proposal (attachment J-3).
10. Q: Section D – Packaging and Marking on page 6 of 41 of the Solicitation is blank? What information is the Bidder to provide on this page?
A. None
11. Q: Plan E-2 note B states to coordinate replacing pad mount transformer with JCP&L. SOW instruction is to Coordinate with JCP&L to turn power off before replacing switchboard. Item 17 states Provide two additional ground rods, (one for the existing transformer and one for the new switchboard). Connect 2/0 copper bare wires from main switchboard to metal building structure. Bid Schedule states to replace pad mounted transformer. Please advise if pad mounted transformer is to be replaced under the SOW for the seed project.
A: The government is not intend to replace the transformer. If the transformer required to be replaced by JCP&L, the power company will supply the transformer and the cost shall include in their submittal cost.
Since the power company required third party electrical inspection, contractor shall connect 2/0 copper bare wires from main switchboard to metal building structure and Provide two additional ground rods, (one for the existing transformer and one for the new switchboard). Please see new bid schedule in attachment # 2.
12. Q: Please provide panel schedules for panels P1 & P2. If not available, please provide panel H circuit breaker types and quantities for bidding purposes.
A. There are No panel schedules for P1 and P2. However, please see as-built drawings in attachment #1 for more information. Since the panel H is obsoleted, contractor shall take the picture name plate and find the cross referent for circuit breakers.
13. Q. During the power shutdown to building 6039, do we need to supply temporary power for the building, or can the building be without power for the duration of the work needed until power is restored?
A. The building can unoccupied and power off for 2 days straight on Monday and Tuesday with two weeks notification in advance. In the winter times, contractor shall provide heaters to keep building minimum 45 degree F during power outage. Contractor shall provide temporary power if more than 2 days.
14. Q. Are there any specified manufacturers for the switchgear and panels?
A. Normally we install Square D, GE, and Eaton switchgear and panels. Three specified manufacturers will be accepted. Please submit catalog for approval
15. Q. Are there any bid forms or bid package that we need to put together for this bid submission?
A. Complete Attachment J-3 for seed project price proposal. Provide pricing detail and breakdown of all costs; to include, but not limited to a breakdown of the prime contractors labor, materials, direct and indirect cost, overhead and profit as well as subcontractors' costs (including evidence of subcontractor competition; breakdown of all material costs, labor costs, etc.)
16. Q. Is there a bid document checklist we can use for submitting our bid?
A. Complete Attachment J-3 for seed project price proposal.
17. Q. What is the best way to submit our bid on the requested date? Email, online, mail, etc…
A. Per Section L-2.1 – Proposals shall be submitted electronically to the Government. Please email them to both POCs listed on FBO.
18. Q. During construction the building is going to be close or open? In case the building is going to be open, is it necessary to install a temporary service?
A. The building can unoccupied and power off for 2 days straight on Monday and Tuesday with two weeks notification in advance. In the winter times, contractor shall provide heaters to keep building minimum 45 degree F during power outage. Contractor shall provide temporary power if more than 2 days.
19. Q. We need the size of the transformer.
A. The existing pad mounted transformer size is 500 KVA 12.5kv/208v, 3 phase.
20. Q. Where is the location of the outdoor condensing units
A. The four outdoor condensing units are outside of existing main distribution panel room (where the four safety disconnect switches are shown in drawing E-1).
21. Q. We need the Panel Schedule for Panel “H”.
A. Since the panel H is obsoleted, contractor shall take the picture name plate and find the cross referent for circuit breakers. Please see as-built drawings in attachment #1 for more information.
22. Q. The interior concrete pad is going to be yellow painted?
A. The yellow painted is not required.
23. Q. Please confirm that JCP&L will supply the transformer
A. The government is not intend to replace the transformer. If the transformer required to be replaced by JCP&L, the power company will supply the transformer.
24. Q. How much time will the contractor have to pull distribution panel and install new (i.e., shutdown duration time)?
A. The building can unoccupied and power off for 2 days straight on Monday and Tuesday with two weeks notification in advance. In the winter times, contractor shall provide heaters to keep building minimum 45 degree F during power outage. Contractor shall provide temporary power if more than 2 days.
25. Q. Please provide contact information (i.e., names/numbers, DR#s) for cut-out to ensure any costs they may have for doing this.
A. The JCP&L point of contact is Mr. Harvey M. Lockley phone # (732) 212-4262, DR # 343-599-666 and DR # 343-599-667.
26. Q. Please clarify all items to be demolished/removed from the mechanical room for this project (as requested at the walk-through).
A. In the electrical/mechanical room, contractor shall main disconnect and distribution panel including 100A disconnect and 2 electrical panels with unused conduits and wires. In the kitchen area, contractor shall remove seven electrical panels, two disconnect switch, retrofit 600A panel, and two 3phase receptacles with unused conduits and wires. See drawing E-1 and as-built attachment # 1 for detail.
27. Q. will the building be occupies during this project? If so, will we need to temporary-feed all circuits when de-energized? (When we remove all the panels, there will be no power.)
A. The building can unoccupied and power off for 2 days straight on Monday and Tuesday with two weeks notification in advance. In the winter times, contractor shall provide heaters to keep building minimum 45 degree F during power outage.
28. Q. Please confirm there is 150 sq. ft. of ceiling to be replaced with drop-ceiling, and who will be responsible for this work?
A. Contractors will be responsible for this work and shall include in the bidding package.
29. Q. Please provide all as-built for this project, as discussed at walk-through.
A. Please see as-built drawings in attachment #1 for more information
30. Q. Please confirm that we are to re-use existing 3-phase wire and conduit for new receptacle at adjacent wall, as discussed in walk-through. If we are not to re-use existing source on adjacent wall, please provide amps and panel location for new receptacle.
A. Contractor remove 3P disconnect switch and two 3P receptacles. Provide new 50A, 250volt receptacle and 50A 2pole circuit breaker in the new panel including 4 # 6 copper wires in one inch conduit from the new receptacle to the new panel. Remove unused conduits and wires. If the existing wires are larger than #6, the conduit and wires can be reused.
31. Q. will a dumpster be available for contractor use, or is contractor responsible for providing one?
A. Contractor is responsible for providing dumpsters.
32. Q. who is responsible for patch work?
A. Contractors.
33. Q. Who will cut concrete/provide stone, per notes?
A. Contractors.
34. Q. At walkthrough, it was discussed to put stone around/re-use existing transformer pad; is that what we are to do? If so, please provide a detail.
A. Please see drawing E-1 for detail ( contractor shall cut concrete at both side of the transformer and provide 4” deep stone around the transformer).
35. Q. It shows a complete replacement of coordinated power systems protection and says installing new
12.47 underground feeders etc., on page 112 of the specification section (no drawings are provided)
A. This project is not required a complete replacement of coordinated power systems protection.
36. Q. And then on page 113 it talks about the coordinated power systems new reports (no documentation is provided)
A. The coordinated power systems is not required.
37. Q. Page 118 it’s referencing a new lightning protection system (is this base wide?) or is this just a standard also
A. No lightning protection system in this project.
38. Q. Page 148 calls for a complete voice and data system per drawings (I don’t see any referenced drawings)
A. This project is not required a complete voice and data systems
39. Q. Page 158 calls for fire detection and alarms shown on drawings and contract documents ( I don’t see any drawings) Please let me know if any of this is part of the initial scope or is it just the arts and crafts Judi Berkey WBE
A. No fire detection and alarms in this project.
