Dix Full Food Service

Site Visit Minutes

2 Dec 14

1. A site visit relevant to the solicitation referenced above was held at various locations on the Dix area of Joint Base McGuire-Dix-Lakehurst (JB MDL) on 2 Dec 24. The site visit began at approximately 9:00 a.m. and ended at approximately 12:00 p.m. Participants met in the parking lot outside the Wrightstown gate and were driven by bus, provided by the Joint Base, to the 87 th Contracting Squadron for a short briefing. After the briefing, participants were driven to each dining facility. The following persons were in attendance:

2. Michael Petty, Contract Specialist, briefed the group at the 87

TH

Contracting Squadron prior to start of the site visit. Mr. Petty identified this as a pre-proposal meeting and site visit for contractors planning to respond to Solicitation Number FA4484-15-R-0005, Dix Full Food Service. The following information was briefed:

a. Remarks and explanations at this conference will not qualify the terms and conditions of the solicitation. Solicitation terms and specifications will not change unless the solicitation is amended in writing.

b. The purpose of this pre proposal conference/site visit is to:

1. Familiarize yourself with the current operation. We will be visiting each of the dining facilities on Dix to give a visual of what the requirement contains.

2. Answer any questions that are not complex and technical in nature. If questions are technical and complex, they should be submitted in writing and answers will be posted on Federal Business

Opportunities (FBO).

c. Description of services:

The contractor shall provide full food service to the seven (7) dining facilities on the Dix area of JB

MDL, NJ in accordance with Performance Work Statement.

This is a commercial acquisition. This pre-solicitation notice is a request for proposal and is issued as a 100% Small Business Set-aside with a Randolph-Sheppard priority under the NAICS code

722310 and the related small business size standard $35.5 million. The contract will be a requirements contract with fixed priced task orders. The proposed performance period is a base period from 1 May 15 – 30 Apr 16 and four 1-year option periods.

d. Solicitation Package: Pay special attention to the different sections in the solicitation before submitting your package. There is information throughout the solicitation package which requires the offeror to respond and submit information.

e. Representations and Certifications (FAR Clause 52.212-3) need to be completed and submitted.

f. Make sure prices are filled out and are correct. If you are teaming with another company please make sure that you have included their numbers. Double check all of your columns and formulas. If at all possible, submit all pages of the solicitation package. If there are any amendments to the solicitation, please acknowledge and submit along with your proposal, as they are also a part of your proposal package.

g. Please read the entire Performance Work Statement and address all elements. Even though the sections are spelled out, it is important that the entire PWS should be looked at and addressed so that we can better evaluate whether or not you understand the scope of work outlined in the PWS.

h. Questions and answers that are submitted during the pre-proposal phase will be posted on the

FedBizOpps Website, along with any necessary amendments if applicable and the minutes to this conference/site visit. All questions must be submitted by 4:00 PM 11 Dec 2014.

i. Upon completion of the site visit, please promptly leave Joint Base McGuire-Dix-Lakehurst as your pass is only good for the duration of the site visit.

3. The bus took the participants to the following buildings (in order). Bldg. 5517 was not visited due to renovations, however, participants were told that Bldg. 5517 is identical to Bldg. 5509. Participants were able to enter each facility. Participants remained at building 5904 for approximately 20 minutes to observe the lunchtime operation.

4. At the conclusion of the tour, Mr. Petty thanked everyone reminded them that all questions must be submitted by 4:00 p.m. on 11 Dec 14 and all answers to questions will be posted on FBO.

5. The site visit formally concluded at 12:00 p.m.
