Dix Full Food Service - FA4484-15-R-0005
63. You provided the Past Performance Questionnaire along with the Solicitation documents. However, there are no instructions for the Past Performance Questionnaire in Proposal Preparation Instructions. Please clarify if the questionnaires need to be distributed to our customers.
A: Yes. Reference the past performance questionnaire cover letter.
64. How many originals and copies of Volume 1, 2 and 3 are we required to submit?
A: Refer to ADDENDA TO 52.212-1 - PROPOSAL PREPARATION INSTRUCTIONS.
65. What is the page limitation for each Part?
A: There is no page limit.
66. Is there internet available for the contractor to use on the site?
A: Yes
67. Can the contractor install time clocks?
68. Since the number of cashier/headcount stations was not published in Appendix 3, does the number of serving lines represent the number cashier/headcount stations?
A: Yes.
69. What is the meal time for MREs in the COL?
A: Contractor is not responsible for the lunchtime meal.
70. Solicitation page 19/20 Building 5640, there is no opening CLIN for this building. Please provide a CLIN for this function?
A: Solicitation will be amended to add opening/closing service SLINs to that dining facility.
71. Solicitation page 25/26 COL Facility, there is not opening or closing CLINs for this building. Please provide
CLINs for these functions?
A: There is no requirement to open the COL.
72. PWS, 1.5 Reserve and Air National Guard Weekends. What building are they using? What is the number of customers for a weekend?
A: There are no assigned DFACs until the commitments are received. Refer to paragraph 1.5 of the PWS.
73. PWS, 2.9.1. Consumable Supplies. Will the Government be supplying the toner and ink used by the AFMIS system? If it is the Contractor, please provide the number of printers and type of printers?
A: The contractor is required to purchase all ink and toner. There are 8total printers; (1) Lexmark B&W
Multi -Purpose (1) Printer, HP 3015, and (6) HP CM3530.
74. PWS, 2.15. Other Housekeeping Tasks. What is the number and type of bulbs used in each facility?
A: Types of bulbs vary. No inventory exists on the number of light bulbs in each facility.
75. What is the current contract number and value?
A: FA4484-14-D-0007; $6,326,763.00 for a 9 month base period.
76. We know the union sent a new CBA agreement starting 1 May 2015. Why is this not part of the amendment?
A: Refer to FA4484-15-R-0005 Amendment 0001 on FBO.
77. Amendment 0001 added clause 52.208-9. This is a firm fixed price contract that is subject to competition. We believe this clause to be inapplicable. It would apply, for example, in a Total Facilities Management contract, where one or more of the multiple TFM services (e.g. custodial services) are already on the Procurement list (PL). In such an instance, the TFM contractor would have to deal with the PL mandatory source for custodial services. The food service we will be performing are not on the PL, otherwise they would not be subject to competition. This is not a supply contract so we will not be “providing supplies” which for the purpose of this clause means manufacturing them. We do not “provide” supplies to the Government but instead “consume” them in the course of performing the food service requirements. Could the Government provide clarification of this clause?
A: FAR clause 52.208-9 is removed from the solicitation.
78. 2.9.2. Non-Consumable Supplies. The government will furnish 100% the initial stock of non-consumable items.
Sufficient initial stock shall be enough non-consumables (china, glassware, cutlery, utensils, etc) to equal triple the seating capacity of each dining facility listed in paragraph 1.8. The contractor shall be responsible to replace 100% non-consumable materials (china, glassware, cutlery, utensils, etc.) that are lost due to theft, wear and tear and/or breakage. The contractor shall replace, with like items. Since most inventory shrinkage is due to patron pilferage and fair wear and tear, will the contractor be reimbursed for shrinkage of smallwares? What is the historic average cost of replacing non-consumables?
A: Refer to PWS paragraph 2.9.2, Non-Consumable Supplies.
79. If the Union sponsored Health Care Plan does not receive a waiver from the Affordable Care Act, will the government be responsible for the contractor's resulting tax?
A: No
80. Will the contractor be required to provide any vehicles in connection with the work being performed under any service in the PWS?
A: Per the PWS, paragraph 1.1; The contractor shall provide unless stipulated as government furnished , all personnel, supervision, and any items and services necessary to provide full food service to the seven (7) dining facilities at the Dix area of Joint Base McGuire Dix Lakehurst (JB MDL).
81. Who provided the change fund Headcount/Cashier duties? Is the Change fund government property?
A: The government will provide the initial change fund. The change fund is government property and is transferred to the contractor for the period of performance.
82. Will this contract require Bussers in the dining room during the meal periods to table bussing and removal the soiled dishes of each patron?
A: No. Refer to paragraph 2.16 of the PWS.
83. When government provided equipment is broken and is vital to completing a contract task will the government exempt that task from being done unless they provide an alternate means to completing the task?
A: The contractor will not be held responsible if there is a delay to repair/replacement GFP/GFE.
84. Who provided the iWatch training during phase-in? Will the contractor be provided initial training on the iWatch program so that the contractor can train new employees?
A: Not a requirement of this PWS.
85. Will the government require company logos on the uniforms?
A: All uniform requirements are in paragraph 3.7 of the PWS.
86. Where is this on-site manager’s office to be? Will there be office space/s provided for contract management in any of the DFACs? Is there internet access for the contractor’s use at the office space/s provided?
A: Each DFAC has 2 small office areas. Internet access is available. Refer to paragraph 6.11 of the PWS.
87. Expendable Supplies. Does the government provide the paper goods to include Styrofoam cups, paper ware, plastic ware …etc, for meals served and consumed in the dining facilities?
A: No.
88. The employee wages and benefits are the major direct cost passed through as a direct cost to the government. If the union will not provide the current seniority list to all bidders, giving the incumbent a significant competitive advantage over all other bidders, since they would be the only one to know actual employee seniorities.

89. Can we be provided with a copy of the current contractor's seniority list to adequately price for accumulation of vacation time in the proposal?

90. What is the average number of year’s seniority does each of the incumbent’s employees have?

91. What is the total number of employees currently employed?
A: This is a performance based acquisition. The successful offeror will staff as required to meet the terms of the PWS.
92. Who replacement of light bulbs? Who provides light bulbs? If contractor, what is the number and type of bulbs used in each facilities?
A: Refer to paragraph 2.15 of the PWS. The government does not maintain an inventory list of the number and types of bulbs used in each facility.
93. Extended service CLIN price. Is this for one person for the number of unit hours or the total number of persons need for one hour?
A: The extended service CLIN represents the price per hour to run the ENTIRE DFAC operation past the stated hours in the PWS.
94. Can you provide a list of expendable and durable supplies and quantities by facility?
A: A sample list of consumable supplies is found in appendix 7 of the PWS. The awardee of this contract will be provided a complete inventory of GFP.
95. Amendment 0001 requires the purchase and utilization of supplies from AbilityOne in accordance with FAR
52.208-9. Certain supplies or services to be provided under this contract for use by the Government are required by law to be obtained from nonprofit agencies participating in the program operated by the Committee for Purchase
From People Who Are Blind or Severely Disabled (the Committee) under the Javits-Wagner-O'Day Act (41 U.S.C.
48). Additionally, certain of these supplies are available from the Defense Logistics Agency (DLA), the General
Services Administration (GSA), or the Department of Veterans Affairs (VA). The Contractor shall obtain mandatory supplies or services to be provided for Government use under this contract from the specific sources indicated in the contract schedule.
A: FAR clause 52.208-9 is removed from the solicitation.
96. Will the government be using the supplies purchased by the contractor? Can you provide a list of the supplies that the contractor will be required to purchase of the specific use of the government. Can the price and delivery information for the mandatory supplies as referenced in FAR clause 52.208-9 please be provided? Do non-profits currently provide supplies to the current contractor performing? If so, please provide a list and current price of all the Items they currently purchase through the National Industries for the Blind. If there is an anticipated price increase in the coming year, provide a list of those products and price.
A: FAR clause 52.208-9 is removed from the solicitation
97. Is wireless internet available at the site or will the contractor be able to install Ethernet for our office/administrative use?
A: Wireless internet is not available. The contractor may access the internet via an ethernet cable.
98. With regard to pricing - a. Since this is a firm fixed price contract, will the quantities described in Section B be fully exercised? b. If not, will the government provide a CLIN for management and other direct cost?
A: Section B represents estimated quantities. A CLIN for management and other direct cost will not be established.
99. Will the government provide the contractor with the initial supplies for each facility? Will this “initial inventory” be for performance start of each DFAC has they open and reopen? What is the quantity of each item provided for each DFAC listed in attachment 2? Who will supply replacement expendable and durable items such as the dishes, flat ware, coffee cups, glasses, etc?
A: Reference PWS paragraph 2.9 and 2.19.
100. Will the contractor be provided a facility on base for the ample storage of supplies?
A: Yes, buildings 5610, 5640, 5904 and 5986 each has 1 connex, 1 shed and 1 indoor storage room. The
COL has 2 connex available and 5517 has 1 shed.
101. In order for the contractor to project the cost to purchase and maintain an inventory of cleaning supplies adequate to sustain normal facility operation we need to know the historical usage. Since the DAFCs opening, closing and operation days vary greatly, only the incumbent would have the reference information necessary to project these cost without risk. Could you please provide a list of the items, the usage and the historic usage for each DFAC?
A: See appendix 7 for a sample list of consumable supplies. The government does not maintain information on usage or historic usage.
102. What are the specific requirements, security procedures, training, level of security clearance (i.e.: secret, top secret), citizenship requirements and costs for obtaining the CAC credentials?
A: Review appendix 9 of the PWS for all security requirements.
103. With such a large number of variables to consider during startup will there be a CLIN for paid Phase in
Period?
A: No
104. Does each DFAC have office space for management staff?
A: Each DFAC has 2 small areas for office space. Refer to PWS paragraph 6.11
105. Will the contractor be required to maintain a DFAC Manager and Alternate for each DFAC list in Attachment even during the period that a DFAC are closed?
A: No
106. Does the Government considered these to be exempt management positions under the Service Contract Act?
A: Refer to the CBA and the Service Contract Act.
107. What is the percent of the projected operational days for each DFAC that 2 meals per day be served verses 3 meals per day?
A: All data relating to the historical operation of the dining facilities is in appendix 3 of the PWS.
108. The CBA states different pay rates for FOB Facilities. What are the FOB Facilities and how often will they be opened?
A: You must contact the union for questions on the CBA.
109. What are some of the major issue, concerns, complaints, and/or dissatisfaction raised by dining facility patrons over the past year?
A: This is not a question to be addressed for the solicitation.
110. Does Executive Order 13495, the Nondisplacement of Qualified Workers Under Service Contracts apply to this procurement?
A: Yes. Refer to Amendment 0002 of the solicitation.
111. Key control, what keys will the contractor have access to?
A: Refer to paragraph 6.0 of the PWS on Government Provided Equipment.
112. Is there a time limit on the amount of time the contractor has to clean the areas assigned to the contractor, i.e.
serving line, dining room or dishwashing areas between meals other than to say the areas need to be cleaned prior to the start of the next meal period?
A: No. The contractor is expected to perform the service IAW the requirements of the PWS.
113. Will the contractor be permitted to perform scheduled cleaning in the evenings after the dinner meal, i.e. from
1930hrs to 2330hrs?
A: All DFAC’s will transfer to the contractor as GFP. The contractor is responsible to manage its cleaning schedule as appropriate.
114. Sandwich preparation is not identified at any facility. Is there any requirement for sandwich or bag/box lunch preparation? There are several references to take out areas, Can you clarify the requirement for Take out and take out areas.
A: There is no dedicated take-out area. Troops can ask for their meal “to-go” while on the service line.
115. Is the stripping and waxing part of the CLIN pricing and frequency for each DFAC?
A: CLINs are all firm fixed price.
116. Will an area be available in each DFAC to install wall mounted time clocks?
A: Yes
117. Please provide copies of all the current SOPs drafted for DFAC and COL operations at the Joint Base.
A: All the documents required to bid on the solicitation are located on FBO.
118. Would you please provide a copy of the 28-day cycle menu done by the Joint Base menu board to give us an idea of what the troops would like to see on the menu?
A: Refer to the references contained in the PWS.
119. Does the Joint Base ever do brunch or Midnight meals?
A: The contractor is only required to perform the services listed in the PWS.
120. Where can we obtain a copy of the tri-service food code?
A: The tri-service food code can be obtained on-line.
121. Q&A # 32. SDS-#4 states "Achieve a "satisfactory" rating or higher on Public Health Inspections". Can a definition of 100% of the time be provided since "of the time" is not a specific time standard to measure? Is this to mean days, meal periods, etc.? Could we get clarification as to the government's expectations? Is the government expecting perfect performance in this area?
A: The contractor is required to maintain this performance standard 100% of the time on public health inspections.
122. Follow-up questions: does this include when the facilities are not opened if they are locked, closed or unoccupied and no employees are present?
A: Routine public health inspections are not conducted on locked, closed or unoccupied facilities.
123. At the pre-proposal conference it was mentioned that proposals for the subject solicitation may be submitted via email. However, we do not see that option in the proposal instructions to offerors. Please confirm that email submissions are authorized.
A: Refer to amendment 0003 of the solicitation.
124. Is the Transport to the Contingency DFAC to be performed by a Government or Contractor Vehicle?
A: The contractor will supply their own transportation.
125. What is the estimated Construction Completion Date for DFAC 5517?
A: Refer to paragraph 1.10 of the PWS.
126. Are subcontractors required to submit responses to FAR 52.209-5 Certification Regarding Responsibility
Matters?
127. Are subcontractors required to submit responses to FAR 52.212-3 Offerer Representations and Certifications?
128. Does FAR 52.219-14 Limitations on Subcontracting apply to the SLA?
129. Would the 87 CONS/LGC consider extending the proposal due date to January 14, 2015 because of the holidays, and the potential effect on the PWS/proposal response changes that may be required based of the questions (and your subsequent answers) that you receive today?
130. Can the government provide the actual billing for the 9 months base period?
A: Requests for this information must be made through the freedom of information act IAW FAR Part 24.
131. Will you be extending the due date to allow more time to wait for clarifications and incorporate any changes into our response?
A: Refer to amendment 0003 of the solicitation.
132. Will contractor be required to have a minimum number of personnel in the dining rooms and
Headcount/Casher Stations throughout all meals period or will the designated personnel be able to leave their areas in order to perform other duties?
A: The PWS adequately addresses the requirements of the service and expected performance standards.
133. To properly price the contract, can the government be more specific on the number of days and the exact facilities that will be closed and the duration of the closure? This is needed if a site overhead CLIN is not implemented as there will be costs such as Site Management, Quality Control, Equipment Amortization, Vehicle
Costs, and G&A related items (to name but a few) that will be included in applicable CLINs.
A: The government is not able to predict the operation and training schedules of units authorized to use the dining facility.
134. Can invoices be submitted every two weeks? As a small business, under FAR 52-232.1(b) we are allowed to invoice twice monthly to allow for better cash flow.
A: Yes
135. Will the Contractor be required staff all designated serving lines with qualified personnel during all meal periods. Will contractor be required to have a minimum number of personnel of each serving line throughout all meals period or will the designated serving line personnel be able to leave the serving line areas when there no patrons in line in order to perform other duties? Is the contractor required to clean the grills on the serving lines?
A: This is a performance based acquisition. The successful offeror will staff as required to meet the terms of the PWS.
136. Will the government provide the vehicles for the contract to use to transfer subsistence and supplies?
A: No
137. What is the total current contract's FY14 dollar spent versus award amount?
A: Requests for this information must be made through the freedom of information act IAW FAR Part 24.
