We respectfully requests the current 10-page limitation on the Technical Volume be increased to ensure the material being requested is properly addressed.

The instructions state "Recent and relevant will be defined as contracts completed in the past three years from the date of issuance of the solicitation for work that is similar in scope and magnitude of effort and complexities as this solicitation requires." Will the

Government please clarify if the contract must be 100% complete? Is the intent of this statement that all past performance references must be either current contracts or contracts completed no longer than three years from the date of issuance of the solicitation?

o Yes all past performance references should be current or from contracts completed no longer than 3 years from the date of issuance of the solicitation

I would like to schedule a walk-thru for Solicitation FA441920Q0003. Is that possible?

o Due to COVID-19 there will be no Site Visit for this requirement.

In the last five years has the scope of work changed?

o Yes, changes are made as buildings are added or removed for construction/renovations. Once renovations are completed, they are added back on to the contract.

Can you give us the current personnel number for custodial crew?

o Approximately 20 to 25.

Can you give us the current supply estimated cost, including paper products, supplies, and chemicals?

o This is a performance based contract, so the Government does not have a current breakdown of supplies

Can you give us an estimate of the daily population for each facility?

o No we do not have the facility population data. Some buildings are occupied over

8 hours a day and those are listed in the PWS.

Is any work performed at night?

o Yes, the majority of the work will be performed after 3 p.m. so that it does not interrupt workflows. Those that are performed during the day are listed in the

PWS.

Do the government provide dumpsters trash pic up including recycling?

o Dumpsters are provided at each building. Recycling containers are also available at most facilities.

What is the total sq. ft. is the entire facility?

o Exhibit 2 details the square footage for each facility.

How many bathrooms are on the site?

o Number of bathrooms are not listed in the square footage for each facility but the number of fixtures are listed for each facility in Exhibit 2 and will give you an idea of the number and/or the size of the restrooms.

What is the count of paper towel, toilet paper and soap dispensers, and the manufacturers of the dispensers in the building?

o We do not have a count of paper towel dispensers, toilet paper dispensers and soap dispensers in each facility. Exhibit 2 will give you an idea of the number of sinks, toilets, etc. for a close count of these dispensers.

It is our understanding that the work is performed Monday -Friday, will the government allow the periodic cleaning done on the Saturday and Sunday?

o Yes periodic cleaning can be done on the weekends. The fitness center is also cleaned 7 days a week.

Please provide list of buildings to clean with respective square footage for: hard floors, carpets, restrooms/locker rooms and number of exterior windows.

o This information is included in Exhibit 2, except for windows. Only the fitness center, CDC and Youth Center receive window cleaning. We do not have a count of windows for these buildings.

If there is no site visit will the prints with SQF be provided?

o Prints will not be provided. However, square footage can be found in Exhibit 2.

Has the Scope of Work, under this new solicitation remained the same, decreased or increased in comparison to the current contract?

o Scope has changed mainly for the Youth Center, CDC, Fitness Center and restroom cleaning. It has increased slightly from current scope, most notably with restroom power scrub of the floors.

Paragraph 1.10, Table 1, Facilities with extended hours of operations and special restrictions, page 18 of the PWS. This lists 23 facilities with modified hours of operation and some type of restriction. Attachment 2, Bid Schedule lists square footage by Levels

1-4. Without a breakdown that lists Square Footage by facility and cleaning level it is not possible to accurately price the special restrictions from Table 1. Could the Government please provide this needed information?

o This information is provided in Exhibit 2.

Can you please provide SF breakdown of flooring? For each LEVEL 1,2,3,4. How much of LEVEL 1,2,3,4 Square Footage is carpet? VCT? Tile? Concrete? Can you please provide the SQ footage breakdown to correctly price periodic services such as (Floor

Buffing, Strip/Wax, and Carpet Shampoo) o Break down by level of service and square footage by building is listed in Exhibit

2.

Can you provide a window count? And size of windows? For LEVEL 4 Fitness Center, YOUTH Center and CDC?

o See Attachments 1-3 Below on Page 13-14

In the Performance Work Statement page 4, 1st paragraph it states “Facility Cleaning levels and estimated square footage are established in Exhibit 2. I have not seen an

Exhibit 2? We need a list of buildings with square footage in order to calculate our proposal.

o Contract Administrator shall furnish Exhibit 2 with the RFQ questions.

Appendix A Level 1, 2, &3 does not require Trash Removal except in Restrooms, is this correct?

o That is correct.

We are wondering if we can possibly arrange to have a site visit for the Altus AFB.

o Due to COVID-19 there will be no Site Visit for this requirement.

Can the Government provide a list of the buildings with square feet by service level?

o These are listed in Exhibit 2.

Can you please provide SF breakdown of flooring? For each LEVEL 1,2,3,4 o These are listed in Exhibit 2.

How much of LEVEL 1,2,3,4 Square Footage is carpet? VCT? Tile? Concrete?

o Break down is listed in Exhibit 2.

Can you please provide the SQ footage breakdown to correctly price periodic services such as (Floor Buffing, Strip/Wax, and Carpet Shampoo) o These are listed in Exhibit 2.

o See Attachments 1-3 Below on Page 13-14

If there is no site visit will the prints with SQF be provided?

o Prints will not be provided. However, square footage can be found in Exhibit 2.

In Attachment 4 (Addendum to FAR 52.212-1), the page limit for Volume I – Price is 10 pages. However, the number of pages in Attachment 2 – Bid Schedule is 11 (2 pages per contract period plus a total contract summary page). Please increase or delete the page limitation for this volume.

o To clarify, Volume 1 must contain a completed Attachment 2, in PDF format only. In addition to attachment 2, vendors can include any additional information as a second document. The second document cannot exceed a total of 10 pages.

In Attachment 4 (Addendum to FAR 52.212-1), the page limit for Volume II – Technical is 10 pages. Does this include the Quality Control Plan (QCP)? And are there other requirements for information to be included in this volume beside the QCP? Please increase the page limitation for this volume.

o Volume II – Technical does include the Quality Control Plan and there are no other requirements for information to be included in this section o The current 10-page limitation on the Technical Volume will be increased to 15 pages. The change can be seen on the updated Attachment 4 – Addendum to

52.212-1 edit 21 Oct 20.

In Attachment 5 (Addendum to FAR 52.212-2), there is a reference to past performance questionnaires (PPQs). Are PPQs required? and, if so, please provide a template file for submission to references.

o Past Performance Questionnaires (PPQ) are not required. This change can be seen on the updated Attachment 5 – Addendum to 52.212-2 edit 21 Oct 20.

In Attachment 2 – Bid Schedule, please provide additional information and clarification with respect to As Needed items’ (CLINs x013 through x018) unit prices. These CLINS are for periodic tasks that nominally have different frequencies throughout a contract year

(ranging from monthly to annually), different productivity rates, and different workloads.

Does the Air Force want a single price per sf for all these tasks? Should the cost of all periodic tasks and likely frequencies be spread across the 12-month contract year? If so, would this conflict with As Needed work orders since the contractor may be submitting monthly invoices for work not necessarily performed in the month being invoiced.

o Periodic services are those services specified as quarterly, semi-annually or annual services as stated in Paragraph 1.5. and sub-paragraphs. Exhibit 4 shows the periodic cleaning schedules.

CLINS 0013-0018 (Periodic Services) is not defined nor specific tasks delineated in the

PWS. Without this information, our price, as well as other bidders, will be arbitrary. Will the Government please provide clarification as to which specific tasks are included as

"Periodic Services"?

o Periodic services are those services specified as quarterly, semi-annually or annual services as stated in Paragraph 1.5. and sub-paragraphs. Exhibit 4 shows the periodic cleaning schedules.

Please provide the nominal population of the facilities included in this project.

o This information is not available due to the fluctuating nature of operations.

Some Level 4 periodic tasks are mandatory. Where should these be priced (as part of facility prices?) as there are no fixed price periodic CLINs? In addition, for those items, would the As Needed be in addition to the mandated items or in place of the mandated items?

o Level 4 “periodic tasks” listed in paragraphs 1.4.1. , 1.4.2., 1.4.3. and 1.4.4.

(including all sub-paragraphs), will be included with the facility pricing since they are accomplished less than quarterly, semi-annually or annually per paragraph

1.5. description.

o Other Level 4 “periodic tasks” listed in paragraphs 1.5. through 1.5.6. of the

PWS, that are not already covered specifically in the 1.4.1., 1.4.2., 1.4.3., and

1.4.4. paragraphs and sub-paragraphs, will be priced under the periodic CLIN for those buildings. As needed cleaning is in addition to the tasks listed in paragraphs and sub-paragraphs 1.4.1. through 1.4.3.

According to the PWS on page 26, we are instructed to submit our Quality Control Plan at Post-Award and the instructions in the Addendum to 52-212-1 says to include it in our proposal.

o The submission of a Quality Control Plan for evaluation is intended as a general concept of how the contractor intends to cover those specific items (more procedural vs practice). The post award Quality Control Plan is more specific once the actual company is in place at Altus Air Force Base. The current 10 page limitation on the Technical Volume will be increased to 15 pages.
