FA441920Q00003 – Questions 4:
CLINS 0013 - 0018 requires a price per unit cost for periodic work. This price includes multiple services including stripping/wax, carpet cleaning, high/low dusting, interior/exterior windows, buffing, etc. Using one unit price for all of these tasks (in each
CLIN) prohibits any potential bidder from being able to provide a realistic cost proposal and subjecting itself to potential disqualification as pricing could be deemed unbalanced.
For example, 100,000 SF of high dusting or 100,000 SF of stripping/waxing at $.001
(unit price) are both equal to $100.
o Attachment 2 – Bid Schedule has been updated to incorporate the rates for each task for the periodic services. Exhibit 4 – Periodic Cleaning Schedule has also been updated, showing the frequencies for tasks for each building.
The proposal deadline on beta.SAM cites 1pm CST, while the SF 1449 cites 11am CST.
What is the correct deadline time for proposals to be received?
o The SF 1449 cites the solicitation’s original due date and time. Amendments have been issued since. The solicitation response due date is located on betaSAM and is currently 24 November 2020 at 1:00PM CST.
Refer to the updated Attachment 2 – Bid Schedule. The column “Price Per Unit” is placed at two digits for Base and Option Year 1 while placed at four digits for remaining
Option Years. Please confirm what number of digits to use for “Price Per Unit”.
o Price per unit should be 4 decimal places. The total unit cost and the estimated total year cost are confined to 2 decimal places. Attachment 2 has been updated to reflect this change.
Refer to updated Attachment 7 – Exhibit 2, Level 2 Facilities, FAC #164. The number
28001, is this amount the total for Hard Floor or Carpets? Combining both Hard Floor and Carpet columns occurs in other FAC#s.
o Some buildings with a single total of square footage for the hard floor and carpet have undergone renovation of additions. We do not have the new floor plans with the square footage divided by hard floor and carpet. All other buildings are updated to reflect the hard floor and carpet square footage.
