About this file
This is a Questions and Answers document for solicitation FA441826Q0031 regarding Short Stay Wastewater Treatment Plant Maintenance and Operations at Joint Base Charleston. The document addresses clarifications on facility operations, equipment, and contractor responsibilities related to the wastewater treatment plant (WWTP).
Key clarifications include: previous contractors struggled with Total Residual Chlorine (TRC), Total Suspended Solids (TSS), e.Coli, and Dissolved Oxygen (DO) parameters; a complete list of upgrades and repairs made since December 2023 is referenced in Attachment #05 of the solicitation; the facility contains one backflow preventer (not three as initially stated in an earlier Performance Work Statement dated 12 January 2026); local and audible/visual tank level alarms are installed on the WWTP, RV Septic tank, and lift stations; the Government will perform exterior painting when funding becomes available, after which the contractor will be responsible for touch-up painting as maintenance; the contractor will have access to and be responsible for maintaining remote tank level indicators (TLIs); the contractor is responsible for annual calibration of the effluent flow meter as part of Preventive Maintenance and Inspection (PMI); staffing levels are at the contractor's discretion with no minimum requirement specified; and design parameters for the facility are provided in a technical table showing details such as 30,000 GPD normal plant design flow, various tank volumes and loadings, and aerobic digester specifications.

Questions & Answers
Short Stay Wastewater Treatment Plant Maintenance and Operations
FA441826Q0031
1. What parameters did the previous contractors struggle with?
o TRC – Total Residual Chlorine o TSS – Total Suspended Solids o e.Coli o DO – Dissolved Oxygen
2. What upgrades/repairs have been made?
See Attachment #05 of the solicitation for a complete list of repairs made since December
2023.
3. How many backflow preventers are there?
The PWS dated 12 Jan 2026 stated there were three (3) backflow preventers. However, there is only one (1) backflow preventer. Changes have been to the PWS (dated 12 Mar
2026) and PWS Attachment 8.9 PMI spreadsheet (Rev 1) to correct the error.
4. Is there an alarm system?
There are local and audible/visual tank level alarms installed on the WWTP, RV Septic tank and lift stations.
5. Is the contractor responsible for painting the exterior of the plant?
It is anticipated the Government will be performing exterior painting when funding becomes readily available. Once the exterior painting is brought up to a maintainable standard, the contractor will be responsible for touch-up painting as industry standard maintenance to prevent corrosion.
6. Will the contractor have access to the remote tank level indicators (TLI’s) that are currently installed?
Yes, the TLI’s will be considered part of the WWTP. The contractor will be responsible for any maintenance needed to keep the TLI’s operational.
7. Will the contractor be responsible for annual calibration of the effluent flow meter?
Yes, the contractor will be responsible for annual calibration as part of PMI. PWS
Attachment 8.9, “PMI Spreadsheet” (Rev 1) has been updated to include this requirement.
8. Is there a minimum number of staff Joint Base Charleston is requiring to operate the facility?
The number of staff needed to operate the facility is at the discretion of the contractor.
9. What is the smaller sludge holding tank’s volume?
