About this file

This is an Operations and Maintenance Manual for an RV Sewer Dump Station serving Joint Base Charleston Short Stay Recreation Facility in Berkeley County, South Carolina. The facility houses a wastewater holding system consisting of two precast concrete tanks, each with 7,500-gallon capacity, connected by a 24-inch equalizer pipe, providing a combined maximum capacity of 15,000 gallons. The system includes two manholes per tank and a high-level alarm that activates at 75 percent capacity (approximately 11,800 gallons).

Contractor responsibilities include daily volume monitoring to determine pump-out necessity, with documentation of date, time, volume, and inspector name maintained on-site for government review. The contractor must maintain tank volume below 9,000 gallons and perform pump, haul, and disposal services before reaching that threshold, providing certificates of disposal to Joint Base Charleston Environmental Office and the Contracting Officer's Representative. Monthly high-level alarm testing is required, and drain holes must be kept clean and rinsed using the wash-down hydrant. The contractor shall pump tanks prior to Memorial Day, Independence Day, and Labor Day holidays. The manual includes tank level calculations (1 foot equals 2,154 gallons through 7 feet equaling 15,080 gallons), specifications for manhole lids and covers, and details on the Tank Alert XT high-level alarm system. Facility contacts include CE Customer Service, JB CHS Environmental, Short Stay Management, and the Engineering Flight for support and coordination.

Manual For

Short Stay RV Wastewater Holding Tank System

INTRODUCTION

This manual was prepared to provide a brief system description and operation and maintenance requirements for the RV Wastewater Holding Tank located at the Joint Base Charleston, Short Stay Recreation Facility in Berkeley County, South Carolina.

SYSTEM DESCRIPTION

The 2014 installed system consists of two (2) 7500 gallon precast concrete holding tanks connected by a 24” equalizer pipe. There are two (2) manholes for each of the 7500 gallon holding tanks. The maximum capacity of both tanks is 15,000 gallons and a high level alarm will sound when volume reaches 75% capacity (approx. 11,800 gal).

INSPECTION

The contractor shall at a minimum:

1. Monitor the volume in each tank daily to ensure the system is functioning properly and to determine if a pump out is necessary.

2. Test the high level alarm monthly.

3. Document all inspections to include the date, time, volume and name of the person performing all inspections and any corrective measures taken. These records shall be maintained throughout the performance period of the contract and available on-site for Government review. These records will be turned over to the Government at the expiration of the Contract.

OPERATION

The contractor shall:

1. Perform daily volume measurements of the holding tanks and record the date, time, volume and name of the person performing measurement. Identify any inefficient operation or facility discrepancies to the Short Stay Facility Manager, Joint Base Charleston Environmental, and the COR.

2. Ensure the volume of the holding tanks does not exceed 9,000 gals. The contractor shall perform pump, haul and disposal services before the volume reaches 9,000 gallons. A Certificate of disposal (equivalent to a sludge ticket) shall be provided to the Joint Base Charleston Environmental Office and the COR for each occurrence.

3. Drain holes shall be kept clean and rinsed with the wash-down hydrant on an as needed bases during the inspection process. It is vital that the drain hole basin and surrounding concrete remain clean for sanitation reasons.

4. Holding tanks shall be pumped out prior to the following Holidays: Memorial Day, Independence Day and Labor Day.
