About this file

This document contains questions and answers regarding clarification of drawings for a project to repair an electrical distribution system at Joint Base Charleston - Weapons Station in Goose Creek, South Carolina. The project drawings showed conflicting information about installing a new electrical underground service from a transformer to Building 900. The questions asked for clarification, and the answers explained that secondary hand holes would need to be installed to allow the electrical work to be completed within the time limits specified in the contract, which restrict power outages to outside normal working hours. Installing hand holes would allow the secondary connections to be made without exceeding those time restrictions. Therefore, the drawing showing the installation of hand holes to connect the new and existing secondary conductors was determined to be correct and in line with the contract specifications.

Answers from 628th CES PM

My answer would be to plan on completing the work in the most efficient and cost effective manner. Specifications 01 11 00, para. 1.6.2 and 01 14 00, para. 1.2.5 limit power outages to outside normal working hours (M-F, 7 am – 3:30 pm), so secondary hand holes are usually put in place to accommodate this requirement. If there’s no way that the entire electrical secondary could be replaced in the time limit set forth in the specifications, hand holes will be required.

The original intent was to install hand holes for this reason. Therefore, drawing ES408 would be correct and in congruence with the specifications.
