About this file

This document contains questions and answers regarding a federal contract opportunity for repair work on an electrical distribution system at Joint Base Charleston - Weapons Station in Goose Creek, South Carolina. The opportunity requires replacing asphalt and underground electrical services from a new pad-mounted transformer to Building 900, removing existing conductors and abandoning underground conduit from a new hand hole to a utility pole, and installing secondary electrical service from the transformer to the hand hole with compression splices to existing secondary conductors. Clarification is provided that specifications require minimizing power outages to normal business hours, so hand holes will be used to facilitate replacement of the electrical secondary within the specified timeframe if a full replacement cannot be completed during allowable outage windows.

Q 10 - Building 900:

Drawing CS105- Asphalt is to be removed and replaced from new pad mount transformer to

Bldg.900.

Drawing ES407 – new Electrical Underground service from Transformer to Bldg. 900

Drawing ES408- Existing building 900 riser diagram – Remove existing conductors from new hand hole back to pole. Remove above grade conduit and abandon underground conduit in place.

Drawing ES 408-Bldg 900 Riser Diagram – Secondary service from transformer to new hand hole. Splice new secondary conductors to existing secondary conductors in hand hole with copper to aluminum compression splice.

Conflicting drawings in respect to new EUS to Bldg 900, Please clarify.

A 10 - Plan on completing the work in the most efficient and cost effective manner.

Specifications 01 11 00, para. 1.6.2 and 01 14 00, para. 1.2.5 limit power outages to outside normal working hours (M-F, 7 am – 3:30 pm), so secondary hand holes are usually put in place to accommodate this requirement. If there’s no way that the entire electrical secondary could be replaced in the time limit set forth in the specifications, hand holes will be required.

The original intent was to install hand holes for this reason. Therefore, drawing ES408 would be correct and in congruence with the specifications.
