Q&A 1

Questions and Answers 1

Repair Electrical Distribution System, B2 Area

06 May 2020

Q1– Have the SMWU areas already been remediated? We’ve reached out to Envirosmart regarding the environmental requirements mentioned on the Site Civil Drawings and the SWMU requirements mentioned on Drawing Sheet C-501, Note 2 – “Investigative-Derived Waste” under

“Environmental Requirements for Joint Base Charleston.” Envirosmart stated that these areas of concern have already been remediated for investigative-derived waste.

A1 - The site has not been completely remediated. Performance monitoring of the groundwater is still required. Benzene concentrations in the GW have not reached concentrations below its

RBSL of 5 μg/mL for three consecutive sampling events. Until then, GW monitoring will continue. It’s important that monitoring wells remain undisturbed and intact.

Q2– In the Solicitation, Section L, “FAR Clauses Incorporated by Reference” - FAR 52.204-22

Alternative Line Item Proposal, it states “the offeror is invited to propose alternative line items for which bids, proposals, or quotes are requested in this solicitation to ensure that the resulting contract is economically and administratively advantageous to the Government and the Offeror.”

We recommend the following alternative line items be added to Section B of the solicitation document:

- Asphalt Removal ($$/SF) – Estimated Quantity – 2872 SF

- Saw Cutting ($$/LF) – Estimated Quantity – 700 LF

- Asphalt Replacement ($$/SY) – assuming 4” depth – Estimated Quantity - 325 SY

- Concrete Removal ($$/SF) – Estimated Quantity - 370 SF

- Concrete Replacement ($$/SF) – assuming 6” depth replacement – Estimated Quantity - 370 SF

- Removal & Disposal of Unsuitable Soils ($$/CY) – Estimated Quantity - 250 CY

- Earth Fill (Structural Earth Fill w/Borrow Material) ($$/CY) – Estimated Quantity - 250 CY

- Removal & Disposal of Contaminated Soils ($$/Ton) –– Estimated Quantity - 800 Ton

- Removal & Disposal of Contaminated Groundwater ($$/Gallon) – Estimated Quantity - 5,000

Gal

- Frac Tank ($$/Day for 5,000 gallon size tanks designed for transporting hazardous waste)

A2 - Answer: This is a firm fixed price contract that includes all known variables in the provided design. All contaminated areas are indicated in the design drawings, so any environmental costs should be clearly understood. All concrete and asphalt cutting quantities are indicated in the design drawings, also.

Q3 – Drawing Sheet ES103 indicates an Overhead Secondary Line to be installed between Pole

1.4303 and B906 with a note that states “See Sheet ES406 For Enlarged Plan.” Drawing Sheet

ES406 (The enlarged plan for B86), does not show an Overhead Secondary Line to be installed between Pole 1.4303 and B906. Are we to install an Overhead Secondary Line between Pole

1.4303 & B906? – See below:

A3 - Drawing ES103 is correct. Drawing ES406 is missing the secondary connection to B906.

This triplex conductor is to be replaced for B906.

Q4 – Drawing Sheet ED102 indicates an Existing Secondary Line to be demolished above B906.

Drawing

Sheet ES103 indicates a new 104-LF run of Overhead Primary Line to be installed between Pole

1.4303 & 1.4303A – directly over B906. Is there a safety concern with installing the Primary

Line directly above B906 considering it was a secondary line before this contract.

A4 - No, as long as minimum clearance requirements are maintained IAW NFPA 70E and NESC based on limitations set in UFC 3-550-01, para. 3-10.

Q5 – Specification Section 01 35 26, paragraph 1.5.1.1.1. states “The Contractor Quality Control

Person can be the SSHO on this project.” Additionally, Specification Section 01 45 00, paragraph 1.5.1.1. states “The QC Manager may not perform the duties of project superintendent.” Just to clarify, this project requires a minimum of (2) Individuals correct? One

Superintendent & on Quality Control Manager/SSHO.

A5 - Yes, one Superintendent and one QCM/SSHO.

Q6 – Drawing Sheet ES409 indicates to install a new Panel R for Service to existing exterior receptacles, and to replace those circuits. This drawing shows B903’s enlarged plan but does not indicate the routing of those circuits from Panel R to the exterior receptacles. What is the distance of wiring & conduit that must be installed from this Panel R to the exterior receptacles?

A6 - Panel R is currently located on pole 1.3701 along with transformer TP903. A new rack and panel for panel R is to be constructed next to the new transformer T-903. Four, 120V duplex outlets are to be installed in front of the four adjacent parking spots located to the west of the new transformer location (one duplex outlet in front of each parking spot). First location is approximately 16’, second 25’, third 35’, and fourth 50’ away from the new panel. Distance relies entirely on the exact placement of the new panel R.

Q7 – During the site visit, it was noted that there are Communication and/or Telephone lines currently installed on poles scheduled to be demolished under this contract. Is the contractor responsible for reinstalling these lines on new poles, and if the pole is scheduled to be demolished, what do we do with the existing telephone lines? Please note, these lines are not shown on the Drawings.

A7 - Contractor is responsible for re-installing any COMM/IT lines that are disturbed during this project. If existing poles have lines attached and are in the design to be demolished, the poles shall be cut off at the height to maintain the COMM/IT lines and left in place.

Q8 - Will a lay-down/staging area be designated on site for equipment, trailer, dumpsters, etc.?

A8 - Contractor will submit plan to JB Charleston PM for approval IAW Specification Section

01 50 00.

Q9 - Are the new pad mounted transformers to be provided by the contractor or public utility?

A9 - Contractor is responsible for purchasing transformers and will submit information for approval prior to purchase IAW Specification Section 26 12 19.10.
