QUESTIONS & ANSWERS

25 January 2019

1. QUESTION: Pg. 1, Block 11 states “The contractor shall begin performance within 10 calendar days and complete it within 365 calendar days after receiving NTP.” Additionally, pg. 4, CLIN 0001 states “The contractor shall begin performance within 10 calendar days and complete it with 465 calendar days after receiving NTP.” What is the anticipated NTP on this contract, 365 or 465 calendar days? (CONS)

ANSWER: 465 calendar days after receipt of NTP is correct.

2. QUESTION: Specification Section 01 35 26, paragraph 1.5.1.2 states “The Contractor Quality

Control Person can be the SSHO on this project.” Additionally, Specification Section 01 45 00, paragraph 1.5.1.1 states “The QC Manager may not perform the duties of project superintendent.”

Just to clarify, this project requires a minimum of two (2) separate individuals – Project

Superintendent & Quality Control Manager/Site Safety & Health Office (SSHO) correct? (CONS)

ANSWER: Yes, that is correct.

3. QUESTION: Is there a contingency budget allocated for unforeseen site conditions?

ANSWER: No there is no contingency budget for unforeseen site conditions.

4. QUESTION: The plans downloaded from FBO.gov are 8.5” X 11” instead of full plan size

(Typically 22” x 34” or 24” x 36” or 30” x 42”). (CES)

ANSWER: Here’s a step-by-step process to print the provided B709 drawings to the appropriate scale:

1. Download the PDF Documents from FBO and save to your computer

2. Open PDF Document and select “Print.”

3. Choose a Plotter from the printer options menu that can plot D-size drawing sheets

4. Do not select “Auto-Select Paper Size” - Click Properties for that printer instead

5. Under Document Size, select “D”

- Verify that this size matches the size on the title block on the bottom right side of each drawing sheet.

6. Under Orientation, Select “Landscape”

5. QUESTION: The Davis Bacon Wages that were downloaded from FBO.gov were dated 6/29/18.

They have updated those as of November 2, 2018. (CONS)

ANSWER: The correct Davis Bacon Wage Determination will be included in Amendment 001.

6. QUESTION: Drawing Sheet M102 identifies the 1st Floor Ductwork Plan, specifically in rooms

109, 110, 112, & 113. Drawing Sheet AD120 identifies that the ceilings in these rooms are to remain in place. Is the Contractor expected to replace the HVAC system in this area without demolishing the ceiling? Or will a new drywall ceiling be required in these restrooms/shower areas? - See below:

ANSWER: Ceilings will need to be replaced in rooms 109, 110, 112, 113 as well as Vestibule 127 and Elev. Eq 125. See revised drawings AD120 and A120.

7. QUESTION: If the first floor is to be renovated, but 2nd floor remained occupied, approximately how much work shall be estimated be accomplished during afterhours/weekends? (CES)

ANSWER: Refer to 1.2.2 Working Hours and 1.2.3 Work Outside Regular Hours from

Specification 01 14 00. 2nd floor will remain occupied while 1st floor work is being accomplished.

Refer to Sheet G102 to provide Construction Egress for occupants on 2nd floor.

8. QUESTION: Will as-builts be provided? Specifically the existing fire suppression/sprinkler system layout to determine how many sprinkler heads will required to be relocated in the new ceilings. (CES)

ANSWER: The As-Builts provided by JBC to ADC did not include the Fire Sprinkler Shop

Drawings.

9. QUESTION: Specification Section 01 14 00, paragraph 1.2.1.2. states “Furnish a completed

Employment Eligibility Verification form for all personnel requesting badges.” Just to clarify, does this mean the General Contractor is required to submit an USCIS Form I-9 “Employment Eligibility

Verification” with EVERY individual pass application for this contract, including subcontractors?

ANSWER: No. Employment Eligibility Verification for badge request only required when requestor is self-employed and doesn’t have any supervisor to sign verification block.

10. QUESTION: Are “Real-ID Compliant Licenses” required to be submitted in order to gain access to the installation per Specification Section 01 14 00, paragraph 1.2.1.2.

ANSWER: Yes.

11. QUESTION: Specification Section 01 45 00, Attachment 1 (pg. 2)- Schedule of Special Inspection

Services states that inspectors and testing agencies shall be engaged by the Owner or the Owner’s

Agent, and not by the Contractor or Subcontractor whose work is to be inspected or tested. Is the

Government to hire licensed, qualified special inspectors for this contract, or will this be the responsibility of the General Contractor?

ANSWER: It is the responsibility of the General Contractor to hire an independent 3rd party special inspector.

12. QUESTION: Solicitation Section C, paragraph “Contractor Consent to Background Checks” states

“The Contractor shall not be entitled to any compensation for delays or expenses associated with complying with the provisions of this provision.” What is the current length of time to process a pass application once submitted to the Contracting Officer?

ANSWER: Once submitted to the Contracting Officer, the Contracting Specialist will verify the application and necessary attachments for accuracy and legibility before signing. The form is then hand-carried to the Visitor’s Control Center (VCC) who require a 72-hour period to process a pass / badge application.

13. QUESTION: Specification Section 01 57 19.00 31, paragraph 3.4.1. states “The Contracting Officer has obtained a Land Disturbance Permit from SCDHEC and an approved Storm Water Pollution

Prevention Plan (SWPPP). A copy of this permit and approved SWPPP will be provided to the

Contractor after award.” What are the SWPPP requirements identified in the Land Disturbance

Permit for this project? How much should be budgeted for SWPPP maintenance measures if the contractor will not receive the permit until after award?

ANSWER: No land disturbing activities or SWPPP requirements are part of this project.

14. QUESTION: Specification 01 30 00, paragraph 1.3. states “provide monthly, and within one month of the completion of work, digital photographs, 1600x1200x24 bit true color 5 Megapixel minimum resolution in JPEG file format showing the sequence and progress of work. Take a minimum of 20 digital photographs each week throughout the entire project.” Will Security Forces or Public Affairs be required to review all photographs prior submitting to the Government each week?Additionally, will this be required to be submitted via Submittal Form AF3000 or will an email each week suffice?

ANSWER: PA will not review all the pictures. Form AF3000.

15. QUESTION: Specification Section 01 33 00, paragraph 1.7. (e) states “Except as specified otherwise, allow review period, beginning with receipt by approving authority, that includes at least

15 working days for submittals for QC Manager approval and 20 working days for submittals for

Contracting Officer approval.” If a critical path method schedule is developed with a 20-working day review period for submittals, and the review period exceeds 20-working days, will the

Government extend the period of performance, to include overhead costs, for each day exceeding the

20-working day review period?

ANSWER: If it occurred, the contracting officer would review this scenario and make a determination at that time. It would be incumbent upon the contractor to demonstrate the extent to which the critical path was actually affected by a review delay and address the extent to which the delay was or was not concurrent with other ongoing tasks.

16. QUESTION: Drawing Sheet I-600 specifies exact manufacture, name, color, size, and provides contact information for specific manufacturers. Does the Government expect to receive these exact products for this contract, or will an “approved-equal” be accepted?

ANSWER: Manufacturer’s, product name and color are provided as a basis of design. Approved equals will be accepted.

17. QUESTION: RE: Performance Surveys: The Government will evaluate the quality and extent of offeror's performance deemed relevant to the requirements of this RFP. The Government will use information submitted by the offeror and other sources such as other Federal Government offices and commercial sources, to assess performance. Provide a list of no more than five (5) of the most relevant contracts performed for Federal agencies and commercial customers within the last five (5) years. Relevant contracts consist of runway repair/ reconstruction. Is the language noted in red, from another RFP? The relevancy is not consistent with the proposed project scope of work. (CONS)

ANSWER: This is a typo. Please excuse the oversight. Relevant contracts must consist of repair to office buildings.

18. QUESTION: The RFP does not indicate if sister-company experience/past performance will be accepted. We would like to clarify that you will accept the experience/past performance of a sister-company, if we are able to demonstrate in our proposal that the sister-company will have meaningful involvement in the contract performance. (CONS)

ANSWER: A sister company’s experience/past performance will be evaluated as a teaming arrangement in accordance with Section L, page 36. “If a teaming arrangement is contemplated, provide complete information as to the arrangement: including any relevant and recent past/present performance information on previous teaming arrangements with same partner, and evidence of tasking appropriate to meet the subcontracting qualification. If this is a first time joint effort, each part to the arrangement must provide a list of past relevant projects. Teaming partners will be treated and evaluated as subcontractor arrangements.”

19. QUESTION: Drawing Sheet I-601, First Floor Room Finish Schedule shows “SS1” for Breakroom

129 cabinetry/millwork, but there are no elevations for Room 129. Keynote 1.3 on Drawing Sheet

A101 says that the counter is to be relocated from the current facility. Are we to provide a new SS1 countertop on an existing piece of cabinetry/millwork? Or will the countertop being relocated from current facility? (CES)

ANSWER: Key note 1.30 on A101 is an existing bar that is to be relocated from another facility.

Entire bar/millwork including counter top will be relocated from existing facility. The bar will be relocated by the Government. Existing base U-shape cabinets, counter top and wall cabinets in existing breakroom will remain. New SS1 is not needed in this space.

20. QUESTION: Drawing Sheet I-600, Interior Finish Legend identifies FWP1 “Fabric Wrapped

Panels” however it is not indicated to be installed in any room on A101 - First Floor Plan or I101 -

First Floor Finish Plan. Please confirm that Fabric Wrapped Panels are not to be installed with this contract. (CES)

ANSWER: Located on (project) east wall of conference room 140, 36” AFF to ceiling. Provide equal panels widths with the least amount of seams.

21. QUESTION: Is the elevator (Room 149) & Elevator Equipment Room (Room 125) part of this contract? Will the General Contractor be required to perform preventative/scheduled maintenance as part of this contract or will the current elevator service contractor perform this work? Will the

General Contractor be required to perform a re-certification of the elevator upon completion of the renovation? (CES)

ANSWER: There is no work to the elevator in this project. It is assumed the contractor will not utilize the elevator during construction. The contractor is to phase the work in the lobby area to minimize any downtime to access elevator for 2nd floor users.

22. QUESTION: Finish Legend (I-601) shows SS1 for Breakroom 129, but there are no elevations.

Note 1.3 on A101 says that countertop being relocated from current facility, but I’m not sure if they mean that one piece that’s identified or if that’s for all of them. Can you confirm? (CES)

ANSWER: Key note 1.30 on A101 is an existing bar that is to be relocated from another facility.

Entire bar/millwork including counter top will be relocated from existing facility. The bar will be relocated by the Government. Existing base U-shape cabinets, counter top and wall cabinets in existing breakroom will remain. New SS1 is not needed in this space.

23. QUESTION: Finish Schedule Drawing I-601 indicates that Break Room 129 is to receive RB1 &

RB2. Drawing Sheet I-101, First Floor Finish Plan does not indicate which wall RB2 is to be installed. Please provide the wall RB2 is to be installed in Room 129. (CES)

ANSWER: RB-1 is general base where ever noted. Each wall noted for accent paint PT2 with tag and leaders on sheet I-101 will receive RB2.

24. QUESTION: Finish Schedule Drawing I-601 indicates that Conference Room 140 is to receive

RB1 & RB2. Drawing Sheet I-101, First Floor Finish Plan does not indicate which wall RB2 is to be installed. Please provide the wall RB2 is to be installed in Room 140. (CES)

ANSWER: RB-1 is general base where ever noted. Each wall noted for accent paint PT2 with tag and leaders on sheet I-101 will receive RB2.

25. QUESTION: Finish Schedule Drawing I-601 indicates that Hallways/Corridors/Lobbies 101, 104, 105, 106, & 136 receive wall finishes “PT2, PT4, PT5, PT6.” However, Drawing Sheet A-420, Interior Elevations, detail 5 indicates that corridor walls receive a combination of PT1, PT2, PT4, &

PT6. Which of these is correct? Do the corridors receive the paints indicated on the finish schedule or the finish elevation drawing? (CES)

ANSWER: Paint colors for the corridors to be PT2, PT4, PT5, PT6. See attached revised drawing

A420.

26. QUESTION: Finish Schedule Drawing I-601 indicates that Conference Room 140 is to receive

FWP1 on a wall in that room. Drawing Sheet I-101, First Floor Finish Plan does not indicate which wall receives FWP1. Please provide the location of the wall to have FWP1. (CES)

ANSWER: Located on (project) east wall of conference room 140, 36” AFF to ceiling. Provide equal panels widths with the least number of seams.

27. QUESTION: Finish Schedule Drawing I-601 indicates that Storage Room 111 is to receive only

PT1 on the walls, but Drawing Sheet I-101, First Floor Finish Plan indicates that the Project-West wall receives an accent wall PT2. Please confirm whether all walls receive PT1 or that there is an accent wall PT2. (CES)

ANSWER: Storage room 111 to receive accent wall as indicated in plan with coordinating accent rubber base.

28. QUESTION: Finish Schedule Drawing I-601 indicates that Break Room 129 is to receive PT1 &

PT2 on the walls, but Drawing Sheet I-101, First Floor Finish Plan does not indicate which wall receives PT2 Please indicate which is to receive paint PT2 in Room 129. (CES)

ANSWER: PT2 technically occurs in the Heritage Room area of this room as noted in plan.

29. QUESTION: The SF1442 states that 1 original and 2 copies are required, but Section L states:

“PART I - PRICE PROPOSAL - Submit (1) bound and (1) CD and PART II - PAST

PERFORMANCE INFORMATION - Limited to no more than 3 pages per contract listed. Only references for same or similar type contract desired. Submit (1) bound and (1) CD.” Can you please provide clarification and advise which you will require? (CONS)

ANSWER: Please excuse the oversight. The correct submission requirement is in Section L, 1 bound and 1 CD for each.

30. QUESTION: Drawing Sheet A101, Supply Room 115 indicates an “L1” wall to be installed on the

Project-East wall. Drawing Sheet A501 does not show a detail for an “L1” wall. What is the detail for an L1 wall to be installed in Room 115? (CES)

ANSWER: Change wall type designation at Supply Room 115 from “L1” to “L2”.

31. QUESTION: There is conflicting information in the 087100 Finish Hardware spec. One paragraph says to provide cylinders by Best, then the next section says to provide cores by Best, Arrow or

Falcon. When it comes to SFIC (Small Format Interchangeable Core), all SFIC cores will work in any SFIC prepped cylinder/lockset, but depending on what manufacturer controls the key system, one of the other 2 manufacturers may or may not be able to work on the system. My experience in the past has been that JB Charleston is a Best system. If someone prices and includes Arrow or

Falcon, it may not be able to be keyed into the existing system. How to proceed? (CES)

ANSWER: Provide Best cylinders or equal. Per the specifications provide and extension of the existing keying system and master keyed cores in one system.

32. QUESTION: There are quite a few existing doors on the door schedule that have HW sets listed.

Are these to get new hardware? Or is the HW set listing just for reference as to what is on the doors?

ANSWER: Existing doors are to get new door hardware.

33. QUESTION: Existing door/room signs are not shown to be demolished on Drawing Sheet AD101 -is it anticipated that all room signs are to be demolished and turned over to the Government or are they to be disposed of? (CES)

ANSWER: The contractor shall dispose of signs.

34. QUESTION: Drawing Sheet A101 show the location of an owner-provided wall-mounted TV in

Room 131 - Mission Planning. Drawing Sheet E101 shows a power & data receptacle at this location

- are these receptacles to be 60” Above Finish Floor (similar to the other wall-mounted TVs throughout B709)? See Below for Reference. (CES)

ANSWER: Yes, mount power and data at 60” AFF at this location.

35. QUESTION: Has an asbestos & lead-based-paint survey/report been completed for B709? If not, will a survey be required prior to the start of demolition? If one has been completed, will the

Government allow contractors to view the report before the proposal due date to determine the amount of abatement required? (CES)

ANSWER: An Asbestos & Lead Based Paint survey/report has been conducted for B709. No

ACMs or Lead Based Paint was identified.

36. QUESTION: Can the contractor expect to build the project by the 100% Final Drawings and

Specifications provided in the solicitation without risk? (CES)

ANSWER: Yes. If any discrepancies find in drawings shall be address under modification.

37. QUESTION: Drawing Sheet M102 identifies the 1st Floor Ductwork Plan, specifically in Vestibule

127. Drawing Sheet AD120 identifies that the ceiling in this rooms is to remain in place. Is the

Contractor expected demolish and install ductwork in this area without demolishing the ceiling? Or will a new ACT ceiling system be required in the vestibule 127? (CES) - See below:

ANSWER: Ceilings will need to be replaced in rooms 109, 110, 112, 113 as well as Vestibule 127 and Elev. Eq 125. See revised architectural drawing sheets AD120 and A120.

38. QUESTION: The specifications for the reference solicitation contain a spec section for 10 22 19

Demountable & Movable Partitions. In review of the drawings no such partitions are found to exist or to be provided. If any partitions matching the requirements of spec section 10 22 19 are to be provided please identify their location. However upon further review, on drawing A101 an Operable

Partition, identified as key value 10.30, is to be provided between rooms 128 and 131 but no specification has been provided for that type of partition. Please provide the required specification for the Operable Partition so pricing can be obtained and provided. (CES)

ANSWER: See new specification section 10 22 39 Folding Panel Partitions. Delete specification section 10 22 19 Demountable & Movable Partitions.

39. QUESTION: In Men’s Room 109 & Women’s Room 112, are we to demolish the existing wall tile in these bathrooms? The demolition plan (AD101) does not mention to demolish the existing wall tile (see below). The demolition plan keynote “D18” is not highlighting restrooms 109 & 112, only showers 110 & 113. Are we to install new Ceramic Wall Tiles over the existing wall tile in restrooms 109 & 112? If we are to demolish the existing ceramic wall tiles in the restrooms, are we to include new sheetrock/cement board replacement to secure the new wall tiles to the existing walls? (CES)

ANSWER: See revised drawing AD101.

40. QUESTION: Drawing Sheet AD101 provides keynote “D08A” stating to prepare the slab as necessary for new tile to slope to the drain. How much concrete demolition and new work shall be estimated to achieve the required slope without lippage issues? Are there existing drainage issues in these restrooms? Is the existing floor not sloped properly for the required fall to the floor drains?

ANSWER: See revised drawing AD101.

41. QUESTION: Drawing Sheet AD101 provides General Note 15 stating “Contractor to remove all wall coverings/wall paper in areas within scope. Patch, repair and prep walls for new finishes.” How much sheetrock replacement shall be estimated under this contract to achieve a level 5 finish per

Specification Section 09 29 00, paragraph 3.3.1.? Will an estimated quantities CLIN be provided for sheetrock replacement on this contract? (CES)

ANSWER: An estimated quantity CLIN will be provided.

42. QUESTION: New Doors 107, 111, 119, 129, 133, & 135 are to be installed in existing walls

(Drawing A101), but not reflected in the demolition plan (AD101). See below conflicts:

Will an updated AD101 - Demolition Floor Plan drawings be provided to show these wall cuts for the new doors? (CES)

ANSWER: See revised drawing AD101.

43. QUESTION: The Project North-East Wall depicts an exterior door being demolished on Drawing

Sheet AD101. On Drawing Sheet A101, it does not depict how this wall is to be in-filled. Is the intent to demolish this entire wall and replace, or to just demolish the exterior door & frame? How is this wall to be filled back in? See below depiction. (CES)

ANSWER: See revised drawing A101.

44. QUESTION: Drawing Sheets AD120 & A120 are conflicting on the location of the atrium near

Vestibule 100. Is the intent to create a new “Open to Above” atrium? Is there a room above the lobby 101? Will structural drawings be provided to frame the new “open to above” area? If a new atrium is to be created, are we to relocate the existing conduit, fire suppression piping, and any other miscellaneous conflicts above the ceiling? See below depiction: (CES)

ANSWER: See revised drawing AD120.

45. QUESTION: Drawing Sheet ED103, Demolition Keyed Note #1 States “All work shall be performed by certified Monaco installer.” Additionally, Specification Section 28 31 76, paragraph

1.2.1. a. states “All work shall be preformed by the Monaco vendor currently working on Joint Base

Charleston with service contract.” Does this mean the Government will have the current Monaco service contract perform all the fire alarm & mass notification system work required separate from this contract? Please provide the name of that vendor? Is the cost of this vendor’s work to be included in our proposal, or will the cost be billed to Joint Base Charleston under the existing service contract? (CES)

ANSWER: All work on the Fire Alarm system will be in the Contractor’s scope of work. The

Base’s Monaco vendor is John Cammarata 509-979-1757 (johnc@monaco.com)

46. QUESTION: Drawing Sheet E010, General Note 2 states “Add new 75A/3P Breaker to existing switchboard. Make any modifications necessary to switchboard to fit breaker. Breaker shall be of same style, manufacturer and A.I.C. rating as switchboard.” Please provide the existing switchboard manufacturer information in order to price the breakers to be installed. (CES)

ANSWER: The MCB is a Siemens Type S8. Nameplate information is shown below.

47. QUESTION: Drawing Sheet A400, Keynotes 10.03A & 10.03B indicate that metal lockers are to be installed in the restrooms 109 & 112. Are these to be provided by the Government or the

Contractor? Is there a specified manufacturer and/or product number for these lockers? (CES)

ANSWER: See specification section 10 51 13 Metal Lockers.

48. QUESTION: Drawing Sheet MD101 General Note 2 states “Provide a 45-Ton Temporary Chiller &

99 GPM Pump to Supply Chilled Water to Existing AHU-2.” Additionally, same drawing sheet, key note 4 states “provide temporary ductwork connection from outside air louver to existing AHU-2.”

Approximately how long will a temporary chiller, pump & ductwork be required to be installed?

Does the Government prefer a specific chiller & pump? Or will any chiller with the same performance specifications be adequate? (CES)

ANSWER: The temporary chiller and ductwork shall be in place until the permanent source of chilled water and ventilation air has been established to condition the existing personnel. No, there is not a preference on specific equipment. Equals for consideration are required to meet the requirements of the contract documents.

49. QUESTION: Drawing Sheet E001, General Existing Condition Notes states the following:

a. Note 5: “Support all existing conduits and junction boxes above the ceiling in the construction area per NEC.

b. Note 6: “Remove all abandoned conduit, wire, and cables above the ceiling in the construction area.

c. Note 7: Provide junction box covers on all existing junction boxes above the ceiling in the construction area.

d. Note 8: Support all existing cables above the ceiling in the construction area.

- Will as-built drawings be provided to accurately estimate how much existing conduit, junction boxes, & cabling will need to be supported under this contract? Approximately how many existing junction boxes do not have covers on them? Approximately how much existing cabling is not currently being supported? Do these General Existing Condition Notes only apply to the first floor, or will the second floor be included in these requirements? (CES)

ANSWER: As-built documents are not available to indicate the amount of existing utilities above the ceiling. These notes only apply to the area of work in the contract.

50. QUESTION: Drawing Sheet E001, General Signal Note 2 states “Extend a 1” conduit with pull wire from each telecommunications outlet to above the lay-in ceiling.” Just to clarify, the communications conduit does NOT have to be run to the nearest corridor and into cable trays correct? (CES)

ANSWER: The second sentence in that General Note indicates the desired configuration.

51. QUESTION: Drawing Sheet I701, Note 2 states “Connectrac location for feeding power to existing conference table. Coordinate power with requirements & quantity with table top chargers. Refer to electrical for more information.” Additionally, Note 3 states “Connectrac locations for feeding power and data to groups of TB-02. Refer to electrical for more information. Power poles to be used if floor track cannot accommodate all power and data needs.” Which Connectrac Product does the

Government prefer in these locations? Connectrac has the following products for this use: under-carpet, in-carpet, & on-floor wireway. Some conference tables will be installed on top of Luxury

Vinyl Plank which may only accommodate the on-floor wireway Connectrac system. Other conference tables will be installed on carpet - please specify which Connectrac system is to be installed at each conference table location. (CES)

ANSWER: The Connectrac specification is shown as the basis of design. Provide on-floor raceway that contains all the same salient features of a Connectrac system as described in the Electrical Plan suitable for the floor type specified in the Interior Design documents.

52. 60. QUESTION: Plan sheet AD120 keynote 2.05 explains that existing ceiling in the restrooms is to remain. Demo plans MD101, ED102, ED103 show that the ductwork and lights the restrooms are to be demolished. Plan sheets M102 & E201 both show new ductwork, lights and speakers being installed in the restrooms. There is no way to do any of this work and maintain the existing the ceilings. Please advise (CES).

ANSWER: Ceilings will need to be replaced in rooms 109, 110, 112, 113 as well as Vestibule 127 and Elev. Eq 125. See revised architectural drawing sheets AD120 and A120.

61. QUESTION: Specification section 10 21 13 toilet compartments:

a. According to para 2.3 partition panels and doors are to be solid polyethylene

b. According to para 3.2 metal partition fabrication

Please advise which type of toilet compartments we should quote solid polyethylene or metal.(CES)

ANSWER: All toilet partitions and urinal screens shall be solid polyethylene. Metallic Collection –

Stainless, Rotary brushed texture is the color/ texture of the solid polyethylene toilet partitions. The toilet partitions listed in the finish legend are not metal.

62. QUESTION: Please confirm that all new doors are scheduled to be Hollow Metal per Drawing

ANSWER: Continue painted stripe pattern as designed onto walls open to second floor. Wall area above the 15cm - PT6 paint band to be painted PT1.

65. QUESTION: There appears to be a specialty object located in the middle of Lobby 104, (see picture below). Are we to leave this in place? The porcelain tile is to be demolished & replaced underneath the pedestal. It appears that the electrical connection is below this object, but unknown at this time. (CES)

ANSWER: New first floor users expected this specialty object to be moved. JBC to give direction on new location and whether to leave floor box or cap electrical in floor.

66. QUESTION: Lobby 104 appears to be open to the above second floor with railing above. Are we to protect this opening from construction noise, dust, and debris? Is a temporary false ceiling required at this opening during construction? (CES)

ANSWER: Provide temporary 2x4 wood framing and plywood ceiling at this opening. Remove prior to painting and a patch, repair all holes and damage gypsum board.

QUESTION: There are multiple devices on the walls & ceilings not highlighted in the drawing documents - i.e. security cameras, wall sconces, Wifi/LTE boosters, etc. (see pictures below) - Are these devices to be demolished with the walls & ceilings or are they to be installed in the new ceilings & walls? ANSWER: The Notice to Proceed will be issued within 45 days of award. The contractor shall complete the work within 465 calendar days.

70. QUESTION: Spec Section No. 28 31 76, Paragraph 1.2.1, indicates that all fire alarm work is to be performed by “the Monaco vendor currently working on Joint Base Charleston with service contract.” Can contact information for this contractor be provided to obtain pricing from them?

One of the walls has the a pelican logo and some writing below the logo. Are these walls not included in the contract and are to remain as is? Please advise. (CES)

ANSWER: Confirm with JBC user groups – existing pelican and signage to be removed carefully for re-installation on second floor. Paint wall area above ACT ceiling height PT1. Provide allowance for similar signage (logo and motto “Eagles Lead The Way”) to be installed in this location for new user group. Coordinate signage with JBC.

79. QUESTION: The telecommunication room has 4ea. existing Data Racks with termination equipment in them. The plans call for us to demo the selected lines and their patch panels on the first floor. Can it be made clear as to what racks all of the first floor cabling in terminated in? (CES)

ANSWER: The cables to be removed reside on the two racks shown with “1” tag adjacent. The other racks shall not be modified at all. Only remove cables that are connected to workstations shown to be demolished. All other connections shall be remain.
