This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

Submit written offers only, oral offers will not be accepted. Please respond to this RFQ by providing the following information in this document. *This acquisition is solicited as restricted to small businesses only.

The North American Industry Classification System (NAICS) code for this project is 561730. The Product Service Code (PSC) is S208. The Size Standard for this NAICS is $9.5M. Evaluation of commercial services in accordance with FAR 52.212-2 will be utilized using lowest price technically acceptable (LPTA).

The contractor shall provide all management, tools, supplies, equipment, and labor necessary to provide all landscaping upgrades associated with Building 1 on Hurlburt Field, FL. Refer to the attached Statement of Work (SOW) and Drawings for more detailed information.

CLIN price(s) shall include all procurement costs to 350 Tully St. Hurlburt Field, FL 32544

• Offeror must have active SAM registration at time of quote submission and award.

• Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and

Certifications-Commercial Products and Commercial Services, with their offer.

• Offeror shall quote on all items in order to be considered for award.

• Delivery Schedule: FOB Destination.

• Award shall be based on Lowest Price Technically Acceptable to the Government.

• It is the responsibility of each contractor to ensure that their respective quote has been received by the

Government POC’s identified above.

SITE VISIT: Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

Base Access for Site Visit: Hurlburt Field is not an open base and Offerors will require a Common Access Card (CAC) or Base Pass to enter. Offerors shall request base access NLT 72 HOURS PRIOR TO THE SITE VISIT by sending an email request to the Contracting Officer identifying the company name and list of individuals who will attend. The email should include the following information: FULL LEGAL NAME, DOB, AND PHONE NUMBER for each individual requesting access. Requests not providing at least 72-hour notice will not be honored. Note: Site visit will start at the contracting building, Bldg. 90339 and will end at building 1 where work will be performed. Contractors are required to follow all Base and Safety Federal Workplace Guidelines (if applicable) when visiting the base. PROVISIONS AND CLAUSES: Incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-05, Effective: May 22, 2024. The FAR provisions at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, 52.212-2, Evaluation-Commercial Products and Commercial Services, 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, and 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Products and Commercial Services, apply to this acquisition.

Additional FAR clauses cited in FAR 52.212-5 and a completed list of incorporated provisions and clauses can be found in “Att. 06 - Clauses and Provisions, dated 9 Aug 24, 29 pages” and are hereby applicable to this solicitation and any resultant contract award.

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factor shall be used to evaluate offers:

(i) Price

Technical and past performance are not relevant for LPTA.

A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.

Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

The contractor will be responsible for coordination with 1 SOCES and environmental for any permits required. POCs will be provided after award of contract.

A Notice to Proceed will be issued upon award of this contract to start work
