The requirement is a follow-on contract to FA440722F0033 (incumbent: Concord Professional Services, Inc.) for a single part-time Test Administrator position at Scott Air Force Base. The contractor will administer approximately 121-148 testing sessions annually (FY26-FY27), with sessions lasting 4-5 hours each and occurring 2-3 times per week. The position requires a baccalaureate degree and completion of DLI and FAA test administrator certifications prior to administering tests. Compensation is based on a fixed price per session performed, with estimated workload of 605 hours in FY26 and up to 740 hours in FY27. Service Contract Labor Standards wage determination 2015-5075 (Revision 34) applies, with Test Proctor (Code 15110) at $20.56/hour plus $5.42/hour health and welfare fringe on a pro-rata basis for part-time hours. The contract start date is firm at 18 October 2026, with award anticipated the week of 12 October 2026. Questions were due 1 October 2026, and quotes were due 5 October 2026. Administrative tasks including inventories, quarterly reports, and file maintenance are performed within the scheduled session window. The government provides workspace, computer, telephone, and 40 hours of on-the-job training during the first contract work week, billable to a separate training CLIN. No. Question Response
Workload: The SOW estimates two to three testing sessions per week. Can the Government provide the actual number of sessions (or total hours) performed over the past 12 months so offerors can price accurately?
The FY26 contract performance period is 18 Oct 25-17 Oct 26. To date, the contractor has administered 104 testing sessions under the FY26 contract. It is anticipated the contractor will administer at total of 121 testing sessions under the FY26 contract. Based on the FY26 calendar and current annual contract work schedule, it is estimated the contractor may administer up to 148 testing sessions in FY27 (18 Oct 26-17 Oct 27).
Due date: The RFQ lists the quote due date as 5 October 2027 and the question deadline as 1 October 2027, while SAM.gov shows 5 October 2026. Please confirm quotes are due Monday, 5 October 2026 at 12:00 pm CST.
The SAM.gov posting was correct. Questions are due 1 October 2026 and the due date is 5 October 2026. The RFQ has been amended and posted with this change highlighted in green.
Incumbent: Is this a new requirement or a follow-on to an existing contract? If a follow-on, please provide the current contract number and incument contractor
This is a follow-on contract to FA440722F0033 awarded on 18 October 2021 to Concord Professional Services, Inc.
Certifications and access: Beyond the qualifications in SOW para. 3, are any testing-program certifications (e.g., DLI or FAA test administrator certification) required before start, or will the Government provide that training after award?
Please also confirm the base access process and the lead time the contractor should plan for before the 18 October 2026 start.
The contractor is required to complete both DLI and FAA online test administrator training prior to administering any tests. The contractor will also be required to complete some basic online training related to government computer and network access. The training is normally completed during the first contract work week. The government will provide 40 hours on-the-job training for the contract employee, which normally includes an office and testing program orientation through job shadowing regularly scheduled test sessions and is conducted during the first contract work week.
Once the contract is awarded, the Education & Training Chief will need the full name of the contract employee and contact information (phone number and e-mail address). The Education & Training Chief will request a temporary 14-day pass for the contract employee, while he/she is working through the process to obtain a Common Access Card. The contractor will pick up the pass at the Scott AFB Visitor Control Center, just outside the Shiloh Base Gate prior to arriving for the first contract workday.
During the first work week, the contract employee is required to complete paperwork with the squadron’s Trusted Agent to obtain a Common Access Card (CAC) for installation and computer access. The Education & Training Chief will provide a point of contact for scheduling that appointment. The Education & Training Chief will also obtain the contract employee’s SSN and home address on the first contract workday, as this information is necessary to request long-term installation access through the Security Force Squadron, for the annual contract performance period.
Extract from SOW:
Contractor must successfully complete testing administrator training and recertification required for various testing programs, within time frames established by program managers. Based on the experience and qualifications of the employee, the Government will determine if that individual needs training. If determined to be needed, on the job training not to exceed 40 hours will be provided and billed on a separate training CLIN for the base period. Training will include office orientation and testing program orientation. If new employees are hired mid-contract, contractor is responsible for 40 hours of training at no cost to the government for transition of personnel.
Alternate administrator: Should resumes be submitted only for the primary Test Administrator, or also for a backup? Only a resume for the primary Test Administrator is required with submission. However, the contractor is responsible to provide 40 hours of training at no cost to the government if contract employee changes mid-contract.
Extract from SOW:
If new employees are hired mid-contract, contractor is responsible for 40 hours of training at no cost to the government for transition of personnel.
SOW paragraph 5 describes one part-time contractor working approximately two to three testing sessions per week at roughly 4-5 hours each (about 8-15 hours per week). Please confirm the Government expects a single part-time Test Administrator and not a full-time (40 hours per week) position.
The government expects a single part-time Test Administrator.
Are the Related Administrative Tasks in SOW paragraph 6 (inventories, quarterly reports, AFAEMS updates, file maintenance, order forms, email and phone responses, statistical reporting) expected to be performed within the 4–5-hour session window, or in additional hours outside scheduled sessions? If additional, what is the Government's estimate of weekly non-session hours?
The related administrative tasks in the SOW are performed within the 4–5-hour sessions window.
Can administrative tasks be performed outside of scheduled sessions at the Education and Training Center, and what building access and hours are available for that work?
Sufficient time is available within the 4-5 hour scheduled session for exam administration and completion of required administrative tasks.
Additionally, the administrator monitors examinees through a glass window during testing sessions, which allows time for completion of administrative tasks while examinees are testing. The contractor is provided necessary keys to access the assigned work area.
Please provide historical workload data for the past 12 months: number of sessions held, average session length, number of examinees per session, and total hours worked by the incumbent.
The FY26 contract performance period is 18 Oct 25-17 Oct 26. To date, the contractor has administered 104 testing sessions under the FY26 contract. It is anticipated the contractor will administer at total of 121 testing sessions under the FY26 contract. Based on the FY27 calendar and current annual contract work schedule, it is estimated the contractor may administer up to 148 testing sessions in FY27 (18 Oct 26-17 Oct 27).
Exam length varies, based on examination program and individual examinees. Multiple types of exams are administered during each testing session. No data is available on average session length. Most examinees finish exams within three hours of exam start. Some exams or examinees take longer than three hours, but all exams can be completed during the 4-5-hour session window.
To date in FY26, the contractor has worked 520 hours. It is estimated the contractor will work a total of 605 hours in FY26. Based on the FY27 calendar and current contract work schedule, it is estimated the contractor may work up to 740 hours (148 sessions x 5 hours per session) in
FY27.
The CLINs are priced as 12 monthly units under a Firm-Fixed-Price contract, while SOW paragraph 2 states calls for service are subject to program requirements and funding, and that the Government may reduce or cease calls.
Please confirm the intended payment basis: a fixed monthly price regardless of the number of sessions, or payment tied to sessions actually performed? If tied to sessions, how should offerors price the variable schedule?
Please review the amended RFQ as the billing has been changed from a fixed monthly price to a fixed price per sessions performed. Payment is made for sessions performed.
If a session is canceled by the Government (including when the TCO/ATCO is unavailable), is the contractor compensated?
The contractor is not compensated if a session is cancelled by the Government. The Education and Training Chief, Installation Testing Program Manager (ITPM) or designee will notify the contractor with changes to the intended schedule no later than 24 hours prior to the designated work unit.
Are federal holidays and military goal days, when no testing occurs, compensable? Are the absences allowed under SOW paragraph 9.a (up to one week at a time, four weeks per fiscal year) considered paid or unpaid time for pricing purposes?
Testing sessions are not scheduled on federal holidays or military goal days, therefore those days are not compensable. Absences addressed under the SOW are unpaid since no testing sessions are administered by the contractor during absences.
SOW paragraph 9.b states approximately 40 hours of on-the-job training will be provided to the selected contractor, and that the contractor bears the cost of 40 hours of training for personnel hired mid-contract. Is the initial 40 hours of training billable to the Government, and does it occur before or after the 18 October 2026 start date?
Unless the government determines that the employee's qualifications and experience forego the need for initial training, the government will provide on-the-job training not to exceed 40 hours for the contract employee, which normally includes an office and testing program orientation through job shadowing regularly scheduled test sessions, and is conducted during the first contract work week. Therefore, the initial 40 hours of training is billable to the Government on the base year training CLIN. The first contract workday/testing session for the FY27 contract is projected for 20 Oct. If contract employee changes mid-contract, the contractor is responsible for training the new employee.
Please identify the Service Contract Labor Standards occupation and wage determination that applies to this requirement, and confirm how health and welfare and other fringe requirements apply to a part-time employee working these hours. The FAR 52.222-42 Statement of Equivalent Rates table in the RFQ is blank; does the Government intend to populate it?
SCLS Wage Determination 2015-5075 (Revision 34) applies and is attached to the SAM.gov solicitation posting. The labor category is Test Proctor (Code 15110) at $20.56/hour. Because we have the Paid Sick Leave clause (EO 13706) in the solicitation, the lower Health & Welfare rate of $5.42/hour applies. This applies to part-time hours on a pro-rata basis (they get paid the fringe rate for the hours they actually work).
Is there an incumbent contractor employee? If so, please confirm whether the Government expects the successor to offer that employee right of first refusal, and provide the current wage and fringe rates if available.
There is an incumbent contractor employee. The government cannot require the winner of this follow-on contract to offer that employee right of first refusal. See answer to question 14 for wage and fringe rates.
SOW paragraph 3 requires a baccalaureate degree and states resumes and transcripts are to be submitted with bid packages. Is the degree requirement mandatory for technical acceptability? Should the resume and transcript of a specific named individual be submitted with the quote, or may the offeror submit position qualifications and provide the individual after award?
The baccalaureate degree is mandatory for technical acceptance. The resume and transcript of the specific contract employee who will perform duties under the contract must be submitted with the quote.
Please provide the technical acceptability criteria the Government will use to evaluate the Technical Plan (FAR 52.212-2 in the RFQ has blank evaluation factors), and any page limit, format, or content requirements for the Technical Plan. If there is a page limit, are resumes and transcripts excluded from the page limit?
This is a Lowest Price Technically Acceptable (LPTA) evaluation. To be technically acceptable, the Technical Plan must demonstrate meeting the SOW requirements (specifically scheduling, handling the CAC/LEADS background checks, and meeting the training requirements.) The page limit will be 5 pages, standard 12-pt font, PDF format. Resumes and transcripts are excluded from this page limit.
The contractor information sheet requests a GSA Contract Number. Is a GSA schedule contract required to be eligible for award? If not, please confirm offerors without a GSA contract should enter N/A.
GSA schedule contract is not requried to be eligible for award. N/A is an acceptable answer
SOW paragraph 8.b states the cost of the background check for network access and a CAC may be absorbed by the contractor or negotiated. Please clarify who is expected to bear these costs and, if negotiable, how offerors should reflect them in the quote. Should offerors include these costs in the CLIN pricing, or will they be addressed after award?
Offerors should include these costs in the CLIN pricing
What is the expected timeline for the Tier 1 investigation, National Agency security check, LEADS check, and CAC issuance? Can the Test Administrator begin training and supervised duties under escort while credentials are pending to meet the 18 October 2026 start date?
The test administrator can begin training on the first scheduled test session date after the contract is awarded (projected for Tuesday, 20 Oct 26).
There is no specific timeline available for CAC issuance and related actions. As long as the contract employee takes timely action on submission of required documentation and conducts timely follow-up, the contractor can continue to administer testing sessions under the oversight and with the assistance of a government employee, and receive payment for sessions performed, until the CAC is issued.
What is the anticipated award date, and is a contract start date of 18 October 2026 firm? 18 October 2026 is the firm start date. The award is anticipated to be fully executed the week of 12 October 2026.
Will the Government furnish a workspace, computer, and telephone for all work (SOW paragraph 10), including time spent outside scheduled sessions, and is any remote or off-site work permitted?
The government will provide a workspace, computer, and telephone for all work accomplished under the SOW. There is no work time spent outside of the scheduled sessions or remote work, since testing sessions require physical presence of the contractor and all administrative work is accomplished within the 4-5-hour scheduled testing session.
Please confirm WAWF invoicing will be by Invoice 2in1 on a monthly basis. Per the WAWF clause included in Attachment 1, yes, invoicing will be by Invoice 2in1 and will be done on a monthly basis
Are unofficial transcripts acceptable with the quote, with official transcripts provided upon award? Yes
With performance beginning 18 October 2026, will the approximately 40 hours of on-the-job training in SOW para 9.b be provided at the start of the base period?
Yes. On-the-Job Training will be provided through job shadowing during the first 40 hours of the base period
