No. Questions Responses
The SOW, Section 2.1 & 2.2 indicate that this is a design-build contract. However, Section 3.2.4.4 and 3.2.7 request construction cost estimates throughout the design process. If this is a design-build procurement, the construction pricing would typically be included in the initial proposal. Is a separate construction cost estimate needed per Section
3.2.4.4 and 3.2.7 of the SOW?
Yes a Construction Cost Estimate is required with the 65% and 100% design submittals. CE adjusted section 3.2.7 of the SOW.
2 The SOW, Section 3.3 indicates that an updated construction SOW should be accomplished. For a design-build project, is a separate construction SOW still required?
The SOW for construction will still be a required submittal
3 Can the PPQ be provided as part of the proposal or is it preferred for the questionnaire form to be sent directly to Ms. Boje and Lt. Arcuri from the past clients?
Provide Past Performance Questionnaires (PPQ) as part of the proposal. Send them to Joshua Centilli and SSgt Ian Monis. Disregard information for Ms. Boje and Lt. Arcuri. An updated PPQ is attached to the solicitation amendment for use going forward.
This design-build RFP does not indicate what aspects of the project will require professional signed and sealed design documentation. Based on the scope of work it appears the Contractor will need to provide a topographical survey, civil engineering, structural engineering, electrical engineering, landscape design, irrigation design, and underground stormwater design all prepared, signed, and sealed by licensed professionals.
Will the Government please confirm that these professional design services are, at a minimum, required?
A signed and sealed professional drawing will be required for civil, geotechnical, and structural portions. These should encompass geotechnical aspects to design the concrete pad and pedestal, and shall include the connection and bracing of the plane ot the pedestal.
This design-build RFP does not require the Contractor to name design consultants or provide commitment letters from design consultants. We recommend that the Government require a letter of commitment from the Contractor’s designer(s) to ensure the Government is obtaining the desired level of professional engineering services. Will this be required?

This design-build RFP does not require any design consultants to submit any past performance; however, it does states that “evaluation of past performance will take into account past performance information regarding. . . subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the acquisition.” Will the Government accept relevant design experience from a design consultant as one of the maximum five (5) relevant past performance contracts if the design was completed in the last 3 years?

7 Will the Government provide a make and model of the existing lights at the static displays that we are to match “brightness, style, and color temperature” of?

8 Will the Government indicate on a plan or map where the existing static display electrical panel is located?
The panel is located north of the gazebo and within the traffic circle. Utilities map will be provided upon award
9 Can the Government provide a photo of the inside of the existing static display electrical panel?

10 Does the Government have any existing underground electrical plans that can be provided to coordinate the new electrical system with?

11 Does the Government have any existing underground storm drain plans that can be provided to coordinate the new storm drain system with?

If there is no existing underground irrigation plans for the Ribas-Dominicci Circle, can the Government provide a general layout of where existing valves and sprinkler heads are located to irrigate the grass, trees, and plants so that the new system can closely match?

Plants can come in various initial sizes/maturity. The RFP does not indicate any minimum quantities or sizes for plants. To ensure all Contractor bids meet Government expectations, can the Government indicate a minimum quantity and size of plants to ensure Government landscaping expectations are met?
Each of the two xeriscaped areas for this project should have approximately 6 plants similar in size and type to the existing static display xeriscaped areas.
MXDP 24-1015 Construct T-1A Static Display RFIs
The RFP indicates that the existing tree is to be removed and replaced at a one-to-one ratio. If the Government wants this tree replaced on a “one-to-one” ratio, please indicate diameter of existing tree trunk and where the Government wants these new trees planted.
The Contractor shall measure the existing tree and provide one simple tree of the same species that is at least half of the diameter of the current tree, at a location to be provided by the government upon award of the contract.
It appears that the static displays have electrical grounding; however, there is no grounding requirement noted in the RFP. Please clarify if these static display aircraft should be grounded.

17 It is assumed that the Contractor will need to use a crane to pick, lift, and set the T-1 aircraft. Please clarify where the Contractor will be able to place this crane.
Submit site plan, safety plan, and lifting plan upon award
The RFP indicates that the Government is responsible to prepare/modify the aircraft and transport to a “nearby site” from which the Contractor will pick, lift, and set it from. Will this “nearby site” be a field or directly from the back of a transport truck? Please indicate where the “nearby site” will be located so crane size can be coordinated.
The plane will be transported by the Government to the laydown yard.
19 RFP indicates to conform to the 47th CE CAD standards. Will the Government provide these latest standards?

20 Is the Contractor required to obtain a geotechnical investigation for this site? Yes
The RFP includes Attachment 11 – Past Performance Questionnaire that indicates these are to be returned to Ms. Tacy Boje or Lt Candace Arcuri (emails were also provided).
The RFP makes no reference to requiring the Contractor to have PPQ’s completed with this form and emailed to these contacts. Will the Government clarify if PPQs are required with this RFP, or is it sufficient to provide the “Quality and Satisfaction” documentation listed in the RFP?
The Past Performance Questionnaire attached to the Solicitation is not required with the RFP, but can be used to assist the government in evaluating the contractor's past performance. It is sufficient to provide documentation that fits the criteria in L-3. Proposal Preparation Instructions. Provide Past Performance Questionnaires (PPQ) as part of the proposal. Send them to Joshua Centilli and SSgt Ian Monis. Disregard information for Ms. Boje and Lt. Arcuri. An updated PPQ is attached to the solicitation amendment for use going forward.
Will the Government accept Past Performance for projects in which the offeror was a subcontractor and not the Prime Contractor if the work is highly relevant to the acquisition?
Yes. Subcontractor performance on relevant contracts similar or greater in scope, magnitude and complexity than the effort described in this solicitation will be accepted.
23 Can the Government provide any as-built or submittal drawing pertaining to the existing concrete static display pedestal?
Minimal as-builts exist. The Government will share limited documents upon award
24 Can the Government provide any dimensions for the existing concrete static display pedestals?
Contractor is responsible for on-site investigation. The pedestal needs to be designed specifically for the T-1 provided by the Government
25 Does the Government have any preferred method of attaching the T1 aircraft to the new pedestal?
Government preference for aesthetics is an internal plate with bolts. This is the responsibility of the design engineer
26 Are there available as-builts of the display aircraft’s structure to assist in design of the pedestal?
As-builts of existing static displays are very limited, can be shared upon award of the contract.
27 Are there available as-builts of the cross section of the display aircraft fuselage and wing structure to assist in design?
The structural technical orders for the T-1 are available and will be shared upon award of the contract.
28 Will the government be providing a template to anchor or weld the pedestal to the centered structure of the aircraft?
No, this is the responsibility of the design engineer.
29 Does the government’s preparing of the aircraft to be displayed, include removal of the aircraft aluminum skin to expose the structure of the aircraft?
This will be coordinated with local Maintenance division upon award of the contract.
30 Will the government be reinstalling any removed aluminum skin and provide weatherproofing the display aircraft after pedestal installation?
This will be coordinated with local Maintenance division upon award of the contract.
31 Does the government’s preparing of the aircraft to be displayed include anchoring the aircraft to the contractor’s pedestal?

34 During the site visit: The T-37 does not appear to have any lightning protection while the T-38 appears to. Is lightning protection a requirement for this display aircraft?
Static display shall be grounded and shall not have lightning protection
35 If lightning protection is a requirement, does the government’s preparing the display aircraft include installing lighting protection?
No lightning protection required
Statement of Work Paragraph 2.5.1.1.10.2 refers to coordination with Rio Grande Electric Cooperative to integrate into the project and to request the utility owner to connect facilities with a connection charge. Rio Grande will not provide pricing without a completed design and as this is a Design Build project that information will not be available until after award. To alleviate this concern typically a bid allowance is carried to account for potential Rio Grande Electric cost. It is our recommendation that the government include in a future amendment to the solicitation a budget of an amount, recommend $25K, for Rio Grande Electric connection cost. If this is not going to be the process please advise on what process will occur to account for potential costs from Rio Grande.
The existing panel and connection to the panel are low voltage and will be government owned, therefore no RGEC coordination or connection charge is anticipated at this time.
Can the Government provide a structural drawing of the aircraft superstructure so that an engineer can determine the proper pedestal connection for distributing aircraft weight and lateral wind loading from the aircraft to the pedestal?
The structural technical orders for the T-1 are available and will be shared upon award of the contract.

scope of work, page 4 a.iv.1 Tree removal and replacement (replace one to 1-1). The tree on site is a mature tree with a caliper of 12+". The Environmental Quality Construction Specifications state on page 12, 6.3 If any live trees are removed during construction, a native tree shall be planted in a location approved by the CO to replace trees removed (1:1). The tree shall be watered for establishment (three months of watering once per week). Our question is what size tree can we replace the one being removed with?

SOW Section 2.5.1.1.10.3 states to Bring associated static display electrical panel to meet current NEC. As this scope of work does not include a new electrical panel is there a concern that the existing electrical panel does not meet NEC and that we should assume a new electrical panel is required as part of the scope of this project?

For the Bronze plaque, Paragraph 2.5.1.1.7.1 states verbiage for the plaque will be provided by the government. For pricing we need to have a rough idea of the number of characters that will be on the plaque. Please advise.

SOW Section 2.5.1.1.9 requires Structure Identification signage. Please confirm whether that is considered the signage on the side of the fluted block display as shown below as part of the Conceptual Layout attachment. If it is another sign can a photo please be provided of what is being referenced?
This photo does not represent a structure identification sign. Structure identification sign is the equivalent building number sign.
43 Are there any Dark Sky or Military Lighting Overlay District Standards that need to be followed during design of this project?
No
44 If so, will there need to be any modifications to existing display lighting shielding? No
45 What, if any, spare circuit breaker and/or capacity are required to leave for future expansion in the existing 120/240V panel?
No future expansion planning needed within the existing panel. Code requirements must be adhered to.
Current load center has 8 circuit breakers. Are all of these in use? Multiple designations exist on labels. Confirmation would be helpful to determine if a new load center is required in place of existing.
