1. Project Description
1.1. Purpose
1.1.1. The purpose of this project is to design and construct a mounted static display of the T-1A aircraft on Laughlin AFB within the Ribas-Dominicci traffic circle, located directly northeast of the West Gate, and install all necessary drainage, lighting, and other features consistent with existing static displays.
1.2. Location of Work
1.2.1. Laughlin AFB, Texas, Ribas-Dominicci Traffic Circle.
1.3. Services are required to develop a complete set of 100% design documents and perform construction of the raised T-1A static display with adequate erosion control, drainage, xeriscaping, landscaping, and utilities to fully develop the static display consistent with design and style of existing Ribas-Dominicci static displays, as described within this draft Statement of Work (SOW).
1.4. Within this document, the following shall be consistent:
1.4.1. When “the Government” is mentioned, it is a representation of the Project Manager (PM), the Contracting Officer (CO), and the Contract Specialist (CS).
1.4.2. When “the Contractor” is mentioned, it is a representation of the prime contractor, all sub-contractors, and all other parties working with and for the prime contractor.
2. Scope of Work
2.1. The Contractor shall furnish all surveys, design drawings, labor, equipment, materials, transportation, administration, supervision, and all else necessary to perform all operations to successfully complete this project. When complete, the project shall be constructed as described within this draft SOW.
2.2. This project is a design-build contract. The Contractor shall be responsible for a complete 100% design, and corresponding construction. The design shall be submitted for CO approval before any construction begins.
2.3. All work on this project shall be accomplished in accordance with, but not limited to, the latest editions of the following and all specifications cited therein:

2.4. Existing Conditions
2.4.1. The Contractor shall investigate the existing condition at Ribas-Dominicci Circle and obtain all necessary information and engineering design data through on-site investigation, reconnaissance, and surveys, as required to complete the scope of work, including a topographical and geotechnical survey.
2.4.1.1. The Government will furnish copies of all available records as necessary to aid in the completion of this project (i.e. utility site map, installation facilities standards, etc.). However, the use of Government-furnished data does not relieve the Contractor from performing thorough site investigations to obtain all the information necessary to provide complete and fully functioning systems.
2.4.1.2. The Contractor shall be solely responsible for verifying and validating existing conditions and incorporating the proposed requirements in conjunction with the existing conditions.
2.5. Design Requirements
2.5.1. The Contractor shall complete a 100% design to accomplish the following design requirements. The scope of the design includes, but is not limited to, site preparation, site plan, concrete pad design, concrete pedestal design, aircraft mounting plan, xeriscaping, landscaping, lighting, plaque display, plaque design, stanchion, structure identification, utilities plan, environmental protection plan, laydown yard plan, and laydown yard restoration plan, consistent with existing aircraft displays within the Ribas-Dominicci Circle:
2.5.1.1. The design requirements for this bid includes all items highlighted in Attachment A, MXDP 24-1015 Construct T-1A Static Display Conceptual Layout.
2.5.1.1.1. Site Preparation. The Contractor shall develop the proper grading and stabilization needed for erosion control measures to protect the existing structures, roadways, and utilities from erosion issues. Stabilization measures include but are not limited to: the cut or fill of slopes, compaction, riprap, river rock, seeding, and creating water runoffs or drainage waterways to existing stormwater system.
2.5.1.1.2. Site Plan. The Contractor shall design a site plan and concrete pad for the new static display area that is consistent with the style of existing aircraft displays. Site plan shall include but is not limited to: proper grading, drainage, and stormwater runoff to connect with existing systems in the area. The concrete pad area shall match existing aircraft display areas in size. The Contractor shall ensure concrete elevation is consistent with existing static displays. The Contractor shall provide a concrete strength testing schedule as a part of the final design. For work location, reference Attachment A, MXDP 24-1015 Construct T-1A Static Display Conceptual Layout.
2.5.1.1.3. Pedestal. The Contractor shall include a concrete pedestal to mount the T-1A aircraft display at a similar height to the existing aircraft displays in the Ribas-Dominicci Circle. The concrete pedestal shall be a consistent style and shape to the existing aircraft displays and the T-1A display shall have a similar maximum height and angle to the existing aircraft displays. The design of the concrete pedestal shall be based on the shelled T-1A weight distribution (approximately 10,000 pounds; Contractor shall verify) and sufficient to hold the aircraft safely and withstand any possible weather conditions of the region, including but not limited to wind and severe storms. The Contractor shall provide a concrete strength testing schedule as a part of the final design.
2.5.1.1.4. Xeriscaping. The Contractor shall include two xeriscape areas similar in design, shape, size, and location relative to the existing xeriscape features within the Ribas-Dominicci Circle, as shown within Attachment A, MXDP 24-1015 Construct T-1A Static Display Conceptual Layout. An approved native Texas plant list can be found in Attachment D, Laughlin Legacy Sustainable Landscape Development Plan 2011. In the xeriscape areas, the Contactor shall install:
commercial grade geotextile weed barrier system, clean gravel, river rock, and plants. The gravel and river rock should match the existing xeriscape aggregate in size and be between approximately 2 inches to 5 inches. In all areas where any grass is removed, the Contractor shall include an application of herbicide prior to weed barrier install or work installed on site.
2.5.1.1.5. Landscaping. The Contractor shall provide a landscaping plan to bring the vegetation in the construction area back to existing condition or better, in accordance with Attachment D, Laughlin Legacy Sustainable Landscape Development Plan 2011.
2.5.1.1.6. Lighting. The Contractor shall include LED lighting with photocell controls for dusk to dawn operations for the T-1A aircraft and plaques (reference 2.5.1.1.7) that are consistent with the brightness, style, and color temperature of the existing aircraft displays in the Ribas-Dominicci Circle.
2.5.1.1.7. Plaque stand. The Contractor shall include one brick display (approximately 24 inches wide × 28 inches deep × 30 inches high, and 33 inches high at the rear of the display for viewing angle) and a plaque for the description of the aircraft that is consistent with the brick style and brick size of the existing aircraft displays in the Ribas-Dominicci Circle.
2.5.1.1.7.1. Plaque. The verbiage for the plaque will be
provided by the Government. The plaque shall be bronze and shall match the style and size of the existing static display bronze plaques.
2.5.1.1.8. Stanchion. The Contractor shall include a permanent chain stanchion around the T-1A aircraft display that is consistent with the style of the existing aircraft displays in the Ribas- Dominicci Circle.
2.5.1.1.9. Structure Identification. The Contractor shall include a structure identification sign to meet Laughlin AFB installation standards. Attachment E, Laughlin Installation Facility Standards.
2.5.1.1.10. Utilities. The Contractor shall be responsible for including the following utilities.
2.5.1.1.10.1. Plumbing: The Contractor shall be responsible
for the design and installation of the required water utilities, sewer, and stormwater. The design shall reconfigure connection to the existing irrigation system. The Contractor shall provide drawings of any new water or irrigation system that is repaired or installed.
2.5.1.1.10.2. Electrical: Newly installed system
infrastructure and modifications of, or connections to, existing system infrastructure identified in the specifications and drawings must be coordinated with the utility owner (Rio Grande Electric Cooperative, Inc.) prior to the contractual start date. The utility owner must be integrated into the design, inspection of construction, tie-in to existing utilities, and conveyance of any exterior utilities. The preferred process for connecting facilities is to request that the utility owner install the required connecting facilities, up to a point of demarcation to be identified by the Government, as a connection charge.
2.5.1.1.10.3. Bring associated static display electrical panel to meet current NEC.
2.5.1.1.10.4. The Contractor shall ensure all utilities are
compatible with, and tie-in to, the existing systems in the area.
2.5.1.1.11. Overall design shall allow for proper spacing between the existing static displays. Plumbing and electrical additions to the site shall avoid existing future expansion grass areas in the circle to the maximum extent possible.
2.5.1.1.12. Environmental Protection Plan. The design shall maximize the preservation of the existing trees and reflect that during construction, protective fencing shall be installed to protect the trees and their root system.
2.5.1.1.13. Laydown Yard Plan. The Contractor shall include a site plan and site restoration plan for their designated laydown area.
The Government will identify the area used for laydown of materials and equipment. The plan shall include, but is not limited to, establishing a chain link fence around the area with the ability to be secured and a mesh covering for the fence. All materials must be in accordance with the Attachment B, Laughlin AFB Division 01 General Specifications. The Contractor shall include a plan for grading, seeding, and restoring the laydown yard area prior to project completion.
2.5.2. Finishes. Selected finishes shall be uniform throughout the design, shall be consistent with the existing static displays in Ribas-Dominicci Circle to the maximum extent possible, and shall be approved by the Government before construction.
2.5.3. Traffic Plan. The Contractor shall include a traffic plan that identifies items such as, but not limited to, a haul route, laydown yard, and list of road closures.
Proposed road closures or changes that are planned will need to be communicated to the Government no later than 10 business days prior to closure.
2.5.4. The IFC (issued for construction) design drawings shall be prepared and stamped by a registered professional engineer of the required disciplines.
2.5.5. All drawings shall be submitted in PDF and CAD format. The CAD drawings shall be compatible to the Autodesk AutoCAD version currently in use by the 47th Civil Engineer Squadron, Laughlin AFB, TX. The Contractor shall also submit the associated plot styles for the CAD drawings.
2.6. Construction Requirements
2.6.1. The Contractor shall complete the demolition below. Layout of existing site is identified in Attachment A, MXDP 24-1015 Construct T-1A Static Display Conceptual Layout.
2.6.1.1. Vegetation. Remove the existing earth, rock, and vegetation (grubbing) necessary to complete new landscaping, erosion control, utility excavation, irrigation, and static display construction with new concrete pad.
2.6.1.2. Utilities. Remove and reroute existing utilities in the area to allow for proper installation of the static display. The contractor shall also be responsible to bring the affected utility systems back up to operational capability, including but not limited to, the irrigation system, water mains, and drainage systems.
2.6.1.3. Trees. Remove the existing oak tree as identified in Attachment A, MXDP 24-1015 Construct T-1A Static Display Conceptual Layout. The Contractor shall coordinate with Laughlin AFB’s environmental team (47 CES/CEIE) if there is any environmental impact. The Contractor shall coordinate with the 47 CES/CEIE representative to plant new trees of a similar species on a 1-for-1 basis, dependent on the quantity of trees that are removed or damaged. The Contractor shall trim neighboring trees to accommodate construction activities. During demolition the
Contractor shall protect the landscaping (trees, roots, shrubs, grass, etc.)
with protective measures.
2.6.1.4. The Contractor shall protect all existing infrastructure, to include but not limited to road, signs, curbs, fences, landscaping, light poles, and existing concrete pads.
2.6.1.5. All construction debris shall be hauled off Laughlin AFB premises and taken to a landfill. Demolition disposal shall be done in accordance with Attachment C, Environmental Quality Construction Specifications Laughlin Air Force Base May 2024.
2.6.2. The Contractor shall perform the construction and installation of the T-1A static display in accordance with the approved 100% design documents. The installation shall be in accordance with all manufacturer’s recommendations, and any subsequently referenced specifications therein.
2.6.2.1. The Contractor shall provide a traffic plan to the Government for approval that reroutes base personnel during the construction period due to any necessary road closures. The contractor shall ensure proper implementation of the approved traffic plan during construction by appropriate signage or other methods. The Contractor shall notify the Government of a potential road closure at east 10 business days prior to closure.
2.6.2.2. The Government will provide the T-1A aircraft and is responsible for transportation of the aircraft to a nearby site. The Contractor shall coordinate with the Government to identify the site to be prepared prior to placement of the T-1A. The Contractor shall prepare the site where the T-1A will be delivered prior to it being mounted. The Contractor shall mount the T-1A aircraft on the constructed concrete pedestal.
2.6.2.3. The Contractor shall coordinate with the Government to schedule the delivery of the aircraft to the site prior to mounting on the concrete pedestal. The Government shall prepare and modify the aircraft windows, engine openings, and landing gear to be consistent with the “in-flight” appearance of the existing aircraft displays in the Ribas- Dominicci Circle. The Government shall deliver the aircraft to the worksite and once delivery is complete, the Contractor shall be responsible for storing, securing, and mounting the aircraft, in addition to all construction elements required to complete the project.
2.6.2.4. The Contractor shall follow all guidelines in Attachment B, Laughlin AFB Division 01 General Specifications to submit an FAA Determination of No Hazard to Air Navigation.
2.6.3. The Contractor shall perform component and system testing for the installed systems. All testing shall be in accordance with manufacturer requirements and the Contractor shall have the Government present while performing these tests.
2.6.3.1. Electrical
2.6.3.1.1. The Contractor shall perform all necessary testing and certification for installed or modified electrical systems in accordance with NFPA 70 NEC and other applicable codes.
2.6.3.2. Plumbing
2.6.3.2.1. Hose bibs/irrigation system shall be returned to the functionality of the site before construction and tested by the Contractor.
2.6.3.3. Materials Testing. All installed materials shall be tested by the Contractor according to manufacturer’s specifications.
2.6.3.3.1. Concrete. Concrete pad and the concrete pedestal shall be tested at the appropriate intervals for strength according to the manufacturer’s specifications. The Contractor shall adhere to the testing schedule submitted in the design and approved by the Government.
2.6.3.3.2. Welding. All welds used to connect the aircraft to the concrete pedestal shall be tested according to manufacturer’s specifications or codes.
2.6.3.3.3. Torque/fasteners. All fasteners used to connect the aircraft to the concrete pedestal shall be tested according to manufacturer’s specifications or codes to meet the appropriate amount of torque.
2.6.4. The Contractor shall ensure all plants are properly planted and maintained until established in accordance with the Federal Acquisition Regulation, clause 52.236-9 Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements.
2.6.5. The Contractor shall provide grounds maintenance for all vegetation within the work site and laydown area for the duration of construction.
2.6.6. After construction completion, the Contractor shall clean the site and return it to its original condition or better in accordance with the Federal Acquisition Regulation, clause 52.236-9 Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements.
3. Submittals
3.1. The Contractor shall submit all submittals, see Attachment F, Schedule of Material Submittals, to the Government for approval/disapproval.
3.2. The Contractor shall provide the following design submittals:
3.2.1. Project and Progress Schedule - The Contractor shall submit a signed Contract Project and Progress Schedule depicting an overall breakdown and schedule for the main elements of work for the PoP (Period of Performance). The Contractor shall submit a Project Schedule within seven (7) days to the Contracting Officer (CO), per FAR 52.236-15, after receiving Notice to Proceed NTP #1. The Contractor shall submit a Progress Schedule every two (2) weeks.
3.2.2. Conceptual Design (65%) - The Contractor shall submit for review a Conceptual Design (65% Design) package including:
3.2.2.1. Drawings: two 24 inch × 36 inch paper copies (D size) and one digital copy (PDF)
3.2.2.2. Design Analysis: one digital copy (PDF)
3.2.2.3. Draft Specifications: one paper copy and one digital copy (PDF)
3.2.2.4. Draft Construction Cost Estimate: one digital copy (PDF or Microsoft Excel)
3.2.2.5. Draft Construction Schedule: one digital copy (PDF)
3.2.2.6. Draft Submittal Register: two digital copies (PDF and Microsoft Excel)
3.2.2.7. Design Calculations: one digital copy
3.2.2.8. Draft traffic plan.
3.2.2.9. Draft laydown yard plan.
3.2.3. 95%
3.2.3.1. Final traffic plan.
3.2.3.2. Final laydown yard plan.
3.2.4. Final Design (100%) - The Final design package shall include all comments/corrections from the 95% design review. The Contractor shall submit for review a Final Design (100%) package including:
3.2.4.1. Design Analysis: one digital copy (PDF)
3.2.4.2. Drawings: one 24 inch × 36 inch paper copies (D size) and two digital copies (one PDF and one CAD format)
3.2.4.3. Specifications: one paper copy and one digital copy (PDF)
3.2.4.4. Construction Cost Estimate: one digital copy (PDF or Microsoft Excel)
3.2.4.5. Construction Schedule: one digital copy (PDF) which includes all makes, models, and brands of installed equipment and fixtures
3.2.4.6. Submittal Register: two digital copies (PDF and Microsoft Excel)
3.2.4.7. Design Calculations: one digital copy (PDF)
3.2.4.8. Draft DD Form 1354, Transfer and Acceptance of Real Property: Two digital copies (PDF and Microsoft Excel)
3.2.5. The Contractor shall submit design packages in accordance with schedule in Table 1.

3.2.6. The Government will require up to 21 calendar days for review of each design submittal. The Government will provide review comments to the Contractor and a design review teleconference will take place after each design submittal.
3.2.7. The Contractor shall provide a construction cost estimate for the 65%, 95%, and 100% design submittals. Cost estimates shall detail individual construction components with RSMeans references for every line item. Performing the estimate in e4Clicks is preferred, but not required. If e4Clicks is used, the export file shall also be submitted.
3.2.8. The Contractor shall provide a construction schedule with the 65% and 100% design submittals. The schedule shall represent the construction plan on how the work will be sequenced and accomplished based on the requirements outlined in the design.
3.3. The Contractor shall provide a Statement of Work (SOW) for construction. The SOW shall include at a minimum:
3.3.1. Description of work to be accomplished. Where phasing is appropriate, each phase and duration shall be clearly defined in the scope of work and specifications.
3.3.2. Requirements for component/system testing
3.3.3. Requirements for system commissioning
3.3.4. Requirements for Operations and Maintenance (O&M) training and warranty
3.3.5. List of Submittals
3.3.6. The Contractor’s SOW shall add to, not detract from, the draft SOW.
3.4. The Contractor shall provide the Government with as-built drawings. One 24 inch × 36 inch paper copies (D size) and two digital copies (one PDF and one CAD format).
4. Designer of Record
4.1. The term “Designer of Record” in the context of this project shall mean the principal professional Architect or Engineer. The Contractor shall serve as the “Designer of Record” and, as such, will ensure that all completed designs are signed and sealed by registered professionals. The Contractor is accountable for all aspects of the completed design drawings.
5. Schedule
5.1. This project shall have three Notices to Proceed (NTP):
5.1.1. NTP #1 will be for design submittals.
5.1.2. NTP #2 will be for pre-construction submittals.
5.1.3. NTP #3 will be for construction. NTP #3 will not be issued until all materials for construction are secured and stored by the Contractor for execution to prevent delays and the impact to the installation.
5.2. Period of Performance (PoP)
5.2.1. The PoP for NTP #1 is 120 calendar days.
5.2.2. The PoP for NTP #2 is 30 calendar days.
5.2.3. The PoP for NTP #3 is 60 calendar days.
6. Meetings
6.1. The Government will host a Kick-Off Meeting. The Kickoff Meeting shall be held prior to the issuance of NTP #1. The Kickoff Meeting shall be held either at Laughlin AFB or the meeting will be held via teleconference.
6.2. As required in paragraph 2.4, the Contractor shall perform an on-site investigation at Laughlin AFB. The on-site investigation shall be held within 3 calendar days of issuance of NTP #1. A design charrette meeting will take place concurrently with the on-site investigation between the Government and the Contractor to discuss any specific concerns.
6.3. A design review teleconference will take place after each design submittal. The teleconference will address all design review comments provided by the Government.
The design review teleconference shall take place within 3 calendar days of receipt of Government comments.
6.4. The Government will host a meeting prior to issuing NTP #2. This meeting will serve to review requirements, schedule, and highlight any issues.
6.5. The Government will host a Pre-Construction Meeting prior to issuing NTP #3. This meeting will serve to review minor changes to requirements, schedule, and highlight any pending issues.
6.6. During the construction phase, the Contractor and the Government will participate in bi-weekly status meetings via teleconference. The Contractor shall provide the Attachment G, Progress Schedule Form and Contract Progress Report, prior to each meeting along with any expected outages or work requests.
6.7. A preliminary final site walk shall take place no later than two weeks prior to the expiration of the PoP for NTP #3. The Contractor shall demonstrate that all systems are fully functional and operational. If a site walk during hours of darkness is required to verify installation of all lighting systems, the Contractor shall schedule a meeting at the appropriate time. Inspection party members shall check for compliance with regulatory requirements and work completion. All inspection findings shall be compiled into a Punch-List of action items for the Contractor to address and finalize. The Punch-List is generated on-site by the Government and issued to the Contractor. The Contractor shall provide a draft DD Form 1354, Transfer and Acceptance of DoD Real Property, to the Government prior to the preliminary final site walk.
6.8. A final site walk shall take place prior to the expiration of the PoP for NTP #3 to verify that all preliminary final site walk inspection items have been addressed by the Contractor to the satisfaction of the Government according to the contractual documents.
All final documentation for the project shall be submitted to the Government once all items are accepted, including the final Form 1354.
6.9. The Contractor shall provide meeting minutes after each meeting to the Government no later than three days after each meeting. Meeting minutes shall include the meeting attendee list.
