About this file

This is a Design-Bid-Build (DBB) Specifications Manual for a federal construction contract (JCGU 25-7007) to repair kitchen flooring in Building B334 at Goodfellow Air Force Base, Texas. The 164-calendar-day project involves complete demolition of existing quarry tile flooring and substrate, installation of approximately 4,984 square feet of epoxy-resin flooring with 800 linear feet of cove base, and removal, storage, sanitization, and reinstallation of all kitchen equipment and furnishings. The work is divided into three phases: a 14-day government transition period (Phase 1), followed by two 75-day construction phases (Phases 2 and 3) for different work areas within the dining facility. The contract includes two CLINs: CLIN 0001 for all kitchen repair costs (demolition, flooring installation, equipment handling, and site cleanup) and CLIN 0002 for furnishings costs (inventory, removal, storage, sanitization, and reinstallation of kitchen equipment). The contractor must provide all labor, equipment, materials, and supervision; establish temporary infection control barriers to maintain Class III/IV precautions; comply with OSHA safety standards and Air Force regulations; manage all construction waste and hazardous materials in accordance with federal and state environmental laws; and submit Safety Data Sheets, construction and debris metrics, and waste diversion reports.

Key requirements include maintaining negative air pressure with HEPA filtration systems in work areas, constructing temporary partitions to separate active dining operations from construction, coordinating with base security and utilities, managing utility outages (scheduled for weekends only), providing on-site portable toilet facilities, and obtaining multiple pre-construction approvals including Work Clearance Request AF Form 103 at least 14 days prior to work. The contractor is responsible for all utility locating, hot work permits, crane operations (with standard and critical lift plans as applicable), environmental compliance including asbestos testing, infection control risk management, temporary site fencing and signage, daily site cleanup, and final as-built drawings with GIS mapping of utilities. The work must be performed Monday through Friday, 7:30 a.m. to 4:30 p.m., with potential weekend and holiday work as required; however, the contractor may be required to work extended hours to meet the 164-day completion deadline. All contractor and subcontractor personnel require security clearances and base access badges, and the contractor must maintain contractor inventory documentation using the BUILDER Sustainment Management System methodology for newly installed assets.

Prior to being allowed access, a minimum of a background/National Crime Information Center (NCIC) check will be completed on all Contractors, requesting unescorted access for official business. This screening process will validate the Contractor's suitability to visit Goodfellow and certify that the Contractor does not pose an increased threat to the base populace. The Contractor will then be issued a temporary Defense Biometric Identification System (DBIDS) pass or AF Form 75A through the expiration date on the BAL request. Possession of an authorized access pass does not automatically authorize or guarantee access to the installation. The individual must still have a valid purpose to be on the installation and properly sponsored, as applicable

1.23 ACCESS DENIAL

If it is determined a Contractor requesting access has been convicted of a felony or pled guilty to a felony charge within the past 10 years, or is considered not fit to obtain authorized access based on the

Section 01 00 00 Page 8 information obtained during the identity vetting, or criminal history indicates the individual may present a threat to the good order, discipline and morale of the installation, Security Forces personnel will deny entry. The Contractor will be informed of the access denial, will be issued an Access Denial Letter, and will be informed on how they may appeal this order.

1.24 IDENTIFICATION OF CONTRACTOR VEHICLES

Contractor vehicles should be marked on each side with company name with either permanent or semi-permanent/magnetic signage to aid the Security Forces in identifying and permitting them exemption from base wide exercises.

1.25 SUBMITTALS REQUIRED

The contractor must initiate and process for approval a Work Clearance Request AF Form 103 through 17 CES/CENMP a minimum of fourteen (14) calendar days prior to the start of any construction work. Excavation is not authorized without issuance of a completed and approved AF Form

103. After the initial issue, it is the Contractor’s responsibility to keep the Work Clearance Request coordinated and up to date/current through the remainder of the contract. Upon receipt of an AF Form 103, the Contractor shall be responsible for locating all underground utilities. Utilities include, but are not limited to electric, water, sewer, steam, communication, telephone, fiber optic, cathodic protection, cable television, fuel lines, and natural gas. Historical drawings, as-built drawings, and topographic drawings, the accuracy of which the government does not guarantee, are available for research and review at the 17th Civil Engineer Squadron, Design element located in Building 3511. The contractor shall promptly repair/replace contractor damaged utilities at no additional cost to the Government. The repair/replacement shall be accomplished in a manner that is acceptable to and approved by the Government.

1.26 COMMUNICATION DEVICES

Any removal/relocation/reconnection of any communication device shall be coordinated in advance with 17 CS/SCMP at 325-654-3010. Any removal/relocation/reconnection of any Cable TV device shall be coordinated in advance with 17 CS. Communications and Cable TV devices to remain shall be protected as required when work proximity dictates.

Section 01 00 00 Page 9 materials or hazardous waste must be labeled with a Department of Transportation (DOT) Proper Shipping Name, DOT Hazardous Identification Number, the Contractor’s name, a contractor representative, and the Contractor’s telephone number. Label lettering should have a minimum height of one-half inch painted in white paint or other color that is in contrast with the color of the drum. The label should be sufficiently durable to equal or exceed the life (including storage and disposal) of the drum.

1.30 CONTRACTOR STORAGE TRAILER(S) AND BUILDINGS

The Contractor shall place or paint a sign on all of his storage trailer(s) and building(s) used on this contract. At a minimum, the sign shall contain the name of the Contractor and a telephone number at which the Contractor can be reached. The trailer(s) and building(s) shall be complete with gates and/or doors which can be locked. Only material for this project shall be stored in the trailer(s) or building(s). The Contractor shall remove the storage trailer(s) or building(s) within 30 days after completion of the contract and prior to submitting his final invoice.
