PART 1 GENERAL
1.1 DEFINITIONS
TO - Task Order.
Definitions pertaining to sustainable development are as defined in ASTM E 2114 and as specified.
A. "Environmentally preferable products" have a lesser or reduced effect on the environment in comparison to conventional products and services. This comparison may consider raw materials acquisition, production, manufacturing, packaging, distribution, reuse, operation, maintenance, or disposal of the product.
B. "Indoor environmental quality" is the physical characteristics of the building interior that impact occupants, including air quality, illumination, acoustics, occupant control, thermal comfort, daylighting, and views.
C. "Operational performance" is the functional behavior of the building as a whole or of the building components.
D. "Sustainability" is the balance of environmental, economic, and societal considerations.
1.2 SUBMITTALS
Submittals called out for in these specifications shall be required and shall be submitted for approval or information using AF Form 3000.
The Contracting Officer may request submittals in addition to those specified when deemed necessary to adequately describe the work covered in the respective sections.
When a submittal cannot be provided within the required submission date, Contractor shall submit in writing a letter stating the reasons why and furnishing a new projected submission date.
Government approval is required for submittals with a "G" designation; submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. Submit the following in accordance with Section 01 33 00 SUBMITTAL

1.3 WORK COVERED BY CONTRACT DOCUMENTS
1.3.1 Project Description
Applicable provisions of the contract clauses will govern work under each section of these specifications.
The work covered under this Simplified Acquisition of Base Engineering Requirements Indefinitie Delivery and Indefinite Quantity (SABRE IDIQ) contract consists of the Contractor furnishing all layout, survey, plant, labor, supervision, quality control, materials, equipment, machines, tools, appliances, services, transportation, supplies, and incidentals.
Contractor shall perform all operations required to complete work awarded under the SABER IDIQ contract. Work shall be performed in strict accordance with the plans, specifications, terms and conditions of the contract. More specific details of the work will be provided by the Government for each specific Task Order in the form of an initial concept design.
Each Task Order issued on this contract is for a broad range of real property maintenance, repair, alteration, and

The work is required in support of Base Civil Engineering activities on Goodfellow AFB, Texas to include Goodfellow Recreation Camp, Goodfellow AFB proper, Goodfellow Medical Clinic, Family Housing and all real property under the responsibility of Goodfellow AFB.During the contract period the Government will identify construction tasks and associated design requirements needed to complete each specified project. The Contractor shall be required to maintain a management office on Goodfellow AFB base in which he/she receives Task Orders and provides other technical management services required to accomplish those orders. The projects shall include tasks in a variety of trades such as carpentry, road repair, pavements, asbestos abatement, lead paint abatement, roofing, excavation, demolition, interior electrical, HVAC, steam fittings, plumbing, sheet metal, painting, concrete masonry, welding, etc.
Specific project requirements will be provided with each Task Order.
Existing dimensions and locations shown on applicable drawings provided by the Government are for approximation purposes only. Failure to verify the dimensions and locations will be at the contractor's risk and shall not relieve the contractor from accomplishing the work required by the contract at the price awarded by the government.
1.3.2 Project Location
The work will be performed at Goodfellow AFB, Texas or at the Goodfellow AFB Recreation Camp, San Angelo, Tx. Goodfellow Air Force Base is located in Tom Green County, on the southeast side of San Angelo, Texas and is bounded to the north by Highway #388 (Paint Rock Rd.), to the west by Fort McKavitt Rd and Bell Street/Christoval Road, to the south by South Chadbourne St (Hwy. 1223) and to the east by the eastern city limits. Goodfellow AFB Recreation Camp is located on Lake Nasworthy at 1950 South Concho Drive, San Angelo, Tx.
1.3.3 Limitation of Government Obligation to Issue Work
In addition to other limitations, the Governement is not obligated to issue any particular type of work to the SABER Contractor and reserves the right to accomplish work using Government or other Contractor work forces, as the Government deems necessary or desirable, and to do so will not breach or otherwise violate this Contract.
1.3.4 Government Installed Work
If applicable, will be identifed per specific Task Order.
1.3.5 Task Order Period of Performance
The Period of Performance (POP) shall be as specified in the specific Task Order.
1.4 MINIMUM CONTRACTOR PERFORMANCE CAPABILITIES
The Contractor shall provide sufficient project management, design staff, sub-contractor pool and technical support to ensure: quality and completeness of designs and drawings; accuracy of estimates; ability to handle concurrent project requirements; ability to perform work on schedule and complete project on time; and, ability to process submittal, permits, payrolls, reports and other required documentation in a timely manner. The Contractor shall be responsible for development of the Government's initial concept design to a point where the Contractor's project documents including designs, drawings and specifications clearly indicate the proposed method of accomplishing the work, as well as the description, dimensions, and location of all proposed elements of the work. The Contractor's project documents must fully comply with the Government's initial concept design requirements as well as all applicable regulatory code requirements. The Contractor is expected to use recognized industry standard practice in determining their proposed design materials and methods, unless the Government specifies otherwise.
1.5 MATERIAL AND WORKMANSHIP
As prescribed in "FAR 52.236-5 Material and Workmanship":
A. All equipment, material, and articles incorporated into the work covered by this contract shall be new and of the most suitable grade for the purpose intended, unless otherwise specifically provided in this contract. References in the specifications to equipment, material, articles, or patented processes by trade name, make, or catalog number, shall be regarded as establishing a standard of quality and shall not be construed as limiting competition. The Contractor may, at its option, use any equipment, material, article, or process that, in the judgment of the Contracting Officer, is equal to that named in the specifications, unless otherwise specifically provided in this contract.
B. The Contractor shall obtain the Contracting Officer’s approval of the machinery and mechanical and other equipment to be incorporated into the work. When requesting approval, the Contractor shall furnish to the Contracting Officer the name of the manufacturer, the model number, and other information concerning the performance, capacity, nature, and rating of the machinery and mechanical and other equipment. When required
SECTION 01 10 01 Page 3 SPECIFICATIONS Total Pages 21 by this contract or by the Contracting Officer, the Contractor shall also obtain the Contracting Officer’s approval of the material or articles which the Contractor contemplates incorporating into the work. When requesting approval, the Contractor shall provide full information concerning the material or articles. When directed to do so, the Contractor shall submit samples for approval at the Contractor’s expense, with all shipping charges prepaid. Machinery, equipment, material, and articles that do not have the required approval shall be installed or used at the risk of subsequent rejection.
C. All work under this contract shall be performed in a skillful and workmanlike manner. The Contracting Officer may require, in writing, that the Contractor remove from the work any employee the Contracting Officer deems incompetent, careless, or otherwise objectionable.
1.6 PROJECT MANAGEMENT SUPPORT
As a minimum, the Contractor shall maintain the following management personnel.
A. Contractor's Project Manager (CPM) - CPM shall provide overall contract management including: subcontractor acquisition, oversight and administration; Contractor review of material submittals and shop drawings; permit processing required by Goodfellow AFB and all other applicable federal, state, regional and local entities having jurisdiction; full authority to develop cost proposals; negotiate and sign task orders; supervision of project superintendents; collection, submission and management of all Contractor and sub-contractor personnel documentation required to comply with Goodfellow AFB security requirements; and attendance at all joint Government/Contractor status meetings as well as site visits, pre-performance conferences, pre-final and final inspections. The CPM shall be available during normal duty hours within 30 minutes after notification to meet with the Contracting Officer (CO) at a location designated by the CO. CPM must have a minimum of 5 (five) year previous experience as primary manager of a SABER or SABER type contract or general contracting firm engaged in similar mutliple discipline commercial construction projects.
B. Quality Control and Safety Manager (QCSM)- Contractor shall provide a QCSM to provide quality control and safety management for up to 20 active task orders. The QCSM shall perform a minimum of two daily site visits to each active project site to ensure full compliance with all safety requirements and to verify that the work and materials installed and stored on site are in accordance with the approved construction drawings, shop drawings, and material submittals. The QCSM shall submit daily field notes recording activities at each project site, prepare and coordinate material submittal sheets and shop drawing submittals, prepare quality control reports, attend all pre-final and final inspections, and schedule and coordinate testing procedures. The QCSM shall be on-site for the delivery and installation of all time sensitive construction components including but not limited to concrete. QCSM shall be responsible for ensuring that all quality control sampling and testing required on-site (i.e. slump tests and preparation of concrete test cylinders) are prepared/performed in accordance with applicable standards. Attach safety inspection logs to the Contractor's production or quality control report.
Quality control and safety management shall be carried out by someone other than the CPM or Site Superintendent. Refer to Section 01 35 26 in this specification for additonal requirements.
C. Site Superintendent - Contractor shall provide site superintendence for up to 20 active Task Orders at a time.
Quantity of active task orders per site superintendent shall not exceed five. Site supervision shall include a minimum of twice daily visits to each active project site, submission of detailed semi-monthly progress reports for each task order (including work elements, percentage of work completed during the period with cumulative and total quantities. Site Superintendent shall schedule and coordinate subcontractors and material suppliers and shall attend all site visits, pre-performance conferences, and pre-final and final inspections. Site Superintendent shall ensure advance notice is provided to and approval is received from Contracting Officer prior to delivery and installation of any time sensitive construction components including but not limited to concrete. Site superintendence shall be carried out by someone other than the CPM or QCSM. CPM may fill in temporarily for one absent Site Superintendent at a time and for no more than five consecutive days.
D. Environmental Manager - Contractor shall provide an environmental manager responsible for overseeing the Contractor's conformance to environmental goals for the project and implementing procedures for environmental protection. The environmental manager shall have a minimum of 3 years construction experience on projects of similar size and scope; minimum 3 years experience with environmental procedures similar to those of this contract; familiarity with Environmental Management Systems (EMSs) such as ISO 14001;
familiarity with environmental regulations applicable to constuction operations. The Environmental manager shall be responsible for:
1. Compliance with applicable Federal, State and local environmental regulations, including maintaining required documentation.
2. Implementation of the Waste Management Plan.

3. Implementation of the IAQ Management Plan.
4. Implementation of the Environmental Protection Plan.
5. Training for Contractor personnel in accordance with their position requirements.
6. Monitoring and documentation of environmental procedures.
The Waste Management Plan and Indoor Air Quality Management Plan (IAQ) may be incorporated into the Environmental Protection Plan. If not incorporated into the Environmental Protection Plan, these plans will be submitted seperately and added to the required submittal list.
1.7 TECHNICAL DESIGN SUPPORT
A. The Contractor's in-house minimal design capabilities are of utmost importance. Areas of required minimal design competence shall include, but are not limited to: architectural, civil, structural, mechanical, electrical, and drafting/surveying capabilities. Minimal design effort is defined as the capability to provide builder's plans of the type routinely developed in commercial practice and/or as provided and supplemented by industry such as pre-engineered building manufacturers, major heating ventilating and air conditioning equipment suppliers, fire suppression system suppliers and similar suppliers and sources. The Contractor's staff should either include at least one registered Professional Engineer (PE) or architect well versed in multi-discipline design and construction or have an established relationship with an A/E firm to provide professional services when required. The Contractor shall have a person proficient in the use of AutoCAD computer aided drafting software on staff at all times. Contractor design personnel shall be proficient in the requirements and application of all codes (building, environmental, safety, etc.) related to the work included in each specific Task Order.
Contractor shall supplement in-house staffing whenever necessary to provide personnel and/or services required to meet code requirements (i.e. asbestos or lead abatement) related to specific Task Order requirements.
B. Contractor shall provide design support producing an accurate, complete, code compliant, and cost effective product for several task orders simultaneoulsy within the time constraints specified by the Contract and specific Task Order. The Contractor shall be responsible for full development of the Government's intitial concept design to a point where the Contractor's design and construction documents (including drawings) clearly indicate the proposed method of accomplishing the work including description, size, and location of all proposed elements of the work. The Contractors' design must fully comply with the Government's intitial concept design requirements as well as all applicable federal, state, regional, and local governing code requirements. The Contractor shall comply with Goodfellow AFB design standards and shall use recognized industry standard practice in determining the proposed construction materials and methods.
C. The Contractor shall be capable of providing accurate construction surveys required to lay out the project work.
Contractor shall provide elevation surveys as required for grading and drainage. Contractor shall provide accurate existing and new survey information including elevations in the as-built drawings.
1.8 MINIMUM ON-SITE PERSONNEL
Contractor shall provide as a minimum the following personnel on-site at all times during normal duty hours.
A. Contractor's Project Manager (CPM)
B. Contractor's Site Superintendent (Quantity of personnel shall be sufficient to ensure coordination and supervision of work including timely completion of all project documentation and reporting requirements).
C. Quality Control and Safety Manager
1.9 CONTRACTOR'S OFFICE
A. Contractor's office shall be located on-base.
B. The items listed below will be furnished for use in the operation of the SABER Contract without cost to the contractor. Any other equipment, such as communications and material handling equipment other than referenced below, and administrative supplies necessary for contractor operation will be furnished by the contractor at the Contractor's expense. The government furnished items listed below will not be used for any purpose other than fulfilling the requirements of this contract.
a. Land - Space to install office. Typically 100' x 100' but will vary depending on availability and proximity to utilities.
b. Utilities (Water, electricity, and sewer). Contractor is responsible for costs incurred to connect and disconnect from utilities. Refer to paragraph titled "Availability and Use of Utility Services in this

Section of the Specifications.
c. Outside storage space, as designated by the Contracting Officer.
C. The Government shall provide a space for the Contractor to set their office trailer to conduct business on this SABER contract. Contractor shall be responsible for all expenses associated with connection to and disconnection from utilities. No other business transactions, of any type, may be conducted out of that office.
The Contractor is responsible for providing a commercial telephone service. Any other equipment, such as communications and material handling equipment, and administrative supplies necessary for contractor operation will be furnished at the Contractor's expense.
D. The Contractor shall maintain their office area in a clean condition and free from clutter. The Contractor shall furnish thier own housekeeping and janitorial services for the SABER office space. The Contractor is required to maintain the facilities in a neat appearance at all times.
E. The Government is not liable for the theft, vandalism or damage of any Contractor supplies or equipment.
Contractor shall be responsible for securing their office facilities.
1.10 COMPUTER REQUIREMENTS
A. Hardware - The Contractor shall provide, install and maintain their own computer hardware as required for all management, communication, cost estimating, scheduling and other tasks to the Contractor's obligations under the SABER contract.
B. The Contractor will provide, install and maintain their own software required for management, communication, cost estimating, scheduling and other tasks to the Contractor's obligations under the SABER contract.
1. Cost Estimating Software - The Government utilizes 4Clicks estimating software with RSMeans Cost Data.
The Contractor's cost estimating software must be capable of providing electronic data file transfer capability to the Contracting Officer that is 100% compatible with the Government's estimating software. The Contractor's cost database must utilize RSMeans Cost Data of the version required at award of the SABER contract and updated at Contractor's expense for each Option Period. Standard of 100% compatibility will require that the Contractor's software provide electronic data files to the Contracting Officer that do not require any manipulation or modification by the Government in order to be imported directly into the Government's software for technical and cost estimating evaluation purposes. The Contractor's software shall be capable of providing hard copy reports in the format and detail directed by the Contracting Officer.
2. Computer Aided Drafting Software - The Government utilizes AutoCAD computer aided drafting software.
The Contractor shall provide to the Contracting Officer electronic drawings that are 100% compatible with AutoCAD software. Standard of 100% compatibility will require that the Contractor's software provide electronic data files to the Contracting Officer that do not require any manipulation or modification by the Government in order to be fully utilized in AutoCAD software. This applies to all standard AutoCAD features including but not limited to layering, fonts, formats, data linkage, colors, blocks, fill patterns, tables, backgrounds, etc.
1.11 COMMUNICATION REQUIREMENTS
A. Telephone - The Contractor shall provide and maintain a two way voice communication system for all supevisory personnel and the SABER office. Cell phones meet this requirement. The Contractor's office telephone number and supervisor cell phone numbers shall be set up to ensure that the Government will not incur any toll charges during communication with these devices when called locally from Goodfellow AFB.
B. Daily Correspondence - A Contractor employee shall visit the 17th Contracting Squadron, Bldg 707, at least once each workday for distribution of correspondence.
C. The Contractor shall establish and maintain electronic mail (e-mail) capability along with the capability to open various electronic attachments in Microsoft, Adobe Acrobat, and other similar formats. Within 10 days after contract award, the Contractor shall provide the Contracting Officer a single (only one) e-mail address for official electronic communications from the Contracting Officer related to this contract including, but not limited to contract documents, invoice information, request for proposals, and other correspondence. The Contracting Officer may also use email to notify the Contractor of base access conditions when emergency conditions warrant, such as hurricanes, terrorist threats, etc.
D. It is the Contractor's responsibility to make timely distribution of all Contracting Officer initiated e-mail with its
SECTION 01 10 01 Page 6 SPECIFICATIONS Total Pages 21 own organization including field office(s). The Contractor shall promptly notify the Contracting Officer, in writing, of any changes to this email address.
1.12 PROPERTY CONTROL RECORDS
1.12.1 Government Furnished Material and Equipment
If applicable, per specific Task Order requirements the Government may furnish some quantities of materials and equipment for installation by the Contractor. The Contractor shall abide by Federal Acquistion Regulation (FAR)52.245-1 and 52.245-9 in the handling of all Government provided material and equipment.
Some quantities may be estimates and will be identified as such. It is the intention of the Government to furnish all quantities of the estimated items required to complete the work as specified and the various quantities will be adjusted when necessary.
Quantities not identified as estimates are all that will be furnished by the Government. Contractor shall furnish any additional quantities required.
1.12.2 Government Furnished Material and Equipment Delivery Schedule Notify the Contracting Officer in writing at least 30 calendar days in advance of the date on which the Government furnished materials and equipment are required. Pick up materials and equipment no later than 30 calendar days after such date. When materials and equipment are not picked up by the 30th day, the Contractor will be charged for storage at a reasonable rate set by the Contracting Officer per 100 pounds or cubic feet per month or fraction thereof.
1.12.3 Delivery Location
The materials and equipment will be located at a site on-base designated by the Contracting Officer for Contractor to pick up and transport to work site.
1.13 SPECIFICATIONS AND DRAWINGS FOR CONSTRUCTION
A. The Contractor shall keep on the work site a copy of the drawings and specifications and shall at all times give the Contracting Officer access thereto. Anything mentioned in the specifications and not shown on the drawings, or shown on the drawings and not mentioned in the specifications, shall be of like effect as if shown or mentioned in both. In case of difference between drawings and specifications, the specifications shall govern. In case of discrepancy in the figures, in the drawings, or in the specifications, the matter shall be promptly submitted to the Contracting Officer, who shall promptly make a determination in writing. Any adjustment by the Contractor without such a determination shall be at its own risk and expense. The Contracting Officer shall furnish from time to time such detailed drawings and other information as considered necessary, unless otherwise provided.
B. Wherever in the specifications or upon the drawings the words “directed,” “required,” “ordered,” “designated,” “prescribed,” or words of like import are used, it shall be understood that the “direction,” “requirement,” “order,” “designation,” or “prescription,” of the Contracting Officer is intended and similarly the words “approved,” “acceptable,” “satisfactory,” or words of like import shall mean “approved by,” or “acceptable to,” or “satisfactory to” the Contracting Officer, unless otherwise expressly stated.
C. Where “as shown,” “as indicated,” “as detailed,” or words of similar import are used, it shall be understood that the reference is made to the drawings accompanying this contract unless stated otherwise. The word “provided” as used herein shall be understood to mean “provide complete in place,” that is “furnished and installed.”
D. Shop drawings means drawings, submitted to the Government by the Contractor, subcontractor, or any lower tier subcontractor pursuant to a construction contract, showing in detail (1) the proposed fabrication and assembly of structural elements, and (2) the installation (i.e., fit, and attachment details) of materials or equipment. It includes drawings, diagrams, layouts, schematics, descriptive literature, illustrations, schedules, performance and test data, and similar materials furnished by the contractor to explain in detail specific portions of the work required by the contract. The Government may duplicate, use, and disclose in any manner and for any purpose shop drawings delivered under this contract.
E. The Contractor shall coordinate all shop drawings and review them for accuracy, completeness, and compliance with contract requirements and shall indicate its approval thereon as evidence of such coordination and review.
Shop drawings submitted to the Contracting Officer without evidence of the Contractor’s approval may be returned for resubmission. The Contracting Officer will indicate an approval or disapproval of the shop drawings and if not approved as submitted shall indicate the Government’s reasons therefor. Any work done before such approval shall be at the Contractor’s risk. Approval by the Contracting Officer shall not relieve the

Contractor from responsibility for any errors or omissions in such drawings, nor from responsibility for complying with the requirements of this contract, except with respect to variations described and approved in accordance with (f) of this clause.
F. If shop drawings show variations from the contract requirements, the Contractor shall describe such variations in writing, separate from the drawings, at the time of submission. If the Contracting Officer approves any such variation, the Contracting Officer shall issue an appropriate contract modification, except that, if the variation is minor or does not involve a change in price or in time of performance, a modification need not be issued.
G. The Contractor shall submit to the Contracting Officer for approval four copies (unless otherwise indicated) of all shop drawings as called for under the various headings of these specifications. Three sets (unless otherwise indicated) of all shop drawings, will be retained by the Contracting Officer and one set will be returned to the Contractor.
As applicable per specific task order requirements, the Government may provide when available project concept and as-built drawings in electronic format. Typical Government format for electronic drawings are Adobe (pdf) or AutoCAD (dwg). Many of the older as-built drawings were in hard copy format only and these drawings were electronically scanned into Adobe (pdf) format.
Contractor shall immediately check furnished drawings and notify the Government of any discrepancies. Contractor shall be responsible for confirming all dimensions and other documentation relied upon by the Contractor in the performance of the work.
Data contained on Government furnished electronic drawing files or hard copy drawings shall not be used for any purpose other than as a convenience in the preparation of construction data for the referenced project. Any other use or reuse shall be at the sole risk of the Contractor and without liability or legal exposure to the Government. The Contractor shall make no claim and waives to the fullest extent permitted by law, any claim or cause of action of any nature against the Government, its agents or sub consultants that may arise out of or in connection with the use of these electronic files. The Contractor shall, to the fullest extent permitted by law, indemnify and hold the Government harmless against all damages, liabilities or costs, including reasonable attorney's fees and defense costs, arising out of or resulting from the use of these electronic files.
Government furnished electronic as-built drawing files or hard copy as-built drawings are not construction documents.
Differences may exist between the files and the corresponding construction documents. The Government makes no representation regarding the accuracy or completeness of the electronic files, nor does it make representation to the compatibility of these files with the Contractors hardware or software.
In the event that a conflict arises between the signed and sealed construction documents prepared by the Government and the furnished CADD files, the signed and sealed construction documents shall govern. The Contractor is responsible for determining if any conflict exists. Use of these CADD files does not relieve the Contractor of duty to fully comply with the contract documents, including and without limitation, the need to check, confirm and coordinate the work of all contractors for the project.
If the Contractor uses, duplicates and/or modifies these electronic drawing files for use in producing construction drawings and data related to this contract, all previous indicia of ownership seals, logos, signatures, initials and dates) shall be removed.
Contractor generated drawings (shop, record and as-built) shall be in AutoCAD dwg format conforming to the version currently in use by the Government. The current version shall be verified through the Contracting Officer.
Contractor shall provide drawings in accordance with the current Goodfellow AFB Construction Drawing Standards. A copy of the current standard is available through the Contracting Officer.
1.14 SEQUENCING AND SCHEDULING
A. The Contractor shall submit four (4) copies of AF Form 3064, Contract Progress Schedule and four (4) copies AF Form 3065, Contract Progress Reportin accordance with FAR 52.236-15, Schedules for Construction Contracts. The AF Form 3064, Contract Progress Schedule shall be submitted for approval within five (5) days after Notice to Proceed (NTP). If the Contractor fails to submit a schedule within the time prescribed, the Contracting Officer may withhold approval of progress payments until the Contractor submits the required schedule.
B. Update and submit four (4) copies of AF Form 3064, Contract Progress Schedule at monthly intervals or when the schedule has been revised. The updated schedule shall be kept current, reflecting actual activity progress and plan for completing the remaining work. Submit copies of purchase orders and confirmation of delivery dates as directed by the Contracting Officer.
C. The Contractor shall submit four (4) copies of AF Form 3065, Contract Progress Report with each payment

D. If, in the opinion of the Contracting Officer, the Contractor falls behind the approved schedule, the Contractor shall take steps necessary to improve its progress, including those that may be required by the Contracting Officer, without additional cost to the Government. In this circumstance, the Contracting Officer may require the Contractor to increase the number of shifts, overtime operations, days of work, and/or the amount of construction plant, and to submit for approval any supplementary schedules as the Contracting Officer deems necessary to demonstrate how the approved rate of progress will be regained.
E. The Contractor shall schedule work concurrently on all active TO's, without extending performance periods due to insufficient resources.The Contractor will not move crews around constantly while making minimal progress on numerous projects. This is perceived as having an inadequate work force to fulfill the requirements of the contract.
F. When specifically requested by the Government prior to completion of negotiations for a TO, the work shall, so far as practicable, be done in phases, definite sections or confined to limited areas which shall be completed before work in other areas is begun. These areas shall be clearly annotated on the Contractor's construction drawings. The work areas may be occupied or unoccupied.
G. Delivery of materials and equipment shall be made with a minimum of interference to Government operations and personnel.
H. Failure of the Contractor to comply with the requirements of the Contracting Officer under this clause shall be grounds for a determination by the Contracting Officer that the Contractor is not prosecuting the work with sufficient diligence to ensure completion within the time specified in the contract. Upon making this determination, the Contracting Officer may terminate the Contractor’s right to proceed with the work, or any separable part of it, in accordance with the default terms of this contract.
Refer to Section 01 33 00 for additonal submittal requirements.
1.15 SUPERINTENDENCE BY THE CONTRACTOR
At all times during performance of this contract and until the work is completed and accepted, the Contractor shall directly superintend the work or assign and have on the worksite a competent superintendent who is satisfactory to the Contracting Officer and has authority to act for the Contractor.
1.16 QUALITY ASSURANCE
Refer to Section 01 45 00.10 20 Quality Control for Construction.
1.17 EXISTING WORK
1.17.1 Protection of Government Property The Contractor shall:
A. Preserve and protect all structures, equipment, and vegetation (such as trees, shrubs, and grass) on or adjacent to the work site, which are not to be removed and which do not unreasonably interfere with the work required under this contract. The Contractor shall only remove trees when specifically authorized to do so, and shall avoid damaging vegetation that will remain in place. If any limbs or branches of trees are broken during contract performance, or by the careless operation of equipment, or by workmen, the Contractor shall trim those limbs or branches with a clean cut and paint the cut with a tree-pruning compound as directed by the Contracting Officer.
B. Protect from damage all existing improvements and utilities (1) at or near the work site, and (2) on adjacent property of a third party, the locations of which are made known to or should be known by the Contractor. The Contractor shall repair any damage to those facilities, including those that are the property of a third party, resulting from failure to comply with the requirements of this contract or failure to exercise reasonable care in performing the work. If the Contractor fails or refuses to repair the damage promptly, the Contracting Officer may have the necessary work performed and charge the cost to the Contractor.
Plants which are damaged during construction shall be replaced at no expense to the government with a 1 year warranty following replacement. Replacement plantings shall be accomplished between November 1 and April 1.
Damaged trees shall be replaced with Class I trees, a minimum 2" caliper. Damaged shrubs or hedges shall be

The Contracting Officer or designated representative will determine the extent of damage in accordance with National Arborist Association Standards, and American Standard for Nursery Stock.
The Contractor shall take appropriate actions to protect the condition of existing paved surfaces. No open cutting of any paved surface will be allowed without prior written approval from the Contracting Officer.
1.17.2 Protection of Historical and Archeological Resources
All known Historical, Archaeological, and Cultural Resources, if any, within the Contractors work area will be designated on the contract Technical Exhibits. The Contractor shall take precautions during the contract to preserve all resources, as they existed at the time of contract award and comply with the Archaeological and Historic Preservation Act (AHPA) and the Archaeological Resources Protection Act (ARPA). The Contractor shall provide all protective devices such as off limit markings, fencing, barricades or other devices as designated on the contract Technical Exhibits and shall be responsible for preservation of the sites during this contract.
All items having any apparent historical or archaeological interest outside of designated areas that are discovered in the course of any construction activities shall be carefully preserved. The Contractor shall protect the find in-place by leaving the archaeological find undisturbed and by using flags to mark a 50-foot radius area around the find. The find shall be immediately reported to the Contracting Officer so that the proper authorities may be notified. All work shall be stopped in the immediate area of the discovery until directed by the Contracting Officer to resume work.
Any work required to preserve or protect these finds shall be accomplished before work resumes.
1.18 WORK PLAN
The Contractor shall submit a Work Plan in writing with appropriate drawings for approval by the Contracting Officer fourteen (14) calendar days in advance of Notice to Proceed. The Work Plan shall include as a minimum:
A. Contractor's initial sequence and scheduling plan.
1. Sequence of Procedure.
2. Work Schedule.
B. Traffic Plan.
C. Construction Site Plan
The plan shall address Contractor employee and company vehicle parking, means of access to the facility, interior and exterior space for storage of materials and equipment and use of facility approaches, corridors, elevators and stairways.
Refer to paragraph titled "Construction Site Plan" in Section 01 50 00 TEMPORARY CONSTRUCTION FACILITIES
AND CONTROLS.
1.18.1 Standard and Non-Standard Work Hours
Hours of work shall be as defined in the Contract.
A. Standard Working Hours (also referred to as Normal Duty Hours). The Contractor shall normally perform tasks during the standard working period of 7:30 a.m. to 4:30 p.m., Monday through Friday, excluding federal holidays and Family Days. The Contractor may elect, at his option and at no additional cost to the Government, to work hours other than standard working hours provided that (a) the request is submitted in writing at least four (4) full work days in advance of the desired date, and (b) the Contracting Officer approves the request. Non-standard hours worked at the convenience of the Contractor and with the approval of the Contracting Officer will be at a standard hours coefficient.
B. Non-Standard Working Hours. Non-standard working hours are defined as the period from 4:30 p.m.
to 7:30 a.m., Monday through Friday, as well as weekends and federal holidays. Items of work to be accomplished during non-standard hours shall be clearly identified in contractor technical/cost proposals, including justification for the request. Non-standard hours, worked without the express approval of the Contracting Officer, will be at the coefficient for standard hours. Non-Standard work hours requested by the Government will be stated on the Request for Proposal. Task Orders subject to an accelerated construction schedule may also have the non-standard working hours coefficient applied to the Task Order (TO) items.
1.18.2 Traffic Plan
The Contractor shall include in the Work Plan a Traffic Plan for work area access for approval by the Contracting Officer. The Traffic Plan shall show route of all proposed Contractor vehicular traffic, related to the specific Task Order. The Traffic Plan shall describe in detail all traffic control measures required in performance of the Task

Order. The Traffic Plan shall provide drawings and describe in detail all proposed storage areas, lay-down areas, work areas, portable buildings or storage containers, Contractor employee parking area, portable toilets, security fences and dumpsters.
All deliveries, shipments, storage and parking shall be in accordance with approved traffic plan. All equipment delivered and stored shall be protected from the weather, humidity and temperature variation, dirt and dust, and any other contaminants.
Contractor vehicles should be marked on each side with company name with either permanent or semi-permanent/magnetic signage to aid the Security Forces in identifying and permitting them exemption from base wide exercises.
The Contractor shall, under regulations prescribed by the Contracting Officer, use only established roadways, or use temporary roadways constructed by the Contractor when and as authorized by the Contracting Officer. When materials are transported in prosecuting the work, vehicles shall not be loaded beyond the loading capacity recommended by the manufacturer of the vehicle or prescribed by any Federal, State, or local law or regulation.
When it is necessary to cross curbs or sidewalks, the Contractor shall protect them from damage. The Contractor shall repair or pay for the repair of any damaged curbs, sidewalks, or roads.
1.18.3 Work in Occupied Facilities
The Work Plan shall address procedures required to ensure the safety and productivity of facilities that are to remain occupied or in-use while the Contractor's work is being performed.
The Work Plan shall address all issues related to the safety of the occupants and in addition address impacts to the normal occupancy environment including but not limited to changes in access and egress, emergency evacuation procedures, outages (power, gas, communications, etc.) noise, air quality and occupant or visitor parking.
The Contractor shall post information related to occupancy impact in locations readily accessible to the occupants and approved by the Contracting Officer. Drawings shall be posted depicting alterations to normal ingress, egress and evacuation routes. Signs shall be installed at all locations where evacuation routes have changed directing occupants to the nearest alternate evacuation point.
1.18.4 Adjacent Facilities
The Work Plan shall address impacts to adjacent facilities including vehicular traffic patterns and provide methods to be implemented by Contractor to minimize negative impact. Contractor shall make changes to the Work Plan as required by the Contracting Officer to ensure safety and continued productive use of adjacent facilities including roadways. Streets, walks, and other facilities occupied and used by the Government shall not be closed or obstructed without written permission from the Contracting Officer.
1.18.5 Communication Devices and Cables
Any removal/relocation/reconnection of any communication device shall be coordinated in advance with 17 CS/SCMP at 325-654-3010. Any removal/relocation/reconnection of any Cable TV device shall be coordinated in advance with 17 CS. Communications and Cable TV devices to remain shall be protected as required when work proximity dictates.
1.18.6 Planned Utility Outages
The Contractor shall coordinate all requests for utility outages with the Contracting Officer in writing fourteen (14) calendar days prior to date of requested outage. Water, gas, sewer and electrical outages shall be held to a maximum duration of 2 hours unless otherwise approved in writing.
Refer to paragraph titled "Pre-Outage Coordination Meeting" in Section 01 35 26 of this specification for additional requirements.
1.18.7 Unplanned Utility Outage (Accidental Disruption)
In the event of accidental disruption of any utility, the Contractor shall immediately notify the Contracting officer of the unplanned outage. The Contractor shall immediately take every reasonable step to repair the damage in a manner acceptable to the Government and will restore the utility to full use as soon as practicable. If the Contracting Officer determines that it is necessary for the Government to complete necessary repairs to the damaged utility, the Government may withhold from payments due to the Contractor the necessary amount to defray all costs associated with the repair of the utility.
1.18.8 Drinking Water
For all drinking water disruptions, repairs and new construction, the Contractor shall adhere to 30 TAC 290 Subchapter D paragraph 290.46(g and j). Submit Drinking Water Analysis Report and a “Drinking Water Customer

Service Inspection checklist” via an AF Form 3000 for Government Approval. Contact Bioenvironmental Engineering at 325-654-3126 prior to restoring drinking water service.
1.18.9 1Phasing Requirements When required by the Contractoring Officer the Contractor include a phasing plan in the Work Plan for approval by the Contracting Officer. The phasing plan shall address all critical coordination requirements related to the specific Task Order.
1.19 ENVIRONMENTAL
Contractor's on site supervisory personnel shall complete Environmental Management System (EMS) Awareness Training.The Base Civil Engineer Asset Management Flight system administrator should be contacted at (325) 654- 5946/3440/3299 for information and password to complete the 30-minute awareness training within 60 days of contract award or a new contract employee supervisor begins work.The training will be accomplished utilizing web-based Environmental, Safety, and Occupational Health Training Network (ESOHTN) available through any internet access at https://esohtn.com/start.The training will be tracked online by the system administrator.
1.19.1 Environmental Goals
Contractor shall distribute copies of the Environmental Goals to each subcontractor and the Contracting Officer. The overall goal for design, construction, and operation is to produce a building that meets the functional program needs and incorporates the principles of sustainability. Specifically:
A. Preserve and restore the site ecosystem and biodiversity; avoid site degradation and erosion. Minimize offsite environmental impact.
B. Use the minimum amount of energy, water, and materials feasible to meet the design intent. Select energy and water efficient equipment and strategies.
C. Use environmentally preferable products and decrease toxicity level of materials used.
D. Use renewable energy and material resources.
E. Optimize operational performance (through commissioning efforts) in order to ensure energy efficient equipment operates as intended. Consider the durability, maintainability, and flexibility of building systems.
F. Manage construction site and storage of materials to ensure no negative impact on the indoor environmental quality of the building.
G. Reduce construction waste through reuse, recycling, and supplier take-back.
1.19.2 Environmental Goal Standards
Submittals for design, materials and when applicable methods of installation shall include references to the following standards and denote compliance or non-compliance with these standards.
1.19.2.1 US Green Building Council (USGBC) - LEED(tm) Rating System For new construction, provide work consistent with USGBC LEED-NC(tm) (LEED), level silver requirements.
1.19.2.2 Green Globes US
Provide work consistent with Green Globes requirements.
1.19.2.3 EPA Energy Performance Rating
Provide work consistent with Energy Star in accordance with design.
1.19.3 Hazardous Materials
The Contractor shall provide to the Contracting Officer an AF Form 3000, Material and Approval Submittal, listing all materials to be utilized during the contract period. If any of the material is classified as hazardous in accordance with Federal, State, DOD, AF and per the regulations, AFI 32-7086, the Contractor will submit an AF Form 3952 - (Contractor HAZMAT Worksheet Request), for each material item with all supporting information, such as a valid Safety Data…
