SUPPLIES AND SERVICES
(a) Bare Cost Total in the current year's RSMeans (Computerized Pricing Guide - CPG) cost estimating database compatible with e4Clicks Premier and Assemblies, Facilities and Master Composite (e4Clicks P/N E4CBundle-010) shall be referred to as the Unit Price Book (UPB). Additionally, the Bare Costs listed in the UPB listed above will not be localized.
(b) PRICING COEFFICIENTS: The purpose of applying the coefficients to direct prepriced costs from the UPB is to compensate the contractor for his burden costs and profit for performance. The Offeror's coefficient must be sufficient to cover all costs including but not limited to all costs listed in R.S. Means costs data books listed in paragraph (a), above, general & administrative expense; overhead; profit; project direct costs; bond premiums; licenses; certification; protection or moving of Government property; mobilization and demobilization expense; engineering/technical design support services;
daily cleanup; payroll taxes (FICA, state and Federal unemployment taxes, employee training taxes, etc.); gross receipts tax;
general conditions (superintendent salaries, builder's risk insurance, etc.); site and home office overhead; wage determination differential; special clothing or equipment for workers; all insurance for all employees; portable toilets; flag persons; safety equipment; additional supervision; paperwork/reports associated with the contract; consultant fees; on and off site storage;
and all contingencies, as well as costs associated with compliance with environmental, labor and tax laws and all other contract requirements, as no allowances will be made after contract award. The coefficients will not be localized and are not subject to economic price adjustments. The coefficients will remain unchanged under the terms and conditions of the contract. The categories of pricing coefficients in this contract are based on work hours, location of the work and bare cost dollar value. If a task order includes work that has more than one applicable pricing coefficient category, then the coefficient will be determined based on the preponderance of the work and applied to the total direct costs.
(c) Hours of Work shall be defined as follows:
(1) Standard Working Hours (also referred to as Normal Duty Hours). The Contractor shall normally perform tasks during the standard working period of 7:30 a.m. to 4:30 p.m., Monday through Friday, excluding federal holidays and Family Days (see Section F, paragraph entitled "NORMAL WORK HOURS"). The Contractor may elect, at his option and at no additional cost to the Government, to work hours other than standard working hours provided that (a) the request is submitted in writing at least four (4) full work days in advance of the desired date, and (b) the Contracting Officer approves the request. Non-standard hours worked at the convenience of the Contractor and with the approval of the Contracting Officer will be at a standard hours coefficient.
(2) Non-Standard Working Hours. Non-standard working hours are defined as the period from 4:30 p.m. to 7:30 a.m., Monday through Friday, as well as weekends and federal holidays. Items of work to be accomplished during non-standard hours shall be clearly identified in contractor technical/cost proposals, including justification for the request. Non-standard hours, worked without the express approval of the Contracting Officer, will be at the coefficient for standard hours. Non-Standard work hours requested by the Government will be stated on the Request for Proposal. Task Orders subject to an accelerated construction schedule may also have the non-standard working hours coefficient applied to the Task Order (TO) items.
(d) Work Areas shall be defined as follows:
(1) Secured Area. USAF Controlled access areas are the higher-level security areas. Presence within these controlled access areas is by escort; and the movement of authorized personnel in and out of these areas is limited. Contractor personnel are permitted access to these areas on a need basis only.
(2) Non-Secured Area. The lowest level of security exists in general access areas. These areas are all of Goodfellow AFB outside of the USAF Controlled areas.
(e) Clauses and provisions in this document will be numbered in sequence, but will not necessarily appear in consecutive order.
(f) Sections K, L and M will be deemed incorporated in the resultant award, by reference.
CONTRACT MINIMUM/MAXIMUM QUANTITY AND CONTRACT VALUE
The minimum quantity and contract value for all orders issued against this contract shall not be less than the minimum quantity and contract value stated in the following table. The maximum quantity and contract value for all orders issued against this contract shall not exceed the maximum quantity and contract value stated in the following table.
