SABER

STATEMENT OF OBJECTIVES

REPLACE STREET LIGHTS ON SCHERZ

PROJECT # JCGU 17-1031

1.0 PROJECT SCOPE: The work under this task order shall consist of providing all labor, tools, transportation, supplies, supervision, materials, equipment, and associated design to replace existing deteriorated street lights on Scherz Blvd. and provide flag pole lights at B900.

The work includes, but is not limited to all demolition, painting, carpentry, mechanical, electrical, plumbing, and associated tasks/crafts, required to successfully complete this project’s requirements. All work shall be in strict accordance with the Goodfellow AFB SABER Contract.

2.0 MATERIAL AND DEBRIS REMOVAL: All demolished materials and debris shall become the property of the Contractor and shall be disposed or recycled off base at the Contractor’s expense in accordance with local, state, and federal environmental laws and regulations.

2.1 COMPLIANCE WITH LAWS: Construction activities are NOT exempt from air emission, storm water, hazardous waste, and other environmental compliance rules and regulations. The Contractor shall comply and ensure that all Sub-Contractors comply with all applicable federal, state, and local laws, regulations, ordinances and standards related to environmental matters. The Contractor shall also comply and ensure that all Sub-Contractors comply with all specific instructions or directions given to the Contractor by Goodfellow AFB regarding environmental matters.

2.2 HAZARDOUS AND SPECIAL WASTES GENERATED BY THE CONTRACTOR:

The Contractor shall identify, characterize, containerize, store and dispose of hazardous wastes in strict accordance with federal guidelines found in the Code of Federal Regulations, Title 40 (40 CFR) parts 260-270, state regulation 30 TAC 335, all local guidelines, and as specified. A Uniform Hazardous Waste Manifest shall be used by the Contractor to document all parties and locations involved in the transportation, storage and disposal of all hazardous and special wastes.

This form shall be provided to the Government by the Contractor and signed by the Base Environmental Coordinator (17 CES/CEIE) before the waste is transported from the limits of Government property. A copy of the manifest shall be signed by the receiver of the waste and submitted to the Contracting Officer not later than forty-five calendar days after disposal has taken place. Hazardous waste treatment, storage and disposal facility shall be located within in the state of Texas, permitted by the U.S. EPA and approved by CEIE. The Contractor shall submit on a monthly, quarterly or the end of the project as determined by the Contracting Officer and the Hazardous Materials Pharmacy (HMP) a report of usage of HAZMAT materials within that period. The report will be by a log showing the product name and/or stock number that was assigned by the HMP to that material, for any amount received during this project period, unit of issue, amount used during this period and any balance left to still be used or removed off-site by the Contractor. (To be provided at pre construction meeting)

2.3 CONTRACTOR ENCOUNTERED HAZARDOUS WASTE: The Contractor shall notify the Contracting Officer and the Civil Engineering Environmental office (17 CES/CEIE) upon encountering any material not identified in this Statement of Work thought to be hazardous that could jeopardize the safety of workers or personnel in the area. The Government will be responsible for characterization, transportation, storage and disposal of the waste if necessary.

2.4 ASBESTOS: To the best of the Government's knowledge, asbestos-containing material (ACM) will be encountered during this project. Should the Contractor encounter previously unidentified or suspected ACM which must be disturbed, to comply with the contract documents, the Contractor shall cease that work which would disturb the suspect material and shall immediately notify the Contracting Officer.

2.4.1 ABATEMENT: When a project involves asbestos abatement, a written notification on the form specified by the Texas Dept. of State Health Services (DSHS), shall be received by the DSHS at least ten (10) calendar days prior to Contractor's proposed asbestos abatement start date; draft to be submitted to 17 CES/CEIE fourteen (14) calendar days prior to sending to DSHS. The notification shall be signed by Base Environmental Coordinator. Contractor shall be responsible for this notification and bring it to 17 CES/CEIE for signature prior to mailing to the DSHS. Contractor shall submit a copy of the signed notification to the Contracting Officer annotated with the date of mailing to the DSHS. The Contractor shall be responsible for timely payment of all fees associated with the work. The Contractor shall submit notification for any material that tests positive on asbestos report findings (attachment: Asbestos Abatement).

2.4.1.1 ASBESTOS CONTAINING BUILDING MATERIALS: Under no circumstances, under the provisions of this contract, shall the Contractor be allowed to provide asbestos containing building materials, or products containing encapsulated asbestos or mineral fibers as defined in the 40 CFR 61, National Emission Standards for Hazardous Air Pollutants of 1990, to

GAFB.

2.4.2 ASBESTOS - FREE CERTIFICATION: Prior to final acceptance, the Contractor shall submit a signed statement, accompanied by SDS sheets for project materials, from a licensed asbestos inspector or the project architect or engineer, proclaiming that no asbestos-containing building materials were used in the construction via Form 3000 for Government Approval.

Adhesive used to secure new pedestals over asbestos positive tiles must be applied in amounts that exceed pedestal base by area of tiles under the base so that the point load of pedestal base does not crack that tile(s) footprint. This method will help encapsulate asbestos in tiles.

2.5 HAZARDOUS MATERIALS: The Contractor shall provide to the Contracting Officer an AF Form 3000, Material and Approval Submittal, listing all materials to be utilized during the contract. If any of the material is classified as hazardous in accordance with AFI 32-7086, the Contractor shall submit an AF Form 3952, (Chemical/Hazardous Material Request Authorization) for each material item with all supporting information as required for approval.

The Contractor must obtain authorization from the Contracting Officer prior to using hazardous materials on the installation. The Contractor must supply an up-to-date SDS for each requested AF Form 3952 item listed as a hazardous material, as defined to be delivered under this contract.

The hazardous material shall be properly identified and include any applicable identification

number, such as National Stock Number or Special Item Number. This information shall also be included on the Safety Data Sheet submitted under this contract. The Contractor must maintain a file of all SDS. No hazardous materials, lubricants, oils, liquids or related materials shall be deposited in the refuse containers on base. The Contractor shall contact 17 CES/CEIE for disposal guidelines of any spent hazardous materials. Contractor shall adhere to all other federal, state, and local guidelines regarding environmental practices.

2.6 NUISANCE AND POLLUTING ACTIVITY PROHIBITED: Polluting, dumping, or discharging of any harmful, nuisance, or regulated materials (such as but not limited to concrete truck washout, vehicle maintenance fluids, residue from saw cutting operations, solid waste and hazardous substances) into building drains, site drains, streams, waterways, holding ponds or to the ground surface shall not be permitted and the Contractor shall be held responsible for any and all damages which may result. Further, the Contractor shall conduct work activities in such a fashion as to avoid creating any legal nuisance, including but not limited to, suppression of noise and dust, control of erosion, and implementation of other measures as necessary to minimize offsite impacts of work activities.

2.7 RELEASE OF FLUIDS TO THE SANITARY SEWER SYSTEM: Goodfellow AFB’s sanitary sewer system discharges into the Publicly Owned Treatment Works (POTW) operated by the City of San Angelo, Texas. This POTW has established testing requirements for certain constituents as well as discharge limits of those same constituents. Accordingly, any Contractor performing work at Goodfellow AFB and contemplating a release of nonhazardous water into the sanitary sewer system shall comply with the testing/release requirements established by the City of San Angelo. Contractor is also responsible for any and all testing, monitoring, measuring, documenting, etc. to prove compliance with it. Contractor shall not discharge wastewater to sanitary sewer without prior approval of the Government.

3.0 CONTRACTOR FURNISHED MATERIALS: Contractor shall furnish all materials to accomplish the work as shown on attached drawings and described in this SOO.

4.0 PROJECT DESCRIPTION: The following requirements are intended to describe the general scope of the project, but in no way limit the contract with respect to the extent of work indicated in the specifications or on the drawings, and are subject to the terms and conditions of the contract. It is the intent and meaning of this document that the Contractor shall demolish the existing 12 deteriorated street lights, poles, bases, concrete pedestals, and wiring and provide14 new L.E.D. street lights with 30’ aluminum poles, bases, concrete pedestals, conduit, wiring, and circuits along Scherz Blvd. One of the existing light poles is missing due to high winds but the concrete base remains and is to be demolished. The Contractor shall provide 18 new L.E.D. flag pole lights, surface mounted bases, concrete pedestals, conduit, wiring and circuits at B900. This new work shall be complete with all items and appurtenances necessary, reasonably incidental, or customarily included, even though each item is not specifically called out. As-build drawings showing new utility locations will be require at the completion of the project for approval.

4.1 A. DEMOLITION:

1) Contractor shall demolish existing street lights, poles, bases and concrete pedestals.

2) Contractor shall demolish all existing wiring from the street light pedestals back to the circuit breaker/panel or point of connection.

3) The Contractor shall demolish existing conduit back to the panel if exposed or accessible during trenching for new circuits otherwise conduit may be abandoned in place under roadways, parking lots, concrete slabs or sidewalks.

4) Contractor shall saw cut and demolish existing concrete as necessary.

5) Contractor shall demo curbs and gutter, concrete sidewalks, landscaping, asphalt pavement as necessary to install new conduit and wiring.

B. NEW WORK:

Architectural:

1) Contractor shall provide new concrete reinforced pedestals for new street lights and flag pole lights.

2) Contractor shall provide trenching for new conduit as necessary. The contractor shall provide directional boring under newly paved roadway intersections for new conduit as necessary.

3) Contractor shall provide new concrete sidewalks, curbs and gutters and asphalt paving finish to match existing as necessary.

Mechanical:

1) N/A

Electrical:

1) Contractor shall provide new 150watt equivalent L.E.D. street lights with 30’ square aluminum anodized brown light poles and bases. New L.E.D. lights shall be fully shielded or U0 rated luminaires, comply with UFC 3-530-01, para 5.6.1 Roadway and Streets and shall be made of aluminum with matching anodized brown finish.

2) Contractor shall provide 2 new 277/480 circuits in electrical panel PNL-LP located in the electrical room at the event center B723 for the street lighting.

3) Contractor shall provide new breakers, conduit, j-boxes, wiring, connectors and fasteners as necessary for new street lights.

4) Contractor shall provide 18 new 19watt/10deg. L.E.D. flag pole spot lights with concrete pedestals at B900. New L.E.D. lights shall be made of aluminum or brass and anodized brown finish. New low voltage flag pole lights shall be placed 12”-3’ from base of flag pole and pointed at the ball. Main flag pole for the U.S. flag at B900 shall have 2 lights located 180deg across from one another.

5) Contractor shall upgrade existing flag pole circuit at B900 and provide new breaker, conduit, j-boxes, wiring, connectors and fasteners as necessary for new flag pole lights.

6) Contractor shall provide new Contractor shall provide new astronomical time clock for the street and flag pole lighting circuits, no photo cells required.

5.0 SPECIAL CONSIDERATIONS: Work shall be performed in a manner to create minimum disturbance and inconvenience to the Goodfellow AFB. The contractor shall protect existing site conditions. The troopwalk and sidewalks shall remain open for use at all times. As a minimum the Contractor shall give the Contracting Officer 72 hours advance notice for any utility outages affecting the building.

6.0 GENERAL QUALITY CONTROL TESTING: The Contractor is responsible for all quality control testing. All testing shall be performed at no additional cost to the Government.

No work requiring additional testing will be permitted until the required tests have been identified and approved by the Contracting Officer.

7.0 SUBMITTALS: The Contractor shall provide the following submittals along with the basic required contract submittals, to the Contracting Officer for approval:

2. Design Drawings

3. Material Submittals

4. O&M Manuals

5. Environmental Reports

6. As-built drawings

7. DD Form 1354
