Questions and Answers 11 & 12 June 08 Columbus AFB BNCC FA3022-08-Q-0001

These two paragraphs regarding normal duty hours are in conflict. What are the actual normal duty hours for the contractor?

14.1.1 During normal duty hours, the project manager or the alternate shall be on site and available within 30 minutes to meet on the installation with government personnel designated by the QAP/FC/CO to discuss problem areas. After normal duty hours, the manager or alternate shall be available within one hour. Normal duty hours shall be understood as being 7:30am (0730) to 4:15pm (1615) local time, Monday through Friday, or those hours designated as base normal duty hours except for specified holidays.

Change Para 14.1.1 to read:

14.1.1 During normal duty hours, the project manager or the alternate shall be on site and available within 30 minutes to meet on the installation with government personnel designated by the QAP/FC/CO to discuss problem areas. 14.8.1 Normal Hours. The normal hours of operation (time during which a facility is regularly open for business) at the contractor operated, on-base, facility are 7:00 am (0700) to 5:00 pm (1700) local time Monday through Friday. Except in the case of a valid requirement, or as directed by QAP/FC/CO, the NCC is not required to be open for business on federal holidays.

Change Para 14.8.1 to read:

14.8.1 Normal Hours. The normal hours of operation (time during which a facility is regularly open for business) at the contractor operated, on-base, facility are 7:30 am (07300) to 4:30 pm (1630) local time Monday through Friday. Except in the case of a valid requirement, or as directed by QAP/FC/CO, the NCC is not required to be open for business on federal holidays.

Upon review of the "Response to Questions 1", there are a couple of responses that require additional clarification. Clarifications questions are in blue (proceeded by >>) below. *(New answers are in green) Clarification 1:

In Appendix 1 – Work Load Estimates, page 57, it is stated:

What is the estimated time for each one of these individual events?

Answer: Driven by daily requirements. New system to Columbus.

Additionally, this work load chart, shows Citrix, no where else in the PWS is Citrix mentioned. What will be the required skill set for this support?

Answer: Remove Citrix requirement from PWS.

>>Question 2 above incorrectly asserts that Citrix is not mentioned anywhere else in the PWS, however, Citrix is listed as the implemented solution for SIPRNet in Section 5, paragraph 5.5. Please confirm whether Citrix is being used IAW paragraph 5.5.

Answer: Remove paragraph 5.5 from the PWS. No Citrix support required.

Clarification 2:

"Ref 1.48.3 -- The requirement states that the service provider is responsible to act as the base delivery point for all Automated Message Handling System (AMHS). AMHS is configured on selected individual workstations on the base and as such AMHS messages are not accessible by anyone but that authorized user.

Recommend that this requirement be removed.

Answer: Remove Para from PWS.

Ref 2.2.2 -- The requirement states that the service provider shall check, download, process, and notify appropriate agencies of incoming AMHS traffic. AMHS is configured on selected individual workstations and as such, AMHS messages are not accessible by anyone but that authorized user.

Recommend that this requirement be removed.

Answer: Remove Para from PWS.

Ref 2.2.3 through 2.2.5 -- Each of these requirements incorrectly indicate that AMHS messages are accessible by NCC personnel. (See previous questions). AMHS is configured on selected individual workstations and as such, AMHS messages are not accessible by anyone but that authorized user.

Recommend that this requirement be removed.

Answer: Remove Para from PWS."

>>The three questions above assert that because AMHS is configured for delivery to individual workstations, that there is never a requirement for message handling and notification. However, this ignores the requirement to maintain a base delivery point (BDP) account for delivery of high precedence and general messages (ALMILACT, etc.). In some cases, a BDP may forward to another activity (command post, i-NOSC) after duty hours to ensure delivery and notification of high precedence messages but would normally always be monitored during normal duty hours. Please confirm whether the contractor will be responsible for maintaining and handling messages delivered to the BDP.

Answer: Another office, within the command, is responsible for after hour support and monitoring of the base BDP.

PWS

14.12 Contractor’s Employees: Minimum Knowledge and Skills. The contractor shall ensure all personnel are fully trained and qualified prior to employment. Resumes are required on all employees, including those hired during the life of the contract as replacements.

Question: Are you requiring that we submit the resumes for all of our proposed personnel with the solicitation response or have them available prior to contract start date?

Answer: prior to start date.
